El éxodo de más de 5.6 millones de venezolanos representa un fenómeno migratorio con múltiples facetas, cada una merecedora de atento análisis y profundización. Ante la dimensión del movimiento de millones de seres humanos, se corre el riesgo de subestimar tragedias que ocurren dentro del drama migratorio. Una de ellas, es el exilio de científicos y académicos. Este libro resume la vision acerca de la inaccion de la sociedad y orden mundial hacia la perdida de talento academico. Es un trabajo (...) continuado de 4 anos que pretende mostrar que esta banalidad no es nueva. A traves de la historia, los ojos inmoviles del mundo han visto repetirse el mismo escenario: Italia, Espana, Siria, Yemen, Afganistan entre otros tantos han sufrido impotentes la desaparicion de sus talentos pensantes en distitnos periodos historicos. Venezuela se ha sumado recientemente a esta lista. En las siguientes paginas intento resumir a la mirada publica la imperiosa necesidad de preservar y proteger el talento academico. Resumidamente, abordo tres ejes temáticos: 1) Causas y consecuencias de la Ciencia en Riesgo, 2) Instrumentalización de la Ciencia en Riesgo y 3) Efectividad de programas dirigidos a científicos en riesgo. El primer eje temático, está fundamentado en analizar las causas y consecuencias de la Diáspora científica venezolana, bajo una reconstrucción histórica del exilio científico de Italia y España, para luego hacer un análisis comparativo. El segundo eje establece, desde el marco filosófico, la conveniente preservación del statu quo de la Ciencia en riesgo, a través de instrumentalización y unidimensionalidad del quehacer científico en países en vías de desarrollo por parte de programas internacionales financiados por organismos privados y gubernamentales. El tercer y último enfoque tiene como punto de partida la situación actual de la diáspora científica y la exposición de soluciones eficaces que rompan la inercia presente, enmarcando las ideas dentro de la actual crisis de la posmodernidad. Queda por determinar si lo que prevalecerá será una Venezuela unida en la diversidad o una dividida y presumiblemente destruida. Este artículo sugiere que las élites políticas venezolanas podrían contemplar el poder compartido como un medio para restaurar el Estado-nación. El artículo profundiza en los retos y las perspectivas de adoptar el poder compartido como estrategia de las élites no sólo para el mantenimiento de la paz, sino también, y de manera crucial, para los procesos de pacificación. Partiendo de (...) una evaluación general de la democracia venezolana, identifica los factores que pueden obstaculizar la democracia consociacional. A continuación, el artículo analiza los elementos sociopolíticos que favorecen la autocracia y la partitocracia, antes de discutir los retos y oportunidades actuales del poder compartido. Destaca el papel de las élites venezolanas y el persistente problema de la no-circulación de las élites como factores críticos en el actual estancamiento político. El exilio de académicos y científicos venezolanos, representa un desastre para una colectividad emergente y joven dentro del país. La desatención a la comunidad académica venezolana en el exilio, puede llevar a una desconexión, pérdida y aislamiento de la Ciencia venezolana ─formada antes y durante los primeros años del periodo totalitario─ dentro del contexto nacional e internacional. Actualmente los intentos por mantener la cohesión de la comunidad académica venezolana en el exilio están fragmentados y desvinculados entre sí, lo que se (...) traduce en desaprovechamiento de las distinta iniciativas y perjuicio a la población académica-científica. No existe una adecuada organización que permita cohesionar a los académicos y científicos venezolanos en riesgo. Esta desorganización conlleva la “no integración” del talento venezolano académico-científico en programas internacionales en países de acogida. Y digo “académica” y no “científica”, porque la mayoría de programas e iniciativas internacionales están dirigidas solo ciencias exactas dejando de lado las ciencias humanísticas. Sin embargo, son las investigaciones humanísticas las que muestran el devenir de científicos exiliados. En los países que han sufrido regímenes totalitarios, guerras y/o situaciones de conflicto, el desvanecimiento de la investigación y acción humanística representa uno de los primeros objetivos. Es por esto, que he querido usar el término “Academia” en lugar de “Ciencia” ya que la primera acepción tiene un mayor radio de inclusión, evitándose posibles disertaciones positivistas y neopositivistas —desde el ámbito filosófico—en torno a lo que entendemos o categorizamos por “Ciencia. Los análisis y propuestas sobre la vida y el futuro de los países, que es siempre la vida y el futuro de seres humanos concretos —personas, ciudadanos—, no pueden, principalmente en situaciones de crisis y dificultades graves, ser abordados desde teorías en abstracto o desde orientaciones ideológicas cerradas. Esto último