Foreign Experience of Public Participation in the Prevention of Corruption

Abstract

The purpose of this article is to study the most common practices of public involvement in the prevention of corruption crimes in foreign countries and the prospects for the implementation of such experience in Ukraine. Methodology. Methodological tools are selected in accordance with the purpose, specifics of the object and subject of research. The comparative legal method was used in the analysis of current legislation and international regulations. To achieve this goal, general scientific and special methods are used, which are tools of scientific research. These are structural-functional and systemic, formal-logical, hermeneutic, anthropological and other methods that have provided an opportunity to study foreign experience of public participation in the prevention of corruption crimes. A special research method used in the article is the method of system analysis. The scientific novelty of the publication is that the experience of public involvement in the prevention of corruption crimes in foreign countries is considered. It has been found that the practice of public participation in anti-corruption measures is quite common in the world’s leading countries. These measures include: exposing the activities of ordinary citizens, public discussions, public control, and so on. Conclusions. Consideration of modern foreign practice of public participation in the prevention of corruption provides grounds for possible borrowing of its individual components in order to improve existing forms of interaction between the public and government agencies in Ukraine, as well as the formation of the latest strategy to prevent corruption. The anti-corruption experience of the countries in question seems to be a guideline to which every country, including Ukraine, should strive. Their main advantage is good governance, as public authorities, in exercising their powers, are aware of the importance of their actions for the well-being of society, assess management activities as prestigious and value their reputation. A systematic solution to a number of problems will help build a way to enhance the role and capacity of civil society in preventing corruption in Ukraine.
