This article assesses to what extent the future of democratic liberty depends upon its citizens employing a proper approach to the past, by analyzing Tocqueville’s views of three kinds of historical consciousness—aristocratic, revolutionary, and democratic. It is argued that democracies require certain aristocratic assumptions about historical dynamics to cultivate a historical consciousness that fosters liberty. Key to this is the belief in the human capacity to influence the trajectory of history. Tocqueville’s historical approach, which blends aristocratic and democratic elements, is (...) identified as the most effective method for tempering the fatalistic tendencies of the democratic point of view. Thus, for democracies to maintain liberty, citizens should recognize the dual role of general causes and human agency in directing the course of historical events. Tocqueville’s insights on the effects of historical consciousness on the future of democratic liberty remain particularly relevant today when Western democracies confront internal polarization and external anti-democratic challenges, whether neoliberal, illiberal, populist, or fascist. Abstract:This theoretical inquiry approaches the challenge of reflexivity in the music education profession from the perspective of a collective and social understanding of memory. While memory is typically understood as being an individualistic, psychological, and cognitive phenomenon, in this paper we argue that the perspectives of collective and social memory may be of critical assistance to music teachers and music teacher educators who are facing the problem of increasing diversity. Teachers experience mounting pressure to include a wider (...) selection of available material from the diverse musics of the world in their curriculum. We suggest that understanding the politics of memory–how memory shapes the future and reveals our reflexive capacity in terms of our bonds to, or freedom from, the past–provides new tools and perspectives for considering diversity. Furthermore, we propose that in order to make a difference, the politics of memory require an agonistic engagement in pluralistic societies, with multiple, even conflicting, relationships to memory and time, place, and space. The article argues that a critical politics of memory is not just about combining the past and present, but about re-imagining, re-negotiating, re-working, and re-generating the collective futures of the school, its educational context, and broader society. The existentialist philosopher Karl Jaspers is the father of a discourse on the spiritual consequences of the Holocaust. First addressed as the Schuldfrage (the question of guilt) by Jaspers immediately after the Second World War in his famous Heidelberg lecture, it has reappeared in various forms in German life and letters. Post-unification Germany has witnessed the valorization of the German experience of the Second World War. This ongoing re-evaluation has its antecedents in the generational literature of the 1970s and 1980s. (...) Whereas the Vaterliteratur of the 1970s (by authors such as Christoph Meckel, Uwe Timm, and Peter Henisch) was often embedded in a left-wing critique of the establishment, recent contributions to this growing genre (by Marcel Beyer, Stephan Wackwitz, Wibke Bruhns, and Ulla Hahn among others) speak to the issue of collective identity and transgenerational family trauma outside distinct left- and right-wing interpretations of National Socialism. The current writings on the life during the Third Reich (filtered through the experiences of discrete generations) are a confluence of historical writing, memorial literature, biography, and fiction. They are closely related to the discussions that W. G. Sebald initiated in his 1997 lecture series on the silence of German postwar literature with respect to German suffering. The subsequent debate on how to bring closure to this ?German suffering? was intensified by Günter Grass's widening of the concept of German victimization beyond the air war controversy in his book Crabwalk (2002). As Grass distinguishes clearly between the various post-World War II generations (and their different perspectives on historical events), the question becomes whether these recent writings will bring about a final so-called ?zero hour? in German postwar history. This paper explores the phenomenon of revisionism in historiography, while focusing in particular on illegitimate revisionism and negationism. It is indisputably true that historiography must be subject to constant revisions. Like all scientific theories, it needs to be characterized by a sort of?conservative? openness towards new ideas; however, revisions and negations are often put forward without scientific grounding. They reject the well-established historiographical methods, while opening themselves to various kinds of ideologies, biases and manipulations. The paper further offers a synthesized (...) overview of the revisionist practice in dominant parts of the society and historiography in post-communist Serbia. The change in the ideological paradigm that occurred in the 1980s was accompanied by a politically motivated reinterpretation of the past, which primarily focused on World War II in Yugoslavia. In Serbia in the 1990s, Tito?s Partisans were no longer celebrated as national heroes and fighters against fascism; they were replaced by the royalist and nationalist Chetniks led by Draza Mihailovic, whose collaboration with the occupying forces was purposefully glossed over. The nationalist interpretation of history and the new revisionist politics in Serbia were supported by the state and the activities of its three branches: legislative, executive and judicial. In spite of the political changes that took place in Serbia in 2000, the dominant nationalist matrix in historical interpretations and revisionist politics remained unchanged. (shrink)

