In this paper, I explore the Guam Department of Education's (GDOE) decolonization efforts and the potential role of Philosophy for Children (P4C) as a strategic tool for its advancement. I begin with a discussion of Guam's colonial context and its implications for contemporary education on the island. While the GDOE's current attempts to decolonize Guam's public education emphasize the need for an "official body of knowledge," many CHamoru scholars and activists have argued that it is not enough. (...) This paper agrees that such content-based reforms are insufficient and advocates for a more nuanced approach to education through P4C. Drawing on the P4C literature and decolonial education, I argue that while P4C alone may not bring about structural change, its pedagogical framework offers a promising alternative when adapted to indigenous contexts. The paper proposes that P4C can serve as a "Trojan Horse" within public schools, fostering decolonial acts of resurgence by elevating indigenous knowledge, welcoming indigenous masters, and empowering CHamoru students within a Westernized educational setting. In this article, I examine the sustainability of employing Philosophy for Children (P4C) to address the ongoing ecological crises affecting Guam. I argue that although P4C aims to foster a more ecological form of living, its failure to cultivate contemplation and dialogue grounded in specific ecosystems renders it incapable of fostering generative and sustainable inquiry that pushes against the serializing forces of capitalism and colonialism. I further draw on Austronesian seafaring traditions and the works of Indigenous CHamorus to reconceptualize (...) the community of philosophical inquiry as a community of philosophical wayfinding. Within such a community, the participants navigate an ocean of harmful ideas in an empowering and sustainable manner by emphasizing the local mental, social, and environmental conditions of their inquiry. I begin by first motivating the question of P4C's ecological sustainability for Guam through the history of capitalism's and the Brown Tree Snake's co-colonization of CHamoru subjectivity. I specifically use Félix Guattari's The Three Ecologies to identify the semiotics of power through which capitalism pollutes CHamoru Ecology to further Americanize CHamoru existential cartographies. While P4C offers a potential pathway for creating new subjectivities, I argue that the community of philosophical inquiry's abstract nature turns it into a source of capitalist expansion on Guam. Finally, I draw from Austronesian seafaring and CHamoru ecopoetry to reimagine the community of philosophical inquiry as a more locally grounded and impactful practice, capable of addressing Guam's ecological crisis through the creation of invested subjectivities. In lieu of an abstract, here is a brief excerpt of the content:preface This special issue provokes a conversation between decolonial and postcolonial feminisms by asking what they are, how they speak about each other, and how they can speak to each other. Read together, the articles engage and sometimes trouble the temporal and spatial distinctions drawn between decolonial and postcolonial approaches. Kiran Asher explores overlaps between decolonial and postcolonial thought by comparing the ideas of Gayatri Chakravorty Spivak and Silvia (...) Rivera Cusicanqui on representation. Aimee Carrillo Rowe also stages a dialogue between these approaches when interrogating her family ’s Chican@ settler history. Tiara R. Na’puti and Judy Rohrer offer an account of how recent scholarship from Hawai‘i and Guåhan (Guam) has elaborated Indigenous epistemologies in settler contexts. Two articles excavate colonialism’s relationship to science: Jennifer Hamilton, Banu Subramaniam, and Angela Willey explore how two instances of population genetic research illustrate the racialized knowledge systems that undergirded colonialism, while Sandra Harding points out how the colonization of Latin America contributed to the edifice of Western science. In a related vein, Breny Mendoza centers the material role of Abya Yala (the preferred term for Latin America) in not just Spanish colonialism but British colonial expansionism and eventually the eclipsing of China. Patricia A. Schechter reflects on her trajectory as a scholar and teacher of US women’s history and the insights she has gained through 504Preface engaging decolonial scholarship. Amy Piedalue and Susmita Rishi argue for a more expansive understanding of postcolonial feminism’s reach as they review recently published titles in the field. Although Anna Tsing and Paulla Ebron’s review of feminist scholarship about the Anthropocene does not directly mention postcolonial or decolonial approaches, it nonetheless engages relevant scholarship on the environmental impact of settler modernization and capitalism. An art essay by Hyunji Kwon introduces the largely unrecognized paintings of former comfort woman Duk-kyung Kang (1929–1997) and focuses on the potential of Kang’s work to challenge Japanese colonial hierarchies. Our featured poets in this issue are Emily Zhang, Megan Kaminski, and Raina J. León. Both postcolonial and decolonial scholars have been committed to critiquing the material and epistemic legacies of colonialism. The distinctions that are frequently drawn between the two approaches, however, have been a source of disquiet to the editors of Feminist Studies, and they prompted our journal’s call for papers in 2016. A common temporal marking that concerned us was the eclipsing of postcolonialism, which was increasingly becoming viewed as passé, and a setting up of decolonial feminism as always already better in time. Decolonial approaches sometimes depicted postcolonial feminism as being only about the past, despite postcolonial feminism’s stated commitment to studying the continuing impact of colonial processes and its complex use of the prefix “post.” Our concern was, as well, with misrepresentations of postcolonial feminist priorities. The depiction of postcolonial feminism as deconstructive, abstract, elite theory confined to the ambit of modern colonial knowledge systems overlooked the important quandaries that postcolonial feminism raised about how to represent marginalized people ethically and, indeed, how to understand the very desire to represent the marginalized—whether