Education is a key mechanism for the restoration of inter-community relations in post-conflict societies. The Northern Ireland school system remains divided along sectarian lines. Much research has been conducted into the efficacy of initiatives developed to bring children together across this divide but there has been an absence of studies into the impact of educational division on teachers. A number of policies, separately and in combination, restrict teachers’ options to move across and between the divided school sectors. The recruitment (...) of teachers is excepted from fair employment legislation; details of teachers’ community identity are consequently not collected, and little is known about the impact that ethnic identity, educational policies and sectoral practices have had on teacher deployment. This quantitative project investigates the extent to which the deployment of teachers in mainstream schools in Northern Ireland reflects the enduring community divide. It is observed that, whilst primary schools are staffed mainly by community-consistent teachers, there has been an increase in cross-over teachers in post-primary schools – particularly in the grammar sector. Around one-in-five teachers have had no educational experience outside of their community of origin; this cultural encapsulation may contribute to a reluctance to engage with contentious issues in reconciliation programmes. Four models are outlined for describing and analysing the role of teachers in the formulation of educational policy and the resulting processes of change. The model of teachers as partners in education policy making draws on a pluralist view of political processes and an assumption of a degree of autonomy for teachers and schools. A model of teachers as implementers of change draws a sharp distinction between the processes of policy making and policy execution and (...) excludes teachers from an involvement in the former. A model of teachers as resisting change has been put forward both by those most opposed to and those most supportive of current educational policy developments. Finally, a model of teachers as policy makers in practice is proposed to describe the way in which the reality of teaching situations can lead to the independent actions of individual teachers having systematic policy effects. The applicability of these models is considered in the context of contemporary educational changes drawing on empirical research evidence, in particular that of the PACE study of the implementation of the National Curriculum at KS1 and KS2. Knowledge of the exact nature and effects of this vital role is limited. In this article, F. Tony Carusi considers the politics of instrumentalism performed between educational policy and research that figures the teacher as the primary means to raise student achievement. By reducing teachers to a means toward an end, policy and research work together to collapse what teachers are into what teachers are for, and in doing so, they enable discourses that privilege the instrumental specifically as ontological. In contrast to this collapse, Carusi highlights here the resistance of (...) the ontological to the instrumental by considering what teachers are apart from what they are for. Thinking the ontological apart from the instrumental leads to a dark pedagogy in which the refusals and negations performed by teachers occur where the politics of instrumentalism that renders them as an “in-school factor” do not see. This study explores new pedagogical trends in China’s teacher education from a holistic policy analysis perspective. The emerging idea of ‘new normal/teacher education’ is explored in this study. Applying the comprehensive policy text analysis, we examined the quality of teacher education as the core; explored the comprehensive quality and pursuit of excellence; examined the collaborative sharing training model; and focused on the evaluation of students’ training quality. We argued that the ‘new normal/ (...) class='Hi'>teacher education’ should be guided by the industry needs reflected in the reform of teacher qualification certification system, implement the overall and advanced curriculum of teacher education, reform the teaching content and teaching methods, and enhance the effectiveness of practical teaching such as education probation and educational practice for normal students according to the professional standards and examination syllabus of teachers. The education policy of Conservative governments in Britain since 1979 is sometimes said to be contradictory. It purports to empower the consumer, but legislation has given the lie to this, vesting ever greater powers in central government, less so in Scotland, the more so in England and Wales. In short, education policy contains mixed messages, or contradictions. But these contradictions to some extent express the tensions which have become apparent in an age of transition: that between (...) the modern and the postmodern, or between Fordist and 'disorganised' forms of capitalism. A new mode of regulation is being established within the agencies of the welfare state. It reveals an isomorphic structure - at the level of the pupil, the teacher, the parent and the school - whose purpose is the management of consent, and whose justification appeals to the culture of consumption. The approach suggested here is designed to offer an arterial that allows students and teachers to do more than simply prepare for STEM careers; it advocates for an education that helps people navigate life by becoming explorers who remain curious and analytical about their world.

