In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 at (...) his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. Klickstein treats these subjects, not as separate and unrelated topics, but as interdependent elements necessary for long-term musical success. The Musician's Way is uniquely holistic. It encourages aspiring musicians to approach their study as a process that will take place over the course of a lifetime. The Musician's Way is not a research-based text. It is rather a practical self-help manual, filled with the wisdom gained in Klickstein's thirty years in the performing and teaching professions.At the outset, I should state that I am writing this review from two perspectives: [End Page 100] as a professor of piano at a mid-size public university, and as an experienced performer with a touring piano-duo. These experiences inform my critique of Klickstein's book.In "Artful Practice," Klickstein takes on the heroic task of defining both the 'what' and the 'how' of practicing. Mastery of the art of practicing is a precondition for musical success, yet it is not uncommon for students to enter college poorly schooled in the habits they will need for success in school and the professional world. In my undergraduate piano studio, for example, much of a student's first semester or even a full year may be spent acquiring proper practice and repertoire management techniques. Many students are unaware that artistic performance requires more than correct notes and rhythms. The habit of empty repetitions—playing something over and over again without setting specific goals or applying any critique—is common. Some students do not possess the listening skills necessary to enable critical assessments about their performance. For others, memorization requirements pose a serious challenge. This is often exacerbated by a lack of knowledge of theory or poor general musicianship skills. Managing a large body of repertoire in preparation for juries and recitals is a new frontier. Many students are unaccustomed to a more demanding practice and rehearsal schedule. A sudden increase in time spent on their instrument may result in temporary injury or chronic pain. There are, of course, many other psychological and social issues that arise when students transition to university life.Klickstein understands this and he attempts to quantify every facet of practicing in painstaking detail. No element is too small to warrant inclusion in one of his many lists and subsequent discussions. Initially, I found this penchant tedious. However, there were always items on his list that I would not have thought to mention to a student. For example, Klickstein's advice on outfitting a practice room lists the obvious necessities: a suitable chair, music stand, metronome, and pencil. However, he also discusses equally essential yet sometimes overlooked items, such as a bottle of water, adequate lighting and climate control, and hearing protection. This mundane example is illustrative of the meticulousness of his approach throughout the book.One of the most useful proposals in The Musician's Way involves the organization of practice sessions. Many students habitually prepare for very short term goals: lessons, studio class performances—whatever is just around the next corner. Juries, in which students are expected to prepare a short program of compositions, are intended to be a step along the way to longer, more significant performances such as upper division barriers and junior and senior recitals. William Wood’s study, Blaise Pascal on duplicity, sin, and the fall, is an in-depth exploration of Pascal’s views of sin, human fallenness, and self-deception. While Wood is a tutorial fellow in Theology at Oriel College, Oxford University, his book engages work in analytic philosophy, as well as historical theology. Concisely put, according to Pascal, sin is a kind of idolatry, with some created thing replacing God as the sinner’s highest good. This replacement involves a turning away from the truth, (...) as God is the source of truth or even identical with it. As sin involves choosing a lesser good over the greatest good, it involves self-deception on the part of the sinner. One deceives herself in choosing the lessor good, and so sin is a fall into duplicity and an on-going adoption of a false self-image. Physics in Oxford, 1839-1939 offers a challenging new interpretation of pre-war physics at the University of Oxford, which was far more dynamic than most historians and physicists have been prepared to believe. It explains, on the one hand, how attempts to develop the University's Clarendon Laboratory by Robert Clifton, Professor of Experimental Philosophy from 1865 to 1915, were thwarted by academic politics and funding problems, and latterly by Clifton's idiosyncratic concern with precision instrumentation. Conversely, by examining in detail (...) the work of college fellows and their laboratories, the book reconstructs the decentralized environment that allowed physics to enter on a period of conspicuous vigour in the late nineteenth and early twentieth centuries, especially at the characteristically Oxonian intersections between physics, physical chemistry, mechanics, and mathematics. Whereas histories of Cambridge physics have tended to focus on the self-sustaining culture of the Cavendish Laboratory, it was Oxford's college-trained physicists who enabled the discipline to flourish in due course in university as well as college facilities, notably under the newly appointed professors, J. S. E. Townsend from 1900 and F. A. Lindemann from 1919. This broader perspective allows us to understand better the vitality with which physicists in Oxford responded to the demands of wartime research on radar and techniques relevant to atomic weapons and laid the foundations for the dramatic post-war expansion in teaching and research that has endowed Oxford with one of the largest and most dynamic schools of physics in the world. This paper considers the nature of the changes that took place in logic teaching at the University of Oxford from the beginning of the sixteenth century, when students attended university lectures on Aristotle’s texts as well as studying short works dealing with specifically medieval developments, to the beginning of the eighteenth century when teaching was centred in the colleges, the medieval developments had largely disappeared, and manuals summarizing Aristotelian logic were used. The Oxford Handbook of Ethical Theory is a major new reference work in ethical theory consisting of commissioned essays by leading moral philosophers. Ethical theories have always been of central importance to philosophy, and remain so; ethical theory is one of the most active areas of philosophical research and teaching today. Courses in ethics are taught in colleges and universities at all levels, and ethical theory is the organizing principle for all of them. The Handbook is divided into two (...) parts, mirroring the field. The first part treats meta-ethical theory, which deals with theoretical questions about morality and moral judgment, including questions about moral language, the epistemology of moral belief, the truth aptness of moral claims, and so forth. The second part addresses normative theory, which deals with general moral issues, including the plausibility of various ethical theories and abstract principles of behavior. Examples of such theories are consequentialism and virtue theory. The text is the inaugural address delivered at the opening of the Centre for Indian and Inter-Religious Studies, Rome, on 15th September 1977.