or not we claim belonging to them. Postcolonial feminists warned against an easy embrace of alterity, noting that the desire for positioning oneself outside colonialism could naively ignore the power of colonial discourses to frame colonialism’s Other. Another set of hopes for this special issue was to dwell on the spatial markings of decolonial and postcolonial feminisms: decolonial feminism is often associated with Indigenous scholars and those from the Americas, and postcolonial feminism with scholars from South Asia, Africa, and the Middle East. These regional emphases, although not always as tidy as sometimes depicted, have produced distinct intellectual Preface 505 priorities. We must heed decolonial feminism’s insistence on engaging with the genocidal history of settler colonialism, the current manifestations of the violent dispossession of land, and its constitution of gendered racial capitalism the world over. Recent work in philosophy of race involves Native American, Africana, and Latin American critiques of the sociohistorical specificity underlying allegedly universalist moral and political philosophy in the U.S. and the West generally. Joining the discussion, this essay explores American orientalism in terms of the imperialist expansion of the U.S. across the Pacific since the late 19th century. Toward this end, Hawai'i, Guam, and thereby the U.S. itself are conceptualized as geopolitical gestalts. Steven SvobodaAs I prepared for the arrival of my first child, a son, a central activity that I previously saw as political suddenly also became very personal. I had founded a non-profit organization in 1997 devoted to educating the world that genital cutting of a child, regardless of a child's gender, is unnecessary and harmful. This (...) includes male circumcision. In 2001, as part of my non-profit work I led a team that went to the United Nations in Geneva and for the first time, put the issue of male circumcision as a human rights violation in the United Nations record. At the time, my then wife was pregnant with our first child, a son. (I had the ultrasound photo of my son-to-be on my nightstand while in Geneva.) Now the circumcision question would be posed to me!A few months after the Geneva trip, when it came time in early 2002 for my son's birth on the US territory of Guam, I naturally was never going to agree to the procedure. Nevertheless, I was trying not to inject my own beliefs into the arrival of my first child. My children's mother, while Jewish, is a pediatrician who always had some doubts about the wisdom of circumcision and easily agreed with my desire to keep our son intact. No one in either of our families had any serious problems with our decision.The nurse at the hospital in Guam where my wife worked and gave birth asked me a total of five separate times if I wanted my son to be circumcised. Each time, I answered, "No," without saying more, until the fifth time, when I politely added, "You do know that there is no medical reason for this to be done, right?" The nurse replied in a chirpy voice, "I know." I then asked, "Why do you ask parents about it then?" She replied, "Because they want it sometimes." Well, the odd thing about that is there is no other medically unnecessary procedure on their children for which parents are repeatedly solicited. And if I had agreed even one time, I am sure that my child would have been circumcised [End Page 73] without any follow-up questions to make sure I really wanted this done. Besides, at least in the absence of any medical condition making it necessary (which is essentially never the case), it should not be my decision to make, nor his mother's, but rather the child's whose body it is.The oddest aspect of this whole chain of events may be that I was not given a single shred of information explaining why I should support my son being cut. My son had zero issues after being left intact, and how could it be otherwise? My advice, naturally, to parents expecting boys (or girls, or intersex children, for that matter) is to educate yourself. You will learn, the more you look into these issues, that there are thousands of people around the world, including countless physicians and other experts, who believe childhood circumcision is as outmoded, useless, and as harmful a practice as footbinding. Why not leave the choice for the child to make about their own body? No asserted medical reason withstands the most minimal scrutiny. And religious claims must stop at the boundaries of another person's body, even if the person is your child. Parents: you have the right to teach your children your beliefs, but your children may not follow your beliefs, and they have the right to make their own decisions, so please consider refraining from marking their bodies with your religion. Two months to the day after his birth, I was holding my son in Washington, DC, having just traveled halfway around the world from Guam. The paper examines a concept of the Balto-Black Sea Union, which ideas were translated into reality during the Kievan Rus and Grand Duchy of Lithuania period. In the 10th-11th centuries the road from the North to the South, from the East-country to the Black Sea ran through the territory of Ukraine. The way 'from the Varangians to the Greeks' integrated two regions, the Baltic and the Black Sea, and was to the advantage of all those involved. This conceptual idea was (...) again looked into by Ukrainian politicians and researchers in the early 20th century, it was explored and proposed by Mykhailo Grushevskyi, Yuriy Lypa and Stepan Rudnytskyi. The idea of the 'inter-sea area' became a subject for active discussion in Polish, Ukrainian, Belorussian and Lithuanian political quarters in the late 1980s. This plot deserves attention of contemporary Ukrainian politicians in the current dynamic geopolitical context as an efficient and timely anti-Russian international project which will underpin the security of Ukraine. This idea was partially implemented in the form of the GUAM, the Black Sea Organization for Economic Cooperation and the Community of Democratic Choice. The natural vector 'North - South' of communicative and transit transport flows is not used in full measure by Ukraine. The Balto-Black Sea Union offers a significant security component which is of interest to the USA and the European Union. The emergence of such new world economic centers as the USA, the EU and China imparts a new focus to foreign policy priorities of Ukraine. (shrink)

