In the past, it was possible to approach transhumanism as primarily involving philosophical discussion and technological speculation. While transhumanist goals such as radical life extension, uploading, and cognitive, sensory, and physical enhancement were speculative they were also considered scientifically feasible, even if the technologies to achieve those goals appeared remote.

This book examines Fuller’s pioneering vision of social epistemology. It focuses specifically on his work post-2000, which is founded in the changing conception of humanity and project into a ‘post-‘ or ‘trans-‘ human future. Chapters treat especially Fuller’s provocative response to the changing boundary conditions of the knower due to anticipated changes in humanity coming from the nanosciences, neuroscience, synthetic biology and computer technology and end on an interview with Fuller himself. While Fuller’s turn in this direction has invited at (...) least as much criticism as his earlier work, to him the result is an extended sense of the knower, or ‘humanity 2.0’, which Fuller himself identifies with transhumanism. The authors assess Fuller’s work on the following issues: Science and Technology Studies (STS), the university and intellectual life, neo-liberal political economy, intelligent design, Cosmism, Gnosticism, agent-oriented epistemology, proactionary vs precautionary principles and Welfare State 2.0. Fuller carries social constructionism to its bitter end in his theory of the “post-truth condition”—endemic to current life and to the entirety of Western Philosophy. According to Fuller, the gates to the elitist power/knowledge-games have been crashed by the democratic mob. Fuller implicitly extends Popper’s radicalism in the philosophy of science to political and social philosophy. Rather than Popper’s piecemeal social engineering for the purpose of minimizing human suffering, Fuller promotes revolutionary social change in the face of catastrophes. This paper provides an ethical analysis of the controversy that arose from the CRISPR/Cas9 gene editing research involving human embryos that was conducted by a research team in Guangzhou, China, in 2015. It is argued that the researchers involved did not overstep ethical boundaries. This was confirmed to be the case in an international meeting of experts that was convened following the controversy. It is further argued that the controversy highlights the tension between two fundamentally different policies on developing genome (...) editing technology – one proactionary and the other precautionary. This paper argues for a third approach, based on the policy of “crossing the river by probing stones”. Such an approach is consistent with current international recommendations to prioritise basic and pre-clinical research, and to allow the application of genome editing technology to somatic human cells. However, the application of the technology in germline genetic modification for human reproduction or enhancement for medical purposes should not be allowed at present. This is because the attending risks are not well understood and could be excessive or extraordinary, with little or no prospect of benefit. In addition, this paper calls for norms and regulations to be developed for genetically modifying non-human living things. Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/protective highlights counter normative consequences and opposes the use enhancers. The Individual/proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

In his new book, Knowledge: The Philosophical Quest in History, Steve Fuller returns to core themes of his program of social epistemology that he first outlined in his 1988 book, Social Epistemology. He develops a new, unorthodox theology and philosophy building upon his testimony in Kitzmiller v. Dover Area School District in defense of intelligent design, leading to a call for maximal human experimentation. Beginning from the theological premise rooted in the Abrahamic religious tradition that we are created in the (...) image of God, Fuller argues that the spark of the divine within us distinguishes us from animals. I argue that Fuller’s recent work takes us away from key insights of his original work. In contrast, I advocate for a program of social epistemology rooted in evolutionary science rather than intelligent design, emphasize a precautionary and ecological approach rather than a proactionary approach that favors risky human experimentation, and attend to our material and sociological embeddedness rather than a transhumanist repudiation of the body. Looking broadly at the history of philosophy, I develop the ideas of 'cognitive management' and 'cognitive economy', which have always informed my conception of social epistemology. I elaborate two general tendencies, which have been also expressed in more conventional philosophical terms, such as Kant's famous contrast of 'rationalism' and 'empiricism'. The former tradition stresses the mind's capacity to remake the world in its own image, whereas the latter stresses the mind's receptiveness to the inherent character of the world. In 'economic' (...) terms, the resulting conceptions of knowledge are, respectively, 'demand' and 'supply' driven. In the former case, knowledge consists in the realization of the mind's own needs; in the latter, knowledge is proportionate what the world has to offer. In terms of access to ultimate truth, the former tends to overestimate (i.e. 'proactionary'), the latter to underestimate (i.e. 'precautionary'). I also discuss the idea of 'undiscovered public knowledge' as a pressing problem in cognitive management that relates to the scale and scope of the scientific enterprise in our time. (shrink)

Coping with the existential risk of synthetic biology Synthetic biology (synbio) is a domain in full development, with a potentially big impact on humanity, both in a positive and a negative way. In that sense, synbio is not unique. After a short introduction into synbio, we survey the natural phenomena and technologies that can lead to a premature extinction of Earth-originating life or that can lead to the permanent and drastic reduction of its potential. Within that framework, synbio can be (...) classified as an anthropogenic existential risk in the short term. This leads to the question of how to deal with such risky technologies taking into account existential risks. For emerging technologies, Europe has chosen to be guided by the precautionary principle, focussing heavily on the prevention of possible harm. Implementing the principle has however not been able to offset the increase in anthropogenic existential risks. In addition the principle prevents synbio to play an important role in mitigating intermediate existential risks. Hence, there are reasons to abandon the precautionary principle in favour of a European version of the proactionary principle. (shrink)

Remedios and Dusek have provided a useful contextualization of Steve Fuller’s recent work in social epistemology. While they have provided some good criticisms of some of Fuller’s new ideas, they fail to provide a systematic critique of Fuller’s retreat from a naturalistic and materialist social epistemology for one embracing transhumanism, intelligent design, and the proactionary imperative. An alternative approach is developed, drawing on Fuller’s early work and incorporating recent work on our biological and cultural evolution as a species.

The 4th Space concept is a very challenging and puzzling one. The tremendous technological progress of Information and Communication Technologies or Computer-Mediated Communication, ubiquitous computing, and Extended Reality make the Gibsonian Cyberspace Matrix an imminent reality in the future. Although, some features can be made more salient, the structure, but most importantly, the effects of living in such environment for human consciousness and morality is almost impossible to predict. Hence, the requisite of a proactionary and comprehensive scientific and technical (...) paradigm for designing the 4th Space, in order to facilitate the adaptation of human species to the brave new technological world, while preserving the humanness and humanism of the humans. Our aim is to defend the Precautionary Principle (PP) against the main theoretical and practical criticisms that it has raised by proposing a novel conception and a specific formulation of the principle. We first address the theoretical concerns against the idea of there being a principle of precaution by arguing for a distinctively political conception of the PP as opposed to a moral one. Our claim is that the rationale of the PP is grounded in the fact that contemporary societies (...) wish to avoid morally unacceptable risks while at the same time pursuing other goals, aspirations and values. Following this political conception of the PP, we propose a specific formulation in terms of an argumentation scheme—the Argumentation Scheme for Appealing to Precaution—which is meant to solve, in turn, the main practical concerns that the PP has raised. We explain the advantages of our proposal by analysing appeals to precaution in the cases of (1) the European restrictions on the free movement of persons during the COVID-19 pandemic and (2) the discharge of nuclear wastes into the Irish Sea.
