Abstract

The participation of citizens in public affairs has been a topic for years, both Council of Europe and European Union have been treated as a priority when legitimize political decisions. It will be the Treaty of Lisboa, signed on December 13, 2007, when democratic participation be strengthened, picking up the popular initiative and creating a European public participatory framework for collaboration between institutions and civil society. European popular initiative shall be subject to certain requirements in order to develop effectively.