Due to the historical background, political changes, external cultural impacts, and drastic internal changes in people's lifestyles, ethnic music is step by step on the decline or even on the verge of extinction. This paper analyses the significance, characteristics and dilemmas of the inheritance of folk music, and discusses the influence of social music education policy on the inheritance of folk music, and new ways of inheritance. It proposes two effective paths for the implementation of the social music (...) education policy, namely, the construction of high-quality music teachers and the development of school-based ethnic music programs, which will jointly promote the development of ethnic music in China. In the empirical study, a stratified sampling of schools was conducted in City G. Thirty-four schools were sampled. With a sample of students (1972), teachers (102), and music group leaders (34), the implementation of social music education policy in primary schools can significantly improve students' cognition, experience, understanding, love, inheritance, and development of ethnic music culture. In Sweden, and most Western countries, pervasive neoliberal policies have dramatically transformed the entire education sector in a matter of decades. As teacher educators, we have experienced how neoliberal currents have pushed Swedish teacher education towards a teacher training paradigm which may risk undermining the foundations for professional judgement. Moreover, the Bologna Process and the introduction of New Public Management have had significant consequences for what it means to be a teacher educator. In this (...) study, we present our everyday experiences of being teacher educators, immersed in a teacher education culture in Sweden which has evolved under the pressures of neoliberalism. To address these complex lived experiences we engaged in a phenomenological first-person account. Three main themes emerged from an analysis of lived experience descriptions: Alignment Slaves; Audit Puppets; Techno Phobes. These themes reflect different lived dimensions of being teacher educators confronted with neoliberal agendas. On taking power the coalition government embarked on what many commentators believe is a radical programme of public policy reform. Under Michael Gove, education policy has become totemic to those arguing that Britain?s classrooms are mired in academic mediocrity and behavioural failure. One policy response by the government has been to propose fast-tracking ex-armed services personnel into schools in England as teachers, especially in inner-city areas. This paper examines the educational and pedagogical merits of this proposal (...) and the underlying beliefs that underpin it. Based on a critical evaluation of the literature, it argues that rather than representing a genuinely radical and innovative attempt to tackle educational underachievement, the Troops to Teachers initiative is deeply reactionary. One, based on discredited pedagogical philosophies which fail to address what the educational community believes a ?good? education is, devalues teaching as a profession and ignores the socio-economic factors that primarily determine academic performance. This paper outlines a case for the reconfiguration of the public sphere as discursive space, arguing that such a reconfiguration better enables investigations into public debates on education. The paper focuses on one such investigation, which studied one newspaper's reporting of a review of the school curriculum in Queensland, Australia. It employs Critical Discourse Analysis to analyse the interrelationships between policy discourses and the discourses about the review that were constructed in the print media. The paper shows how (...) the dynamic structure of the public sphere enabled discursive connections to be made across sites in order to privilege a shared public discourse on education policy, schools and teachers. In so doing, it demonstrates the capacity of the public sphere to define educational issues and identities in particular ways. (shrink)

In this article Morwenna Griffiths argues that teacher education policies should be predicated on a proper and full understanding of pedagogical relations as contingent, responsive, and adaptive over the course of a career. Griffiths uses the example of the recent report on teacher education in Scotland, by Graham Donaldson, to argue that for all the report's considerable merits, it remains deficient because it does not attend to the complexity and contingency of pedagogical relations. The complexity arises (...) from the existence of (at least) four analytically distinguishable pedagogical relations, each of which interacts with the others. These relations are contingent on the embodiment of teacher and students and on the political and sociocultural context of the class. Therefore they are also contingent on time, as teachers age and as the political and sociocultural context changes. This study aims to reveal the contributions of teacher education to social sustainability in an African context. The study explored the gaps and connections between multiple layers of policy, global, regional, and national educational targets, and the voices of teacher education tutors and students from a local teacher education college in the Copperbelt region of Zambia. Semi-structured interviews were employed to gather participants’ views on their aspiration, knowledge transformation and professional capacity. Employing a (...) critical realist approach, the study identifies four key ‘moments’ in teacher education (Robertson and Dale, 2015) and reveals dedicated teacher education practices that aim to support national economic development local demands for specialised subject knowledge, along with family and individual human needs within communities. The findings lead to a discussion mapping critical teacher education that promotes social sustainability within the Global South, emphasising the significant