This paper proposes that the resurgence of geographic factors in the study of uneven development is not due simply to the recurrent nature of intellectual fashions, nor necessarily because arguments that rely on geographic factors are less simplistic than before, nor because they avoid racialist, imperialistic, and deterministic forms they sometimes took in the past. Rather, this paper argues that geographic factors have been turned to once again because they are an indispensable part of explanation, playing a special role that (...) has not been properly understood, a role especially crucial for the explanation of the inherently spatial questions that development studies seek to address. The paper is made up of two sections and an appendix. The first section discusses why geographic factors are necessary for explanations of uneven development with a brief example from the ‘institutions versus geography’ debate. The second section discusses why the reflexive rejection by social scientists of geographic and environmental factors is misguided, with a separate note on geography and geographers. The ideas in this paper were in part arrived at inductively while surveying instances where social scientists in some way attempt to account for real-world locations/distributions of social phenomena (as opposed to discussing a social theory or process aspatially or with its distribution taken as a starting point). This article addresses a few moments in the evolution of human security law in Iraq, focusing in particular on the Coalition Provisional Authority, the new Iraqi Constitution, Iraqi High Tribunal (successor to the Iraqi Special Tribunal), and the International Criminal Court. It synthesizes the results of some existing research on ongoing impunity for certain crimes against political candidates, journalists, anti-corruption activists, and ethnic and religious minorities, a situation which may have tainted Iraq’s transition to a more democratic republic, while aggravating (...) other conflicts, such as those in Syria. In theory, the institutions of human and national security can help reconcile peoples whose tenuous unity had been shattered in wartime. The sometimes competing priorities and policies of Iraqi politicians, civil society groups, and judges resulted in swift justice for Iraqi officials responsible for mass killings involving Shi’a Arab, Kurdish, and other victims, but a lack of justice for other segments of the population. The emphasis of some claims of injury over others may have "reenchanted" some sectors of Iraqi society with the state and its institutions, while alienating others and contributing to ruptures in the social fabric. The Coalition Provisional Authority, Iraqi leaders, and international community ensured that the high-profile proceedings against former regime officials would not be accompanied or followed by others that some Iraqis might perceive as being as pressing as those of the Iraqi High Tribunal, relating to the impact of sanctions and aerial bombardment, the legality of Iraq's occupation, torture, etc. (shrink)

Although pioneering studies using statistical methods in geographical data analysis were published in the 1930s, it was only in the 1960s that their increasing use in human geography led to a claim that a ‘quantitative revolution’ had taken place. The widespread use of quantitative methods from then on was associated with changes in both disciplinary philosophy and substantive focus. The first decades of the ‘revolution’ saw quantitative analyses focused on the search for spatial order of a geometric form within an, (...) often implicit, logical positivist framework. In the first of three reviews of the use of quantitative methods in human geography, this progress report uncovers their origin with regard to the underlying philosophy, the focus on spatial order, and the nature of the methods deployed. In this paper we will address the following points: (1) we will question the general belief that Kant’s philosophical approach has a geographical character, by showing how critical philosophy and physical geography establish, in their respective systems, two inverse relationships between the rational and the aesthetic form of spatiality; (2) we will argue that cartography still plays a role in the realization of a scientific system of cognition, and that this role consists in guiding this very realization; (3) lastly, we (...) will develop the hypothesis that the map of the cognitive faculties, exemplified by the transcendental topic, is part of a device aimed at keeping the subject from the adventures of thought typical of dogmatism. In 2023, Antarctic sea ice declined to historically low levels, prompting researchers to use CMIP6 climate models to assess the event’s rarity and connection to climate change.

