Abstract

We consider political issues of mobility and political mobilization in the context of the concept of «challenge - response» Arnold Toynbee and their impact on the political process. Indicated that complex and dangerous situation in the global world needs to focus on the processes of political elites mobility and mobilization. The concept of «political mobility», as part of the political process. Presented three «mega-challenges» of our time, threatening the existence of the modern world order. A typology of modern forms of mobility. Analyzed scientific approaches to disclosure of political content of the concept of «mobilization» as a form of «response» to current threats to the stability of political systems. Characterized certain types of mobilization process and features because of political activity. The means of social mobilization of community and communication features of the process of mass behavior. It is noted that the mobilization of antagonistic groups in terms of accelerating segmented society and easily blocked complicated in integrated societies. It notes that the political mobilization and political mobility are significant factors influence the political process in general and in the «challenge-response».
