The research paper entitled “Political and Economic Development in China and Russia During the Cold War,” focuses on the struggles made by the Chinese and Russian governments during the Cold War years for the improvement of economic situation of the two countries. By addressing such questions as the viability of the economic policies of Russia and China, the paper aims to bring to light the various methods used by the two governments to ensure improvement of the economic condition of the (...) state, as well as of its people. Effort has also been made to draw a critical analysis of the power struggles and confrontations within the two regimes and the influence of the same on the political and economic graph of the two states. The paper, therefore, discusses the political issues within the People’s Republic of China and Russia and the effects of these frictions on the overall political and economic condition of the country. Moreover, the paper is also an attempt to analyze the reasons why Chinese attempts at economic development were more fruitful than the efforts made by their Russian counterparts. (shrink)

At stake for this essay is the distinction between politics and war and the extent to which politics can survive war. Gender analysis reveals how high these stakes are by revealing the complexity of militarism. It also reveals the impossibility of gender identity as foundation for a more robust politics with respect to war. Instead, a non-ideal normative differentiation among kinds of violence is affirmed as that which politically cannot not be wanted.

In this study, I chart the genealogy and development of new trends in high-tech warfare which have emerged in the past decade and note challenges and dangers. I discuss the Bush administrations’s military program and foreign policy moves, highlighting the ways that the Bush II cabal intensifies the dangers of high-tech war, while undermining efforts at collective security, environmental protection, and global peace. My argument is that the volatile mixture of a highly regressive and unilateralist and militarist administration with the (...) development of high-tech weapons provides a clear and present danger of a protracted and frightening period of war. The mixture of rightwing unilateralism and militarism dramatically erupted in the Bush administration’s military response to the terrorist attacks of September 11 and is intensifying the dangers to world peace in the Bush military campaign against terrorism which they are labeling “World War III.”. I propose to examine here, at the outset, what I call the asymmetry in Thomas Hobbes's thought between his treatment of civil war and war between states, that is to say, between the departure from the state of nature - when that is a condition prevailing between individuals - and the permanency in the state of nature when it forms a condition existing between states. Secondly, I will address the Kantian progression beyond this asymmetry through the dual introduction of the (...) idea of progress and of ‘cosmo-political’ peace. The attention given in recent years by Habermas to the Kantian idea of perpetual peace [Habermas, 1996], the recent events in Kosovo and Chechnya, and their implications for the shape of an international penal tribunal to judge crimes against humanity, invigorate the questions of civil peace and of rights which transcend state frontiers. The authors argue that the 'war on terror' marks the ultimate convergence of war with politics, and the virtual collapse of any meaningful distinction between them. Not only does it signify the breakdown of international relations norms but also the militarization of internal life and political discourse. They explore the 'genealogy' of this situation firstly through the notion of the 'state of exception'—in which sovereign violence becomes indistinct from the law that is supposed to curtail it—and secondly through Foucault's (...) idea that politics is essentially a form of warfare. They suggest that these two ways of approaching the question of violence can only be understood through a racist dimension, which forms the hidden underside of the 'war on terrorism'. In other words, our contemporary situation is characterized by the mobilization not only of fundamentalist and conservative ideologies, but, increasingly, racial antagonisms and prejudices directed towards the Muslim other. 9/11 represents less a tear in the fabric of history, or a break with the past, than an inflection in ongoing historical processes, such as the continued expansion of capitalism that at some recent time has supposedly attained a level of globalization. This paper considers the relation of war and politics with respect to three instances arising in the wake of 9/11, including the war in Afghanistan, the war in Iraq, and finally the global war on terror (GWT). I (...) argue that these wars are superficially dissimilar, but that on a deeper level they all relate to a single ideological position that is an important motivation in current US foreign policy, and that this position is further related to capitalism. Between 1494 and 1498, Savonarola was involved in a wide range of actions and challenges: exposition of his theological doctrine, reformist activities, moral and political preaching and prophetic announcements. Initially, much of this activity was dominated by a rhetoric of peace, an idea closely linked to the Christian and scholastic tradition. Under the auspices of Savonarola, Florence promulgated the Legge della pace, a law designed to moderate executive power and ensure the reconciliation of citizens. However, the severe Florentine crisis and (...) the polarisation around his figure led Savonarola to change his discourse according to the practical needs of the moment. The scholastic notion of peace, understood as the harmonious unity of plurality, in fact allowed for a friend-foe logic; however, it was far removed from the civic-republican approach to politics. Through an historical-conceptual analysis of Utopia, the essay examines several features of More’s international political thought, drawing attention to the analogies