roles of teacher education in fostering a comprehensive understanding of societies and human well-being, encouraging reciprocal knowledge exchange within communities, and supporting the continued professional development of teachers. There is a country where teachers have high status, and in which they have qualifications on a par with members of other respected profession. Parents and children have high aspirations and high expectations from education. Children are fully aware of the importance of hard and consistent work from each pupil. Schools open on 222 days in the year, and operate on the belief that all children can acquire the core elements of the core subjects. It is not expected that (...) a class will have a tail. Those in danger of becoming part of an incipient tail have to make up work in their breaks or after school. If the worst comes to the worst poor pupils have to repeat a year, while those who are exceptionally able will move up a year. In the primary schools, children are kept as one large group whatever their individual ability. The teacher teaches the whole group, largely from a text book, though interspersing exposition with focused questioning and discussion, so as to ensure the matter in hand has been properly assimilated by all. Lessons last 40 minutes each, with frequent breaks for letting off steam, after which it is down to work again. Pupils are frequently tested and the school Principal makes a couple of unannounced checks on homework books each term. Secondary schools are selective , allowing whole class teaching and whole class progression to predominate up to the end of schooling. The teacher indeed is in contact with the whole class for up to 80 per cent of the lesson time. While the school certainly does have non-academic aims, the focus is clearly on academic work. There is a conviction, shared by all involved, that the social and moral dimensions of the curriculum will tend to look after themselves and emerge as by-products of a properly conducted academic study. In an age of nationalisation of international educational policy, or vice versa, the politics and conflicts behind such policies often take centre stage to the detriment of professional expertise. In response, this article develops a nuanced critical realism to propose a practice-based development and implementation of educational policy reforms. Based on empirical reports of head teachers’ subversive practice, the article concludes by highlighting that professional expertise is a central component, dubbed ‘formless capability’, that all stakeholders use to turn (...) policy intentions into policy actions. Actuality consists of the three traditional domains of critical realism – the real, the actual and the empirical – whose importance is derived from whether it is a means to or an end in itself. When trying to help teachers cope with the critical situations they face in classrooms, public policies are mainly concerned with improving initial teacher training. I claim in this article that the role of lifelong learning should no longer be undermined and that the design of teachers' training should be supported by a thorough examination of the cognitive processes involved. A faulty view of cognition may explain both our emphasis on initial training and most of the difficulties faced in designing (...) teachers' training. Searching existing alternative metaphors of cognition and investigating new ones constitutes a way of coping with these problems: first to design new forms of training, second to understand the processes involved in innovative training methods that have already been implemented. My focus in this article is precisely the ‘metaphor of cognition’ that underlies innovative teacher training methods. This metaphor is based on Peirce's pragmaticism, and it describes teachers' training as a process of taking and changing habits. This article mainly investigates the links between Peirce's later semiotics, Merleau-Ponty's Phenomenology of Perception and Varela's theory of enaction, in order to propose a threefold definition of ‘habit’ and define the notion of ‘educational gesture’, which constitutes a translation of the concept of habit in the field of education and training. The incessancy of the educational reforms of recent decades in Western countries, and their prominent association with conceptions of quality drawn from industry and commerce, tend to becloud the lack of educational substance at the heart of many of the more influential of the reform patterns. This lack betokens something of a sophisticated renaissance of the late nineteenth-century mentality of payment-by-results. Exploration of the reforms also reveals a preoccupation with performance which bypasses the central concerns of education itself. Quality, (...) in short, becomes redefined by a privative rationality, which then furnishes the conceptual arena and the predominant language for decision-making in matters educational. Writings of two influential contemporary thinkers -- MacIntyre and Lyotard -- are reviewed to illustrate the nature and significance of what the reforms have neglected. These thinkers' contrasting analyses reveal how intricate the contexts of educational policy and practice have become in the pluralist circumstances of late modernity. Where MacIntyre adopts a largely traditionalist stance and Lyotard a largely dismissive one in the face of the competing inheritances which battle for the minds and hearts of learners, this paper suggests not a middle way, but a different way. This pursues a kind of thinking which is itself educational more than political, self-critical more than adversarial. Declining the path of self-assured advocacy it concentrates instead on opening up an educational issue which is more often overlooked, or busily bypassed, than understood: What actually befalls the experience of teachers and learners in the practical conduct of education? How can that experience benefit best as teaching and learning are defensibly practised? A range of communicative rather than combative virtues is identified in this connection and their promising import is briefly explored. (shrink)