This is a personal memoir about the life, work and courage of Professor Kathleen Wilkes, a Fellow in Philosophy for 30 years at St Hilda’s College, Oxford University. The article traces—and sets out to explain— particularly her links to Dubrovnik and Croatia and the Inter–University Centre since 1981, and supported strongly through the 1980s and even during the 1990s, remaining on-site during the cruel siege of the city when the IUC suffered a devastating fi re. Three key aspects of (...) her life are explored—her work as a significant philosopher of science, her outstanding courage and work in defending academic freedom widely over the East Central European region, and her warm personality and generous friendship. This is why she can be regarded as Dubrovnik’s Global Citizen, the IUC was only too ready and willing to host this conference in her honour. (shrink)

These 'letters to an undergraduate' were published in 1845, two years after the death of their author, Thomas Whytehead. His outstanding student career at Cambridge suggested that he would remain in academic life, but having been ordained a deacon and then a priest, he volunteered for missionary work, and in 1841 sailed for the southern hemisphere as chaplain to the newly appointed Bishop Selwyn. He became seriously ill on arrival in Australia, and died in New Zealand the following year. This (...) work was created during Whytehead's time as a curate, and later on his travels: he felt strongly that new undergraduates at Oxford and Cambridge should have a spiritual and moral guide to life in college as well as a history of university institutions and customs. The letters cover the collegiate system, discipline, rooms, the chapel and hall, the lecture room and library, and the lasting importance of college friends. (shrink)

Barbara Stephen studied history at Girton College, Cambridge from 1891 to 1894. This history of the college, first published in 1933, drew on her previous publication Emily Davies and Girton College as well as on college reports, letters to and from the founders, and information obtained from staff of the college. The college was established on 16th October 1869 by Emily Davies and Barbara Bodichon, and was the first Cambridge college for women students. Women were not admitted to full degrees (...) at Cambridge until 1948, after Stephen's death, though Oxford had awarded degrees to women since 1920. The author probably never imagined that Girton would admit male undergraduates, as it has from 1979. Stephen's informative short history of the college's first sixty years is an intriguing document for those interested in the history of the University of Cambridge or of women's education. (shrink)

It is meet and right that pride and humility should be the two human characteristics on which University sermons have to be preached. Left to myself, although I might have picked on my modesty as something I should share with you, I should have given the preeminence to other among my sins than pride. My greed, my sloth, my avarice or, in this salacious age my lust, are subjects on which I could tell you much that might interest you. Pride (...) lacks immediate appeal. We are not sure what it is, or whether it is a bad thing, when we think of it in purely individual terms. But when we consider it collectively, we can see that it is, together with humility, something Oxford is peculiarly well qualified to preach on. We all of us are proud of our university. We were proud, and our schoolmasters were proud, when we first got our places here. We are, dons and undergraduates alike, proud of our colleges, each grateful that good fortune has brought him to the best college in Oxford, and anxious that everyone else should secretly acknowledge it to be the best. Our parents were proud when we took our degrees, and although we profess to be unconcerned with classes, we are deeply content to record our firsts when occasion requires us to do so, or have our contemporaries allude to them as opportunity offers. We are studious, as dons, not to pull rank, safe in the knowledge that others will do it for us, and that we shall receive the deference due to a fellow of an Oxford college. In an age that is egalitarian in theory but elitist at heart, Oxford men have benefited greatly, as other forms of social eminence have been eroded, leaving a clear field for our own claims to public esteem, which are, if not entirely unchallenged, still generally allowed. Oxford is, as we like to be told by outsiders, a centre of excellence, and a lot of the resplendence rubs off on us, not altogether undeservedly. It is, as we corporately admit on Commemoration Sunday, largely due to our having entered into other men's labours.. (shrink)

Theological study and teaching at Oxford prior to the First World War have been characterized as unambitious and lacking in critical rigour. In contrast to the constructive theological endeavours of biblical scholars at Cambridge or the bold revisionism of F.D. Maurice at King's College London, Oxford's theological teaching and research are perceived through the lens of E.B. Pusey and his High Church colleagues. Prior to the First World War, however, circumstances and personalities coincided to produce a radical set (...) of proposals from the Board of the Faculty of Theology under the leadership of Henry Scott Holland, Regius Professor of Divinity from 1910 until his death in 1918. Had Oxford's graduate legislative assembly, Convocation, not comprehensively rejected the reforms approved by the resident MAs, Oxford's Faculty might have been transformed into an influential centre of comparative religion. In this article, the prevailing accounts of Oxonian ‘narrowness’ are challenged through an account of this seminal moment in the history of the Faculty. Using correspondence from the Bodleian Library Special Collections, minutes and reports from the Oxford University Archives, pamphlet material and national, ecclesiastical, and University journals, the article seeks to identify the reasoning behind the proposed reforms and the significance of that reasoning for the history of modern theology in England. In so doing, it is suggested that the standard characterization of theological life at Oxford in the ‘long nineteenth century’ merits revision and further clarification. (shrink)