that permit to compare his work to contemporary theories and practices of justifying war. From this perspective, More’s conceptualisation of just war constitutes an early modern attempt to legitimise states’ policies aimed at exporting specific political and cultural models to other states, relying on the assumption that such models are intrinsically valuable or constitute optimal solutions for the life of (...) any political community. The paper explores the relation between philosophy and rhetoric from a new perspective by highlighting the dramatic nature of the dialogue and paying attention not only to what is said about philosophy and rhetoric but also to what is shown, especially through Gorgias' intervention throughout the dialogue in order to save a community of dialogue that inquires into the good and the just. This re-conception of the relation between philosophy and rhetoric implies a re-conception of the practice of politics (...) itself, rooted in a philosophy concerned with turning individual souls toward the good and a rhetoric that motivates individuals to be turned in the same direction by the words of others. The American experience of war is ironic. That is, there is often an intimate and unexamined relationship between seemingly contrary elements in war such as morality and politics. This article argues that without understanding such irony, we are unlikely to reflect in morally comprehensive ways on past, present, or future wars. Traditional schools of thought, however, such as moralism and political realism, reinforce these apparent contradictions. I propose, then, an alternative—"ethical realism" as informed by Reinhold Niebuhr—that better explains the (...) irony of war. Through an ethical realist examination of the U.S. Civil War, World War II, and the Iraq War, I consider how American political interests have been inextricably linked with deep moral concerns. Ethical realism charts a middle path that ennobles traditional realpolitik while eschewing certain perfectionist tendencies of moralism. Ethical realism provides a conceptual framework for evaluating these other frameworks—a distinct form of moral-political deliberation about war. (shrink)

This essay begins by considering Samuel Fuller's 1963 film Shock Corridor as a model of schizo-violence – a disorganised violence that eludes the Oedipal, moralising binary of action and reaction, and instead opens up the violent action to multiple becomings outside Oedipal and nationalistic framings. Through the de-Oedipalisation of the violent events punctuating American history, Shock Corridor performs a schizoanalytic model of desire capable of giving free rein to the force of traumatic affections. The latter part of the discussion situates (...) Fuller's film and the contemporary US military machine as diametrically opposed in their approaches to what we might call ‘the affective politics of war’. Several contemporary scenarios revolving around both actual war violence and Kathryn Bigelow's film The Hurt Locker (2008) serve to show how the schizophrenising operations of the brain itself constitute the greatest obstacle in the military's efforts to contain or repress the traumatic affections generated by violence and war. Foucault on Politics, Society and War interrogates Foucault's controversial genealogy of modern biopolitics. By insisting on 'life' as the key referent of power in the modern age, Foucault argues that politics grounds society in war, specifically race war, in ways that come to threaten the very human existence it is pledged to promote. These essays situate Foucault's arguments, clarify the correlation of sovereign- and bio-power and examine the relation of bios, nomos and race in relation to modern war.

El presente trabajo se propone reflexionar sobre la relación entre guerra y política. El punto de partida de son algunas indicaciones realizadas por Juan Carlos Marín acerca de la necesidad de producir una crítica del fetichismo de las armas presente en las concepciones militaristas del estatuto de la guerra en el marco del capitalismo que sea paralela a la crítica del fetichismo de la mercancía en Marx. Para pensar este paralelismo se toman los conceptos de “estado-nación” y “ciudadano” como las (...) claves de la construcción de la fuerza armada de la burguesía. La “ciudadanización” como proceso de disciplinamiento de los cuerpos fundamental del capitalismo es explorada a partir de dos autores. Por un lado, se retoma a Louis Althusser, quien afirma que en la lucha de clases lo que se enfrentan no son solo dos clases, sino también dos formas de lucha. Por otra parte, se explora esta tesis a partir de los análisis que Dardo Scavino hace del dispositivo sarmientino de la oposición entre "Civilización y Barbarie" como modelo de constitución de la lucha de clases burguesa y proceso de ciudadanización en la Argentina. Por último, en las conclusiones se exploran los límites de la noción de "ciudadano" en el marco de las políticas neoliberales impuestas por las dictaduras latinoamericanas y el dominio del capital financiero en el ultra-imperialismo. North American music education is a commodity sold to pre-service and in-service music teachers. Like all mass-produced consumables, it is valuable to the extent that it is not creative, that is, to the extent that it is reproducible. This is demonstrated in curricular materials, notably general music series textbook and music scores available from a rapidly shrinking cadre of publishers, as well as rigid and pre-determined pedagogical practices. Distributing resources and techniques that produce predicable, consistent, and repeatable goods and services, (...) the economy of music teacher preparation and development must necessarily exclude creativity, which consequently must be viewed as not only inefficient but unprofitable. More than undesirable, however, creativity is constructed as dangerous as it injects difference in a system that relies on sameness. Because of its implications for music education discourse and practices, I focus my discussion on research in general and feminist critique in particular in music education. Reading