Abstract
Values function at different levels - as a principle of regulative foundations of state, as the norms of regulation of relationships in society, as the condition of formation of communicative connections, as the system of regulation and self-affimation of personal rights of people. If we consider the political values as beliefs of the goals that can be realized by subjects of the political process, the concept of value should be a phenomenon that is very important to humans and respond to their urgent needs and ideals. It is a concept, that is mediated by culture and which is a benchmark of relevence in achieving of needs. Relevance and practical importance of this issue is provided by a study of political culture in a globalized world, contributing to change the values of the population. Under the inflence of various economic, political, social and cultural factors the vital values became dominant in value consciousness of Ukrainians. And these vital values do important for people certain social and self-fulfilment values. Therefore there is a need for more detailed study of the impact of political values on life and activity of Ukrainian society. For exploring this question, we will consider the historical retrospective of political values to determine the elements that form them, and will outline the most actual and important for today. Previous value system is still alive and actively used by citizens in modern conditions of transformation of political culture. Modern society is split, and today there are two cultures, two systems of evaluations and norms. That is manifested in the destabilization of society, conflct and tension of relation. The mechanism of formation and functioning of political values in a particular society is closely connected with the common development of moral standards in different areas of public life. Present day demands from modern society the creation of a sustainable, differentiated system of positive socio-political values, that compliant with the preferences of citizens, the historical realities and are promoted to development of a democratic society. It is observed growing importance of such values as order and stability, strengthening the state, from which its citizens expect positive changes in solving their material and social problems. Specifi hierarchy of individual values must be placed within the hierarchy that is recognized by community; the right to try to change the value system belongs to a very small number of people who have a special position in the community. Thus, the system of values is developed within the culture and inflence on the course of public life. Therefore, values can be defied as external factors that determine the installation of a system of vision by humanity itself. It is through this system a person perceives reality as value. Values act as limits of permissible action within the framework of a specifi system and prohibition of exit out of its framework. Values are this system in general.
