Abstract

Due to the modern development of the society that is inseparably associated with the fast development of information technology, communications, telecommunication services and accessible computer hardware the wide layers of population acquired access to a massive data and possibbility to operate this information. But at the same time iformatization is going on at different pace both on the particular countries’ level and on the level of social strata. Therefore providing such a speed of informatization so that society would be able to enter effectively the modern information space with its further information development becomes rather vital. One of the problems is creating conditions to involve both the whole population and the whole country’s territory if the national borders are meant. The other problem is connected to the readiness of the society itself for the global transition to a new level of development – information society.
