The primary source of income in the Ottoman Empire, like in other pre-vious and contemporary states, was land. For this reason, the private ownership of land, especially those used for grain production, was avoided, and efforts were made to keep them as state-owned or public lands known as "mirî" or "memleket arazisi". This situation brings up the issue of cultivating the land and generating income from it. The Ottoman Empire further developed the timar system, which was also implemented by the (...) previous states, and allocated land to families based on its productivity by dividing it into certain sizes. These families were required to pay a tax known as "çift resmi", "raiyyet resmi", or "kulluk akçası." The system was based on the cultivation of the land by the peasants, thus ensuring both the production of crops without venturing food security and providing the state with the necessary tax revenue. Thus, it was necessary for the peasants not to abandon their land. One of the precautions taken to ensure this was "cebrî ikamet" (compulsory residency), and the other was "çift bozan resmi" (a tax imposed on those who leave their land uncultivated). Regulations regarding these measures have been included in the Kanunnames (legal codes) since the time of Fatih Sultan Mehmet, and they remained in effect until the 1858 Land Code. Since the nişancıs who prepared the Kanunnames had a good command in Islamic fiqh and the laws were at least theoretically approved by the sheikh al-islam until the mid-17th century, no one among the Ottoman scholars was known to oppose these regulations. Due to the serious disruption of the timar system and the increasing oppression of the peasants, criticisms of the "çift bozan" and "cebrî ikamet" measures began among the scholars in the Damascus region, led by Hayreddin Remlî, in the second half of the 17th century. This criticism intensified over time. In fact, two separate treatises were written on this issue. The scholars in Istanbul were also partly affected by this criticism. In this article, the "çift bozan" tax and its status in Islamic law will be primarily examined. All views in favor or against this issue will be put forth as much as possible, and an evaluation will be made while trying to come up with a different perspective. (shrink)

As part of the roundtable “Economic Sanctions and Their Consequences,” this essay discusses whether economic sanctions are morally acceptable policy tools. It notes that both conventional and targeted sanctions not only often fail to achieve their stated objectives but also bring about significant negative externalities in target countries. Economic dislocation and increases in political instability instigated by sanctions disproportionately affect the well-being of opposition groups and marginalized segments of society, while target elites and their support base remain insulated from the (...) intended costs of foreign pressure. Sanctions might also incentivize target governments to use repressive means to consolidate their rule and weaken the opposition. Given these serious shortcomings, I argue that sanctions are ethically problematic tools of foreign policy. Nonetheless, this does not mean that sanctions should be rejected outright, as there might be cases where sanctions are the only viable option, and they might work effectively under certain circumstances. Rather, the essay suggests that policymakers should apply more caution in considering the use of sanctions given their low probability of success, and should be more concerned with the delicate balance between political gain and civilian pain before levying sanctions, whether comprehensive or targeted. This article demonstrates that Lacanian thought on One is narrow and does not completely cover the whole reality of One. A better understanding of One and Two could be facilitated by using the representation ‘#’, which can explain both disjunction and unity in language and thought. In addition, it presents some possibilities in abstract thinking. The first section of the paper considers Lacan’s doctrine on One and difference. The following section elaborates on the defect of this doctrine, focusing especially on (...) its onesided apprehension, and introducing the derivation of the representation ‘#’. Does economic globalization create a “race to the bottom” or a “race to the top” in labor rights practices? Despite significant research on the possible impact of economic globalization on labor conditions, little consensus exists as to whether and what forms of economic openness might help or undermine labor rights. In this study, we illustrate the significance of considering the two distinct processes of de facto and de jure globalization. We argue that whereas de facto globalization in the form of (...) trade and financial transactions is likely to result in worse labor rights practices, de jure globalization that entails regulations to facilitate these transactions is likely to have a positive effect on labor conditions. Combining time-series, cross-national data on labor rights with data on economic globalization, we find significant evidence of the divergent effects of de facto and de jure globalization on labor rights practices. Results also indicate that the labor rights effects of de facto and de jure globalization are stronger for trade than financial globalization. We further show that the effects of economic globalization apply to both collective and substantive labor rights practices. (shrink)

