A collection of Fr. James Schall's recent essays, Political Philosophy and Revelation offers a learned, erudite, and coherent statement on the relationship between reason and revelation in the modern world. In Strangers in Our Midst, David Miller develops a ‘realist’ political philosophy of immigration, which takes as its point of departure ‘the world as it is’ and considers what legitimate immigration policies would look like ‘under these circumstances’. Here I focus on Miller’s self-described realist methodology. First, I ask whether Miller actually does start from the ‘world as it is’. I note that he orients his argument around a particular vision of national communities and that, in so doing, (...) he deviates from a description of ‘the real world’. In shifting between the descriptive and prescriptive without clearly acknowledging it, Miller undermines his claim to be outlining legitimate policies ‘under these circumstances’. I also question whether Miller’s picture of ‘the real world’ takes sufficient account of past injustice and its ongoing relationship to migration regimes. I maintain that there is a fundamental tension between Miller’s commitments to his brand of nationalism on the one hand, and his version of realism on the other hand. (shrink)

Despite significant progress in real-world (nonideal) political philosophy focused on overcoming injustice and inequality, there has not been concomitant attention paid to _who_ will take up these projects. Agents tend to be treated in this literature, if at all, as epiphenomenal to substantive normative theorising on social change. To rectify this, Ben Laurence has made perhaps the most systematic case so far for philosophers to identify agents of change as an integral part of their work, with sensitivity to levels (...) of motivation and feasibility. However, his account risks mirroring the status quo biases of an unjust world. Normative theory must retain a commitment to the possibilities for _generating_ potential agents of change in the face of injustice. In response, I propose an approach that is at once universal and pluralistic, grounded in the complexity of agents as they are and yet morally ambitious about what they can become. This incorporates three neglected aspects of change-making agency. First, the ordinary person as a citizen. Second, the ‘black box’ of group agents and how individual agency operates inside structures such as states, firms, or civil society. Third, the indiscernible contributions in the build-up to rapid, visible change. I call these neglected forms of change-making agency, respectively, ‘agency from below’, ‘agency inside agents’, and ‘concealed agency’. Together, they comprise the building blocks for a new theory of agency. (shrink)

What contribution can political philosophers make to policy questions, such as the best configuration of the welfare state? On one view, political philosophers set out abstract theories of justice that can guide policy makers in their attempt to transform existing institutions. Yet it rarely seems the case that such a model is used in practice, and it therefore becomes unclear how political philosophy can contribute to policy debates. Following a suggestion from Margaret MacDonald, I consider the view that political philosophers (...) can contribute by drawing attention to relatively neglected values. I develop this view to add the possibility that political philosophers can try to correct a situation in which a particular value, though important, can come to be too highly emphasised. I illustrate the account by considering the rise of the value of ‘responsibility’ in the welfare state, and ultimately the damage that has been done to society to disadvantaged groups by the over-insistence on the importance of responsibility. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". The objective of the following collected volume is to encourage a critical reflection on the relationship between "power" and "non-power" in our contemporary "world" and, proceeding from various philosophical traditions, to investigate the multi-faceted aspects of this relationship. The authors' respective investigations proceed from an intercultural perspective and fall predominantly in the domain of political theory and philosophy. This volume takes an intercultural political perspective, which means, on the one hand, involving non-European philosophies in a global debate about power (...) relations and their effects in the world and, on the other hand, confronting local traditions of thought with a global inquiry in order to enter into a philosophical-political dialogue with these traditions. An intercultural approach of this type to political philosophy seeks not only to join others in reflecting upon global problems, but also to decenter of our understanding of the world, drawing attention to new ways of thinking. Insofar as the authors of the planned volume deal with "concrete" philosophical-political problems unfolding in various regions of the world, they seek to shed light on burning issues like migration, human rights violations, dictatorship and language, global poverty, power asymmetries, experiences of injustice with the further goal of offering a particularly intercultural analysis of these problems along with approaches to resolving them. The editor of Political Theory asked us to respond to the question, 'What is political theory?' This question is as old as political theory or political philos- ophy. The activity of studying politics, whether it is called science, theory, or philosophy, always brings itself into question. The question does not ask for a single answer, for there are countless