I explored the relationship between the “Black Axe” Confraternity and cybercrime, with a particular emphasis on the structural dynamics of the Business Email Compromise (BEC) schemes. I investigated whether a conventional hierarchical system governs the membership and remuneration for BEC roles as perpetrators by interviewing an accused “leader” of the “Black Axe” affiliated cybercriminal incarcerated in a prominent Western nation. I supplemented the analysis of interview data with insights from tapped phone records monitored by a law enforcement entity. I merged (...) Actor-network theory and Social Network theory as analytical frameworks and thematically analyzed data to produce six overarching themes: (1) The fluidity of Structure and Adaptive Roles in BEC, (2) Challenges in Visualizing Criminal Networks, (3) Globalization and Transnational Dimensions, (4) Social and Cultural Influences, (5) Internal Cybersecurity Threats and Money Laundering, and (6) Remuneration and Influences of Cryptocurrency, casting a brighter light on the topic. Unlike traditional organized crime, BEC scammers have adopted a nonhierarchical model that is flexible and fluid. I found no evidence of a rigid hierarchy dictating positions and remuneration for BEC roles. Instead, I observed that cybercriminals involved in BEC activities functioned horizontally, promoting fluidity, maneuverability, collaboration, and specialization across various facets of their illicit pursuits. I also highlighted the cross-border links BEC offenders have with other criminal actors facilitated by Black Axe organizational machinery. My research adds value to the existing body of knowledge, utilizing a unique dataset comprising direct testimonies of a high-profile BEC offender affiliated with the ‘hard–to–access,’ Black Axe gang. Histories of racist and classist land use decision-making have resulted in environmental disparities across lines of race and income in many U.S. cities. To redress this, many municipal governments are adopting urban greening initiatives that aim to provide public health benefits and bolster climate resilience in underserved communities. Unfortunately, increasing the quantity of green space in these areas does not necessarily mitigate disparities as environmental quality is just one factor in the broader challenges imposed by legacy land use decision-making. Green (...) development in underserved neighborhoods has the potential to worsen social and economic equity concerns due to the influence of market forces. Employing a mixed-method approach encompassing policy review, spatial exploration, and qualitative interviews, this research examined the policies that guide urban greening decision-making in Philadelphia, Pennsylvania. Results indicate that Philadelphia faces a complex array of obstacles that inhibit equitable urban greening through four themes: (1) perceptions of agency responsibilities, (2) approaches to stakeholder engagement, (3) patterns of disinvestment and maintenance, and (4) project siting decisions. New policies and approaches are recommended to address these obstacles. (shrink)

We aimed to identify the critical insights from empirical peer-reviewed studies on online romance fraud published between 2000 and 2021 through a systematic literature review using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol. The corpus of studies that met our inclusion criteria comprised twenty-six studies employing qualitative (n = 13), quantitative (n = 11), and mixed (n = 2) methods. Most studies focused on victims, with eight focusing on offenders and fewer investigating public perspectives. All the (...) victim-focused studies relied on data from the Global North, except for Malaysia. Five offender-focused studies used online data available in the public domain, and three derived their data from West Africa. Our review highlights offenders' techniques to deceive and manipulate victims, as revealed in these studies, and highlights some limitations of offender- and victim-focused studies. The dominant framework used across the studies was found to be the “Scammers Persuasive Techniques Model.” While this framework provides a helpful way of considering the stages of victim involvement, it also faces some limitations, which we highlight. Our study reviews the current state of empirical knowledge on romance fraud and identifies certain gaps and biases in the literature. We argue there is a need for further research into online romance fraud to enhance our understanding of it both from the perspective of the offender as well as the experience of the victim. We also highlight the need for a more inclusive and greater range of regional and global diverse range of data sources and perspectives. Given the scale and impact of online romance fraud, we conclude that its study would benefit from a richer empirical engagement that recognizes it as both a regional and global phenomenon. (shrink)

