The perspectives of the good governance principles in Ukraine in the context of european integration

Abstract

The sense of the Good Governance principles that were developed on the base of the local regimes theory by the international organizations, and mean polycentric and the nonhierarchical regulation of the societal processes with the participation of the private and civic sectors, was defined. Council of Europe is promoting on the political and legal levels the concept of the local democracy using the mechanism of the international standards that are analyzed as the base of the national democratic regimes. The scenario of the rapid and radical transition towards the principles of the Good Governance was not realized in the countries where during the long period the system of the centralized and the bad corrupted governance was dominating, including Central and East­European ones. The conclusion is made that mentioned above model of the Good Governance couldn’t be realized in Ukraine taking into account existing legal and informal political practices that neglected the whole sense of the concept, the gained experience of the international organizations in the decentralization and local democracy fields, the partial practical implementation of the best examples. The existing practice of the bad governance conditioned the need of the formulation of the recommendations on the democratization and raising the level of efficiency of the local government, state and the local society in Ukraine.
