This essay introduces this special issue on virtue ethics in relation to military AI. It describes the current situation of military AI ethics as following that of AI ethics in general, caught between consequentialism and deontology. Virtue ethics serves as an alternative that can address some of the weaknesses of these dominant forms of ethics. Why can some sociological concepts be actually forbidden in public speech and in theory, but at the same time be legitimately used in a different context or in relation to another class of objects? The answer to this question requires a shift in the research setting. From the sociological explanations and standard patterns used in the history of concepts, it is necessary to move to the genre of epistemological research that clarifies the work of the concept in its interaction with (...) other conceptual structures - to the genre of the military history of ideas. The idea of the "community of fate" (Schicksalsgemeinschaft), which this article is devoted to, is a model object for this kind of research. Originating at the dawn of sociology in the works of Max Weber and Georg Simmel, the combination of the category of "community" with the intuition of "fate” gave rise to the conceptualization of "community of fate”. This concept has lived several parallel lives: in sociological theory, irrationalist philosophy, and Nazi propaganda. The purpose of this article is not just to rehabilitate the "community of fate” in the language of sociology, but to show under what circumstances an idea can act as an actant, sometimes contrary to the intention 13 of its creators. Thus, from the military history of ideas, we can chart a path to a new research axiomatics-the axiomatics of an object-oriented epistemology. (shrink)

: The written renderings of Turkish names, so frequently encountered in the history of the pre-modern ruling dynasties of the Central and Eastern Islamic lands, suffered badly in the past from the deformations of authors and copyists, mainly Arabs and Persians, who did not themselves know Turkish. Moreover, these renderings have often been perpetuated by modern historians of Islam, few of whom have bothered to elucidate these names and to set forth their correct forms and meanings. The present study discusses (...) some of the very diverse principles behind medieval Turkish onomastic and uses these specifically for a consideration of the names of some prominent military commanders of the Great Seljuq sultans, ruling essentially in Persia and Iraq during the 11th and 12th centuries. Essay Review: A Socialized History of Science: Science as Power: Discourse and Ideology in Modern Society, Science, Technology and the Military, Scientific Knowledge Socialized .

While few soldiers may have read the works of Epictetus or Marcus Aurelius, it is undoubtedly true that the ancient philosophy known as Stoicism guides the actions of many in the military. Soldiers and seamen learn early in their training “to suck it up,” to endure, to put aside their feelings and to get on with the mission. This book explores what the Stoic philosophy actually is, the role it plays in the character of the military (both ancient (...) and modern), and its powerful value as a philosophy of life. Marshalling anecdotes from military history—ranging from ancient Greek wars to World War II, Vietnam, and Iraq—the book illuminates the military mind and uses it as a window on the virtues of the Stoic philosophy, which are far richer and more interesting than our popularized notions. The book explores the deep, lasting value that Stoicism can yield, in issues of military leadership and character; in the Stoic conception of anger and its control (does a warrior need anger to go to battle?); and in Stoic thinking about fear and resilience, grief and mourning, and the value of camaraderie and brotherhood. A current topic of global justice is the debate over the right of humanitarian military intervention or, as some style it, the “responsibility to protect” the “human security” of all, especially where that security is threatened by the very sovereign power charged to defend it. Such intervention came into its own only in the decade of the Nineties. This essay analyzes the factors that favored that outcome and sketches the difficulties to which humanitarian intervention proved to be exposed. Military physicians are often perceived to be in a position of ‘dual loyalty’ because they have responsibilities towards their patients but also towards their employer, the military institution. Further, they have to ascribe to and are bound by two distinct codes of ethics, each with its own set of values and duties, that could at first glance be considered to be very different or even incompatible. How, then, can military physicians reconcile these two codes of ethics and (...) their distinct professional/institutional values, and assume their responsibilities towards both their patients and the military institution? To clarify this situation, and to show how such a reconciliation might be possible, we compared the history and content of two national professional codes of ethics: the Defence Ethics of the Canadian Armed Forces and the Code of Ethics of the Canadian Medical Association. Interestingly, even if the medical code is more focused on duties and responsibility while the military code is more focused on core values and is supported by a comprehensive ethical training program, they also have many elements in common. Further, both are based on the same core values of loyalty and integrity, and they are broad in scope but are relatively flexible in application. While there are still important sources of tension between and limits within these two codes of ethics, there are fewer differences than may appear at first glance because the core values and principles of military and medical ethics are not so different. This article presents an analytic critique of the