implicaría una renuncia a considerar que el centro de la vida de las sociedades son las personas como sujetos no sólo de derechos y deberes sino principalmente sujetos capaces de decidir, (...) de elegir, entendida esta capacidad como lo que caracteriza a los seres humanos. El pensamiento personalista, principalmente en su orientación cristiana, señala un camino para la búsqueda de nuevas formas de la economía y la política, como mediaciones imprescindibles para la realización de la vida humana, de su poder transformador –entendido como capacidad— y de la superación de visiones centradas en el poder—entendido como dominio—, de macrosujetos como los Estados que se alejan de los ciudadanos o los mercados que manipulan a los consumidores. The work argues the activation of the competence of the UN Security Council to review the complex humanitarian emergency situation in Venezuela, and adopt as a provisional measure a Humanitarian Electoral Intervention (IHE), which allows to settle and alleviate conflicts by holding some general elections, based on the experience of Cambodia (1992-1993) and Timor Leste (2001-2002), and thus ruling out any possibility of violence in the Venezuelan conflict, also removing any possibility of military intervention, bearing in mind that (...) the continuity or aggravation they constitute a threat to regional and world peace and security. The concept of international strategic litigation for the defense of Venezuela is analyzed against the 2018 Guyana lawsuit before the International Court of Justice-ICJ. Evading the agreement in Article IV of the 1966 Geneva Agreement, it attempts to validate the Paris Arbitration Award of 1899, which was rejected by Guyana and Venezuela. The claim is inadmissible because the bilateral ways to resolve the territorial conflict have not been exhausted, the ICJ lacks jurisdiction and the Geneva Agreement is distorted. (...) Este artículo explora dicho fenómeno, en particular desde los años 40 del siglo XX, a través del enfoque de la circularidad del capital humano, poco utilizado (...) en el examen del flujo migratorio canario. Esta perspectiva ilumina ámbitos tan diversos como el carácter transnacional de las relaciones y organizaciones, el papel de la localidad en la explicación del hecho migratorio, la ciudadanía y el emprendimiento y, en general, la movilidad de ideas, habilidades, conceptos y recursos. Para la realización del estudio se recurre a numerosas entrevistas y encuentros realizados en Tenerife y Madrid que dan cuenta del periplo migratorio de muchos emigrantes que, además, en las dos últimas décadas han regresado de manera masiva a Canarias dada la situación que conoce Venezuela. Leur autorité se déployait selon une masculinité particulière, fondée sur la valeur guerrière, l’exercice du commandement, et l’invisibilisation du rôle politique des femmes. Ancien employé de ferme, José Antonio Páez devint un redoutable officier cavalier puis général-en-chef. À la faveur de la victoire contre l’Espagne, il s’imposa comme le nouvel homme fort du Venezuela, et engagea la sécession avec (...) la Colombie présidée par Bolívar. In the last decade, Venezuelans have faced a range of challenges such that by 2023, nearly 7.2 million have fled, the vast majority hosted within the region. One country particularly stands out: Colombia has accepted over 2.5 million. Colombia’s behaviour does not appear motivated by legal obligations or universal ethical principles; it is hard to make sense of in terms of international ethical and political theory. Rather, Colombian state and society make reference to mundane, localised concepts of friendship, fraternity and (...) the reciprocity of a shared history. Such everyday ethics is generally ignored in existing debates. I argue that immigration ethics could helpfully begin from concrete, everyday ethical behaviour rather than idealisation and abstraction. Instead of initially asking what states and societies should do regarding immigration, we could ask what do they already do, why and how? This article therefore explores how Colombian politicians and civil society actors understood their welcoming actions through an awareness of entangled histories, reciprocity, friendship and solidarity: everyday, vernacular ways in which responsibility-taking is rationalised and practiced. My argument is not that Colombia’s actions are normatively right, or an enactment of immigration justice. Rather, these actions were ambivalent: the messy, pragmatic result of negotiating different, competing responsibilities, principles and emotions. The results were imperfect, heavily gendered, but also unprecedented. Those advocating greater societal responsibility for immigrants would perhaps do best to look beyond the global north, shun the universal and start from local activities founded in vernacular, everyday ethics. This article seeks to explore the relationship between populism, 21st-century socialism, and the emergence of what has been referred to as an ‘ estado