In _The Later Middle Ages,_ the third volume of his monumental _History of Political Ideas,_ Eric Voegelin continues his exploration of one of the most crucial periods in the history of political thought. Illuminating the great figures of the high Middle Ages, Voegelin traces the historical momentum of our modern world in the core evocative symbols that constituted medieval civilization. These symbols revolved around the enduring aspiration for the _sacrum imperium,_ the one order capable of embracing (...) the transcendent and immanent, the ecclesiastical and political, the divine and human. The story of the later Middle Ages is that of the "civilizational schism"—the movement in which not only the reality but the aspiration for the _sacrum imperium_ gradually disappeared and the unification of faith and reason dissolved. His recognition of this civilizational schism provides Voegelin with a unique perspective on medieval society. William of Ockham, Dante, Giles of Rome, and Marsilius of Padua all emerge in Voegelin's study as predecessors to modern thought; each turns to personal authority and intellectual analysis in an attempt to comprehend the loss of the _sacrum imperium_ as an authoritative ideal. Voegelin is further drawn into investigations that, despite insufficient attention by scholars, still bear relevance to the study of the later Middle Ages. The mysticism apparent in _Piers Plowman_ and the apocalyptic revolt of Cola di Rienzo are merely two reactions to the disintegration of wholeness. Yet the story of the later Middle Ages does not merely revolve around disintegration. Voegelin recognizes the emergence of the constitutional political tradition as the most positive development of this period. He is at his best when explaining the difference between the presence of a representative institution and the growth of communal consciousness. Voegelin's study of the English political pattern is matched only by his unique perspective on the German imperial zone, culminating in a fitting conclusion on Nicholas of Cusa—the one political thinker with the ability to evoke the unity of mankind beyond fragmentation. _The Later Middle Ages_ is at once a brilliant examination of the symbols that characterized medieval society and a remarkable predecessor to Voegelin's study of the modern world, beginning with the Renaissance and the Reformation. The History of Political Ideas by the German-American philosopher Eric Voegelin is a monumental work of around 2,600 pages. It remained unpublished during his lifetime, and it came to light through the American edition and the now completed Portuguese edition. Being the author of the first world edition of an abridged version of the History of Political Ideas ; the translator of the first three volumes of the 2012-2018 Portuguese edition; and the author of (...) The civil philosophy of Eric Voegelin I consider that the History of Political Ideas challenges the present climate of opinion: it subverts the dominant corrosive forces of moral relativism, intolerant neo-positivism, end-of-history obsessions, postmodernist deconstructions, agnosticism, nihilism, new age religions, and the all-pervasive ideology of money. Eric Voegelin achieves all this leading his readers from Antiquity to Modern Age. His monumental work begins with the “spiritual disintegration” of the Greek world, after the peak of Plato and Aristotle, a disintegration that ushered a long process of transition in the self-understanding of man in the Mediterranean world. The series goes through Middle Ages, R enaissance and Reformation as Voegelin analyzes the collapse of imperial Christianity, which led to the rise of autonomous reason and sectarian revolts that reached full development in later centuries. A new form of modern human consciousness replaced the Christian understanding of a divinely created closed cosmos. The collection ends - in a suspensive way - with “The Crisis and the Apocalypse of Man” focused on thinkers such as Comte, Bakunine and Marx; although they experienced true epiphanies, they become self-obsessed to the detriment of the world to which they refer. Such “Apocalypse of Man” must now be challenged, albeit with methodologies and hermeneutic principles other than those that Voegelin himself abandoned some decades ago. (shrink)

It is sometimes thought that the renowned essayist Isaiah Berlin was incapable of writing a big book. But in fact he developed some of his most important essays--including "Two Concepts of Liberty" and "Historical Inevitability"--from a book-length manuscript that he intended to publish but later set aside. Published here for the first time, Political Ideas in the Romantic Age is the only book in which Berlin lays out in one continuous account most of his key insights about the (...) history of ideas in the period that he made his own--the Romantic age. Distilling his formative early work in the history of ideas, the book also contains much that is not found elsewhere in his writings. The debate about secularization in recent decades has challenged long-held assumptions about Western modernity and the purported decline of religion in modern societies. However, the impact of this criticism on the idea of history has so far not received as much attention as it deserves. Jayne Svenungsson’s analysis of the influence of biblical