ways of studying politics and no univer- sal criteria for adjudicating among them. Rather, the question asks, 'What comparative difference (...) does it make to study politics this way rather than that?' Political theory or philosophy not only spans three millennia of study- ing politics in innumerable ways but also three millennia of dialogues among practitioners over various approaches, their relative merits, and the contest- able criteria for their comparison. Because there is no definitive answer, there is no end to this dialogue. Rather, it is the kind of open-ended dialogue that brings insight through the activity of reciprocal elucidation itself. Dialogue partners gain insight into what ruling, being ruled, and contesting rule is through the exchange of questions and answers over different ways of study-ing politics and different criteria for their assessment in relation to how they throw light on different aspects of the complex worlds of politics-and what counts as the 'different aspects of the complex worlds of politics' is also ques- tioned in the course of the dialogue.'. The revival of Anglo-American political philosophy began in the 1970s with the publication of A Theory of Justice by John Rawls and Wittgenstein and Justice by Hanna Pitkin. This revival was facilitated by the turbulent political processes occurring after the Second World War that required philosophical understanding, but the long-dominant utilitarian approach could not fully meet this task. Traditionally, the main issue in political philosophy has been the question of power, spe- cifically its political organization and legitimacy. Rawls demonstrated (...) that the political organiza- tion of power is derived from how we understand ethical norms and what norms (rules) we follow in social interaction. Thus, the main question of political philosophy is not power but justice. He also demonstrated that political freedom is closely linked to equality. Rawls’s theory had a deci- sive influence on the political philosophy of the twentieth century, the development of which was largely based on criticism or reception of his ideas. Today, we are witnessing the beginning of a break with tradition, which was expressed by Rawls and suggested that the political is based on the possibility of consensus and ethical agree- ment. The current developments in political philosophy are closely connected with the rethink- ing of Rawls’s legacy, and we see this in the development of non-ideal political theories. (shrink)

Taking a panoramic view on the history of modem philosophy, we can learn that political philosophy, a new arena for modem philosophy, has become an important field in philosophical studies since the later half of the 20th century. As far as the problem domain of political philosophy is concerned, political philosophy is only a special form of philosophy. The revival of political philosophy, however, indicates that philosophical inspection of political matters has regained legitimacy, and also means the restaging of philosophy (...) as a knowledge type at modern times. In one sense, we can view the newly-revived political philosophy as typical modemrn philosophy, because its problem domain, its unique angle of looking into the life world and its ideal concern about the actual world make it one of the best ways in which we can reflect the existence of mankind in modern times. This chapter describes how philosophical theorizing about justice can be connected with empirical research in the social sciences. We begin by drawing on some received distinctions between ideal and non-ideal approaches to theorizing justice along several different dimensions, showing how non-ideal approaches are needed to address normative aspects of real-world problems and to provide practical guidance. We argue that there are advantages to a transitional approach to justice focusing on manifest injustices, including the fact that it enables us to (...) set aside some reasonable disagreements about justice. The ‘bottom-up’ approach we advocate, for which we borrow Wolff’s term ‘real-world political philosophy’, is an empirically-informed normative analysis that attends to specific, identifiable injustices, and thus is partial, though not isolationist. We illustrate our approach by considering how different models of the nature of disability suggest different kinds of remedy for injustices faced by persons living with disabilities. We reflect on the nature and significance of vulnerabilities, and we assess the role of public opinion in normative theorizing, suggesting a particular significance for the opinions and experiences of marginalized groups. We finally reflect on the relevance of European legal and institutional frameworks for theorizing justice in Europe. (shrink)

Harmony as a basic value is neglected in internationally influential philosophical discussions about rights, power, and other facets of public policy; it is not prominent in articles that appear in widely read journals or in books published by presses with a global reach. Of particular interest, political philosophers and policy makers remain ignorant of the similarities and differences between various harmony-oriented approaches to institutional choice from around the world. In this chapter, I begin to rectify these deficiencies by critically (...) discussing the way harmony has figured into political philosophies from three major traditions in the Global South, namely, African ubuntu, East Asian Confucianism, and South American buen vivir. I point out that, although harmony is at the core of all three political philosophies, it is conceived in different ways, entailing incompatible