delincuente’ (criminal state), in the case of Venezuela. That is, a state structure permeated with transnational organized crime mafias in the executive and the judiciary, in the financial system, the prosecutor’s office, the police, the armed forces, the prison system, state-owned companies, governorships, and city councils, among other state institutions. First, I review conceptual aspects of (...) populism to understand how this served as the basis for creating the postulates of 21st-century socialism, which promoted the institutional destruction of Venezuelan democracy and created the conditions for the unbridled dissemination of state corruption. Second, emblematic cases of white-collar and blood crimes, nepotism and other corrupt activities are discussed to provide an idea of the magnitude of the issues that permeate the state apparatus. To conclude, I provide a critical summary of the consequences of this way of doing politics in contemporary Venezuela. (shrink)

The five years that separate the election of Hugo Chávez as president of Venezuela in 1999 and the publication of Federico Vegas's Falke in 2004 were filled with change, political polarization, and outbursts of violence. In December 1999, a new constitution was approved along with a plan to replace the traditional bicameral system with an all-elected National Assembly. En la presente reflexión, se exponen algunos de los efectos jurídicos y procesales derivados de la Declaración Conjunta de Argyle por el Diálogo y la Paz entre Guyana y Venezuela (Declaración Conjunta, en adelante), publicada en San Vicente y Las Granadinas en fecha 14 de diciembre de 2023. Se analizan, de manera sucinta, las implicaciones procedimentales que la Declaración Conjunta, asumida como elemento material probatorio, genera a favor de la posición jurídica de Venezuela que puede promover, con base (...) a una serie de hechos nuevos de relevante valor y eficacia procesal, tanto la i) la excepción de inadmisibilidad sobrevenida de la demanda judicial que, por el territorio de la Guayana Esequiba, promueve Guyana contra Venezuela, en la Corte Internacional de Justicia (CIJ) dada la improcedencia de la misma y ii) la excepción de incompetencia sobrevenida de la CIJ para tramitar y decidir el litigio... El autor deja simplemente enunciado que, Generales del Derecho Internacional, concordados al artículo 52 de la CVDT y con la Declaración Conjunta de Argyle, es jurídicamente factible que Venezuela, conforme a los Principios el procedimiento de los artículos 65 y 66 ejusdem, promueva la nulidad absoluta retroactiva del Tratado Arbitral de Washington de 1897 y, de manera consecuencial, la nulidad absoluta retroactiva, ya reconocida, del Laudo Arbitral de París de 1899 por la coacción y la agresión y la invasión territorial que sirvieron de contexto y pretexto para su aprobación por parte de Venezuela, como medio para tratar de darle aparente legalidad a la ocupación militar ilegal de nuestro territorio Esequibo por parte del Reino Unido. The global spread of corporate social responsibility (CSR) practices is widely explained in institutional-isomorphic terms: Corporations worldwide adopt CSR in reaction to isomorphic pressures exerted on them by a pro-CSR global environment, including normative calls for CSR, activist targeting, civil regulation frameworks, and educational activities. By contrast, this article considers the proactive agency of corporations in CSR diffusion, which is informed by nonmarket strategies that seek to instrumentally reshape the political and social environment of corporations. Applying a “channels-of-diffusion” perspective, we (...) show that in the initial phase of CSR’s transnational diffusion—as exemplified by the cases of Venezuela (1962-1967) and Britain (1977-1981)—CSR traveled through learning exchanges between business elite “exporters” and “importers” whose engagement in diffusion addressed crisis-enhanced political threats and opportunities in the receiving country. The focal agents established national CSR business associations, which disseminated among local corporations CSR practices adapted to confront the challenges at hand. We identify the features of such “business-led cross-national diffusions of CSR”; formulate propositions regarding their conditions, dynamics, and effects; and suggest that further research of this mode of diffusion would advance a more nuanced and balanced understanding of CSR’s globalization. The ‘Bolivarian Revolution’ in Venezuela under Hugo Chávez has reignited debate in Latin America and internationally on the questions of socialism and revolution. This forum brings together six leading intellectuals from different revolutionary traditions and introduces their reflections on class-struggle, the state, imperialism, counter-power, revolutionary parties, community and communes, workplaces, economy, politics, society, culture, race, gender, and the hopes, contradictions, and prospects of ‘twenty-first-century socialism’ in contemporary Venezuela.