motives on contemporary political theology illustrates one way in which the concept of history might be rethought in the wake of the crisis of the (...) secularization thesis. In dialogue with Karl Löwith’s classical argument that modern philosophy of history and the idea of historical progress are secularized versions of Christian eschatology, she argues that the prophetic vision of history as a struggle for a justice that supersedes every current law or moral system is a viable and promising alternative that ought to be considered in contemporary discussions of politics and history. Reaching into our own time, _Crisis and the Apocalypse of Man_ confronts the disintegration of traditional sources of meaning and the correlative attempt to generate new sources of order from within the self. Voegelin allows us to contemplate the crisis in its starkest terms as the apocalypse of man that now seeks to replace the apocalypse of God. The totalitarian upheaval that convulsed Voegelin's world, and whose aftermath still defines ours, is only the external manifestation of an inner spiritual turmoil. (...) Its roots have been probed throughout the eight volumes of _History of Political Ideas,_ but its emergence is marked by the age of Enlightenment. In our postmodern era, discussions of the collapse of the "enlightenment project" have become commonplace. Voegelin compels us to follow the great-souled individuals who sought to go from disintegration of the present toward evocations of order for the future. Such thinkers as Comte, Bakunin, and Marx suffered through the crisis and fully understood the need for a new outpouring of the spirit. They resolved to supply the deficiency themselves. As a consequence they launched us irrevocably on the path of the apocalypse of man. One of the great merits of Voegelin's analysis is his exposition of the pervasive character of this crisis. It is not confined to the megalomaniacal dreamers of a revolutionary apocalypse; rather, echoes of it are found in the more moderate Enlightenment preoccupation with progress to be attained through application of the scientific method. Faith in the capacity of instrumental reason to answer the ultimate questions of human existence defined men such as Voltaire, Helvétius, Diderot, D'Alembert, and Condorcet. It remains the authoritative faith of our world today, Voegelin argues, demonstrated by our continuing inability to step outside the parameters of the Enlightenment. Are we condemned, then, to oscillate between the rational incoherence of a science that never delivers on its promises and a now discredited revolutionary idealism that wreaks havoc in practice? This is the question toward which Voegelin's final volume points. While not direct, his response is evident everywhere. _Crisis and the Apocalypse of Man_ could have been written only by a man who had reached his own resolution of the crisis. (shrink)

This book asks how people understood the concept of politics in sixteenth-century France, and how those who practised it were characterised. Both concept and practitioners were referred to by the same word, politique. I trace written uses of this word as a means of studying shifts in the meaning of the concept and the figure. As much as this is a conceptual history, therefore, it is a textual, and indeed, a literary one. Part of the book's argument is that (...) sixteenth-century literary ideas and processes influenced developments in political thought and practice. It also argues that the word politique and the idea of politics hold a specific place in the literature of the period. The book is about the representation of politics and political actors in writing, the writing of politics, and writing as politics. It treats a diverse corpus, including polemical pamphlets, texts of high political thought, and works more associated with the literary canon such as Montaigne's Essais and the Satyre ménippée. Voegelin's magisterial account of medieval political thought opens with a survey of the structure of the period and continues with an analysis of the Germanic invasions, the fall of Rome, and the rise of empire and monastic Christianity. The political implications of Christianity and philosophy in the period are elaborated in chapters devoted to John of Salisbury, Joachim of Flora, Frederick II, Siger de Brabant, Francis of Assisi, Roman law, and climaxing in a remarkable study of Saint Thomas (...) Aquinas's mighty thirteenth-century synthesis. Although _History of Political Ideas_ was begun as a textbook for Macmillan, Voegelin never intended it to be a conventional chronological account. He sought instead an original comprehensive interpretation, founded on primary materials and taking into account the most advanced specialist scholarship—or science as he called it—available to him. Because of this, the book grew well beyond the confines of an easily marketable college survey and until now remained unpublished. In the process of writing it, Voegelin himself outgrew the conceptual frame of a "History of Political Ideas," turning to compose _Order and History_ and the other works of his maturity. _History of Political Ideas_ became the ordered collection of materials from which much of Voegelin's later theoretical elaboration grew, structured in a manner that reveals the conceptual intimations of his later thought. As