Research is being conducted on how corn and the llama, extremely modest elements linked to everyday Andean life, had a prominent religious significance in pre-Hispanic Peru and continue to assume, in much of the Andean Quechua culture, syncretic connotations as a result of more than five centuries of cultural and religious transformations. Likewise, a religious duality is established between these - which seems to be the organizing matrix of the complex symbols of the Andean Quechua culture - (...) that manifests itself in a series of symbolic relationships of opposition, complementation, and analogical and homological equivalence. The theoretical perspective is to conceive religion as a cultural system, with its subjective and symbolic dimension in the terms of Clifford Geertz, and with its objective dimension as proposed by Manuel Marzal. For the study, significant ethnographic work has been carried out in the peasant communities of Lorensayocc and Anansayocc in the Quinua district and in others in Ayacucho region. Additionally, chronicles and other ethnographic sources referring to Cusco and Puno, in southern Peru, have been reviewed. (shrink)

Included in the acute response of lowlanders exposed to reduced oxygen availability is an elevated red blood cell count due to increased erythropoietin (Epo) synthesis. According to current thinking, hypoxia is “sensed” by hydroxylases that permit Hypoxia Inducible Factor 1α (HIF‐1α) to complex with HIF‐1β to form a transcriptional activator (HIF‐1) that drives expression of hypoxia‐sensitive genes (such as EPO) under hypoxic conditions. In altitude‐adapted Andean natives, the Epo hypoxic response may be blunted; however, our data indicate that the (...) DNA sequences of the genes encoding Epo (including the 3′ regulatory region) and HIF‐1α appear to be conserved. Hence, adaptive changes in the Andean hypoxic response are not a consequence of changes in the primary sequence of these proteins or of known transcriptional regulatory domains of EPO. These results suggest that the altered erthropoietic response in Andean natives reflects adaptations in hypoxia sensing, rather than hypoxia response, mechanisms. The dispersal of the Romance language family by the Roman Empire is an attractive model for examining the spread of Quechua. Wari and Tiwanaku are often considered the first Andean empires, during the Middle Horizon. Despite being contemporaries sharing the same religious iconography, they were unlikely to have spoken and dispersed the same language. Tiwanaku material culture rather implies ethnic and linguistic diversity, not least in its best-documented colonization in Moquegua. Wari, meanwhile, appears culturally and administratively unified, colonizing and (...) controlling a territory across southern Peru, from Cuzco to Nasca. If Wari was responsible for a language dispersal, then this should represent its core territory; and it is indeed the heart of Southern Quechua. In northern Peru, Wari presence seems less intense, its rule more complex and indirect. The Moche region remained essentially beyond Wari influence, while for the central coast and distant Aguada culture more research is needed. (shrink)

The Venezuelan migration crisis has displaced over six million people and is the Americas’ largest forced migration. Nearby countries have received the majority of the displaced and initially showed an impressive welcome to Venezuelans, regardless of whether they may be considered migrants, asylum seekers, or refugees. However, host country responses have mainly been uncoordinated, siloed, and impromptu. This paper examines the solidarities and tensions within the individual country responses of Venezuela’s closest Latin American and Andean neighbors: Colombia, Ecuador, Peru, (...) Chile, and Brazil. The number of displaced people leaving Venezuela has steadily increased since 2015 yet limited long term-planning and inclusion of migrants in host communities has led to a growth in xenophobia. Additionally, many Latin American host nations have erected new barriers that make legal entry or residency forms more difficult for migrants to obtain. The COVID-19 pandemic has compounded these issues as host countries grapple with supporting and offering resources to their citizens in addition to migrants. However, some promising regional solutions could be applied in a more coordinated regional approach to help ensure that host countries and IOs supporting them can better extend enduring solidarity and inclusion to Venezuelans. These solutions include longer-term visa options, such as the new Colombian 10-year visa, that can help regularize and include Venezuelans over a prolonged period. A particularly recommended approach would be the regional application of an inventive Latin America humanitarian-orientated accord, the Cartagena Declaration, a forward-thinking concept with a potential that has never been realized. The Cartagena Declaration could offer more comprehensive protection and fairer access to rights beyond temporary measures. (shrink)

