A Survey On The Institutional Effectiveness Of Un Security Council

Abstract

Is a measure of the effectiveness of the international system, international system shape and influence the extent to which a measure of international behavior. From system to system function study of the effect of track, through the United Nations Security Council during the 2000-2005 analysis of issues dealt with, the use of set of assessment methods, study of the functioning of the UN Security Council, it can be concluded: the UN Security Council as a international system, its current functions of the play is complex, in conflict prevention and conflict resolution in the Council of the issues can not be fully functional, the system less effective, and in post-conflict peace-building and global issues on the Council's relative can play a role more fully. The effectiveness of international institutions is a scale to measure how much international institutions can shape and influence the international behavior. By following the research track from the functions to the effects of institutions, this paper does a research on almost all the issues discussed by UN Security Council, applying the assessment approach we design by ourselves, to examine the operation and functions of UN Security Council. We draw the conclusion that UN Security Council, as an international institution, plays complex roles; it can not play its roles in the issues of preventing and resolving conflicts, therefore its effectives in these issues is bad; but it is effective and can play relatively important roles in the issues of peace building after conflicts and in the global issues.