The infusion of the internet technologies into schools introduces a new instantiation of text into the everyday experiences of students, teachers, and administrators. Given the dialectic interaction between organizations, cognitions, and technologies, hypertext, primarily delivered through interaction with the World Wide Web, will likely have far reaching implications. The decentered, complex, and open nature of hypertext promotes multiculuralism and multivocality, questioning the efficacy of accountability-based learning, the authority of the textbook, a particular interpretation of texts, the curriculum, and the (...) class='Hi'>policy that heretofore validated the typical educational experience. This article argues that the result of this challenge will be movement in the direction of more localized and fluid solutions to problems confronting students and educators, and more reliance on expertise from nontraditional sources. Ultimately, the introduction of hypertext into the daily “vocabulary” of education will effect change in the domains of educational policy, organizational structures, and institutional authority. Teacher quality, its effect on students’ outcomes, and the association of these with economic growth, is the core of recent discussions in Latin America given the region’s weak results in international learning assessments. This paper investigates whether there is an effect of philosophy on the outcomes of critical reading for students in B.Ed. programs in Colombia. Relying on exact matching combined with propensity score matching with regression adjustment, we use national data from Colombia to show that students in B.Ed. (...) in philosophy outperformed students in other B.Ed. in critical reading test (0.401–0.124 SD), and, importantly, with higher effects observed for students with lower prior academic achievement (0.44 SD). This suggests that philosophy can help to narrow educational outcomes of students whose socioeconomic conditions are disadvantageous, contributing to social justice in education. (shrink)

There is an apparent contradiction between the widespread moves towards a uniform and instrumentalist standards‐based approach to teaching on the one hand and recent research‐based insights into the complexity of effective pedagogies. The former tendency reflects a politically driven agenda, the latter is more professionally driven. Tensions reflecting such a contradiction are evident in the debates over initial teacher education policy and practice in many parts of the world. This article examines aspects of ITE policy in (...) two contiguous parts of the United Kingdom, England and Scotland. The authors draw on a comparative study carried out during 2002–2004, particularly on an analysis of key contemporary policy documents, in order to consider some of the similarities and differences that are apparent in these two countries. It is argued that while features of national culture, tradition and institutional politics have a significant role to play in the detail of the approaches taken, there is nevertheless evidence of significant convergence between both countries in one aspect of the determination of initial teacher education, the definition of teaching through the prescription of standards, which set official parameters on professional knowledge required for entry into the profession. This article discusses the historical relationship between educational studies and British teacher education. Following a brief introduction it provides an overview of initial teacher training (ITT) developments since 1952, the launch date of the BJES, before tracing the rise of educational studies and its so-called 'foundation disciplines'. The fourth section discusses a range of criticisms levelled against the teaching of educational studies within ITT programmes. Examples of discontent voiced by student teachers, higher education personnel and the (...) New Right are considered in the light of changing attitudes and policies towards British ITT. It is argued that the attack upon the theoretical aspects of educational studies has been more sustained - and has had more impact - in England than in other parts of the UK. The article draws conclusions in respect of education as an academic subject, the current state of the foundation disciplines, the place of educational studies within teacher education programmes and comparative dimensions. ABSTRACT This paper is a reflective piece on the thought processes individuals and teams have when engaging in decoloniality work in Teacher Training/Education. We argue that until the self is decolonized, the process of decolonialization becomes rhetoric. We also question how much we can decolonize whilst working in the academy whose very culture, symbols and practices are borne out of colonialism and the period of enlightenment; whose very raison d’être is to elevate some knowledge over others and to (...) claim cultural and academic superiority. The current political landscape in England approaches anti-racism as a political ideology that must be avoided in schools and education and this ideological battlefield is evident in teacher education. We aim to recognize the tensions and resistance to decolonialize, which demonstrates the messy and contingent process of moving between shifting positions and subjectivities. It confronts the challenge of the teacher–practitioner who must balance their own moral and philosophical grounding whilst attending the political imperatives of the work. This can take the form of according with the policies and procedures of the institutions in which they are situated which can often be balkanizing and debilitating. (shrink)