It is assumed, probably correctly, that the society will collapse, that the soldiers will go in and that the U.S. will be in control, and will establish the regime of its choice and military bases. Este artículo propone explorar algunos de los vínculos que es posible establecer entre el pensamiento indígena y el afrodescendiente que se ha desarrollado en América Latina durante el siglo XX. El caso que aquí trabajamos pone en relación al Caribe con los Andes, y más específicamente, a un intelectual indígena de Bolivia y un afrocaribeño de Martinica: Fausto Reinaga y Frantz Fanon. Reparamos en las referencias que hace Reinaga a la obra de Fanon en sus libros inaugurales del pensamiento indianista, (...) señalando que estas no son accesorias sino fundamentales para el tipo de indianismo que el autor quechua-aymara elabora, uno de tipo anticolonial en el que se encuentra presente un horizonte universal y humano. This article explores links that can be established among indigenous and Afro-descendent thought developed in Latin America during the 20th century. By drawing a comparison between the Caribbean and Andean regions, we specifically concentrate on the intellectual work of an indigenous Bolivian and an Afro-Caribbean from Martinique: Fausto Reinaga and Frantz Fanon. Reinaga’s inaugural writings on indianista thought reveal several references to the work of Fanon, providing material for our analysis. We argue that such allusions are not mere accessories, but rather fundamental elements for the kind of indianismo that the Quechua-Aymara author develops; that is, an anticolonial thought in which universal and human horizons are present. The main goal of this article is to explain the transdisciplinary training model developed at the National University of Education in Ecuador, based on the ancestral worldviews of Buen Vivir. Good Living is a philosophical and political concept of the Kichwa indigenous peoples in the Andean Region, where human beings are interconnected with planet Earth and the whole cosmos. In 2008, Ecuador became the first country in the world to recognize the Rights of Nature in its Constitution, in (...) order to face climate change and to restore the ecological footprint. This article first unifies scientific knowledge with ancestral wisdom, creating an inter-epistemological dialogue using a transdisciplinary approach. Second, the article explores the epistemological notions of transdisciplinary education: self-training, hetero-training, eco-training, and onto-training. Third, the article argues that as a result, Educational Sciences of Good Living emerged to design regenerative cultures that face socio-ecological challenges of the Anthropocene age. In sum, the article argues that training transdisciplinary educators implies an intercultural, decolonial, and biocentric approach that promotes their inner spiritual self-awareness, among other perceptive, affective, emotional, rhetorical, poetic, epistemic, creative, artistic, cognitive, and philosophical dimensions. RESUMEN El artículo analiza la presencia del Zaratustra de F. Nietzsche en la región andina durante el siglo XX. Con base en la tesis de A. Rama y M. Hopenhayn, se muestra su relación con procesos de reconfiguración de las subjetividades relacionados con las dinámicas de modernización y secularización. Se analizan diversas lecturas filosóficas de dicha obra: culturalismos, marxismos, existencialismos e historicismos. A diferencia de autores como E. Dussel y F. Hinkelammert, se argumenta que los motivos del Zaratustra no significan (...) un movimiento contra-moderno y anti-ilustrado, sino una forma de gestión cultural y filosófica de algunas élites ilustradas y urbanas. ABSTRACT The article analyzes the presence of F. Nietzsche's Zarathustra in the Andean region during the 20TH century. Drawing on the theses of A. Rama and M. Hopenhayn, it shows that work's relationship with processes of reconfiguration of subjectivities arising from the dynamics of modernization and secularization. The article also analyzes diverse philosophical readings of the text: culturalist, Marxist, existentialist, and historicist. Unlike authors such as E. Dussel and F. Hinkelammert, we argue that the motifs of the Zarathustra do not entail a counter-modern and anti-enlightened movement, but rather a form of cultural and philosophical management practiced by some enlightened, urban elites. For centuries Andean civilization and ecology has afforded a special fascination for European travellers