During the first two decades of the Cold War, a new kind of academic figure became prominent in American public life: the credentialed social scientist or expert in the sciences of administration who was also, to use the parlance of the time, a “man of affairs.” Some were academic high-fliers conscripted into government roles in which their intellectual and organizational talents could be exploited. McGeorge Bundy, Walt Rostow, and Robert McNamara are the archetypes of such persons. An overlapping group of (...) scholars became policymakers and political advisers on issues ranging from social welfare provision to nation-building in emerging postcolonial states. Many of these men—and almost without exception they were men—were also consummate operators within the patronage system that grew up around American universities after World War II. Postwar leaders of the social and administrative sciences such as Talcott Parsons and Herbert Simon were skilled scientific brokers of just this sort: good “committee men,” grant-getters, proponents of interdisciplinary inquiry, and institution-builders. This hard-nosed, suit-wearing, business-like persona was connected to new, technologically refined forms of social science. No longer sage-like social philosophers or hardscrabble, number-crunching empiricists, academic human scientists portrayed themselves as possessors of tools and programs designed for precision social engineering. Antediluvian “social science” was eschewed in favour of mathematical, behavioural, and systems-based approaches to “human relations” such as operations research, behavioral science, game theory, systems theory, and cognitive science. In the period since the 2008 Wall Street crash, little consensus has emerged on its causes or actions to prevent a recurrence. Our capability for rational decision making was overwhelmed. Viewing the entire financial system as a huge, richly interconnected organization suggests that its structure and associated management practices are suited for a far simpler environment. An organization that is large relative to its environment and sufficiently complex to require the coordination of specialized expertise cannot function by enabling decision makers (...) to respond only to local demands. The resulting inability to recognize critical interdependencies and the nature of their risk makes periodic catastrophic failure likely. Specifically, compartmentalization of information, influence, and reward creates a myopic decision environment in which individual decision makers are unlikely to make effective or ethical decisions. Useful criteria for evaluating solutions can be suggested by considering the interaction of two factors: limited human information processing capability and the effect of motivation on information processing. Taken together, they suggest that human information processing is both limited and opportunistic. We cannot process all information available and the information selected for processing narrows to that needed to achieve salient rewards. Because of this, the organization's reward practices and their effect on motivation are a critical variable. Large financial rewards contingent upon short term, local, simplistic measures inevitably narrow the focus of decision maker's attention to a small part of the system. In contrast, dominant intrinsic motivation is rooted in awareness of, and responsibility for, broader outcomes. Each type of motivation differs in its requirements for sharing of information, influence, and reward. These, in turn, determine the adaptability of the organization to complexity and change. While this has significant ethical implications, its logic rests on the limitations of human information processing and motivation. Aligning human motivation and information flow to the demands of a complex, turbulent financial environment is the challenge we must meet to prevent further cataclysms. (shrink)

The Kolmogorov complexity of a finite binary string is the length of the shortest description of the string. This gives rise to some ‘standard’ lowness notions for reals: A isK-trivial if its initial segments have the lowest possible complexity and A is low forKif using A as an oracle does not decrease the complexity of strings by more than a constant factor. We weaken these notions by requiring the defining inequalities to hold only up to all${\rm{\Delta }}_2^0$orders, and call the (...) new notions${\rm{\Delta }}_2^0$-bounded K-trivialand${\rm{\Delta }}_2^0$-bounded low for K. Several of the ‘nice’ properties ofK-triviality are lost with this weakening. For instance, the new weaker definitions both give uncountable set of reals. In this paper we show that the weaker definitions are no longer equivalent, and that the${\rm{\Delta }}_2^0$-boundedK-trivials are cofinal in the Turing degrees. We then compare them to other previously studied weakenings, namelyinfinitely-often K-trivialityandweak lowness for K. We show that${\rm{\Delta }}_2^0$-boundedK-trivial implies infinitely-oftenK-trivial, but no implication holds between${\rm{\Delta }}_2^0$-bounded low forKand weakly low forK. (shrink)

I was led to philosophy by politics. There can be no foundation for political action except in ethics; and there can be no foundation for ethics except in some form of metaphysics, whether religious or other. And one cannot travel very far along the philosophic road— particularly if one has in mind the need of arriving at some definite destination—without finding as an obstacle the perennial problem of Free Will.