Conceptions of teaching quality and teacher accountability, and the values and assumptions that underpin them, are relatively under-examined by policy makers. We suggest ways in which philosophers might address this deficit, with reference to policy concerns found in the United Kingdom (UK). Further philosophical questions are generated by this process of reflection and we offer a partial analysis of those we judge to be of particular significance. While optimistic generally, we identify three challenges to asserting a role (...) for philosophical analysis in policy, practice and research concerned with teacher education, and urge philosophers of education to engage in constructive dialogue with other critical and reflective thinkers in the field of education. Successive UK governments have adopted failure as a strategy in the reform of public education in England: first, to construct crises in order to blame professionals/parents/children for a failing system; and second, to provide rescue solutions that are designed to fail in order to sustain the change imperative. We describe this as policy mortality, or the integration of systemic and organisational ‘death’ within reform design. Our research demonstrates the interplay between the blame for the ‘wrong’ type of school, (...) leader, teacher, pupil, parent, and the claimed ‘solutions’ in the form of new schools (e.g., between 70 and 90 different types in England), organisations (e.g., MATs), professionals (e.g., CEOs), pupils (e.g., branded access to a school place), and parents (e.g., consumer choice). Our research contribution is conceptual through the development of new thinking about policy mortality, whereby the claim is for ‘success’ but the reality is that some professionals, schools, children and parents are required to fail. Section 5.1 identifies the ways in which choice, cultural coherence, and citizenship fit together within an autonomy‐driven education, and also discusses three other possible liberal or educational aims that should potentially help guide the implementation of the liberal ideal: economic competitiveness, democratic self‐reflection, and equality. This study explores how China’s education responses to COVID-19 from a perspective of policy analysis. Specifically, it involves building an educational policy system for COVID-19 to examine educational governance framework, school management and teaching, policies for teachers during the epidemic. The education policy during the epidemic has achieved positive results. Those results aim to ensure the physical and mental health of teachers and students, ensure the supply of epidemic prevention materials and educational resources, ensure the (...) quality of students' learning, and enhance the application ability of teachers' teaching technology. The process of policy changes and effects of policy implementation have been examined to analyze how China’s education responses to COVID-19. The characteristics and experience of China's education policy in response to the epidemic concentrate on forming a governance system under the centralized and unified leadership of the Communist Party of China, building a pattern in which families and schools cooperate closely to promote the smooth development of education and teaching, transforming from an emergency substitute during the crisis into an important motivation to promote the transformation of education paradigm, and paying great attention to remote and poor areas and disadvantaged student groups. This book validates the claim that the process of reproduction of social inequalities in teacher education is not a perfect, static process, but on the contrary, the real “seeds of transformation” within teacher education departments are abundant.

The understanding of teachers? perception of new educational policy is crucial since this perception shapes the policy?s implementation. However, quantitative research in this area is scarce. This article draws on empirical data to investigate whether the school leader might influence his teachers? perception of the new teacher evaluation policy. The conceptualisation of teachers? perception consists of three policy characteristics: practicality, need and clarifying function. Our results indicate that school leadership influences teachers? policy perception. Internationally, initial teacher education has experienced shifts towards competence and school-based programmatic reforms. As a result, literature on the role of teacher educators operating within the academy suggests a sense of doom as market-based and political distrust of the academy grows. For now, initial teacher education in Ireland is largely housed within the academy. The COVID-19 pandemic affected education institutions just like several other sectors. These institutions, which are among the places where people are found collectively, were the first places that were closed for precaution. Some problems of distance education conducted in online platforms which were assumed upon the termination of face-to-face education emerged in time. Especially in this urgent solution, where the workload of teachers has increased, some application difficulties have been identified in foreign language teaching. From this point (...) of view, considering the foreign language education policy and planning, this study deals with the distance education practices of English teachers, the difficulties they encounter in the process, and their solution proposals. The research, which was designed as a qualitative study, was conducted with a case study design. The participants of the research are 13 English teachers working at the secondary school level in different districts of Northern Cyprus determined by the homogeneous sampling method. The data were collected through semi-structured interviews developed by the researchers. The qualitative data were analyzed with descriptive analysis. As a result of the interviews with the teachers, it has been determined that there are problems related to technology, students, online classes, and planning in English teaching carried out with distance education applications.