such, it provides an unparalleled opportunity to observe the working methods and the intellectual evolution of one of our century's leading political thinkers. In its embracing scope, _History of Political Ideas_ contains both analyses of themes Voegelin developed in his later works and discussions of authors and ideas to which he did not return or which he later approached from a different angle and with a different emphasis. _The Middle Ages to Aquinas_ has withstood the test of time. What makes it still highly valuable is its thoroughly revisionist approach, cutting through all the convenient clichés and generalizations and seeking to establish the experiential underpinnings that typified the medieval period. Although he has written extensively on a broad array of topics, Mark Bevir is most famous for his influential and controversial book The Logic of the History of Ideas (Cambridge University Press, 1999). In a wide-ranging interview, Bevir responds to a number of criticisms and mischaracterizations of the book, clarifies his aims in writing it, and identifies his relationship of his postfoundationalism to both analytical and continental philosophy. In _The New Order and Last Orientation,_ Eric Voegelin explores two distinctly different yet equally important aspects of modernity. He begins by offering a vivid account of the political situation in seventeenth-century Europe after the decline of the church and the passing of the empire. Voegelin shows how the intellectual and political disorder of the period was met by such seemingly disparate responses as Grotius's theory of natural right, Hobbes's _Leviathan,_ the role of the Fronde in the formation (...) of the French national state, Spinoza's _Tractatus Theologico-Politicus,_ and Locke's _Second Treatise,_ the blueprint of a modern middle-class society. By putting these responses and the thought of Montesquieu, Hume, and others in the context of the birth pains of the national state and the emergence of a new self-understanding of man, Voegelin achieves a brilliant mixture of political history and profound philosophical analysis. Voegelin's verdict of modernity is pronounced most powerfully in the opening part of "Last Orientation," in the chapter entitled "Phenomenalism." His discussion of the intellectual confusion underlying the modern project of scientistic phenomenalism is the most original criticism leveled against modernity to date. It is at the same time the first step toward a recovery of reality through philosophy conceived as a science of substance in the spirit of Giordano Bruno. Voegelin's first example of such an effort at recovering reality is the chapter on Schelling, one of the spiritual realists who has not been affected by the prevailing rationalist or reductionist creeds that are part of the modern disorder. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them. This paper argues that Milonakis and Fine, in their bookFrom Political Economy to Economics, offer an account of history that systematically omits discussion of how economics has been shaped by the political and social context in which it developed. This contrasts with work by intellectual historians who have argued that such factors were crucial to understanding the history of economic ideas. ABSTRACT Intellectual historians have tended to focus either on shifts in sensibility or, more analytically, on the substance and structure of thought. They might usefully, however, examine both, as well as the reciprocal action of the one upon the other. This applies equally to political and religious ideas. In early twentieth-century Ireland, it was the relationship between religion and politics that stirred controversy. How would the institutions of church and state function, respectively, under Home Rule and the Union. (...) Opposing camps advanced competing prognostications. This contest forces us to rethink the claim that revolutionary insurgency in Ireland was a species of ‘political religion’. The evidence points to a more complex picture while at the same time highlighting the persistence of sectarian attitudes in the historiography of the period. (shrink)

While most discussions of political realism in the West draw their inspiration from thinkers such as Thucydides, Machiavelli, and Hobbes, they were far from the only political theorists developing such an approach. Rather, we see realist approaches to politics not only in a vast array of European thinkers throughout history, but also in a diverse range of non-European traditions. One such thinker, whose ideas have largely been lost to the contemporary world, was the Chinese philosopher Shen (...) Dao, who focuses on the sources of political resentment and the necessity of eliminating them as a prerequisite to a strong and stable society and state. This essay develops Shen Dao’s argument that resentment arises not merely when people’s desires are not fulfilled, but rather when there was an expectation that they could have been fulfilled and works to demonstrate how he envisions eliminating sources of resentment in the political sphere. In doing so, this essay engages with much more prevalent Confucian views, demonstrating that Shen Dao presents a trenchant criticism of one of the very bases of Confucian political philosophy and, indeed, any political theory that develops itself from moral