This paper outlines the methodology and experiments associated with the reshaping of human intentions based on robot movements within Human-Robot Interactions. Although studies on estimating human intentions are well studied in the literature, reshaping intentions through robot-initiated interactions is a new significant branching in the field of HRI. In this paper, we analyze how estimated human intentions can intentionally change through cooperation with mobile robots in real Human-Robot environments. This paper proposes an intention-reshaping system that includes either the Observable Operator (...) Models or Hidden Markov Models to estimate human intention and decide which moves a robot should perform to reshape previously estimated human intentions into desired ones. At the low level, the system needs to track the locations of all mobile agents using cameras. We test our system on videos taken in a real HRI environment that has been developed as our experimental setup. The results show that OOMs are faster than HMMs and both models give correct decisions for testing sequences. (shrink)

This article offers a thorough analysis of the unintended impact economic sanctions have on political repression—referred to in this study as the level of the government respect for democratic freedoms and human rights. We argue that economic coercion is a counterproductive policy tool that reduces the level of political freedoms in sanctioned countries. Instead of coercing the sanctioned regime into reforming itself, sanctions inadvertently enhance the regime’s coercive capacity and create incentives for the regime’s leadership to commit political repression. Cross-national (...) time series data support our argument, confirming that the continued use of economic sanctions (even when aimed at promoting political liberalization and respect for human rights) will increase the level of political repression. These findings suggest that both scholars and policy makers should pay more attention to the externalities caused by economic coercion. (shrink)

The aim of this study is to examine the influence of the Italian thinker Machiavelli on the approaches of Pareto, Mosca and Michels, which are the classical representatives of elite theories and elitist approaches discussed in the discipline of political sociology. Majority-minority relations that shape the political forms of government, the share of the powerful and influential in the government, the reasons that ensure the social acceptance of power, and the legitimation of these reasons fall within the scope of elite (...) theories.Some concepts emphasized by elite theorists are related to the basic concepts that Machiavelli put forward in his teachings. These concepts and the contexts in which they are used depend on being powerful, cunning and protecting one's status, etc. is related.It is thought that examining the effects of Machiavellian attitudes and methods on the formation of elite theories will allow the classical elite approaches to be examined from a different perspective. It is important for both sociology and political sciences to examine the projection of the concept of "inequality", which is examined as a sociological concept, and the concept of "stratification" based on it, in the political field, with the help of elite theories. Because the Machiavellian philosophy in the background of elite-elite approaches illuminates the main lines of the systematic of political stratification. In this study, a method in which primary and secondary sources are examined and the views of thinkers are presented comparatively has been adopted. Therefore, first of all, information about the theoretical background was given, based on the views put forward by Machiavelli in his works. Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices is proposed. The (...) proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. Since the beginning of the late modern era, modern constitutions have been trying to keep both group rights as minority rights and individual rights. But, in some cases, it is still ambiguous if an action or a phenomenon must refer to individual rights or group rights. Abortion discussions, with regard to political rights, are one example of these ambiguous cases. In this context, whereas Liberal view tends to regard abortion as individual rights of a woman, Communitarian view can be against (...) it by pointing out the right to life and this case may lead to a kind of liberal constitutional crises. This article gains importance as such constitutional crises still emerge even nowadays. John Rawls’s theory of overlapping consensus in Political Liberalism tries to solve these political conflicts that emerged in liberal constitutions by prioritizing public reason. This article conceptionally aims to examine Rawls’s theory in terms of prioritization and value relativity in abortion discussions. The method of article is hermeneutics. In order to extend the universe of the discussion, some important thinkers such as Immanuel Kant, Isaiah Berlin and John Gray, who have related studies on the topic, were included. In conclusion, it is asserted that Rawl’s theory is weak both practically and theoretically as to the principle of utilitarianism violates the rights of communitarians. (shrink)

