The EU Eastern Enlargement under the Perspective of Legitimacy
Abstract
Legitimacy of the Western political theory, especially the state and one of the core concepts of democratic theory, is often used in modern political order analysis. After half a century of development, the EU has developed a unique political and legal system, the legitimacy of the theory applies to EU studies. EU enlargement in the European integration process is a major event, which meets the European Union and Central and Eastern European countries, the interests of both appeals, is a win-win process, with the legitimacy of basic values, rules-based and effective basis. As one of the core concepts in western political theory, especially the theory related to state and democracy, "legitimacy" is often applied in the analysis of modern political order. After more than 50 years' development, EU has formed its unique political and juristic system, to which legitimacy theory is applicable. The EU eastern enlargement is of great significance in the process of European integration, which meets not only EU's expression of interest but also that of the Central and Eastern European Countries. Therefore, EU eastern enlargement can be seen as a "win-win" process, which has essential value foundation, rules foundation as well as effectiveness foundation in terms of legitimacy