prescriptions about things such as who should make laws and which sorts of beings have rights against the state. Such contrasting views call for rigorous cross-cultural dialogue amongst theorists of harmony, beyond mounting challenges to more individualist approaches that have been salient in modern Western political thought. "Fénelon is arguably the most neglected of all the major philosophers of early modernity. His political masterwork was the most-read book in eighteenth-century France after the Bible, yet to now we have lacked a single interpretive monograph in English devoted specifically to his thought. This monograph aims to correct this by providing the first such book-length study. In focusing specifically on Fénelon's political thought, it has three primary aims. The first is to provide a reconstruction of Fénelon's political ideas accessible (...) to those who might be encountering Fénelon directly or at length for the first time. These include ethical truth, free will, the common good, whether God exists, whether America could become a Hobbesian world sovereign, appeals to nature, free speech, the nature of rights, how one can argue with Nietzsche, whether history is predictable, whether the market can be humanized, and assumed genetic differences between races and genders. This book rewrites the story of classical Chinese philosophy, which has always been considered the single most creative and vibrant chapter in the history of Chinese philosophy. Works attributed to Confucius, Mozi, Mencius, Laozi, Zhuangzi, Xunzi, Han Feizi and many others represent the very origins of moral and political thinking in China. As testimony to their enduring stature, in recent decades many Chinese intellectuals, and even leading politicians, have turned to those classics, especially Confucian texts, for alternative or complementary sources (...) of moral authority and political legitimacy. Therefore, philosophical inquiries into core normative values embedded in those classical texts are crucial to the ongoing scholarly discussion about China as China turns more culturally inward. It can also contribute to the spirited contemporary debate about the nature of philosophical reasoning, especially in the non-Western traditions. -/- This book offers a new narrative and interpretative framework about the origins of moral-political philosophy that tracks how the three normative values, humaneness, justice, and personal freedom, were formulated, reformulated, and contested by early Chinese philosophers in their effort to negotiate the relationship among three distinct domains, the personal, the familial, and the political. Such efforts took place as those thinkers were reimagining a new moral-political order, debating its guiding norms, and exploring possible sources within the context of an evolving understanding of Heaven and its relationship with the humans. Tao Jiang argues that the competing visions in that debate can be characterized as a contestation between partialist humaneness and impartialist justice as the guiding norm for the newly imagined moral-political order, with the Confucians, the Mohists, the Laoists, and the so-called fajia thinkers being the major participants, constituting the mainstream philosophical project during this period. Thinkers lined up differently along the justice-humaneness spectrum with earlier ones maintaining some continuity between the two normative values (or at least trying to accommodate both to some extent) while later ones leaning more toward their exclusivity in the political/public domain. Zhuangzi and the Zhuangists were the outliers of the mainstream moral-political debate who rejected the very parameter of humaneness versus justice in that discourse. They were a lone voice advocating personal freedom, but the Zhuangist expressions of freedom were self-restricted to the margins of the political world and the interiority of one's heartmind. Such a take can shed new light on how the Zhuangist approach to personal freedom would profoundly impact the development of this idea in pre-modern Chinese political and intellectual history. From Aristotle to Thomas Jefferson, seminal thinkers have declared “common sense” essential for moral discernment and civilized living. Yet the story of commonsense philosophy is not well known today. In _America and the Political Philosophy of Common Sense_, Scott Segrest traces the history and explores the personal and social meaning of common sense as understood especially in American thought and as reflected specifically in the writings of three paradigmatic thinkers: John Witherspoon, James McCosh, and William James. The first two represent (...) Scottish Common Sense and the third, Pragmatism, the schools that together dominated American higher thought for nearly two centuries. Educated Americans of the founding period warmly received Scottish Common Sense, Segrest writes, because it reflected so well what they already thought, and he uncovers the basic elements of American common sense in examining the thought of Witherspoon, who introduced that philosophy to them. With McCosh, he shows the furthest development and limits of the philosophy, and with it of American common sense in its Scottish realist phase. With James, he shows other dimensions of common sense that Americans had long embraced but that had never been examined philosophically. Clearly, Segrest’s work is much more than an intellectual history. It is a study of the American mind and of common sense itself—its essential character and its human significance, both moral and political. It was common sense, he affirms, that underlay the Declaration of Independence and the founders’ ideas of right and obligation that are still with us today. Segrest suggests that understanding this foundation and James’s refreshing of it could be the key to maintaining America’s vital moral core against a growing alienation from common sense across the Western world. Stressing the urgency of understanding and preserving common sense, Segrest’s work sheds new light on an undervalued aspect of American thought and experience, helping us to perceive the ramifications of commonsense philosophy for dignified living. This book is about politics, political theory, and political philosophy. Although these disciplines are often conflated because they interact, they actually are distinct. Political theory is part of political science, whereas political philosophy is a hybrid of political theory and philosophy. The former discipline is descriptive and explanatory, whereas the latter is prescriptive--to the point that it is often called "normative theory." It is in fact the evaluative study of political societies. Whereas political theorists describe and explain politics, (...) political philosophers examine it critically and venture to suggest improvements and, on occasion, radically different social futures. Political philosophers propose scenarios and dreams where political scientists offer snapshots of existing polities. While these disciplines are distinct, Mario Bunge asserts that they must inform each other. Political philosophy is not yet a well-defined field: it hovers between political theory and utopian fantasizing. Few, if any earlier thinkers could have anticipated any of the most pressing political issues of our time, such as the need to stop global warming, reduce nuclear armaments, stop the rise of inequality between individuals and nations, and fight authoritarianism, particularly when it comes disguised as democracy or as socialism. Not even more recent social thinkers had much to say about such topical issues as environmental degradation, gender and race discriminations, participative democracy, nationalism, imperialism, the North-South divide, resource wars, the industrial-military complex, or the connections between poverty and environmental degradation, and between inequality and bad health. Beyond ideological divergences, most political philosophers have been nearly unanimous in their indifference to the plight of the Third World. Bunge does not share that indifference. He also believes that political philosophers should pay more attention to numbers, such as the standard index of income inequality and the more comprehensive United Nations human development index for the various nations. It is pointless to write about redistributive policies unless we have some of idea of current wealth distribution. This is, in short a modern treatise of inherited concerns. (shrink)

The failure to effectively confront major challenges facing humanity, most importantly, the global ecological crisis, it is argued, is due to the failure of those analysing the root causes of these challenges to engage with and invoke political philosophy to find a way out, and concomitantly, the failure of ethical and political philosophers to effectively engage with the deep assumptions, power structures and dynamics actually operative in the current world-order. It is claimed that this is due to a tacit (...) acceptance of a cultural dualism manifest in the opposition between the sciences and the humanities, with the humanities having been marginalized by the sciences. To overcome this dualism and marginalization of the humanities, and to defend communitarian ethical and political philosophy in a way that both challenges mainstream thinking and engages with the world as it is, with the potential to inspire and orient people for effective action, it is shown how communitarian ethical and political philosophy can be defended and developed through ecology incorporating the notion of ecopoiesis. It is shown how this can serve to create an effective counter-hegemonic culture, integrated as a dialogic grand narrative, uniting and orienting people to create a multi-polar world-order as an ecological civilization. Mr. Cohen's political geography is unexpectedly topical. His conception of political philosophy is not so advanced; however Cohen's disposition is all for forward movement. Insisting perhaps too strongly upon the etymology of "political," Cohen would even have us cease doing "political philosophy"; for, he says, there are no longer any truly sovereign and autonomous states left in the world. The era of the nation-state has vanished quite as definitely into the past as the era of the city-state. We live (...) in a "polycentric" world community, under a regime of law, though the world community is not itself a sovereign state, nor are there any sovereign states that are a part of it. The members of the world community are people, obliged to support whatever international laws and agencies of international collaboration there are, and there are many of them. In this cyborg world, software retains its regulatory role, becoming a language of interaction with our extended cyborg selves. The mediation of our extended selves by closed software threatens individual autonomy. We define a notion of freedom for software that does justice to our conception of it as language, (...) sketching the outlines of a social and political philosophy for a cyborg world. In a cyberspace underwritten by free software, political structures become contingent and flexible: the polity can choose to change the extent and character of its participation. The rejection of opaque power is an old anarchist ideal: free software, by making power