‘Scientific advice to politics’, the ‘nature of expertise’, and the ‘relation between experts, policy makers, and the public’ are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. The new significance (...) of ‘participation’ and ‘accountability’ has motivated scholars to take a new look at the science – politics interface and to probe questions such as "What is new in the arrangement of scientific expertise and political decision-making?", "How can reliable knowledge be made useful for politics and society at large, and how can epistemically and ethically sound decisions be achieved without losing democratic legitimacy?", "How can the objective of democratization of expertise be achieved without compromising the quality and reliability of knowledge?" Scientific knowledge and the ‘experts’ that represent it no longer command the unquestioned authority and public trust that was once bestowed upon them, and yet, policy makers are more dependent on them than ever before. This collection of essays explores the relations between science and politics with the instruments of the social studies of science, thereby providing new insights into their re-alignment under a new régime of governance. Littoz-Monnet provides a fresh analysis of the enmeshment of expert knowledge with politics in global governance, through a unique investigation of bioethical expertise, an intriguing form of 'expert knowledge' which claims authority in the ethical analysis of issues that arise in relation to biomedicine, the life sciences and new fields of technological innovation. She makes the case that the mobilisation of ethics experts does not always arise from a motivation to rationalise governance. ‘Unity of virtues’ (UV) in Aristotle is the claim that the ethical virtues are mutually entailing. But commentators typically focus on the fact that wisdom implies all the ethical virtues, without explaining how the ethical virtues themselves are mutually entailing. I argue that the so-called ‘Grand End’ view, understood as applying to both wisdom (φρόνησις) and political expertise (πολιτική), allows us to give an account of UV at the level of the ethical virtues. Aristotle's assertion inPolitics1.2 that there is a natural impulse to form political communities is immediately contraposed with the claim that the person responsible for their foundation is the cause (αἴτιος) of the greatest of goods (Pol. 1253a33). The attribution of an essential role to the legislator as an efficient cause appears to clash, however, with Aristotle's political naturalism. If thepolisexists by nature and humans are by nature political animals (1253a1–2), then the question arises as to why active (...) intervention by the legislator is necessary for apolis. Conversely, if thepolisis an artefact of practical reason, then Aristotle's distinction between products of the intellect and natural entities seems to preclude the status of thepolisas natural. In light of this apparent tension between different aspects of Aristotle's account of the origins of political communities, the current paper seeks to demonstrate their reconcilability. Section 1 considers the role of the Aristotelian legislator in light of broader Greek assumptions regarding law-making. Section 2 then considers the status of law-making expertise (νομοθετική) as part of political science (πολιτική) and examines the mode of practical reason that is exercised by the legislative founder. Finally, in section 3, and building on recent interpretations which have emphasized that Aristotle operates with an extended teleological conception of nature, I argue that acts of legislative founding and nature can consistently serve as joint causes of thepolis, because the ‘products’ of the practical rationality of the architectonic legislator are themselves an expression of distinctly human nature. This brief essay explores how understanding the treatment of expert evidence requires engaging with its legal and political contexts, and not just focusing on its epistemological aspects. Although the law of evidence and thus its treatment of experts is significantly informed by epistemological considerations, it is also informed by concerns over the organization of trials, larger issues of intelligent governance, social concerns, and enforcement issues. These five aspects to the law of evidence give rise to principles to (...) guide the explicit structuring of the law of evidence that are identified here as well. This complexity helps to explain why the central issue of expert testimony is not the epistemological one of knowledge and belief but instead the conflict between educational and deferential modes of trial. In lieu of an abstract, here is a brief excerpt of the content:Journal of the History of Ideas 63.3 (2002) 465-481 [Access article in PDF] The Physiology of Political Economy: Vitalism and Adam Smith's Wealth of Nations Catherine Packham The Scottish Enlightenment has been described as uniting a concern with the origins and foundations of knowledge with a preoccupation with the useful application of knowledge in schemes of practical improvement. 