In this essay we explain some of the problems of the Venezuelan criminal justice sub-system and, in general, the criminal law enforcement. That is to say, that which is expressed in the persecutory actions of the investigating authorities and the criminal courts, after having established in Venezuela a Carl Schmitt concept of Dual State with the purpose of eliminating “bourgeois” democracy and implanting the model of so-called Socialism of the XXI Century. In this sense, it is a question of (...) identifying the flagrant persecution and violation of human rights of those who do not have the capacity to resist the attacks emanating from the State in the abusive use of coercion and legal violence. With the Dual State want to impose an utopia by force, which leads to dystopia, due to the division and polarization of society with the dichotomous politics of friend-enemy, In a process of etiquette and "demonization" of the enemy. After a decade in power, Venezuela’s Bolivarian Revolution faces a newly multilateral Washington DC and global capitalism’s most significant crisis in a generation. In order to properly understand the hopes and impediments for the future of the Revolution, I argue, it is first necessary to consider the current trajectory and series of accomplishments it has made. Este artículo muestra los resultados de una revisión bibliográfica sistemática sobre la disponibilidad léxica en Bolivia, Perú, Ecuador y Venezuela. Para el desarrollo adecuado de la investigación se utilizaron las plataformas Dialnet, Scielo, Google Scholar y DispoLex. Con los datos recogidos, se ha podido inferir que la producción científica en torno a esta temática es reciente. Sin embargo, esto no implica que las publicaciones puedan considerarse poco relevantes. Todo lo contrario, gracias a ellas se han propuesto planes para fomentar (...) la lectura, el análisis del vocabulario relacionado con las nuevas tecnologías o, por ejemplo, el uso de nuevas herramientas web. This article describes the use of idealised women's bodies as avatars of national identity and morality in early twentieth century Venezuela, as evidenced in works of classic literature from the period 1929–1949. Referencing two of Venezuela's most prominent authors, Teresa de la Parra and Antonia Palacios, the article describes how young girls in Venezuela in the first half of the twentieth century were enculturated to pursue ‘white’ ideals of beauty perceived as morally superior. Using the examples of (...) Parra's semi-autobiographical novel Memorias de Mamá Blanca and Palacios’ similarly autobiographical Ana Isabel, una niña decente, this study investigates the topic of identity formation and the state, especially in regards to the control of women's sexuality and women's bodies in state ideologies, while exploring the specific racial overtones of beauty practices and education. O objetivo deste artigo é oferecer uma ferramenta para analisar os padrões de interação na ocupação de cargos burocráticos por militantes de movimentos afro-latino-americanos, ocorridos entre 2000 e 2016, a partir da experiência de militantes em três países: Brasil, Equador e Venezuela. Desenvolve-se a categoria “fora-dentro-de fora” como uma categoria de fluidez, ambiguidade, inadequação e infiltração que permite (...) discutir o lugar difuso e marginal ocupado por militantes afrodescendentes entre as fronteiras Estado-Sociedade e, ao mesmo tempo, destacar o racismo, a través da construção dos corpos negros como “corpos impolíticos”, como um dos fatores que caracterizaram a experiência de ocupação dos espaços públicos. Resumen. El presente estudio de caso expone, a partir de la historia de vida como fuente de información, un abordaje de la vida cotidiana más allá de lo meramente narrativo y periodístico. La investigación toma como objeto de estudio los cambios ocurridos en las costumbres y los hábitos de comportamiento cotidiano de una inmigrante española en la colonia agrícola de Turén en Venezuela a mediados del siglo pasado. Se considera que los procesos migratorios, máxime si se enmarcan dentro de (...) un proyecto colonizador, resultan propicios para detectar las variaciones en los mun-dos vitales de las personas, en ese proceso obligado al que se enfrenta el emigrante de ajustarse a las condiciones de un medio ambiente nuevo, extraño y a veces per-cibido como hostil. La información se recoge a través de los recuerdos que tiene la emigrante, suministrados en entrevistas abiertas. Las experiencias de la vida cotidiana en el pueblo español donde vivía la emigrante se comparan con las de la colonia agrícola venezolana a la que fue a vivir, a la luz de aportes teóricos provenien-tes del campo de la antropología. Se concluye que el enfoque etnohistórico de los hechos puede contribuir a explicar el análisis histórico de los mismos, dando una visión alternativa pero complementaria y enriquecedora a las metodologías tradi-cionales para el estudio del pasado. The essay exposes a study of the daily life, trying to overcome the normal, journalis-tic narrative explanations, offering instead an approach based on the history of life-time. The research takes as object of study the expected changes occurred in the personal manners and daily habits of a Spanish immigrant in the agricultural colony of Turen in Venezuela, during the middle of the past century. Migration processes, especially if happen as part of colonization projects, offer a good opportunity to detect relevant changes in the inner lives of people, due to the efforts of the immi-grant to deal with the adaptation to a new, different and sometimes hostile environ-ment. Information is obtained through the remembrances of the immigrant during open interviews. Personal remembrances about her daily life in the small Spanish town where she lived before migration are compared with those other ones in the Venezuelan agricultural colony where she arrived. These