This study examines the role of digital technologies in building resilient communities, focusing on data collected during the pandemic. This research aims to explore the impact of digital technologies on community development, assess their effectiveness in enhancing community resilience, and identify key success factors. The study adopts a mixed-methods approach, including qualitative data collected through interviews and focus groups, a review of existing literature and case studies. Preliminary findings indicate that digital technologies have been crucial in supporting community resilience, enabling (...) virtual communication, remote access to resources, and community engagement. However, disparities in digital access and literacy have influenced their effectiveness. Addressing the digital divide and ensuring equitable access is crucial while providing ongoing support, capacity building, and community engagement. Joe Pazienza, the private detective, has been seen by him recently before he was a reporter. When hired by his first client, Nada Mormile, someone with all the requirements of the dark lady in the (...) right place, he immediately smells “serious” trouble. There is a strange message full of threats at stake, and the construction sites of a substantial building, soon found “suicidal” with his head inside a bag. There is also someone who does not appreciate Joe’s new job as too nosy and goes out of his way to make him understand. Also, there is the Caponapoli. Radical cities have historically been hotbeds of transformative paradigms, political changes, activism, and social movements, and have given rise to visionary ideas, utopian projects, revolutionary ideologies, and debates. These cities have served as incubators for innovative ideas, idealistic projects, revolutionary philosophies, and lively debates. The streets, squares, and public spaces of radical cities have been the backdrop for protests, uprisings, and social movements that have had both local and global significance. This research project aims to explore and reimagine radical cities (...) and urban activism using a variety of visual and collaborative pedagogical approaches. This project will study and categorize these cities through comparative case studies from different regions, including North America, and Latin America, and beyond, in order to better understand and interpret pivotal societal transitions. As a result, when quoting Edward Said: «Modern Western culture is, in large part, the work of exiles, émigrés, refugees», the last people we typically consider are exiled architects. But is the heritage left by exiled architects truly insignificant? Can we find expressions of their spiritual quest, new life experiences, nostalgic feelings, and aesthetic shocks in their works? When does Modernism cease to be a universal language and instead becomes (...) an existential language of the exile – and can they both coexist? The international conference Architects in Exile. Urban infrastructures serve as the backbone of modern economies, mediating global exchanges and responding to urban demands. Yet, our comprehension of these complex structures, particularly within diverse socio-political terrain, remains fragmented. In bridging this knowledge gap, this study delves into “boundary objects”—entities enabling diverse stakeholders to collaborate without a comprehensive consensus. Central to our investigation is the hypothesis that oceanic infrastructural developments are instrumental in molding the interface of urban, industrial, and energy sectors within marine contexts. Our lens is directed (...) at the Gulf of Mexico, which is distinguished by its industrial depth and expansive marine grid. We highlight the Gulf Intracoastal Waterway’s (GIWW) paramount role in regional movement and the ecological facets of practices such as dredging, which is vital for transport and coastal conservation. A striking revelation of our study is the transformation of offshore structures in the Gulf into vibrant marine habitats. Emphasizing the intertwined nature of marine infrastructures, we denote oceans as pivotal platforms for impending urban expansion, especially as land resources wane. Our research aspires to validate the role played by oceans as a nexus in the urban–industrial–energy fusion. (shrink)

The articles presents my journey with "Live Poetry" a participatory poetry methods created by Luis Enrique Amaya in Perù. This journey is marked by three encounters I had, that convinced me of the depth of the beauty and healing this journey can bring. The first occurs in Cali, Colombia, in a vast set of working-class neighbourhoods called Distrito de Agua Blanca. This area is dominated by drug trafficking and invisible borders between rival gangs. Teenagers experience a daily life of violence (...) and neglect. In this neighbourhood, I meet Luis Enrique Amaya, poet and social activist from Lima, Peru. Today, Luis will lead a poetry workshop with teenagers in the neighbourhood. It is based on a community poetry method he created years before with his collaborators. The workshop today will have two phases. In the first phase, the poet interviews a passer-by, a member of the community, and asks them to talk about someone important to her or him (a family member, a friend, a lover). In the second phase, the poet asks the interviewee to wait for few minutes. Then the poet sits alone for about ten minutes and composes a poem dedicated to the person chosen by the interviewee. When he has finished, the poet gives the poem to the interviewee as a gift saying: “After listening to you, I composed this poem and I give it to you as a gift. But beware: it is not for you. It is to invite you give it as a gift to the person you told me about”. (shrink)