1 Adam Smith's Inquiry into the Nature and Causes of (...) the Wealth of Nations, which combines a theoretical account of political economy with specific proposals on politico-economic matters, might seem to exemplify such a characterization. For some commentators at the time of its publication, however, Smith's lack of practical experience in the field of trade disqualified any claims he might make to authoritative knowledge. Sir John Pringle, for instance, military surgeon and friend of Smith's, thought that a man "who had never been in trade could not be expected to write well on the subject"; and while Dr. Johnson repudiated this, suggesting that all that was necessary was "extensive views," Pringle's opinion was not unusual. 2 Such objections, interrogating the very basis of Smith's expertise, reiterate, in the context of his work, the same kinds of questions regarding knowledge's provenance which preoccupied his age, and which were indeed addressed by Smith himself. Smith's own account of the formation of philosophical knowledge rests not on the authority of experience but on the role of the imagination; he understood systematic knowledge as an imaginative "machine" or work of fancy created to please and soothe a mind disturbed by phenomena which are observed but unexplained. 3 Smith's account of philosophical [End Page 465] knowledge, in which he would include his own Wealth of Nations, suggests that his own expertise should be judged not on the extent of his personal experience of the matters discussed but on the explanatory power and pleasurable nature of the system which he outlines. Ending world hunger remains one of the central global challenges, but the question of how to measure and define the problem is politically charged. This article chronicles and analyses the indicator selection process for SDG 2.1, focusing in particular on the Food Insecurity Experience Scale (FIES) indicator. Despite alleged efforts to separate political and technical aspects in the indicator selection process we find that they were entangled from the start. While there was significant contestation around which indicators should (...) be selected, the process was characterized by pathway lock-in: The complexity of food security quantification and the resource constraints in the process favored already established data infrastructures and milieus of expertise, locking in the position of FAO and its established food security indicators. The SDG 2.1 indicators frame food insecurity in terms of caloric supply and demand and individual experience, arguably excluding dimensions of democratic agency, sustainability and other dimensions and drivers of food insecurity. The lock-in has thus embedded a narrow concept of food security in the major global indicator framework for food security monitoring. This is likely to have significant effects on how food insecurity is addressed nationally and internationally. Addressing the knowledge politics of food security indicators is important to broaden and open the agenda for sustainable transformation of food systems. Statistics and indicators are important tools in this agenda, but a diversity of approaches and data infrastructures from the local to the international level are needed to understand the multiple dimensions and drivers of food insecurity. The COVID-19 pandemic has highlighted the significance of the politics of health as an ongoing interpretative event. The effectiveness of delivering prevention strategies is in negotiation with day-to-day arguments in the public sphere, not just by “experts” in peer-reviewed papers, but also in the everyday interpretations and discussions of available expertise on print and digital media platforms. In this paper I explore ae particular facet of these public debate over the politics of health: the deployment of the commonplace of (...) stupidity. I argue that the growth of this commonplace within discussion is rooted in particular models of interpretation which limit self-understanding, by over-emphasising certain points of significance within the interpretative horizon over more banal aspects that are, nevertheless, influential on health interventions. The approach to expert communities and political representation of non-experts in Harry Collins and Robert Evans’ elective modernism reflects the conviction that experts are not representative of ordinary citizens. I use an analysis of aspects of representation and the argument from inductive risk to argue that experts can be seen as representative of non-experts, when we understand representation as resemblance based on shared social perspectives and acknowledge the inevitable involvement of such perspectives in decisions under inductive risk. In the life sciences and beyond, new developments in science and technology and the creation of new social orders go hand in hand. In short, science and society are simultaneously and reciprocally coproduced and changed. Scientific research not only produces new knowledge and technological systems but also constitutes new forms of expertise and contributes to the emergence of new modes of living, at times empowering and at times disempowering citizens. These dynamic processes are tightly connected to significant redistributions of (...) wealth and power, and they sometimes threaten and sometimes enhance democracy. Understanding this phenomenon poses important intellectual and normative challenges: neither traditional social sciences nor prevailing modes of democratic governance have fully grappled with the deep and growing significance of knowledge-making in twenty-first century politics. Building on new work in science and technology studies (STS), this book advances the systematic analysis of the coproduction of knowledge and power in contemporary societies. Using case studies in the new life sciences, supplemented with cases on informatics and other topics such as climate science, this book presents a theoretical framing of coproduction processes while also providing detailed empirical analyses and nuanced comparative work. Oxford: Clarendon Press, 1994. xiv + 292 pp.