In 1924, not quite two years after receiving his doctorate from the University of Vienna, Eric Voegelin was named a Laura Spelman Rockefeller Memorial Fellow and thus given the opportunity to pursue postdoctoral studies in the United States. For the next twenty-four months, Voegelin worked with some of the most creative scholars in America and at several of the country's great universities, an experience that undoubtedly influenced his scholarly and personal perspectives throughout his life. A more immediate result was the (...) publication in 1928 of _On the Form of the American Mind,_ the young philosopher's first major work, in which his acute perceptions and analyses combine with a conceptual vocabulary struggling to find its own coherence and form. Voegelin begins his inquiry into the form of the American mind with a complex discussion of the concepts of time and existence in European and American philosophy and continues with an extended interpretation of George Santayana, a study of the Puritan mystic Jonathan Edwards, a presentation on Anglo-American jurisprudence, and a consideration of the historian, economist, and political scientist John R. Commons. Although admitting that this diversity of themes seems only loosely connected," Voegelin demonstrates the actual overall unity of these various subjects: each concerns linguistic expressions of a theoretical nature. Analysis of _On the Form of the American Mind_ indicates that Voegelin integrated the approaches of _Lebensphilosophie_ into what Georg Misch called the "philosophical combination of anthropology and history," which characterized contemporary trends within the discourse of the _Geisteswissenschaften_ and finally resulted in a theoretical paradigm of philosophical anthropology. Jürgen Gebhardt and Barry Cooper provide access to this brilliant study with their two-part introduction. Ellsberg's (1961) famous paradox shows that decision-makers give events with ‘known’ probabilities a higher weight in their outcome evaluation. In the same article, Ellsberg suggests a preference representation which has intuitive appeal but lacks an axiomatic foundation. Schmeidler (1989) and Gilboa (1987) provide an axiomatisation for expected utility with non-additive probabilities. This paper introduces E-capacities as a representation of beliefs which incorporates objective information about the probability of events. It can be shown that the Choquet integral of an E-capacity is (...) the Ellsberg representation. This paper argues that the normative source of modern basic rights consists in the idea of human dignity. It is this idea through which rights derive a universalistic content of morality. Due to their being rights, human rights can serve to protect human dignity, which in turn owes its connotations of self-respect and social recognition to the intramundane status of democratic citizenship. One of the achievements of Hans Blumenberg’s historical anthropology is to have reflected on the way individuals can preserve themselves when they come up against points of significance (Bedeutsamkeiten). Goethe’s encounter with Napoleon, in which the poet succeeded in standing up to the emperor at eye level, was of such self-preserving significance. For Blumenberg himself, his sole encounter with Thomas Mann was of comparable significance, since the Nobel prize-winner asserted himself in the face of the ascendant Nazis as the representative (...) of Goethe and the defender of a humane world. Blumenberg likewise sought contact with Carl Schmitt in order to claim his own interpretative sovereignty over Goethe and thereby — following the model of Goethe and Thomas Mann — assert himself against a representative of the Third Reich. In a thought experiment we want to test how the emergence of adult neural stem cells could constitute an example for a scientific revolution in the sense of Thomas Kuhn. In his major work, The structure of scientific revolutions, 3rd edn, University of Chicago Press, Chicago (Kuhn 1996), the philosopher of science, Thomas Kuhn, states that scientific progress is not a cumulative process, but new theories appear by a rather revolutionary sequence of events. Kuhn built his theory on landmark events (...) taken from chemistry and physics, lacking examples from biology. Beginning with Ramon y Cajal’s famous quote, no new neurons after birth , from the early years of the twentieth century, and Reynolds and Weiss’s conflicting finding in 1992 of adult neural stem cells giving rise to new neurons, we will test how the finding of neural stem cells in the adult brain matches with Kuhn’s theory. The pivotal problem of defining a paradigm will be our main focus, since the emergence of adult neural stem cells has been acclaimed by the scientific community as the rebuttal of Ramon y Cajal’s paradigm. Arming uninhabited vehicles is an increasing trend. Widespread deployment can bring dangers for arms-control agreements and international humanitarian law. Armed UVs can destabilise the situation between potential opponents. Smaller systems can be used for terrorism. Using a systematic definition existing international regulation of armed UVs in the fields of arms control, export control and transparency measures is reviewed; these partly include armed UVs, but leave large gaps. For preventive arms control a general prohibition of armed UVs would be best. If (...) that is unattainable, several measures should be taken. An explicit prohibition of autonomous attack, that is without a human decision, should be added to IHL. Concerning armed UVs remotely controlled by a human soldier, recommendations differ according to type or mission. New kinds of uninhabited nuclear-weapon carriers should be banned. Space weapons should be prohibited in general. UVs smaller than 0.2–0.5 m should be banned. Bigger remotely controlled armed UVs not equipped with weapons of mass destruction should be subject to numerical limitations in various categories. For these the Treaty on Conventional Armed Forces in Europe is an important precedent. (shrink)

This monograph is a collection of conference contributions chosen by the editors who led a three-year project on evolution, cooperation, and rationality. The collected works are held together by a six-page introduction identifying common strands and differences of positions in the different chapters. Since no two chapters have a common author, the chapters do not build on each other. Rather, they offer a variety of perspectives on a number of different aspects of rationality and evolution. The monograph thus does not (...) offer a unified account of evolution and rationality despite the possibly somewhat misleading title, nor is there a clearly identifiable overarching theme that runs through the entire book. Although the emlocus classicus /emof the concept of recognition is the master/slave episode of the Phenomenology, it is readily portable into the emPhilosophy of Right/em. However, the fact that the term occurs only six times in the 400 pages of the emPhilosophy of Right/em has obscured its structural role, and accordingly scholarly effort is scant on the concept as it might pertain to this work. It is the argument of this paper that despite its lsquo;invisibilityrsquo; it governs foreground proceedings as (...) if from behind a curtain, for it cannot be gainsaid that the conceptual foundation of the Rights empresupposes/em the principle of recognition. The suspicion has been voiced that Hegel deliberately emsuppressed/em reminders of the presence of emAnerkennung/em in his philosophy of rights in order to distance himself from the perceived limitations of the Fichtean exposition of the concept. Accordingly this paper brings up the background of Fichte and examines the PhR in its strategic dispositions to uncover the recognitive structure implied in it. (shrink)