This study analyses of the Living Memorial: a counter-monumental installation located since 2014 in the highly contested Szabadság (‘Liberty’) Square in central Budapest, Hungary. The focus on the LM allows showcasing it as a unique type of commemorative installation that not only contests the current Hungarian top-down, hegemonic narrations and practices of memory but also counteracts the country’s politicised and ideologised narrations of the past. The LM is explored as a dialogical ‘nexus’ of, on the one hand, individual, lived (...) experiences of the Holocaust in Hungary in 1944–45 and, on the other, of the wider historical and contemporary socio-historical narratives as well as commemorating practices. Presented in the article – and set against the wider input from memory and commemoration research – the systematic, discourse-ethnographic analysis of the Living Memorial links its discursive and visual as well as spatial aspects with the exploration of various types of spectator engagement. In doing so, the article connects the wider context of memory and commemoration in the national and city spaces – and specifically in the often strongly politicised capital milieus – to the specific, localised contexts of ‘commemorative battlegrounds’ wherein ‘official’ displays of memory clash with, and are opposed by, their bottom-up, counterhegemonic contestations. This article focuses on the politics of memory and forgetting after Auschwitz and apartheid. In the first two sections Habermas' critical contribution to the German Historikerstreit is discussed. Important in this regard is the moral dimension of our relation to the past. In the next two sections the emphasis shifts to South Africa and more specifically the work of the Truth and Reconciliation Commission (TRC). This article develops a view of collective memory as a rhetorical practice with an intimate connection to death. Drawing on the philosophy of Jacques Derrida, I argue that memory is inhabited by death – the loss of a living presence which, nonetheless, is the very condition for recollection and communication. Memory can never retrieve presence, for time is discontinuous, disjointed rather than linear. Instead, memory is presented as an ‘impossible gift’, a form of inheritance that charges (...) us to remember anew. These motifs, I argue, are central in epideictic rhetoric which, by dwelling on the present, invites collective recognition and affirmation concerning what fundamentally is. In the genre of the eulogy, especially, the event of death is encountered by reference to the fracturing of time, the experience of the gift, and the question of inheritance. Eulogy rhetoric, I suggest, is a powerful mode of collective memory that captures much of how we remember. (shrink)

The article discusses Pausanias’ obscure statement (1.26.3) that the early Hellenistic Athenian general Olympiodoros ‘recovered the Piraeus and Mounychia’. By understanding the feat as an episode within the wider context of the Athenian stasis of 295 between the ‘tyrant’ Lachares and Olympiodoros’ democratic resistance, the article shows that the narrative of the enterprise (most likely based on an honorific decree) aimed to i) establish a parallel between Olympiodoros and the illustrious democratic recovery by Thrasyboulos, ii) rehabilitate Olympiodoros as a democratic (...) hero after his involvement in the oligarchic years of the second regime of Demetrios Poliorketes in Athens, and iii) serve as a call to action to recover the Piraeus, which was under Macedonian control when the honours were bestowed. The article is aimed at building a theoretical framework for an empirical analysis of the politics of memory in a new post-Soviet democracy. We elaborate on the concept of new democracy and highlight that in late post-Soviet countries it might be defined through three interrelated variables of trustworthy institution building, promotion of civil rights, and consistent foreign policy. We refine the concept of the politics of memory underlining the electoral origins of public policies addressing the painful (...) issues of the past. To find out how the politics of memory evolves in the new post-Soviet democracy, we distinguish three memory issues of highly contentious nature: lustration, ban on public display of Soviet symbols, and compensation from Russia for Soviet occupation. This article aims to analyse one specific type of memorial site that furnishes an indexical link to past traumatic events which took place in precisely these places. Such memorials will be defined here as trauma sites. It will be shown how the semiotic trait of indexicality produces unique meaning effects, forcing a reframing of the issue of representation, with all its aesthetic and ethical dimensions. In contrast to other forms of memorial site, trauma sites exist factually as material testimonies of (...) the violence and horror that took place there. The fact they still exist, more or less as they were, implies a precise choice on the part of post-conflict societies regarding which traces of the past ought to be preserved and in which ways. In other words, a decision is made about what politics of memory to adopt in each case. Trauma sites thus become unique, privileged observatories that allow us to understand better the emergence of post-conflict societies. The various forms of conservation, transformation, memorialization of places where slaughter, torture and horror have been carried out are key clues to better understandings of the relationship between memory and history in each post-conflict society studied. This article presents a close reading of three very different trauma sites: the Tuol Sleng Museum of the Crimes of Genocide in Phnom Penh, Cambodia; Villa Grimaldi in Santiago, Chile; and a third, more recent, museum: The Ustica Memorial Museum (Museo per la Memoria di Ustica) in Bologna, Italy. These memorials represent instances of three very different traumatic memory politics: in Tuol Sleng, visitors are relocated in the trauma space, in a sort of ‘frozen past’; in Villa Grimaldi, a process of attenuation is at work, the traces of the past are less evident, and their emotional effects weaker. The Ustica Museum represents yet another option, a movement towards an artistic and creative reinterpretation of the traumatic event itself. (shrink)