“It is a truth almost universally acknowledged that the Roman Empire in the West collapsed without a sound in the fifth century, but that nobody understood that the catastrophe had occurred before Byzantine chroniclers woke up belatedly to the fact (...) in the sixth century.” Thus, Jill Harries sets out to prove that the Roman Empire was not a tree in the forest with no one to hear its fall, but that the aristocratic Sidonius Apollinaris heard it. Conversely, Sidonius’ own ambitions, attitudes, and sense of compromise “illustrate the wider political failure [End Page 663] of Rome in Gaul” (v). From the beginning we see her characteristic method of synthesis and analysis, as she proceeds both topically and chronologically to map the history of Sidonius’ Gallic world against his life and his concerns.Like “the death of Socrates,” however, “the fall of Rome” means different things. Harries defines the Roman Empire “purely in terms of a status system based on the ‘gradus dignitatum’ available to the aristocracy and [on] expertise in classical literature” (17). This definition is based on “the single most significant remark made by any contemporary western author on the end of Roman rule: ‘with the removal of the ranks of office, the only means by which the best men can be distinguished from their inferiors, hereafter the only mark of nobility will be knowledge of letters’” (16–17, translating Sid., Ep. 8.2.2). The view here is distinctly from Gaul, and mainly from Clermont: “Rome” is only an idea. Harries avoids the pitfall of writing a history of fifth-century Gaul as a whole, while also avoiding anachronism by adopting Sidonius’ viewpoint. This “fall” is, of course, a process, momentous but not instantaneous. We get a glimpse of a theoretical moment only, for the same process—with or without local awareness—repeated itself all over Gaul and the Western empire.The other terms in the title need clarification, too. The period A.D. 407–485 includes Sidonius’ lifetime (431[432?]-ca. 485) and ends, roughly, at his death, but it begins a generation earlier, the day after tens of thousands of non-Roman peoples crossed the Rhine into the empire on 31 December 406. There is an air of inevitability at first: the Rhine crossing, the political fragmentation of Gaul and Spain, dissensions between Romans and various Gothic leaders, the sack of Rome in 410, and the imposition of the Gothic emperor Attalus, “all had combined to undermine the credibility of Roman rule, and of Roman law, in the West” (66). The eleven chapters proceed chronologically, each weaving in the author’s main themes: the expanding effects of the Gothic arrival, the Gallic experience of Rome’s fall, and Sidonius’ perception of it.Even Sidonius requires definition, since he eludes us in his writings and is, often, an intellectual poseur, wrapped in the literary classicism of his age and social class: “his art mirrored life, but it could also distort it” (11). While the value of early detection of dementia is largely agreed upon, population-based screening as a means of early detection is controversial. This controversial status means that such screening is not recommended in most national dementia plans. Some current practices, however, resemble screening but are labelled “case-finding” or “detection of cognitive impairment”. Labelled as such, they may avoid the ethical scrutiny that population-based screening may be subject to. This article examines conceptualizations of screening and case-finding. It shows how the definitions (...) and delimitations of the concepts (the _what_ of screening) are drawn into the ethical, political, and practical dimensions that screening assessment criteria or principles are intended to clarify and control (the _how_ of screening, how it is and how it should be performed). As a result, different conceptualizations of screening provide the opportunity to rethink what ethical assessments should take place: the conceptualizations have different ethico-political implications. The article argues that population-based systematic screening, population-based opportunistic screening, and case-finding should be clearly distinguished. (shrink)

Mathews, Race This essay - appearing in two parts - examines aspects of the early and middle phases of the episcopate of Archbishop Daniel Mannix, in the context of a wider study of responses to Catholic social teachings in Victoria between 1891 and 1966. Part I dealt mainly with Mannix's significance and early life, and the focus in Part II is on the episcopate up to and including the onset of the Great Depression.