through Monique Wittig's ‘The Trojan Horse’ as literary war machine, I argue that creative writing and academic research are not mutually exclusive, and that it is only through infusing the literary or creative in scholarly writing that interlocking systems of oppression may be altered and difference implicated in music education. My analysis of Roberta Lamb's (1995) research piece, ‘Tone Deaf/Symphonies Singing: Sketches for a Musicale’ depicts it as Trojan Horse, albeit one that Lamb herself, most likely as a function of editorial imperative, hobbles. Americans today are far less likely to trust their institutions, and each other, than in decades past. This collapse in social and political trust arguably fuels our increasingly ferocious ideological conflicts and hardened partisanship. Many believe that our previously high levels of trust and bipartisanship were a pleasant anomaly and that we now live under the historic norm. Seen this way, politics itself is nothing more than a power struggle between groups with irreconcilable aims: contemporary American politics is (...) war because political life as such is war. -/- Must Politics Be War? argues that our shared liberal democratic institutions have the unique capacity to sustain social and political trust between diverse persons. In succinct, convincing prose, Kevin Vallier argues that constitutional rights and democratic governance prevent any one ideology or faith from dominating all others, thereby protecting each person's freedom to live according to her values and principles. Illiberal arrangements, where one group's ideology or faith reigns, turn those who disagree into unwilling subversives, persons with little reason to trust their regime or to be trustworthy in obeying it. Liberal arrangements, in contrast, incentivize trust and trustworthiness because they allow people with diverse and divergent ends to act with conviction. Those with opposing viewpoints become trustworthy because they can obey the rules of their society without acting against their ideals. Therefore, as Vallier illuminates, a liberal society is one at moral peace with a politics that is not war. (shrink)

During a similarly vexed period, Niebuhr and Ramsey found themselves at odds over the morality of the Vietnam War. Carnahan’s project seeks to elucidate the underlying sources of this disagreement, examining in turn how each thinker construes the task of moral theology, the nature of political society, and the moral status of war. Throughout these treatments, Carnahan illustrates how Niebuhr and Ramsey elaborated “overlapping but divergent” positions profoundly influenced by their respective encounters with pragmatism and idealism.Even as he shows how Niebuhr modified the pragmatist inheritance and Ramsey the idealist, Carnahan highlights how both were shaped especially by the way in which these traditions sought to counter specific moral dangers. For pragmatists, the key danger lay in the kind of moral fanaticism that blithely assumes its own righteousness. Sensitized to this threat, Niebuhr articulated a moral theology centered upon an understanding of love as an ideal that is always relevant yet never fully realizable in history, a construal that subverts all pretensions to righteousness. Idealism, on the other hand, sets itself against the danger of atomistic individualism, which Ramsey opposed by depicting social institutions in their essential forms as “‘garments of skin’... with which God... clothed naked human relations” (129) and by characterizing love as fundamentally a matter of upholding the covenants implied in such institutions. Ultimately, Niebuhr’s opposition to fanaticism predisposed him to focus upon the idolatries at play in political society and war and allowed him rather early on to descry the pretentiousness of the Vietnam War. Meanwhile, Ramsey’s thought included a presumption in favor of supporting the policies developed by social and political leaders that led him to defend American intervention in Vietnam until sometime around 1973. Nonetheless, it complements existing scholarship on Niebuhr and Ramsey with an investigation of the philosophical premises of their ethical thought that each was eager to conceal. Such work will benefit scholars of Niebuhr and Ramsey as well as advanced students seeking to grasp the general architecture of their thought. Moreover, many will find Carnahan’s interpretations of Niebuhr and Ramsey impressive. For example, Carnahan portrays Niebuhr as a more Barthian and ecclessially minded thinker than most accounts. Although Carnahan understandably does not treat such indictments in detail, his rendering undercuts charges leveled by many of Niebuhr’s critics, including Bennett, Yoder, and Hauerwas. Unfortunately, though, Carnahan’s arguments on some of these disputed points are predicated upon a relatively narrow selection of essays. Still, the book unsettles assumptions and suggests further possibilities for inquiry.In addition to his expository work, Carnahan also makes a further contribution as he subjects both Niebuhr and Ramsey to constructive criticism that exposes—and identifies ways of reinforcing—some of the weaknesses of pragmatism and idealism. Eschewing a synthesis, Carnahan instead offers a mutually constructive dialogue capable of helping thinkers of both stripes think through the issues that confront contemporary America. Even if he does not elaborate on a more precise application of his insights to contemporary politics, he offers advice helpful to pragmatists and idealists alike and leaves many of us hoping that he has more to say on such matters. Feminist Time Against Nation Time offers a series of essays that explore the complex and oftentimes contradictory relationship between feminism and nationalism through a problematization of contemporality. The collection pursues the following questions: how do the specific temporalities of nationalism and war limit and delimit public spaces in which dissent might happen; and how might we account for the often contradictory and ambiguous relationship of "feminism" and "nationalism" through an exploration of the problem of time?