and officials. In this volume, eight writers - anthropologists, economists and historians working in Bolivia, Britain, France, Ireland and Peru - describe and analyse aspects of rural society in various Andean regions. They focus on the impact of capitalist development on both the peasant economy and the landed elite in the Andes and the ways in which that impact has been shaped by a specific (...) Andean culture and a characteristic Andean ecology and climate. Their discussion of Andean specificity centres on the notion of verticality, first developed by John Murra to describe political and economic adaptation to climatic variation in the Andean eco-system. The volume represents a substantial contribution to our understanding of Andean rural society and the nature of the Latin American peasantry and peasant economy. It will appeal to all those interested in economic anthropology, Latin America, peasant studies and the capitalist world-economy. (shrink)

This review should properly be prefaced with two caveats. First, I am not a specialist in the field of human origins. I am not an archaeologist or anthropologist, but a geologist who is generally unfamiliar with the literature covered and reviewed in this book as well as the issues and controversies. Second, I did not read the entire book. This review is based on a reading of the introduction and conclusion while skimming the rest of the text. For those who (...) find it unsettling that a reviewer has not read a book in its entirety, I can only tell you that it is very difficult to find people who are willing to donate the time necessary to read and review long technical books. (I’m still waiting on JSE to find reviewers for books I published in 2010). Anyone who is offended by my failure to peruse this volume from front to back covers may satisfy themselves with one-hundred percent of nothing by stopping their reading at this point. Ancient Ocean Crossings examines the evidence and arguments that human cultures in the Western Hemisphere were influenced by occasional contacts with ocean voyagers before Christopher Columbus arrived in the Americas in 1492. As the author notes, it’s now conceded that Vikings established a few settlements in North America hundreds of years before Columbus, yet these colonies were short-lived and apparently had little to no influence on American Indians. The ocean crossings referred to in the text are hypothetical voyages that may have occurred in the ten thousand years before Europeans first set foot in the Americas. There are some striking and unexplained cultural similarities between native peoples of the Old World and the Americas. These include “technical complexities of weaving and dyeing that are shared between southern Asia and the Central Andean region of South America, “stepped temple pyramids that are oriented to the cardinal directions in both Mesoamerica and Cambodia, and the belief “in both China and Mesoamerica, that raw jade can be discovered in nature owing to ‘exhalations’ coming from the stone” (p. 5). A special issue of the International Journal in Information Science and Engineering “Neutrosophic Sets and Systems” (vol. 69/2024) is dedicated to the Neutrosophic approaches in research, on the occasion of the international and multidisciplinary conference held at the Universidad César Vallejo in Lima, Peru, on July 8 and 9. This event marks a significant milestone, as it is the first time that the Andean region and Latin America host scholars and researchers dedicated to studying various theoretical and applicative (...) issues in the expansive and diverse field of Neutrosophic approaches. Since its conception, Neutrosophic theory has proven to be an interdisciplinary and innovative field, notably growing with the introduction of several generalizations of Neutrosophic Sets, such as Plithogenic Sets, Hypersoft Sets, IndetermSoft Sets, SuperHyperSoft Sets, and MultiAlism. These advanced conceptualizations have further expanded the versatility and application range of Neutrosophic theory, allowing its adoption in an ever-increasing spectrum of disciplines. The conference, with its international and multidisciplinary character, has brought together experts and scholars from various fields, providing a unique platform for the discussion and exchange of ideas on the multiple applications of Neutrosophic approaches. This special issue also addresses how scientific production in Neutrosophy focuses on social issues specific to Latin American philosophy. In the regional context of Latin America, it is possible to state that Neutrosophic tools and knowledge are used for the identification, analysis, and resolution of social problems, offering unique approaches or distinctive contributions to the field of Neutrosophy, influenced