This dispatch tells the story of Julian, a librarian who left his stationary library job for a much more dynamic pursuit: to bring libraries to people instead of the other way around. Julian’s “mobile library” vision was to get new books – and new ideas – to people living in the most remote areas of Colombia. Books on his back, Julian criss-crosses the veredas (rural villages) and the corregimientos (indigenous areas) by motorbike or on foot. He visits small villages of (...) just one or two thousand people, scattered across the mountains. Villages, where there are no libraries, and where there may be no books. Villages, where schools have only textbooks, nothing more, and where it takes long walks for children to go to school. Julian tours his mobile library through the mountains of Cauca, a region in southwest Colombia. The Nasa indigenous people live in this region, as do guerrillas, paramilitaries and drug traffickers. Julian spreads media through his books and storytelling. He gives people a much more personal recounting of life and the country’s social condition. Words and ideas which may shine light on the actual enemy for all readers: the structural and historical inequalities, and the propaganda fuelling the violence against the wrong target. Once we understand the extent of Julian’s offer, it is no longer about the mobile library’s books and storytelling workshops, it is about offering paper mirrors to exhausted warriors on all sides. Governance-specific topics range from relevant cultural markers and local policies to stimulate resilience, to a typology of heritage-related governance and the vulnerability of historic urban landscapes. A variety of contributions from the Americas, Asia, and Europe describe and analyze challenges and potential solutions for climate-change related urban transformation and the role of cultural (...) heritage. Contributions focusing on innovation, adaptation, and reuse introduce the concept of urban acupuncture, adaptive reuse of industrial heritage, and how a historical spatial-functional network system can be related to a smart city approach. The potential role of cultural traditions for resilience is analyzed, as is the integration of sustainable energy production tools in a historic urban landscape. Examples of heritage-based urban resilience from around the world are introduced, as well as the path of medium-technology to address climate adaptation and prevention in historic buildings. The contributions emphasize the need for an updated narrative that cultural heritage can also contribute to climate adaptation and mitigation. (shrink)

The diversity of multicultural, multi-religious, and multi-ethnic groups and communities within Britain has created cohesion and integration challenges for different community groups and authorities to adapt to the current diverse society. More recently, there has been an increased focus on Muslim segregation in Britain in official reports and reviews. Those documents mentioned the Muslims’ segregation (directly or indirectly) for various reasons, and some recommendations have aimed to improve “community cohesion” in general and Muslims’ “integration” in particular. However, community participation in (...) the design or planning of regeneration and development projects has yet to be focused on, although these documents recommended promoting community cohesion and integration through these projects. Community participation in architecture—in its broader sense—is a crucial aspect that contributes towards fulfilling the tasks of serving communities with different religious and ethnic backgrounds. Muslims’ religious and cultural practices have been problematised in urban spaces and perceived as leading to social and spatial segregation. This paper intends to explore how secular urban spaces are used and perceived by Muslims through their religious and cultural practices. Therefore, the article aspires to inform the community participation in urban projects and demonstrates the role that Muslims’ inclusion in designing urban projects has in promoting cohesion and integration. The Ellesmere Green project in Burngreave, Sheffield, UK, is an empirical example of exploring this locally through semi-structured interviews with community members, leaders, and local authorities’ officials. The findings demonstrate that sacred and secular spaces are interconnected in Muslims’ everyday lives, and the boundaries between them are blurry. The data also show that having the ability to manifest their religious and cultural practices in secular urban spaces does not suggest the desire for segregation, nor does it reduce Muslims’ willingness to have social and spatial interactions with non-Muslims. I am not 100% “objective” as a reviewer since I am Vietnamese and know many people profiled in the book. But my review is honest because it contains real thoughts, reflections and emotions.