Introduction. The author analyzes the informa- tional discourse of the World Cup in Qatar through the prism of collective historical memory. It is assumed that the Qatari Championship turned out to be both a sporting and political event. The article highlights the main problems that formed the information agenda, as well as the vectors and trajectories of the interpretation and perception of the Championship by liberal analysts and experts. Goal. The purpose of the article is to analyze the main (...) directions of the liberal perception of the World Cup in Qatar in the information discourse of “Al-Araby Al-Jadeed” through the prism of the historical politics of memory. Methods. The author uses the methods proposed within the memorial turn in modern interdiscipli- nary historiography, which make it possible to iden- tify and systematize the features of the transfor- mation of the collective historical memory of Arab societies through the prism of sports, actualised by the 2022 World Cup in Qatar. Scientific novelty. The article is one of the few at- tempts to interpret the historical politics of memory in modern society in the context of the perception of sports as an element of the memorial culture and historical experience of the Arab societies of the Middle East. Results. The article analyzes the main vectors and trajectories of the use of sports for the politiciza- tion and ideologization of historical memory. It is assumed that the Championship stimulated political and ideological contradictions between Arab experts on the issues of collective historical and political experience, as well as its reflection in memorial cultures. The author believes that Arab analysts formally used sports events to update the political, social and economic problems and contradictions of the Middle East through the prism of historical memory, visualizing the trauma of the colonial and orientalist heritage. Conclusions. It is shown that the Championship ac- tualized political contradictions in the perception of current historical experience, visualizing the lines of ideological demarcation between Arab intellectuals who actively used sports as an information occa- sion for discussing the problems of historical poli- tics and the politics of collective memory, including the perception of the place and role of authoritari- anism, democracy and human rights in contempo- rary memorial cultures. The author believes that the reaction of the elites to the attempts of the liberal media to turn sport into a space for memo- rial conflicts and wars of memory was minimal, as the elites were focused on maintaining control and receiving economic dividends from the World Cup. It is shown that the politicization of sports has become the contribution of modern liberal media to the aggravation of wars of memory as a form of memorial conflicts in the Arab world. (shrink)

Restrictive border protection policies directed toward managing the flow of refugees coming into neoliberal democracies (and out of failing nation-states) are a defining feature of contemporary politics. In this book, Verónica Tello analyses how contemporary artists-such as Tania Bruguera, Isaac Julien, Rosemary Laing, Dinh Q. Lé, Dierk Schmidt, Hito Steyerl, Lyndell Brown and Charles Green-negotiate their diverse subject positions while addressing and taking part in the production of images associated with refugee experiences and histories. Tello argues that their practices, (...) which manifest across a range of contexts including Cuba, the United States, Australia and Europe, represent an emergent, global paradigm of contemporary art, 'counter-memorial aesthetics'. Counter-Memorial Aesthetics, Tello argues, is characterized by its conjunction of heterogeneous signifiers and voices of many times and places, generating an experimental, non-teleological approach to the construction of contemporary history, which also takes into account the complex, disorienting spatial affects of globalization. Spanning performance art, experimental 'history painting', aftermath photography and video installation, counter-memorial aesthetics bring to the fore, Tello argues, how contemporary refugee flows and related traumatic events critically challenge and conflict with many existing, tired if not also stubborn notions of national identity, borders, history and memory. Building on the writings of such thinkers as Michel Foucault and Jacques Rancière, this book offers a useful concept of 'counter-memory' for the twenty-first century. It shows how counter-memorial aesthetics is not only central to the nexus of contemporary art and refugee histories but also how it can offer a way of being critically present with many other, often interrelated, global crises in the contemporary era. Twenty Years After Communism is concerned with the explosion of a politics of memory triggered by the fall of state socialism in Eastern Europe, and it takes a comparative look at the ways that communism and its demise have been commemorated by major political actors across the region.