predominant revisionist theoretical paradigm of just war (henceforth: revisionism). This is accomplished by means of a precise description and explanation of the practicability problem that confronts it, namely that soldiers that revisionism would deem “unjust” are bound to fail to fulfil the duties that revisionism imposes on them, because these duties are overdemanding. The article locates the origin of the practicability problem in revisionism’s overidealized conception of a soldier as an individual rational (...) agent analogous to the aggressor or defender in a case of lethal self-defense, who is capable of reflecting on the morality of his status in war and of the killing he performs and thus of recognizing his revisionist duties. Revisionism, however, ignores the following fact: Killing in war is not a natural human behavior. This is why training soldiers to kill is—and arguably always has been—a necessity for the existence of war and the killing that occurs in it. Moreover, this training involves a certain level of moral desensitization to violence whose goal is to prevent soldiers from thoroughly reflecting on the morality of the killing they engage in. Hence, war and killing can only exist if soldiers are trained in such a way that they do not reflect on whether they could be addressees of revisionist duties in the first place. This means that military training is a “constitutive condition” of soldiers and war, which is why it cannot excuse their noncompliance with revisionist duties, thus making these duties categorically overdemanding. The argument here draws on the paradigmatic example of modern US military killing conditioning (MC), but embeds it into a broader military-historical perspective that describes how soldiers have always needed to be mentally and morally influenced in order to enable war and killing. The article’s explanation of revisionism’s practicability problem has a constructive consequence for future theory-building in the ethics of war: It implies that a potentially revised ethical theory of war must necessarily analyze the institutions that allocate belligerent resources, if it aims to morally assess battlefield behavior in a practicable manner. Volume 1: The ancient to premodern world, 3000 BCE-1815 CE -- Volume 2: The modern world, 1815-present.

The United States Department of Defense has, for at least 20 years, held the stated intention to enhance active military personnel (“warfighters”). This intention has become more acute in the face of dropping recruitment, an aging fighting force, and emerging strategic challenges. However, developing and testing enhancements is clouded by the ethically contested status of enhancements, the long history of abuse by military medical researchers, and new legislation in the guise of “health security” that has enabled the Department (...) of Defense to apply medical interventions without appropriate oversight. This paper aims to reconcile existing legal and regulatory frameworks on military biomedical research with ethical concerns about military enhancements. In what follows, we first outline one justification for military enhancements. The authors then briefly address existing definitional issues over what constitutes enhancement before addressing existing research ethics regulations governing military biomedical research. Next, they argue that two common justifications for rapid military innovation in science and technology, including enhancement, fail. These justifications are (a) to satisfy a compelling military need and (b) strategic dominance. The authors then turn to an objection that turns on the idea that we need not have these justifications if warfighters are willing to adopt enhancement, and argue that laissez-faire approaches to enhancement fail in the context of the military due to pressing and historically significant concerns about coercion and exploitation. The paper concludes with what is referred to as the “least-worst” justification: Given the rise of untested enhancements in civilian and military life, we have good reason to validate potential enhancements even if they do not satisfy reasons (a) or (b) above. The use of private military force by states has been a long-standing phenomena in the history of warfare. Armies of mercenaries, privateering and recruitment of foreign nationals into armed forces have been common during the Middle Ages and later on. However, with the invention of effective firearms and artillery, standing regular armies, conscription and other developments that resulted in the essential rise of costs of war, the role of private military entrepreneurs diminished. By the end of XIXth century (...) the state became almost the only subject that was able to wage a full-scale war. Nevertheless, already in the middle of the XXth century mercenarism has been reborn in Africa’s colonial and post-colonial wars. The end of the XXth century and the beginning of the XXI century witnesses an enormous rise of private security and military companies (PSMC) that are hired to perform different functions related to use of force not only by states, but also by other clients such as international organisations, transnational corporations, etc. A PSMC may be defined as a profit-seeking private enterprise, which is established according to the national law of the state and which is providing, on the basis of a contract, services directly or indirectly connected with the use of military force or its institutions whether in time of armed conflict or peace, notwithstanding how such company describes itself. International humanitarian law has no specific regulation of PSMC. Nevertheless, it would be erroneous to state that the activity of PSMC is not regulated, because international humanitarian law in any case, in one or another way, is applicable to the personnel of PSMC if it is engaged in armed conflict of either international or non-international character. Xenophon's