Recent political developments and disclosures of serious adverse events in human gene therapy (HGT) with the death of 18‐year old Jesse Gelsinger in the USA have shown that the clinical application of HGT raises some severe ethical issues. These have either been neglected or not yet been discussed to a satisfactory extent. In this paper, we will address this deficiency and develop strategies for a safer application of HGT. Such a study must first look closely at the science of (...) HGT itself. We will evaluate the latest preclinical research, especially data on the viruses that are used as vectors and on modes of administration of vectors. We will put forward new arguments concerning the toxicity assessment of so‐called ‘gene drugs‘, the tissue and cell type specificity of the vectors, and the duration and on‐set of gene expression. Secondly, we will look at procedural aspects of applied research ethics on the way to clinical application of HGT. There, informed consent (IC) and the patient‐researcher relationship are of utmost concern. Furthermore, we will explore the problem of expertise in risk assessment and will show how current regulations foster conflicts of interests that create dilemma situations even for those researchers who act in the best interest of the patients. We will conclude the article with a set of questions for ethicists who have to decide about the quality of HGT protocols. This may contribute to the safety of patients participating in HGT trials and to achieving the aim of efficient application of HGT. (shrink)

Over the last few decades, skepticism about political and moral experts has grown into a serious social problem, undermining the functioning of liberal democratic regimes. Indeed, meritocracy-that is, government by hard working, public-spirited people with high levels of relevant expertise-has never looked so promising as an alternative to the dangers of know-nothing populism. One cultural tradition has devoted sustained attention to the idea of meritocracy, as well as to the cultivation of true expertise or mastery: Confucianism. Mastery, (...) Dependence, and the Ethics of Authority presents a compelling analysis of expertise and authority, and examines classical Confucian conceptions of mastery, dependence, and human relationships in order to suggest new approaches to these issues in ethics and political theory. Contemporary Westerners are heirs to multiple traditions that are suspicious of authority, especially coercive political authority. We are also increasingly wary of dependence, which now often seems to signify weakness, neediness, and pathology. Analysts commonly presume that both authority and dependence threaten human autonomy, and are thus intrinsically problematic. But these judgments are mistaken. Our capacity for autonomy needs to be cultivated over time through deliberate practices of training, in which we depend on the guidance of virtuous and skilled teachers. Confucian thought provides a subtle and powerful analysis of one version of this training process, and of the social supports such an education in autonomy requires-as well as the social value of having virtuous and skilled leaders. Early Confucians also argue that human life is marked by numerous interacting forms of dependence, which are not only ineradicable, but in many ways good. On a Confucian view, it is natural, healthy, and good for people to be deeply dependent on others in a variety of ways across the full human lifespan. They teach us that individual autonomy only develops within a social matrix, structured by relationships of mutual dependence that can either help or hinder it, including a variety of authority relations. This article examines a population-based opportunistic screening practice for cognitive impairment that takes place at a hospital in Sweden. At the hospital, there is a routine in place that stipulates that all patients over the age of 65 who are admitted to the ward will be offered testing for cognitive impairment, unless they have been tested within the last six months or have been diagnosed with any form of cognitive impairment. However, our analysis shows that this routine is not universally (...) and mechanically applied. Rather, the health care professionals have developed and use an ethico-political judgment, concerning, for example,whomto test,whento offer the tests, andhowto explain and perform them. This article explores the role and practice of this form of judgment, emphasising its political and ethical nature. The analysis is based on qualitative interviews with professionals and patients, and draws on the theories of Aristotle and Hannah Arendt. (shrink)

Sustainable Development Goal (SDG) 2 relates to ending hunger, achieving food security and improving nutrition, and promoting sustainable agriculture. The SDGs mention only a few political indicators and SDG2 in particular is largely devoid of political considerations to end hunger and achieve food security. Nobel Laureate Amartya Sen famously observed the absence of famine in democracies, suggesting that a democratic system provides checks and balances that prevent famine. His observation has elicited further debate and triggered empirical studies in (...) recent years. Going beyond Sen’s hypothesis, this essay examines other political factors that would explain vulnerability to famine and that need to be addressed more explicitly in SDG 2 and similar initiatives. By taking the case of pastoralists in the Afar region of Ethiopia, this research explores selected political determinants of vulnerability to famine. The Eritrea-Ethiopia war and the ensuing border closure have had a detrimental effect on the livelihood of pastoralists in Afar – many pastoralists were deprived of a market and a reliable source of income. In addition, Afar pastoralists were sidelined from the informal salt sector on which they used to rely. The state facilitated this expropriation, leaving pastoralists even