Abstract
The article is to outline the self-organizing potential of the community in decentralization processes in modern Ukraine. In the context of decentralized processes one of the most promising forms of direct democracy is self-organization, which is important in solving problems of population residence and its cooperation with local authorities. It is shown that the nature of political self-organization in the community is self-preservation of its political system as a whole, which is due to the need for restoring equilibrium system, changing the direction of its evolution, alternating regimes of acceleration processes and deceleration processes of differentiation and homogenization system structure. It was revealed that the forms of citizens’ participation in solving local issues are: elections of deputies of local councils, village, town and city heads; participation in local referendum, general meeting at the place of residence and public hearings; The possibility of raising by a local initiative the consideration by the local council of any matter within its competence. The following functions of community members at the local government level are highlighted: indication, assessment, generation, catalysis, control. Also, self-organizing potential of community in decentralized processes can be solved through internal integrative characteristics, structural, mobilization, functional redistribution, democratization, avtonomization, tool, emancipatory and modernization roles of decentralization of power. The following methods of involving the public in the process of developing and adopting decisions of local importance are defined: raising public awareness; consultations with the public; public control of the activities of government bodies; strategic planning of the development of society.