concern with morality in his more philosophical writings is evident. But that concern embraces also his approach to history. In the Hellenica this interest in morality is not to be written off as a matter of marginal comment, but, it may be claimed, is integral to the historian's purpose. He is one for whom the determinants of history are the personalities and actions of great men, and it is natural for him to observe the interaction between personal morality and (...) political and military actions. It is from this standpoint that the present article seeks to illustrate from Xenophon's writings one aspect of his outlook on these matters, – the role of self-control over homoerotic desire in the context of military history. How far we can go behind his text to determine ‘what actually happened’ or use his testimony in developing a wider understanding of erōs in classical Greece at large are matters for further enquiry. We examine the role of the American Psychological Association (APA) in the weaponization of American psychology post-9/11. In 2004, psychologists’ involvement in the detention and interrogation of terrorist suspects generated controversy over psychological ethics in national security (PENS). Two signal events inflamed the controversy. The 2005 APA PENS Report legitimized clinical psychology consultation in support of military/intelligence operations with detained terrorist suspects. An independent review, the 2015 Hoffman Report, found APA collusion with the US Department of Defense in producing (...) the APA PENS Report and subsequent policies. Ongoing activities within APA to weaponize psychology sharpened the controversy. The authors—two psychologists and four former military/intelligence professionals—bring a military/intelligence operational perspective to detail two neglected areas of collateral damage. The first is the toll on psychology as a scientific enterprise. The second is covert influence on professional associations for incompatible security-sector objectives. We establish epistemic, historical, institutional, legal, and operational foundations for evaluation of these damages, as well as implications for APA and related professional associations in the ongoing Global War on Terror. Alienation between the U.S. military and society has grown in recent decades. Such alienation is unhealthy, as it threatens both sufficient civilian control of the military and the long-standing ideal of the 'citizen soldier'. Nowhere is this issue more predominant than at many major universities, which began turning their backs on the military during the chaotic years of the Vietnam War. Arms and the University probes various dimensions of this alienation, as well as recent efforts to restore (...) a closer relationship between the military and the university. Through theoretical and empirical analysis, Donald Alexander Downs and Ilia Murtazashvili show how a military presence on campus in the form of ROTC, military history and national security studies can enhance the civic and liberal education of non-military students, and in the process help to bridge the civil-military gap. While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. Master Sun's _The Art of War_ is by no means the only ancient Chinese treatise on military affairs. One chapter in the _Huainanzi_, an important compendium of philosophy and political theory written in the second century B.C.E., synthesizes the entire corpus of military literature inherited from the Chinese classical era. Drawing on all major, existing military writings, as well as other lost sources, it assesses tactics and strategy, logistics, organization, and political economy, as well as cosmology and (...) the fundamental morality of warfare. This powerful work set out to become the last word on military matters, subsuming and replacing all preceding literature. Written under the sponsorship of Liu An, king of Huainan, the _Huainanzi_'s "military methods" emphasize the preservation of peace as the ultimate value to be served by the military, insisting that the army can be effectively and rightly used only when defending the sacred hereditary position of the emperor and his vassals. This position stands in stark contrast to that of _The Art of War_, which prioritizes the enrichment and empowerment of the state. Liu An's philosophy also argues that military success depends on the personal cultivation of the commander and that deception is not enough to secure victory. Only a commander with the exceptional qualities of insight and cognition, developed through a program of meditative practice and yogic refinement, can effectively control and interpret the strategic situation. Andrew Seth Meyer offers both a full translation of this text and an extensive analysis of its historical context. This article attempts to read the phenomenon of collective resistance in the Roman army of the Late Republic as political action. Taking my inspiration from post-colonial theories of popular power, I contend that we should not understand acts of collective resistance in military settings as simple events activated by a singular cause, but rather as expressions of individual and collective grievances with the status quo. Indeed, the variant practices of military recruitment in the Late Republic, and the exploitative (...) nature of Rome’s imperial rule put oppressed groups – Italians, provincials, and former slaves – in constant contact with the state apparatus. Thus, military service offered an essential space for political action in the first century BC. These findings help us to better understand how popular power could be realized beyond traditional institutional settings in this period. (shrink)