by its cultural and philosophical context. Neutrosophic science in Latin America shows a clear pattern of how scientific production addresses social problems, standing out for its innovative approaches that reflect the cultural and philosophical particularities of the region. This approach has allowed Neutrosophy not only to advance in theoretical terms but also to provide practical and contextually relevant solutions to social challenges. This special issue compiles works presented at the conference, reflecting the richness and diversity of current research in this field. Farmers in Andean communities depend on complex farming systems that combine native and introduced crops, production for subsistence, and production for the market. Home to the well-known potato, the Andean region is also the native place of hundreds of lesser known varieties of tubers such as oca, ulluco, and mashua. Using data from interviews and field observation in the Peruvian community of Picol, we describe the economic and social relevance of these tuber crops in the context of (...) the local farming system. A cross-case comparison of households is used to examine the relationship between socioeconomic status and the allocation of family resources. We also explore how different agricultural practices relate to the biodiversity of indigenous tuber crops. (shrink)

Histories of economic development during the Cold War do not typically consider connections to race science and eugenics. By contrast, this article historicizes the debates sparked by the International Labor Organization’s Puno–Tambopata project in Peru and demonstrates how Cold War development practice shared common epistemological terrain with racial and eugenic thought from the Andes. The International Labor Organization project’s goal of resettling indigenous groups from the Peruvian highlands to lower-lying tropical climates sparked heated debates about the biological specificity of (...) class='Hi'>Andean highlanders’ physiques and ability to survive in the tropics. Such concerns betrayed the antitypological consensus expressed in the United Nations Educational, Scientific and Cultural Organization (UNESCO) Race Statements and defended by one of the main proponents of the resettlement project, the Swiss–American anthropologist Alfred Métraux. The concern with Andean racial types was central to the research agenda of the acclaimed Peruvian physiologist Carlos Monge, who endorsed modernization projects that did not entail moving highlanders outside of their traditional climate. The debates sparked by the Puno–Tambopata project demonstrate how Cold War development discourse grappled with racial and eugenic thought from Latin America and the Global South and thereby produced projects of indigenous “improvement.”. We present the first comprehensive taxonomic revision and review the biology of the olingos, the endemic Neotropical procyonid genus Bassaricyon, based on most specimens available in museums, and with data derived from anatomy, morphometrics, mitochondrial and nuclear DNA, field observations, and geographic range modeling. Species of Bassaricyon are primarily forest-living, arboreal, nocturnal, frugivorous, and solitary, and have one young at a time. We demonstrate that four olingo species can be recognized, including a Central American species (Bassaricyon gabbii), lowland species with (...) eastern, cis-Andean (Bassaricyon alleni) and western, trans-Andean (Bassaricyon medius) distributions, and a species endemic to cloud forests in the Andes. The oldest evolutionary divergence in the genus is between this last species, endemic to the Andes of Colombia and Ecuador, and all other species, which occur in lower elevation habitats. Surprisingly, this Andean endemic species, which we call the Olinguito, has never been previously described; it represents a new species in the order Carnivora and is the smallest living member of the family Procyonidae. We report on the biology of this new species based on information from museum specimens, niche modeling, and fieldwork in western Ecuador, and describe four Olinguito subspecies based on morphological distinctions across different regions of the Northern Andes. Background: Research must respect ethical norms and informed consent, with appropriate cultural adaptation and verification of its understanding in indigenous communities of the Andean and Amazonian regions, including social and medical research. Objective: Determine to what extent IC is understood in an Aymara community in Peru, specifically as concerns a school nutrition project. Methodology: A prospective, quasi-experimental field study of an educational intervention was conducted in Puno during 2015. The objectives and procedures of the school nutrition project in question (...) were explained to the local Aymara leaders, and a questionnaire was prepared on knowledge and practices regarding healthy lunch boxes for Aymara children. An educational nutrition program and two IC formats were drawn up. The documentation was evaluated by a research ethics committee. Results: Seventy Aymara villagers participated in the research project. The extent to which they understood the IC was modified to a statistically significant degree subsequent to the educational intervention and adaption for cultural appropriateness. (shrink)