foundations. Leopold von Ranke (1795-1886), generally recognized as the founder of the school of modern critical historical scholarship, and Jacob Burckhardt (1818-1897), the great Swiss proponent of cultural interpretation, are fathers of modern history--giants of their time who continue to exert an immense influence in our own. They are usually seen as contrasts, Ranke as representative of political history and Burckhardt of cultural history. In five essays, each flowing gracefully into the next, the distinguished historian Felix Gilbert (...) shows that such contrasts are oversimplifications. Despite their interest in different aspects of the past, Ranke's and Burckhardt's views arose from common elements in the first half of the nineteenth century, the time in which they grew up and in which their first masterworks attracted such wide attention. This concise volume clarifies the beginnings of history as an autonomous discipline, while forcing us to examine our views on basic questions in historical scholarship. In the case of Ranke, relating his work to his times counteracts the current tendency to disregard the difference between the historical concepts of the eighteenth and nineteenth centuries. By focusing on this difference, Gilbert emphasizes the originality and novelty of Ranke's ideas about history. Although Burckhardt is often portrayed as an intellectually lonely figure, this book reveals the importance of relating his thought to the intellectual trends of his time. It would be difficult to find a major figure in the history of European political thought who would not have attempted to say something about how authority emerges, or is justified and critiqued, in the world beyond the single polity. Quite frequently, that effort would have involved some idea about a legal order, or at least a set of rules or regularities applicable in that world. Thomas Hobbes was neither the first nor the last major thinker who believed (...) that the 'international' realm was characterised by the independence of states existing 'in the state and posture of gladiators', thus apparently denying that legal rules or practices or legal thinking could have much relevance therein. Yet others believed, as Immanuel Kant did, that without a constitutional vocabulary not much that was meaningful could be said about the human pursuit of freedom, and that silence about the latter would not only constitute a moral failure but an intellectual and perhaps political mistake. For a long time, the idiom of natural law claimed to offer a universally valid frame for thinking about the nature of the political, as well as providing authority for lawyers' speculations about the rules and principles governing the conduct of individuals and corporate bodies wherever they might move. The name of the relevant discipline at German universities from the late seventeenth century onwards-ius naturae et gentium, the law of nature and of nations-revealed the full scope of its ambition. That discipline may have died away (although that is a debatable proposition) but any political thinking worth its salt will today (perhaps especially in the twenty-first century) aim to say something about how authority emerges, is maintained or critiqued not only within but also outside the single state. The world of 'nations' or even 'humanity' is established as an important theme of political and legal speculation. (shrink)

Situating Samuel Taylor Coleridge’s thought on historically actualized ideas with reference to a range of classical thinkers, this article examines his intriguing philosophical theory about how ideas become progressively actualized in history. This cultural growth can be understood as contemplation-in-action, although it occurs through mainly fumbling – or else overenthusiastic – human agents. I distinguish Coleridgean first-order, transcendent ideas (such as God, infinity, the good, the soul) from second-order, historical ones (such as church, state, the constitution). (...) It has been argued that Coleridge’s theory of ideas develops from Bacon’s inductive method for discovering laws of nature through experiment and natural law through common law. I further claim that Coleridge upholds the reality of “Forms” in science, and of rights in ethics and politics; that his later political thought is inherently more progressive than is generally admitted; and that his account differs from Schelling’s and Hegel’s respective theories by maintaining the transcendence of ideas above the immanence of their evolving historical actualizations. Coleridge’s philosophy is therefore, whether political or metaphysical, ultimately an ontological defence of the transcendence of ideas above the immanence of their progressive but imperfect actualization. This paper investigates the question of which place in the history of political ideas may be assigned to the Constitutional Debate in Herodotus’ _Histories_, 3.80-82. It is shown that the Herodotean debate represents the earliest extant example of a social theory, in which a variety of distinctly social ordering principles are weighed against each other with normative arguments and in isolation from all sorts of divine authorisations. Why our most cherished political ideas are based on a certain conception of our relation to the environment - and one that can no longer be sustained.

