Abstract

Current international migration has, in some aspects, a negative impact on socio-cultural and political spheres of host societies. The presence of such negative consequences allows using a directed and controlled migration process as a specific “weapon of migration”. Over the past several decades tens of millions of migrants came to Europe. The first place in this process is confidently taken by people from Muslim countries; there are about 16 million of them on the territory of the EU. In the EU, the role of unassimilated enclaves of representatives of non-western civilizations has been increasing; they ignore the values of the indigenous population of European countries. This process destabilizes the host societies and causes a number of crisis consequences. The presence of the negative effects of migration allows to suggest that if this process is stimulated by some political or geopolitical forces this may involve a desire to apply a targeted and controlled strike on the opponent. Accordingly, the term “weapon of migration” can and must be used. The term “weapon of migration” should be understood as negative impacts of mass migration directed to certain countries by definite forces to provoke an artificial crisis and to make political, socio-cultural, economic and psychological influence on their governments and societies. The destruction factors of the weapon of migration are a threat to the territorial integrity of states, terrorism spreading, political instability and economic and social tension growth, deformation of the ethnic-demographic structure of the population, epidemics and diseases spreading and other risks. The use of migration as a weapon may have such strategic aims as invasive, destabilizing, military, manipulative and other ones. These kinds of migration strategies are not mutually exclusive and can intermingle and complement each other. The present-day migrant crisis in the EU may be a result of targeted actions of various subjects of geopolitical and political struggle. The general crisis of the EU institutions at present is beneficial for Russia, the USA, radical Islamic groups and a part of political elites of the EU and neighboring countries.