This Article explores the relationship between the legitimacy of international courts and expansive judicial lawmaking. We compare lawmaking by three regional integration courts - the Court of Justice of the European Union, the Andean Tribunal of Justice, and the ECOWAS Community Court of Justice. These courts have similar jurisdictional grants and access rules, yet each has behaved in a strikingly different way when faced with opportunities to engage in expansive judicial lawmaking. The CJEU is the most activist, but its (...) audacious legal doctrines have been assimilated as part of the court’s legitimate authority. The ATJ and ECOWAS have been more cautious, but there is little to suggest that this caution has enhanced the legitimacy of either court. The ATJ has avoided serious challenges from governments, but its rulings have had little political impact. Conversely, the ECCJ’s circumspection has not shielded it from political opposition to its adjudication of clearly-established human rights. This pattern is at odds with the oft-voiced conventional wisdom that expansive judicial lawmaking undermines judicial legitimacy. Our modest goal in this Article is to problematize that claim and to posit an alternative hypothesis - that ICs spark legitimacy challenges due to the domestic political effects of their decisions, regardless of whether those decisions are expansionist. Linguistic studies have shown that the traditional idea that the expansion of the Inca Empire was the driving force behind the spread of all Quechua cannot be correct. Across much of its distribution, Quechua has far greater time-depth than can be accounted for by the short-lived Inca Empire. Linguistics likewise suggests that Aymara spread not from the south into Cuzco in the late Pre-Inca period, but also from an origin to the north. Alternative explanations must be sought for the expansion (...) of these language families in the culture history of the Andes. Archaeological studies over the past two decades now provide a broad, generally agreed-upon outline of the cultural history of the Cuzco region. This chapter applies those findings to examine alternative possibilities for the driving forces that spread Quechua and Aymara, offering a clearer cross-disciplinary view of Andean prehistory. This paper emerges from and aims to contribute to conversations on agricultural biodiversity loss, value, and renewal. Standard international responses to the crisis of agrobiodiversity erosion focus mostly on ex situ preservation of germplasm, with little financial and strategic support for in situ cultivation. Yet, one agrarian collective in the Peruvian Andes—the Parque de la Papa (Parque)—has repatriated a thousand native potatoes from the gene bank in Lima so as to catalyze in situ regeneration of lost agricultural biodiversity in the (...) region. Drawing on participant action research and observation, this paper engages with the projects underway at the Parque—as well as “indigenous biocultural heritage” (IBCH), the original action-framework guiding the Parque’s work. IBCH grounds the ecology of successful crop diversity within the Andean cosmovisión, or worldview—which is included, but marginalized, in mainstream agrobiodiversity conservation policies. The IBCH concept counters apolitical renderings of agrobiodiversity erosion, arguing that this disregard of biocultural heritage perpetuates colonialist devaluations of efficacious “traditional ecological knowledge” and epistemologies. Accordingly, this paper discerns here an on-site, or in situ, political ecology of agricultural biodiversity conservation. (shrink)