Published to coincide with the quincentennial celebrations of Columbus's ‘discovery’ of the New World, the Native American writer Leslie Marmon Silko's apocalyptic 1991 novel, Almanac of the Dead, is a harsh indictment of five hundred years of colonialism, racism and genocide in the New World. Silko clearly links this inhuman(e) history to the contemporary social policies of a range of nation states within the Americas, to present a variety of political issues that are of crucial significance to contemporary tribal communities (...) and other multi-national disenfranchised groups. Among others, this includes the significance of gender to constructions of American settlement and Federal-Indian relations, and to Silko's own status, and choice of literary topics, as a female (and Native) writer. This essay analyses Silko's disruption of authorized and sanitized state narratives, and of accepted (and acceptable) narratives of settlement; and considers Silko's use of the almanac form – the codex – of the pre-contact Aztec and Mayan libraries as a means to assert indigenous literacy, and to challenge the Euro-American claims to ‘civilization’ that are the basis for New World settlement. Most significantly, as its title suggests, Almanac of the Dead emphasizes the presence of the dead, both indigenous peoples and African slaves, to expose the real costs of settlement, and to actively un-settle the Euro- American reader. Consequently, Almanac of the Dead presents the powerful alternative histories of a range of dispossessed social and ethnic groups throughout the Americas, while relocating and reconsidering the US within the context of the Americas as a continental and historical whole, and emphasizing the positive potential of political activism. Those in the openness movement believe that access to information is inherently democratic, and assume the effects of openness will all be good from the movement’s perspective. But means are not ends, nothing is inevitable, and just what will be done with openly available information once achieved is rarely specified. One implicit goal of the openness movement is to create and sustain politically useful memory in situations in which official memory may not suffice, but to achieve this, openness (...) is not enough. With the transition from a panopticon to a panspectron environment, the production of open information not only provides support for communities but also contributes to surveillance. Proprietary ownership of information is being challenged, but there is erosion of ownership in the sense of being confident in what is known. Some tactics currently in use need to be re–evaluated to determine their actual effects under current circumstances. Successfully achieving tactical memory in the 21st century also requires experimentation with new types of tactics, including those of technological discretion and of scale as a medium. At the most abstract level, the key political battle of the 21st century may not be between particular political parties or ideologies but, rather, the war between mathematics and narrative creativity. This dissertation is an attempt to examine the role of historical argument in political theory. Its main contention is that political theory, rather than relying on concepts of abstract right and timeless duty, often attempts to convince by giving its readers a particular sense of history. I argue that authors of political theory in many instances present to their readers a narrative, rather than a logic, of politics. Political theory persuades not simply by reason but by giving the reader (...) a more convincing account of history and of the particular role s/he is to play. Consequently, I maintain, we put our own powers of interpretation in a strait-jacket if we approach each book of political theory only in search of an everlasting argument. Our readings will be more fruitful if we consider the qualities of historical argument alongside those of abstract right. The project of political theory, I conclude, is not so much to reform our morals as it is to reform our memories. ;The weight of my argument falls on extended interpretations of three figures in the history of political thought: G. W. F. Hegel, John Locke, and Friedrich Nietzsche. My aim in each chapter is to show that these theorists are at their most persuasive when the historical element in their thought is brought to the forefront. Taken together, however, they do not provide a single 'historical' viewpoint; instead they offer markedly different narratives which rest on different notions of human experience: Locke's account stresses labor, both mental and physical. Hegel's story is rooted in his understanding of art and beauty. Nietzsche's history centers on matters of violence and pain. ;In the prologue and conclusion I consider how political debates can often appear as historical disputes . By reading political theory with an eye to history, I hope to restore it to a position from which it can contribute to such controversies and speak directly to some of our political concerns, even if it must remain, to some degree, persistently aloof from them. Collective memory is thought to be something “more” than a conglomeration of personal memories which compose it. Yet, each of us, each individual in every society, remembers from a personal point of view. And if there is memory beyond personal experience through which collective identities are configured, in what “place” might one legitimately situate it? In addressing this question, this article examines the political significance of the distinction between two levels of what are often lumped together under the (...) term of “collective memory”: memories that are retained through the direct experience of groups or associations of a limited size and those that are rarely the object of direct experience constituting the events marking the identities of mass societies.