more vulnerable to famine. I argue that political considerations are crucial in successfully ending hunger and achieving food security. The essay uses a qualitative case study design and is based on a PhD dissertation. The revolt against expertise is a novel aspect of a larger and longer-standing discontent with the power of managerial elites within modern democracies. In the United States, scientific expertise is contested adversarially on the model of a public trial. In broadcast media, expert disagreement proceeds via staged debates with opposing sides (generally representing extremes of more complex debates) arguing scientific questions bearing on public policy. By the mid-20th century many observers agreed that this broadcast format had transformed the (...) active ‘public’ – the target audience of these debates – into a passive ‘mass society’ that could listen to or view them, but had few or no means, outside of electoral politics, to engage with them. Two recent developments have challenged the traditional approach to public debates of scientific expertise, and challenged that expertise itself. The first is the rapid privatization of science since about 1980, changing public perception of scientists from disinterested servants of truth to spokespersons for government or economic interests. The second (since about 2007) is the combination of the universality of smartphones and direct access to internet discussion platforms not controlled by managerial elites, which have transformed the mute ‘mass’ into a highly vocal assortment of selforganizing publics (like those imagined in classical democratic theory) demanding to be heard directly on scientific questions. The matter of who now is a scientific expert, for whom, and under what circumstances, is a pressing question for historians, philosophers, and sociologists of science. (shrink)

In pre-democratic – also pre-modern – times, religion had been at the centre of much of human life, filling the private as well as the public realm of people’s daily existence. However, with the change to democratic rule in major countries in the modern world (see, most influentially, Article 1 of the French Constitution after the French Revolution and the First Amendment to the Constitution of the United States, influencing all other democracies in their wake), religion has for the most (...) part reflexively been sidelined from public life. Or has it? Does religion not still hold a special place in law in democratic societies, but now in reverse? Firstly, whereas matters of religious faith had throughout the greater part of human history been included in matters of politics, it is now as a matter of course of law excluded, purposely so. Religion is thus still a ‘special case’, a unique aspect of humanity when compared to all other matters, in law as much as in politics and other aspects of public life. Secondly, in the post-secular cultural climate dawning across the world, matters of faith (religion, spirituality) are no longer as stringently excluded from public life, which impacts directly on how religion is touched upon in law, sociology, philosophy, music and other academic disciplines too. Our dawning post-secular age is bringing something new. Two scholars, who have been doing foundational work in this regard, have done so fully in parallel, not taking cognisance of the mutualities in their academic contributions. Otto in Munich, Germany, has been combining his two areas of expertise, the Pentateuch in the Hebrew Bible and the sociologist Max Weber, to indicate the trajectory through history of democratic impulses from Ancient Near Eastern founding documents into the current era. Benson in Sydney, Australia, has on his part been drawing on his expertise in law as practised in Canada and taught in Europe, South Africa and Australia to indicate how, in inclusively liberal democracies, law cannot justifiably be used to exclude religion from the public domain, as has been the usual modern case. Drawing together these parallel contributions, Lombaard places these initiatives within the emerging post-secular climate, which augurs a different way of being religious or non-religious, publicly as much as privately, in democratic societies in our time. In a world permeated by digital technology, engineering is involved in every aspect of human life. Engineers address a wider range of design problems than ever before, raising new questions and challenges regarding their work, as boundaries between engineering, management, politics, education and art disappear in the face of comprehensive socio-technical systems. It is therefore necessary to review our understanding of engineering practice, expertise and responsibility. This book advances the idea that the future of engineering will not be driven (...) by a static view of a closed discipline, but rather will result from a continuous dialogue between different stakeholders involved in the design and application of technical artefacts. Based on papers presented at the 2016 conference of the forum for Philosophy, Engineering and Technology in Nuremberg, Germany, the book features contributions by philosophers, engineers and managers from academia and industry, who discuss current and upcoming issues in engineering from a wide variety of different perspectives. They cover topics such as problem solving strategies and value-sensitive design, experimentation and simulation, engineering knowledge and education, interdisciplinary collaboration, sustainability, risk and privacy. This collection of eighteen readings provides a basic text for undergraduates taking sociology of science courses. A general survey of articles published between 1961 and 1981, the book is also a useful overview for students taking courses in social and political studies of science; science, technology, and society; and "social issues" components of courses in the environmental sciences, geography, philosophy, and history of science.