Microsystems are described as contexts formed by a subject, their roles, their interactions, and a specific physical space and time, such as housing and the school environment. Although several studies suggest the importance of studying this type of environment and its repercussion on children’s development, in a Latin American context, few studies integrate the interaction of two primary settings in the development of executive functioning. The present study explores the effects of the quality of housing and school environments on the (...) perception of stress, decision making, and planning among children. A total of 114 children (43% girls and 57% boys, M age = 10.57) from a primary school located in a community classified as poor participated in the study. The following was measured: the environmental quality of classrooms, housing, stress, and executive functioning of children. The results reveal a model linking environmental quality levels in children’s homes and schools and executive functioning. We also obtain a mediating role of stress between microsystems and performance, finding a deficit in executive performance when children experienced higher levels of stress as a result of poor environmental quality both in their homes and in their schools. This paper describes the results of a field experiment involving 400 employees from ten financial institutions operating within the Shenzhen Special Economic Zone of the People's Republic of China. It was found that, when faced with an agency-based problem, employees indicated they would be less inclined to advise management of the existence of unethical work practices. Younger employees without supervisory experience displayed significant risk aversion. Traditional Chinese values associated with Confucian work dynamism, were shown to be poor predictors of moral (...) choice response. A parsimonious regression model was developed that provides evidence that the universal trait Masculinity/Femininity acted to offset the negative influence of the agency problem. On the other hand, an operative's level of education attainment exerted a negative influence on moral response scores. (shrink)

Resumo: Não apenas as famílias aristocráticas indígenas, mas também as famílias de imigrantes do norte que viviam no Leste de Zhejiang, estavam envolvidas nos debates sobre teoria monetária e pensamento político, na Dinastia Jin Oriental e Dinastias do Sul. Os debates geralmente se concentravam nos preços das commodities e no trabalho forçado no Leste de Zhejiang. Esse fenômeno histórico especial reflete duas questões. Por um lado, o caos causado pela guerra no Norte e as famílias de estudiosos, migrando para o (...) Sul, promoveram muito o desenvolvimento do Sul da China, o que tornou os cinco condados do leste de Zhejiang as áreas mais importantes e ativas da economia. Por outro lado, reflete as mudanças de relacionamento entre imigrantes e nobres indígenas. Ou seja, as famílias aristocráticas indígenas e as famílias imigrantes do Norte cooperaram na economia para aumentar a prosperidade e o desenvolvimento do Leste de Zhejiang. Mais tarde, com o surgimento de “povo comum (寒人)”, o status econômico dos estudiosos foi cada vez mais impactado, o que resultou em ansiedade e consciência de crise dos nobres. (shrink)

This methodological, policy-focused paper firstly defines the concept of “sustainable territorial innovation” and its operationalisation according to the strategic objectives of Europe 2020. Statistical processing was based on 26 indicators, which helped to perform a multivariate analysis and allowed to identify ten groups of municipalities characterised in terms of the territorial sustainable innovation idea. Their GIS spatial distribution has led authors to combine them with the set of indicators proposed by the Italian Government in the UE Cohesion Policy 2014–2020 perspective. (...) Informed by Gloria Anzaldúa's and José Carlos Mariátegui's work, as well as by Andean cosmology, Omar Rivera turns to Inka stonework and architecture as an example of a "Cosmological Aesthetics." He articulates ways of sensing, feeling and remembering that are attuned to an aesthetic of water, earth and light. On this basis, Rivera brings forth a corporeal orientation that can be inhabited by the oppressed, one that withdraws from predominant modern/Western conceptions of the human. By providing an aesthetic analysis (...) of cosmological sensing, Rivera sets the stage for exploring physical dimensions of anti-colonial resistance, and furthers the Latinx and Latin American tradition of anti-colonial and liberatory philosophy. Seeingaesthetic involvements with the cosmos as a source for embodied modes of resistance, Rivera turns to the work of María Lugones and Enrique Dussel in order to make explicit the aesthetic dimensions of their work. Andean Aesthetics and Anticolonial Resistance creates a new dialogue between art historians, artists, and philosophers working on Latin American thought, phenomenology, and hermeneutics. It weaves together a Latin American philosophy that connects pre-Columbian cosmologies with contemporary thinkers. Rivera's original approach introduces us to the living, evolving and aesthetic alternatives to coloniality of power and of knowledge, overhauling current understandings of decolonial theory and opening the tradition in transformative ways.