Insects and ‘the swarm’ as metaphors and objects of research have inspired works in the genres of science fiction and horror; social and political theorists; and the development of war-fighting technologies such as ‘drone swarms’, which function as robot/insect hybrids. Contemporary developments suggest that the future of warfare will not be ‘robots’ as technological, individualised substitutions for idealised (masculine) warfighters, but warfighters understood as swarms: insect metaphors for non-centrally organised problem-solvers that will become technologies of racialisation. As such, contemporary feminist (...) analysis requires an analysis of the politics of life and death in the insect and the swarm, which, following Braidotti (2002), cannot be assumed to be a mere metaphor or representation of political life, but an animating materialist logic. The swarm is not only a metaphor but also a central mode of biopolitical and necropolitical war, with the ‘terrorist’ enemy represented as swarmlike as well. In analysing the relations of assemblage and antagonism in the war ontologies of the drone swarm, I seek inspiration from what Hayles (1999, p. 47) describes as a double vision that ‘looks simultaneously at the power of simulation and at the materialities that produce it’. I discuss various representations and manifestations of swarms and insect life in science/speculative fiction, from various presentations of the ‘Borg’ in Star Trek (1987–1994, 1995–2001, 1996), Alien (1979) and The Fly (1958, 1986) to more positive representations of the ‘becoming-insect’ as possible feminist Utopia in Gilman's Herland (2015 [1915]) and Tiptree's Houston, Houston, Do You Read? (1989 [1976]). Posthuman warfare also contains the possibilities of both appropriating and rewriting antagonisms of masculine and feminine in the embodiment of the subject of war in the swarm. This piece seeks to analyse new ways of feminist theorising of the relations of power and violence in the embodiment of war as the swarm. (shrink)

Without attempting to confirm and to define the human nature without so dehistoricized and meaning from an omniscient philosophy of history, turned her responsibility to bear the burden of the century, face the facts and enable other links with the past, the inheritance, traditions, yet with the future and project it into multiple modes of political space (national and international) crossed by conflicts and contradictions. In the struggle between the omnipotence and the human powerlessness and life experiences, the action appears to constitute the human condition and fits the time and initiative, as the possibility of a different future. With advances in communication, transportation and information processing technologies, it is clear that the pace of events in global politics is speeding up at an alarming rate. The implications of this new speed however, continue to be a significant source of debate. Will acceleration lead to a more interconnected, productive, peaceful, and humane world; or a nightmarish descent into ecological devastation, economic exploitation and increasingly violent warfare? This article considers the state of research on the two-way relationship of causation between politics and war in ancient Athens from the attempted coup of Cylon in 632 BC to the violent overthrow of its democracy by theMacedonians in 322. Also canvassed is how a closer integration of Ancient History and Political Science can enhance the research of each discipline into the important problem of democracy’s effect on war-making. Classical Athens is well known for its full development of popular (...) politics and its cultural revolution, which clearly was a dependent variable of the democracy. By contrast, few are aware of its contemporaneous military revolution, which saw the classical Athenians intensify the waging of war and gain an unrivalled record of military success and innovation. Although a prima facie case exists for these military changes being due to popular government, ancient historians have conducted very little research on the impact of democracy on war. In the last decade our discipline has also witnessed the collapse of the longstanding understanding of the affect of military changes on political developments in ancient Greece, which means we can no longer explain why Athenian democracy emerged and was consolidated during the classical period. For the sake of ameliorating this situation the article proposes new directions and a social-science approach for research into the military and non-military causes of Athenian democratisation and the relative effect of Athenian democracy on warfare. At a time when established democracies face complex challenges of foreign policy such research into the case study of ancient Athens is of real contemporary relevancy. (shrink)

