Abstract

This article examines the current problems and tension that characterize the idea of the right to have rights, considered as a cornerstone of the European Union's project. The systemic deficit matter is discussed as the main problematic to achieve the entirety of the previous concept, and some systemic deficit profile are identified. Moreover through the example of the Greek experience the article shows a possible way of common action to solve the systemic deficit. Finally, the authors talk about how to evaluate these kind of interventions and what are their risks