The purpose of the current study was to investigate the effects of COVID-19 on high school students' psychological symptoms and to understand how ready counselors and school counseling services are based on the data we have. Therefore, this research is designed under two different studies: Study 1: Effects of COVID-19 pandemic on students' psychological symptoms and Study 2: Views and expectations of students and school counselors about school counseling services. The first study was a quantitative study and included 549 high (...) school students. A structural equation model was created to examine the effects of COVID-19 pandemic on participants' psychological symptoms. The Impact of Event Scale-Revised scores showed that 107 individuals had a score of 50 and above pointing out that individuals in this group had severe impact of event/trauma symptomologies. The SEM analysis indicated that IES-R scores had a total effect of 0.79 on anxiety, 0.75 on depression, 0.74 on negative self-concept, 0.68 on somatization, and 0.66 on hostility scores. Furthermore, female students had significantly higher scores on anxiety, depression, negative self-concept, somatization, hostility, and impact of events variables than male students. Study 2 was a qualitative design and consisted of five school counselors and five students from different schools. The results indicated that students' difficulties during the coronavirus disease 2019 outbreak were educational, cognitive, emotional, physiological, relational, technological, and related to routines. Academic, social, emotional, and behavioral issues came to the fore among the difficulties that can be experienced if students start face-to-face education. On the other hand, the school counselors listed that family relations, personal–social, emotional, and academic themes were the difficulties experienced by the students at the beginning of the COVID-19. In addition, when COVID-19 started, the services offered by school counselors were discussed under services for the student, services for the family, and services for the teacher. Finally, according to the opinions of the school counselors, if students start face-to-face education, they may experience emotional, academic, and relational difficulties. In summary, it is vital that student personality services be prepared and implemented by school counseling services for schools based on the results. (shrink)