transparent, carries the potential to place substantive restrictions on the regulatory power of cyborg government. Concurrently, he addresses head on "the conventional view that the Platonist philosophers of Late Antiquity had no political philosophy" (3). Ecofeminist political philosophy is an area of intellectual inquiry that examines the political status of that which we call “nature” using the insights, theoretical tools, and ethical commitments of ecological feminisms and other liberatory theories such as critical race theory, queer theory, postcolonial theory, environmental philosophy, and feminism. Ecofeminist political philosophy is concerned with questions regarding the possibilities opened by the recognition of agency and subjectivity for the more-than-human world; and it asks how we can respond politically to the (...) more-than-human world on mutual, dialogical terms. Such philosophy insists that a gendered and liberatory analysis is needed to adequately address the environmental dilemma of how to include nonhuman nature as co-interlocutor in the green public sphere. It also asks critical questions of “traditional” philosophies that exclude the more-than-human world from ethico-political consideration. These themes run throughout the work of three contemporary environmental feminist theorists who compellingly examine the entanglements between concepts and categories of gender, nature, and the political: specifically, the work of ecofeminist philosopher Val Plumwood, radical democratic theorist Catriona Sandilands, and feminist phenomenologist and philosopher of place Bonnie Mann. We think of modern liberalism as the novel product of a world reinvented on a secular basis after 1945. What would happen if, instead of taking an instrumentalist view of the ideas of modern African political thinkers, we consider those ideas as indeed they are, attempts by them to proffer answers to the central questions of political philosophy as those are apprehended in the African context? If we did, we would end upwith a robust, sophisticated discourse properly denominated ‘Modern African Political Philosophy’ in which we recognize, possibly celebrate and, ultimately, assess the quality of answers that African thinkers have (...) provided. The importance of recognizing a body of work under this genre cannot be overemphasized given the many debates, controversies, misrepresentations abroad in accounts of the relationship between Africa and modernity. It is almost as if there is only one way that African thinkers have related to modernity: in antagonism. I argue that one can give an account in political philosophy that shows that the received wisdom is profoundly mistaken. While the volume of material inspired by Rawls’s reinvigoration of the discipline back in 1971 has still not begun to subside, its significance has been in serious decline for quite some time. New and important work is appearing less and less frequently, while the scope of the work that is appearing is getting smaller and more internal and its practical applications more difficult to discern. The discipline has reached a point of intellectual stagnation, even as real-world events suggest that (...) the need for what political philosophy can provide could not be more critical. This article is intended as a contribution to the current debates about the relationship between politics and the philosophy of science in the Vienna Circle. I reconsider this issue by shifting the focus from philosophy of science as theory to philosophy of science as practice. From this perspective I take as a starting point the Vienna Circle’s scientific world-conception and emphasize its practical nature: I reinterpret its tenets as a set of recommendations that express the particular epistemological attitude (...) in which both the Vienna Circle’s (doing) philosophy of science and its political engagement were rooted. -/- Regarding politics, and referring to new primary sources, I reconstruct how the scientific world-conception placed the Vienna Circle within a neoliberal-socialist political network that pursued concrete political aims. In light of my reconstruction I shall argue that neither the Vienna Circle’s alleged ethical noncognitivism nor its alleged adhesion to the Weberian ideal of a value-free science rules out the possibility of ascribing to the Vienna Circle a politically engaged philosophy of science: the case of the Vienna Circle shows how philosophy of science, as a public activity, can itself become a form of political engagement, even without necessarily entailing a theory of objective values. Is our moral cognition “colored” by the language(s) that we speak? Despite the centrality of language to political life and agency, limited attempts have been made thus far in contemporary political philosophy to consider this possibility. We therefore set out to explore the possible influence of linguistic relativity effects on political thinking in linguistically diverse societies. We begin by introducing the facts and fallacies of the “linguistic relativity” principle, and explore the various ways in which they “color,” often covertly, current (...) normative debates. To illustrate this, we focus on two key Rawlsian concepts: the original position and public reason. We then move to consider the resulting epistemic challenges and opportunities facing contemporary multilingual democratic societies in an age of increased mobility, arguing for the consequent imperative of developing political metalinguistic awareness and political extelligence among political scientists, political philosophers, and political actors alike in an irreducibly complex linguistic world.