Contending discourses underlie many of the worlds most intractable conflicts, producing misery and violence. This is especially true in the post-9/11 world. However, contending discourses can also open the way to greater dialogue in global civil society and across states and international organizations. This possibility holds even for the most murderous sorts of conflicts in deeply divided societies. In this timely and original book, John Dryzek examines major contemporary conflicts in terms of clashing discourses. In politics, utopians do not have a monopoly on imagination. Even the most conservative defenses of the status quo, Raymond Geuss argues, require imaginative acts of some kind. Universities regulate speech in various ways. How should we assess when such restrictions are justified, if they ever are? Here, we propose an answer to this question. In short, we argue that we should think about speech restrictions as being like acts of war, and so should approach their justification using just war theory. We also make some suggestions about its implications. For instance, one of the jus ad bellum requirements for a just war is that you have a reasonable (...) hope of success; you shouldn’t enter or continue a war unless you’ve got good reason to think that your objectives are achievable. We offer some reasons to think that many speech restrictions fail to pass this test in our current political climate: we are too far from the kind of society that universities hope to create via speech restrictions, and in employing them, they only exacerbate the problems they’re trying to solve. Cloth, $45.50.Because they occur at precise moments in time, battles can provide a convenient means to mark political and even cultural changes. In Roman history one thinks of battles (...) such as those of the Allia, Cannae, Zama, Pharsalus, and Philippi, all of which came to be regarded as major turning points. As is the nature of such things, however, the recollection and representation of a battle can eclipse the event itself and assume a meaning far out of proportion to the battle’s strategic or even immediate political significance. This is particularly true of the confrontation between Antony and Octavian at Actium in 31 B.C., arguably the single most important battle in Roman history.In Actium and Augustus Robert Gurval undertakes a fresh examination of the impact that the battle had on Augustan culture. His thesis is a provocative one. While not in the least denying the powerful influence of the battle, he casts considerable doubt on the notion that from the outset Augustus deliberately sought to promote Actium as part of an imperial ideology (an ideology, that is, devised by the emperor himself) and that the attention paid to the battle by Augustan poets constitutes a reaction against or collusion in such an ideology.To that end Gurval surveys all of the available evidence. The first two chapters are devoted to historical inquiry: chapter 1 covers such matters as Augustus’ triple triumph in the summer of 29, the so-called Actian arch, Augustus’ coinage, Nicopolis, and the Actian Games; chapter 2, Octavian’s relationship with Apollo and the Temple of Apollo on the Palatine. In each of these areas Gurval calls into question a substantial body of scholarly opinion that seeks to interpret these monuments and events as part of a propagandistic celebration of [End Page 638] Augustus’ victory at Actium. In Gurval’s view, this argument, often grounded in inference and speculation, simply does not stand up to scrutiny. For example, there is little hard evidence to suggest that the Temple of Apollo on the Palatine, originally vowed following the defeat of Sextus Pompey at Naulochus in 36 and dedicated in October of 28, was in any obvious way meant as an offering to the Apollo who assisted Octavian at Actium. (As Gurval observes, Apollo Actius does not appear on coins until 16 B.C.). Similarly, he refutes those who would identify as the “Actian arch” a single-span structure that abutted the Temple of Divus Julius in the Forum but was evidently torn down to accommodate the triple arch erected in 19 B.C. to commemorate the recovery of the standards from Parthia. As he demonstrates, there are problems with both the precise date and purpose of the original arch, which he prefers to see as a generalized monument to the emperor’s military achievements rather than a reminder of Antony’s defeat.Having considerably shaken the view that Augustus sought to make propagandistic capital of Actium, Gurval turns in chapters 3–6 to the treatment of the battle by Augustan poets. Chapter 3 deals with Horace; chapter 4 with Propertius’ references to the battle in books 1–3; chapter 5 with Aeneid 8; and in chapter 6 Gurval returns to Propertius and 4.6. The special value of his close readings of these texts is that, set in the context of his broader consideration of the “Actian myth,” they yield useful insights into the way the literary handling of the battle varied from author to author and evolved over time. As one would expect, given the conclusions reached in the first two chapters, Gurval maintains that these texts neither attempt to undermine an “official propaganda” (213) about Actium nor constitute any kind of “political panegyric” (208).