This book examines the importance of 'military ethics' in the formulation and conduct of contemporary military strategy. Clausewitz's original analysis of war relegated ethics to the side-lines in favour of political realism, interpreting the proper use of military power solely to further the political goals of the state, whatever those may be. Several elements suggest that Polybius’ description of the Roman army in Book VI of his Histories depicts a rather outdated military system, making it hard to accept it as an up-to-date portrait of the legions by the mid-second century BC. After all, the Roman army had been experiencing a series of changes since the mid-third century that were affecting both the army’ structure and how citizens experienced military service. This paper argues that the famous episode of Spurius Ligustinus (...) (Livy 42.34) contains several suggestions about the nature of these changes and their social ramifications. Although Livy embellished his source for rhetorical reasons, this episode still offers crucial evidence not only on the Roman army but especially, through the figure of Ligustinus himself, on the mid-Republican citizen-soldiers. Through a careful examination of key sections of this episode this paper aims to explore how, by this point, the army already presented features traditionally associated with Gaius Marius and his reforms, thus further emphasizing the outdatedness of Polybius’ description. By offering the very unique profile of an individual Roman citizen of the mid-second century and his relationship with military service, the speech of Ligustinus depicts a more believable and up-to-date representation of military service during the crucial decades of Roman Mediterranean expansion. The monograph considers the relationships of ethical systems in the ancient Near East through a study of warfare in Judah, Israel and Assyria in the eighth and seventh centuries BCE. It argues that a common cosmological and ideological outlook generated similarities in ethical thinking. In all three societies, the mythological traditions surrounding creation reflect a strong connection between war, kingship and the establishment of order. Human kings’ military activities are legitimated through their identification with this cosmic struggle against chaos, (...) begun by the divine king at creation. Military violence is thereby cast not only as morally tolerable but as morally imperative. Deviations from this point of view reflect two phenomena: the preservation of variable social perspectives and the impact of historical changes on ethical thinking. The optimal functioning of male coalitionary behavior in a military context may run contrary to some of the arguments about the importance of individual differentiation in Baumeister et al. Incentives become institutionally inverted within military contexts. Because the history of combat exerted powerful and sustained selection pressures on male groups, individual identification can work against the successful completion of collective action problems surrounding in-group defense in military contexts.

Joseph Newhard (2017) argues that a libertarian anarchist society would be at a serious military disadvantage if it extended the nonaggression principle to include potential foreign invaders. He goes so far as to recommend cultivating the ability to launch a nuclear attack on foreign cities. In contrast, I argue that the free society would derive its strength from a total commitment to property rights and the protection of innocent life. This article presents a systematic review carried out around the development of technologies that have driven military communication, describing the evolution of communication equipment and protocols used throughout history. This work was carried out from the review of 80 articles related to the field of militarycommunications, from which the fundamentals of the different technologies, equipment and means of communication were extracted. It is concluded that technological progress has improved the speed of response in digital signals, has proposed.

Military metaphors are pervasive in biomedicine, including HIV research. Rooted in the mind set that regards pathogens as enemies to be defeated, terms such as “shock and kill” have become widely accepted idioms within HIV cure research. Such language and symbolism must be critically examined as they may be especially problematic when used to express scientific ideas within emerging health-related fields. In this article, philosophical analysis and an interdisciplinary literature review utilizing key texts from sociology, anthropology, history, and Chinese (...) and African studies were conducted to investigate the current proliferation of military metaphors. We found the use of these metaphors to be ironic, unfortunate, and unnecessary. To overcome military metaphors we propose to give them less aggressive meanings, and/or replace them with more peaceful metaphors. A brilliant prologue (1–4), demonstrating from the Vietnam War how rules and culture continue to affect the American conduct of war, raises false hopes, as the rules-culture-conduct nexus is (regrettably) not pursued. But fancy footwork also escapes (for the most part) the face-of-battle morass: unit cohesion and its emphasis on "buddies" are wisely sidestepped in assessing combat behavior; the high road lies with the psychology of the warrior and the stimulus of competition, now a favorite Anglophone emphasis like initiation rites in the 1970s and transhumance in the 1980s. Unique, however, is that for Lendon culture in ancient warfare provides more than a context: culture is an active agent. In an age of limited technological advancement like Antiquity, change meant recreating the past and, as he argues, looking backward made Greek armies better, but eventually ruined Rome.Lendon attempts a very delicate balancing act. A curious (but not unique) editorial decision conceals the "Author's Note and Acknowledgments" at the end of this work. The note is aimed at the proverbial readership in never-never land (so popular with press editors): both ignorant and "adept" readers.