İbrahim Aczî Kendi, 1882-1965 yılları arasında yaşamış, iyi bir eğitim almış, devlet kadrolarında memurluk, müdürlük ve öğretmenlik gibi birçok görevlerde bulunmuştur. Aczî 1936 yılında, 34 yıl süren hizmetinin ardından, emekliye ayrılarak kendisini kültürel değerlerin araştırılmasına ve bu değerlerin gelecek nesillere aktarılmasına adamıştır. Hayatının son demlerine değin bu ülkü uğrunda çok gayret sarf etmiş ve bu çerçevede birçok eser kaleme almıştır. Eserlerinde özellikle Mevlânâ Celâleddîn-i Rûmî’ye (öl. 672/1273) özel bir önem verdiği ve çalışmalarını onun Mesnevî adlı eseri üzerine yoğunlaştırdığı görülmektedir. Kendisinin (...) ve önemli bazı tarihî şahsiyetlerin hayatını konu edinmiş olan Aczî, eserlerinde muasır bazı yazarlara ve onların çalışmalarına yönelik eleştirilere de yer vermiştir. Ayrıca Türkçe, Arapça ve Farsça şiirler kaleme almıştır. O, toplumun içinde bulunduğu koşulları, gelenek ve görenekleri araştırmalarda bulunduğu, görev yaptığı yerler çerçevesinde ortaya koymuş; on dokuzuncu ve yirminci yüzyılda meydana gelen değişim ve dönüşüm hareketlerine bizâtihi şahit olmuş ve bu olaylar karşısında kendi düşüncesini ifade etmekten geri durmamıştır. İbrahim Aczî, çocukluk döneminden itibaren duygularını şiirleri aracılığıyla ifade etmiş, genç neslin Türk kültür ve değerlerini unutmaması için elinden geldiğince genç kuşakları kültürel değerlerle tanıştırmaya gayret etmiştir. Bu çerçeveden bakıldığında Aczî’nin kendisine önemli bir misyon edindiği söylenebilir. Bu yönüyle çalışmamız, bibliyografyasında eksiklik olduğu tespit edilen İbrahim Aczî Kendi ile ilgili literatür taraması yapmayı ve onun kapsamlı bir bibliyografyasını ortaya koymayı amaçlamaktadır. Makalenin giriş kısmında İbrahim Aczî’nin bibliyografyasına ilişkin yapılan çalışmalar değerlendirilmiş, onun hayatı ile ilgili kısaca bilgi verilmiş ve sonraki bölümde Aczî’nin tespit edilen bibliyografyası sunulmuştur. Böylece Aczî’nin eserleri, çeşitli gazete ve dergilerde yer alan tefrika ve makaleleri ile diğer yazarlar tarafından onun hayatı ve eserleri ile ilgili yapılan çalışmalar ortaya konmaya çalışılmıştır. According to the fear module theory, humans are evolutionarily predisposed to perceive snakes as prioritized stimuli and exhibit a fast emotional and behavioral response toward them. In Europe, highly dangerous snake species are distributed almost exclusively in the Mediterranean and Caspian areas. While the risk of a snakebite is relatively low in Central Europe, Azerbaijan, on the other hand, has a high occurrence of the deadly venomous Levant viper ( Macrovipera lebetina ). We hypothesize that co-habitation with this dangerous snake (...) has shaped the way in which humans evaluate snake species resembling it. For that purpose, we asked respondents from the Czech Republic and Azerbaijan to rank photographs depicting 36 snake species according to perceived fear and beauty. Background The COVID-19 pandemic has placed an unprecedented burden on nurses who have been at the forefront of patient care. The continuous exposure to suffering, death, and overwhelming demands has the potential to lead to compassion fatigue, a state of emotional, physical, and cognitive exhaustion. Research aim The study aimed to explore and understand the phenomenon of compassion fatigue in nurses as the effect of the COVID-19 pandemic. Research design A constructivist grounded theory design was used. Participants and research context (...) The research data were collected from 20 nurses who had been employed in pandemic clinics in Turkey for a minimum of 6 months. Data were collected using a two-step approach: purposeful sample selection followed by theoretical sample selection. Individual interviews were conducted via an online platform with participants who consented to participate in the study from January 16th to April 28th, 2022. The collected data underwent initial, focused, and theoretical coding for analysis. The research findings were reported following the Consolidated Criteria for Reporting Qualitative Research guidelines. Ethical considerations Ethical approval for the study was received from Non-Interventional Clinical Research Ethics Committee. The study was conducted following the Declaration of Helsinki. Findings The study identified a core category, namely the desire to provide the best care, which was accompanied by five main categories: causes, symptoms, consequences, coping methods, and the benefits of coping methods. Conclusion During the pandemic process, nurses have experienced compassion fatigue due to various factors and have seen its symptoms. Nurses have developed various coping mechanisms individually. However, they have not indicated any institutional-level support. It has become necessary to plan nurse-centered comprehensive interventions that will reduce compassion fatigue. (shrink)

Watermarking is one of the most common techniques used to protect data’s authenticity, integrity, and security. The obfuscation in the frequency domain used in the watermarking method makes the watermarking stronger than the obfuscation in the spatial domain. It occupies an important place in watermarking works in imperceptibility, capacity, and robustness. Finding the optimal location to hide the watermarking is one of the most challenging tasks in these methods and affects the method’s performance. In this article, sample identification information is (...) processed with the method of watermaking on the hiding environment created by using a chaos-based random number generator on biomedical data to provide solutions to problems such as visual attack, identity theft, and information confusion. In order to obtain biomedical data, a lensless digital in-line holographic microscopy setup was designed, and holographic data of human blood and cancer cell lines, which are widely used in the laboratory environment, were obtained. The standard USAF 1951 target was used to evaluate the resolution of our imaging setup. Various QR codes were generated for medical sample identification, and the captured medical data were processed by watermarking it with chaos-based random number generators. A new method using chaos-based discrete wavelet transform and singular value decomposition has been developed and applied to high-resolution data to eliminate the problem of encrypted data being directly targeted by third-party attacks. The performance of the proposed new watermarking method has been demonstrated by various robustness and invisibility tests. Experimental results showed that the proposed scheme reached an average PSNR value of 564588 dB and SSIM value of 0.9972 against several geometric and destructive attacks, which means that the proposed method does not affect the image quality and also ensures the security of the watermarking information. The results of the proposed method have shown that it can be used efficiently in various fields. (shrink)