This new collection by Walter Laqueur, one of the most distinguished historians and political commentators of the twentieth and twenty-first centuries, vividly brings to life his perspective on fifty years of political life. The essays in this volume deal with events ranging from more than seventy years ago to some that have not yet happened, but may in years to come. Laqueur divides his writings into five main areas: optimism in politics, the topic that unites this volume; Europe; (...) the Arab Spring; Israel and Jewish affairs; and recollections of the past. This volume addresses an increasingly important question: How much optimism do we need in politics? Some neuroscientists believe that many of our assessments rest on an excess of optimism amounting to a dangerous bias. Another school of cognitive scientists sees the main danger in being influenced too much by negative conclusions. Although these competing perspectives have been only rarely investigated, Laqueur argues that such psychological factors play a decisive role in the assessment of political trends, and they should. Laqueur also reminds readers that there is a connection between writing history and commenting on current affairs, but it is not remotely as close and simple as often thought. The idea that the historian is somehow better qualified than others to interpret the present, let alone predict the future, is certainly not borne out by the evidence. Some great historians have been good and reliable political commentators, others have been miserable failures. Laqueur definitely falls in the former camp, as these reflections attest. (shrink)

Historians of political thought have done important and insightful work on women’s history of political thought. This scholarship has proliferated since the mid to late twentieth century and has focused largely on the feminist aspects of their thought. Although this was at first a necessary and crucial correction of prior neglect, I argue that by now this has turned into an overcorrection. By turning to the early reception and rediscovery of two eighteenth-century English female political thinkers, (...) Mary Astell (1666–1731) and Catharine Macaulay (1731–1791), I show that this feminist focus can stand in the way of inclusion by obscuring other important aspects of women’s political thought. I also contend that the feminist focus implies an unfair double standard where women – as opposed to canonical men – are thought of as worthy of inclusion only if they espoused or anticipated ideas that would seem agreeable from a present perspective. This leads to the paradoxical conclusion that, if we want to do justice to the feminist aim of comprehensive inclusion of past female thinkers, we must learn to look beyond women’s feminist thought in history and to embrace their afeminist and even anti-feminist thought. Originally published in 1963, this classic book is a rethinking of the history of Western political philosophy. Charles N. R. McCoy contrasts classical-medieval principles against the "hypotheses" at the root of modern liberalism and modern conservativism. In Part I, "The Classical Christian Tradition from Plato to Aquinas," the author lays the foundation for a philosophical "structure" capable of producing "constitutional liberty." Part II, "The Modern Theory of Politics from Machiavelli to Marx," attempts to show, beginning with Machiavelli, the (...) reversal and destruction of the pre-modern "structure" postulated in Part I. McCoy stresses the great contributions of Aristotle to political thought found in his more familiar Ethics and Politics, but also includes key insights drawn from Metaphysics and Physics. These contributions are developed and perfected, McCoy argues, by Augustine and Aquinas. Two other important features include McCoy's epistemological insights into Plato's work that will be new to many readers and the author's juxtaposition of traditional natural law with "the modernized theory of natural law." The modern account of autonomous natural law, in McCoy's view, helps explain the totalitarian direction of key aspects of modern political thought.