Background Many indigenous people have died or been harmed because of inadequately monitored research. Strong regulations in Human Research Ethics (HRE) are required to address these injustices and to ensure that peoples’ participation in health research is safe. Indigenous peoples advocate that research that respects indigenous principles can contribute to addressing their health inequities. This scoping literature review aims to analyze existing peer reviewed and grey literature to explore how indigenous values and principles from countries of Oceania are incorporated into (...) HRE and the governance of research involving human participants. Methods A scoping literature review framework was used for this study. A search for peer reviewed and grey literature from Google, bibliographies, and electronic databases such as SCOPUS, SPRINGER, Medline (Ovid) and JBI Database of Systematic Reviews was conducted, limited to the years 2002–2020. Sixty (60) documents that focused on indigenous knowledge from Oceania region and HRE were included, from which key findings and themes were synthesized. Results Charting the data showed that more than half the eligible documents were peer-reviewed journal articles (54%). Other sources included: International Declarations on Human Research (8%); book chapters (8%); government documents (8%); HRE Guidelines or protocols (13%); news articles (7%) and PhD thesis (2%). The literature was from Australia, Cook Islands, Guam, New Zealand, Fiji, Samoa, Tonga and Vanuatu, some of which focused specifically on HREs in the Pacific Region. Issues emerging from the literature were grouped into five themes (i) indigenous and cultural principles of HRE; (ii) informed consent in indigenous settings in Oceania; (iii) vulnerability and minority status of indigenous populations exploited for research; (iv) research ethics governance for Oceania indigenous peoples; and (v) research ethics committees in Oceania. Respect, relationship building, and trust were priority indigenous HRE principles that encompass the principles of partnership, capacity building, reciprocity, and equality. Relationship building and trust imply the equal distribution of benefits for indigenous population and researchers. Conclusion Indigenous principles of HRE identified were interconnected and interdependent. Recommendations were to incorporate indigenous principles of research in HRE regulations and processes of all countries with indigenous populations. This is especially pertinent for emerging national research committees in LMIC countries, including Fiji and Tonga. Relationship building among researchers and indigenous populations is key to successful research with indigenous populations. HRE principles important for relationship building include respect that is reciprocal among researchers and indigenous people. Elements of the principle of respect highlighted are empathy, collaboration, sharing of benefits, reciprocity, appreciation, empowerment, protection, safety and awareness of culture and languages. Indigenous ontology from the Oceania region involves spirituality, connectedness to land, religious beliefs and a participatory approach to HRE and should be respected in research. An ethical governance mechanism of HRE is one that incorporates indigenous principles and applications for the purpose of maximizing the protection of the dignity and rights of indigenous peoples of Oceania. In this article I want to consider whether the authority of the United States to enter into treaties in a global environment is limited by constitutional constraints. The issue arises because a reasonable interpretation of the language of Article VI would place the treaty power on the same status-footing as the Constitution of the United States. But if that is the case, then presumably a treaty might be designed that could delegate constitutional powers to bodies like the United Nations, the (...) North Atlantic Treaty Organization (“NATO”), the International Monetary Fund, the World Trade Organization (“WTO”), or other international organizations. Or, a treaty might be designed to reserve particular constitutional rights – like the Sixth Amendment right to trial by jury in criminal cases – from operating within certain contexts as might concern areas over which the United States exercises territorial jurisdiction, for example, Guam, Puerto Rico, and in other contexts where only international agreements apply. La fuerza de esta idea en su imaginario ha conducido a diversos científicos a cuantificar este decrecimiento (Underwood, Hezel, Shell, Carano, Driver, etc.). Sin embargo, este ejercicio matemático no se puede resolver con exactitud porque las fuentes históricas que constituyen la referencia de estos cálculos presentan una desviación de gran magnitud como consecuencia de su instrumentalización política.

The article reveals some approaches to the notion of the balance between “life and work”. There are given constituents of the notion “work and life”, also we offered basic orientations of policy in achievement the correspondent balance, analyzed possible consequences of establishment/violation for a person or business, in particular for enterprises in the tourism and hospitality sphere. There are given and analyses survey results of the specialists in tourist enterprises concerning the balance between working and free time. Several kinds of (...) organizational culture are outlined and given monitoring results on these kinds in tourist agencies of Dnipropetrovs’k and Dnipropetrovs’k region. We determined that adherence of the employees of recreational enterprises to their working places depends on their awareness of the possibility in achievement in the working place the balance between working and free time. Secondly, we found out that employer’s help was more important than family support as to reducing stress and leveling industrial conflicts. Thirdly, there exist significant dependence between employee turnover in tourist and some other enterprises and unbalancing between «public» and «individual». There is emphasized the role of organizational culture in finding the compromise between public and private, and given recommendations as to its reinforcement. (shrink)