Keywords : Civil society, associative action, solidarity. ...........تقديم........ يدخل العمل الجمعوي ضمن المؤسسات الاجتماعية التكميلية للمؤسسات الرسمية بالمجتمع المغربي، ويشكل دعامة أساسية من خلال خلق الظروف المناسبة للتأطير والتكوين، من أجل بناء مجتمع مسؤول يساهم في التنمية والتغيير، والعمل على إدماج الفرد في عملية النمو الاجتماعي، وفتح المجال للإبداع وإبراز القدرات والمهارات على الخلق والابتكار. وفي ظل التحولات الكبيرة التي عرفها مغرب القرن الواحد والعشرين في مجموعة من المجالات الحيوية للبلاد، فرض خلالها العمل الجمعوي نفسه بشكل جلي خاصة على مستوى العمل التضامني في المناطق الواحية، في محاولة منه الاستجابة لحاجات الناس في ميادين ترتبط بالتعليم والصحة والفلاحة وإدماج المرأة والمتطلبات المعيشية.... وقد أولى المشرع المغربي عناية خاصة للعمل الجمعوي في الآونة الأخيرة، من خلال وضع إطار قانوني شامل يوضح القواعد المحددة لتأسيس الجمعيات، وكيفية سيرها ومختلف التحولات التي قد تصادفها خلال حياتها، خاصة مع دستور2011 الذي عزز من قيمة وفعالية العمل الجمعوي بكونه أحد المكونات الأساسية للمجتمع المدني المغربي، باعتباره آلية من آليات تنزيل مقتضيات الديمقراطية التشاركية. ويعد التضامن الاجتماعي من المرتكزات الأساسية التي يقوم عليها المجتمع الواحي بالمغرب، وخاصة القروي منه، باعتباره مجتمعا قبليا في الأصل، حيث يساعد الأفراد بعضهم بعضا لمواجهة مصاعب الحياة، فيكونون أسرة واحدة، يعين غنيهم فقيرهم، ويساعد قويهم ضعيفهم، ويشترك الجميع في الأفراح والأتراح. ومن هذا المنطلق يحق لنا التساؤل حول حقيقة العمل الجمعوي بواحات زيز الأوسط تافيلالت؟ وما هي مجالات إسهاماته؟ وأين تتجلى هذه الإسهامات؟ وهل فعلا ينجز عملا تضامنيا لتحقيق المساعدة والتكافل والتآزر؟ وهل يدرك الفاعلون الاجتماعيون حقيقة هذا الدور داخل واحات زيز الأوسط؟ أم هو عبارة عن آلية لإنتاج وإعادة إنتاج المألوف؟ للإجابة عن هذه الأسئلة وغيرها، تم النزول للميدان وجمع المعطيات الضرورية وتفريغها وتحليلها حسب النموذج الإحصائي. بناء على إشكالية وفرضيات بمتغيرات دقيقة، واعتماد الاستمارة كأداة لجمع البيانات، غير أنه لا يمكن أن نتطرق إلى جميع محطات هذا البحث الميداني نظرا لضيق المجال، لذلك سأحاول إثارة بعض المراحل المنهجية الكبرى والنتائج والتوصيات. We dwell in a world of physical things. When it comes to the environments that we live in, we usually become oriented to the place, and eventually feel at home in it. Facing death during war and pandemic are times of extreme disorientation, and we sometimes exhibit an impulse to flee. It is no wonder that in those desperate times, some with means and ability consider fleeing to a safer place. But are we morally obliged to act in ways that (...) would ask us to sacrifice our deepest personal commitments and projects for others to meet their commitments and projects? It is argued here that fleeing Bosnia and Herzegovina during wartime, like what happened in the 90s, and fleeing a city during a pandemic may be morally decent actions. However, it is also an issue of political decency and fractured friendships. In cases or war and pandemic, returning home to contribute to the well-being of those they left behind may be morally and politically decent, but the fractured friendships may contribute to normative ambiguity. Why would anyone trust them again and regard them as a loyal friend? Perhaps reestablishing those trusting friendships may require those who remained behind to do what is supererogatory, i.e., doing more than can reasonably be asked of them, which in this case amounts to forgiving those who fled and giving them a second chance by welcoming them back home.