comparisons are analysed based on contributions coming from the anthropology field. As a conclusion, etno-history approach is recommended for the study of the past in order to enrich tradi-tional methodologies used by historians, as a complementary approach. The roots of the « Bolivarian revolution » are located in the fall of the dictatorship in 1958. The role of the armed forces in the history of the Venezuelan left considerably predates Chavez’s accession to power in 1998. If we are to understand the political process involved here, we must grasp the nature of the historical bonds between the radical left and certain sectors of the armed forces. Bolivia, Ecuador, and Venezuela are cases in which, despite of the collapse of party systems, the fragmentation of popular sectors, and the dismantling of corporatism that resulted from neoliberal reforms, a new mode of incorporation nonetheless emerged. This article argues that left government responses to the demands of heterogeneous, mobilized, popular sectors shaped a new incorporation in the political arena. In it governments deal differentially with the proliferation of politically significant popular sectors and subaltern social groups. This segmented popular (...) interest intermediation is explained by the interaction of three broad conditions: the configuration of popular sector forces and their linkages to left parties when they took office after the crisis of neoliberalism, the ideational frames of said parties’ leadership, and the dynamics of opposition and support for the regime’s project. The new incorporation establishes a new normal in the relationship of popular sectors to politics in democratic regimes. (shrink)

The implications of Marxist state theories developed by Nicos Poulantzas and Ralph Miliband are useful for framing issues related to leftist strategy in twenty-first-century Venezuela. A relationship exists between each of the theories and three issues facing the Chavista movement: whether the bourgeoisie displays a sense of ‘class-consciousness’; the viability of tactical and strategic alliances between the left and groups linked to the capitalist structure; and whether socialism is to be achieved through stages, abrupt revolutionary changes, or ongoing state (...) radicalisation over a period of time. During Poulantzas’s lifetime, his concept of the state as a ‘strategic battlefield’ lent itself to the left’s promotion of ‘strategic alliances’ with parties to its right. The same concept is compatible with the ‘process of change’ in Venezuela, in which autonomous movements play a fundamental role in transforming the old state and the construction of new state structures. In this paper, I outline what I take to be the most important theoretical claims and innovations of ‘twenty-first century socialism’ in Venezuela. These, I argue, consist of an emphasis on human development through popular-economy initiatives, and the importance of building popular power through the state, rather than by ignoring or fighting against it. I then present evidence on Venezuela’s Socialist Production Units, one of Venezuela’s newest state-supported popular-economy organisations. I argue that, consistent with the twenty-first-century socialism (...) approach, SPUs are sites of human development in which participants are learning to challenge capitalist social relations, while establishing new values and practices. Therefore, we can think of Venezuela’s popular economy as expressing a sharpened class contradiction.However, my case study also shows that holding hands with human development is class struggle directed against the state. This reveals a central theoretical and practical paradox in twenty-first century socialism, namely that, while nurturing initiatives that challenge capital, the Venezuelan state also emerges as an important barrier to overcoming the class relation. This, I argue, is not wholly consistent with the views of theorists of twenty-first century socialism that understand Venezuela’s popular economy as forming a new form of dual power or a parallel state, and who therefore downplay the importance of struggles against the state within the popular economy. The strategic implication is that struggles between popular-economy participants and the state cannot be avoided, and indeed will need to be fostered if the project for twenty-first century socialism is to continue. La relación existente entre el Estado y los ciudadanos remonta épocas antiguas, donde se le exigía la contribución para el pago de los gastos de la monarquía, con el desarrollo del hombre moderno nace la Relación Jurídica Tributaria, donde esta representa la personificación tanto de la potestad de imposición como del deber de contribución, mejor conocidos y aceptados como Sujeto Activo y Sujeto Pasivo, a través de las distintas acepciones, en tal sentido se analiza esta relación a la luz del (...) ordenamiento jurídico venezolano, enmarcada en una investigación de tipo documental, mediante la observación directa y aplicándola hermenéutica jurídica y teniendo como bases fundamentales la Constitución de la República Bolivariana de Venezuela (Asamblea Nacional Constituyente, 1999), Código Orgánico Tributario (Asamblea Nacional, 2001), jurisprudencia patria y de la doctrina tanto nacional como extranjera, se determinó en esta investigación la génesis de la Relación Jurídica Tributaria a través de los actores intervinientes, Sujeto activo, Sujeto Pasivo en sus distintas posiciones, contribuyente solidario, contribuyente Responsable, de igual forma la Relación Jurídica Tributaria desencuentra fundamentada en el hecho imponible, siendo esta la raíz de la tributación a cualquier nivel, bien sean impuestos, tasas o contribuciones. Igualmente la base imponible, significa representación monetaria del hecho imponible la cual será objeto de un tratamiento fiscal para una determinación de un tributo a pagar. (shrink)
