What is new here is the detailed discussion of several important results in the classical foundations of mathematics and of the relation of logic to mathematics. As regards logical questions, the central thesis of Wittgenstein's later philosophy is well known, both from the earlier posthumous volume and from the writings of his many disciples. In the Investigations the thesis is applied to the "logic of our expressions" in everyday contexts; here he discusses in the same spirit the more specialized language (...) used in talking about the foundations of mathematics. In about 700, a century after his death, the Life of Columba was written by Adomnán, ninth abbot of Iona. It has long been valued as the major primary source on the subject, for the light it throws on (...) early medieval Scotland and Ireland, and as an important work of literature. The 1961 edition of the Life, by Alan and Marjorie Anderson, has long been unavailable. Marjorie Anderson has now revised both the Latin text and the English translation, provided new historical notes, and rewritten the Introduction to take account of recent work in the area. Like many other scientists, I was amused by news of the prank played by the NYU mathematical physicist Alan Sokal. Late in 1994 he submitted a sham article to the cultural studies journal Social Text, in which he reviewed some current topics in physics and mathematics, and with tongue in cheek drew various cultural, philosophical and political morals that he felt would appeal to fashionable academic commentators on science who question the claims of science to objectivity.

In her dedicated promotion of feminism and pacifism, especially during the 1930s, Vera Brittain (1893–1970) was strongly influenced by Ber­trand Russell’s writings, especially Marriage and Morals (1929) and Which Way to Peace? (1936). Both were members of the Peace Pledge Union, and she continued as a sponsor after Russell abandoned his pac­ifism soon after the beginning of the Second World War. She admired his political and social activism in the aftermath of that war, endorsing it as much as her family (...) situation allowed; and, as chairman of the Peace News board, Brittain intervened in Russell’s support when a dispute broke out between him and the editor. Although their rela­tionship was personally limited, Russell’s influence on her opinions and actions was profound. (shrink)

Taking religious freedom as illustrative, this essay proposes a theory of the basic freedoms that pacifies the conflict among libertarian, egalitarian, and communitarian sects of liberalism. This theory follows John Rawls’s suggestion that constitutional courts are exemplars of public reason but rejects his partisan construal of public reason in terms that only an egalitarian liberal would recognize. If, as Rawls argues, liberal pluralism is reasonable and if constitutional courts are guardians of public reason, then an ideal constitutional court will guide (...) itself by the theory of the basic freedoms that reconciles liberal pluralism with the rule of public reason. Such a theory will integrate the plurality of liberal sects into an inclusive liberalism that preserves a distinctive role for each in defining and limiting constitutional rights, while refining them of the errors resulting from their hegemonic ambitions. Liberal pluralism is thus preserved, but liberal fragmentation is overcome. Public reason is sought not through an escape from pluralism but in a logical concord among the denominations of liberalism. The way for courts to execute this concord in constitutional cases is to follow the method of reasoning they have already largely adopted. That method is proportionality review. (shrink)

Michael Tooley defends infanticide by analysing ‘A has a right to X’ as roughly synonymous with ‘If A desires X, then others are under a prima facie obligation to refrain from actions that would deprive him [or her] of it.’ An infant who cannot conceive of himself or herself as a continuing subject of experiences cannot desire to continue existing. Hence, on Tooley’s analysis, killing the infant is not impermissible, for it does not go against any of the infant’s desires. (...) However, Tooley’s argument in support of his analysis seems to justify, instead, a slightly more subtle analysis—namely, ‘A has a right to X’ is roughly extensionally equivalent with ‘Unless A expresses his or her desire that not‐X, then others are under a prima facie obligation to refrain from actions that would deprive him or her of X.’ But given this analysis, the infant’s purported lack of any capacity to conceive of himself or herself as a continuing subject of experiences implies that we cannot be released from any duty that we might have not to harm him or her. In short, Tooley’s argument in support of his analysis actually implies that infanticide may well be impermissible. (shrink)

Although retroviral integration requires specific viral DNA sequences, factors which govern the choice of a chromosomal target site within an infected celi are less clear. For example, certain chromosomal regions may be inaccessible to the viral integration machinery, while others may favor integration. A recent paper by Withers‐Ward et al.(1) addresses this issue using a polymerase chain reaction‐based assay capable of identifying single integration events within a large population of infected cells. Their results show that integration can occur into many (...) different chromosomal regions, and that local DNA structure can influence the site of integration within a given region. (shrink)

Relevance with regard to the social sciences can be presented as a new imposition from external stakeholders and an obligation imposed upon the individual researcher. As an alternative approach, we place relevance in a larger institutional but also historical perspective. Taking the case of two non-traditional locations for the social sciences, we suggest that ‘relevance’ has been actively constitutive of both institutions from the beginning—even if the definition and practice of relevance have been matters of discussion, change and contestation. In (...) what we describe as a process of multi-layering, relevance has over time accumulated new meanings which can co-exist with older concerns. It follows that, even when universities express a commitment to relevance, the enactment of that commitment will be open to competing interpretations. Our account identifies an element of circularity as old issues return in new form. We also note that both the institutional past and organizational complexity can be overlooked within contemporary discussions. Relevance is not a static concept around which critical debate then circulates. Its contextuality, case-specificity and multi-dimensionality make it difficult to impose from above. Nevertheless, the shifting construction of its meaning and enactment provokes questions about the identity and purpose of both the social sciences and the universities. (shrink)

The precautionary principle (PP) is fundamentally a claim that acting to avoid and/or mitigate threats of serious harm should be accorded high priority in public policy. Over the last three decades, governments and international bodies have endorsed it in principle, and some of them have incorporated it into some areas of policy practice. Yet, PP is controversial in policy circles, public discussion and scholarly discourse. Here the PP literature is reviewed from the perspective of economics, where the tendency is to (...) see theory and methods for rational decision-making under risk and uncertainty as well-established and risk management tools as well developed, and to view the PP with some circumspection. Following a brief introduction to PP concepts, history, applications, and controversies, I review and critique the standard economic approach to decision-making and risk management (here labeled ordinary risk management, ORM), identifying areas of incompleteness especially in the treatment of disproportionate and asymmetric threats. After reviewing some of the more prominent PP controversies in the scholarly literature, I suggest a conceptual framework for a PP that may withstand the major criticisms levied against the PP and make a unique and valid contribution to a decision and risk management arsenal that includes ORM. The framework relates the nature of the threat, the evidence, and the remedy indicated; and each of these elements is discussed in some detail. The scope of this PP is identified in general terms and distinguished from the quantity restrictions and regulatory safety margins that often serve as practical heuristics when ORM-based policies are implemented. Because the PP is clearly identified as a principle, I discuss the role of principles in policy design and implementation, and conclude with some suggestions as to how this PP could guide policy and management.
