This book is not another parable of Japan's economic success; it provides rich and systematic descriptions of Japanese microeconomic institutions and interprets their work in terms familiar to Western economists. A systematic, in-depth analysis of Japanese institutions of this kind has never been available before. In making his comparative analysis of the Japanese system, Professor Aoki critically examines conventional notions about the microstructure of the market economy that have strongly shaped and influenced economists' approach to industrial organization. While these (...) notions may constitute an appropriate foundation for the analysis of the highly market-oriented Western economies, the author has found that a more complete understanding of the Japanese economy requires us to broaden such 'specific' notions. At one level, therefore, this book may be regarded as a provocative exercise in comparative industrial organization and the theory of the firm. The infamous difficulty of Lacan's writing has its own, very apt synecdoche: the matheme. What makes this ‘little letter’ that structures the signifier so apposite a device is how it stymies even those sophisticated readers for whom Lacan is as close-readable as Mallarm e. The proposition offered here is that this crisis of reading is not the consequence of either some terrible mistake or egregious failing in character, but rather a typically Lacanian move by which his text stages the very (...) theory it is presumably explicating. This article suggests that by striving to read the matheme, instead of seizing upon excuses to avoid it, we can begin to understand what Lacan meant when he said that everything emerges from the structure of the signifier. Space and time, which should properly be taken conjointly, are both communicatively produced and created with certain contextual perspectives—they are not independent physical entities. The standpoint of production makes the relationship between space and time comprehensible. They can either be mental-subjective, physical-objective, or social-intersubjective. Social and intersubjective (or E-series) spacetime might shed new light on biological thinking. For general readers, this paper provides a clue regarding an alternative conceptualization of spacetime based on biology.

Abstract:Pedro Erber discusses with Naoki Sakai the history of Heidegger's influence on philosophy in Japan.

We develop a semiotic scheme of time, in which time precipitates from the repeated succession of punctuating the progressive tense by the perfect tense. The underlying principle is communication among local participants. Time can thus be seen as a meaning-making, semiotic system in which different time codes are delineated, each having its own grammar and timekeeping. The four time codes discussed are the following: the subjective time having tense, the objective time without tense, the static time without timekeeping, and the (...) inter-subjective time of the E-series. Living organisms adopt a time code called the E-series, which emerges through the local synchronization among organisms or parts of organisms. The inter-subjective time is a new theoretical dimension resulting from the time-aligning activities of interacting agents. Such synchronization in natural settings consists of incessant mutual corrections and adjustments to one’s own punctuation, which is then constantly updated. Unlike the third-person observer keeping the objective time while sitting outside a clock, the second-person negotiators participate in forming the E-series time by punctuating and updating the interface through which different tenses meet at the moment of “now.” Although physics allows physicists to be the only interpreters, the semiotic perspective upends the physical perspective by letting local participants be involved in the interpretation of their mutual negotiations to precipitate that which is called time. Anticipatory acts or predictive behavior are prerequisites for living organisms to sustain their survival when escaping from a predator, catching prey, or schooling. For example, catching prey requires that the predator perform some procedures that are equivalent to estimating the directional movement of the prey, its speed and its distance relative to the predator. Underlying these procedures is time experience, which does not adhere to man-made mechanical clocks. Living organisms keep time based on the local activities of each participant and (...) form ecological clocks together. The timekeeping of ecological clocks has been called E-series time, which is interactive in character and consists of mutual alignment of timing that is co-adjusted to each other’s movements and rhythms. A main objective of our current work is to illustrate how E-series time is used for flows of anticipatory acts. To explain such predictive moves and their efforts based on how the perspective of the immediate future affects the present, we resort to the organismic activity of revising the preceding acts in retrospect and semiotic scaffolding that extends beyond simple linear causality. Special attention is paid to the construction of the notion of retrocausal scaffolding, which is a series of dialogical punctuations or mutual coordination of rhythms for the joint production of the present moment of now. Retrocausal scaffolding is synonymous with negotiated anticipation, which is a semiotic/communicative account of revising the preceding acts in the present moment. (shrink)

Recent fMRI studies have shown that functional networks can be extracted even from resting state data, the so called “resting state networks” (RSNs) by applying independent component analysis (ICA). However, compared to fMRI, EEG and MEG have much higher temporal resolution and provide a direct estimation of cortical activity. To date, MEG studies have applied ICA for separate frequency bands only, disregarding cross-frequency couplings. In this study, we aimed to detect EEG-RSNs and their interactions in all frequency bands. We applied (...) low resolution brain electromagnetic tomography-ICA (LORETA-ICA) to resting-state EEG data in 80 healthy subjects using five frequency bands (delta, theta, alpha, beta and gamma band) and found five RSNs in alpha, beta and gamma frequency bands. Next, taking into account these frequency properties, five RSNs were identified; 1) the visual network, 2) dual-process of visual perception network, characterized by a negative correlation between the right ventral visual pathway (VVP) and left posterior dorsal visual pathway (DVP), 3) self-referential processing network, characterized by a positive correlation between the medial PFC and right VVP, 4) dual-process of memory perception network, functionally related to a negative correlation between the left VVP and the precuneus and 5) sensorimotor network. To detect aging-related changes of these five RSNs, the subjects were divided into three age groups: younger, middle aged, and elderly group, and Student's t test with Bonferroni correction on each coefficient of five independent components were performed. We found a significant attenuation in dual-process of visual perception network in elderly relative to middle aged subjects. Overall findings indicate that LORETA-ICA with EEG data can precisely identify five RSNs in their intrinsic frequency bands, and correct correlations and aging-related changes between and within RSNs. Timing adjustment is an important ability for living organisms. Wild animals need to act at the right moment to catch prey or escape a predator. Land plants, although limited in their movement, need to decide the right time to grow and bloom. Humans also need to decide the right moment for social actions. Although scientists can pinpoint the timing of such behaviors by observation, we know extremely little about how living organisms as actors or players decide when to act – (...) such as the exact moment to dash or pounce. The time measurements of an outsider-observer and the insider-participants are utterly different. We explain how such essential operations of timing adjustment and temporal spanning, both of which constitute a single regulated set, can be carried out among organisms. For this purpose, we have to reexamine the ordinary conception of time. Our specific explanatory tools include the natural movement known as the upbeat (anacrusis) in music, a rhythmic push for the downbeat that follows, which predicts future moves as an anticipatory lead-in. The scheme is situated in and is the extension of our formulation of E-series time, i.e., timing co-adjusted through interaction, which is derived from the semiotic/communicative perspectives. We thereby demonstrate that a prediction-based timing system is not mechanical but communicative and entails meanings for future anticipation. (shrink)

Translation is an act of articulation that takes place in the social topos of difference or incommensurability. The topos of difference, to which translation is a response, is anterior to the conceptual difference of species or particularities. Yet, translation is often represented as a process of establishing equivalence according to the model of communication. This misapprehension of translation derives from the confusion of the act of translation with its representation. By representing translation that is unrepresentable in itself through the schema (...) of co-figuration, the representation of translation inscribes and re-inscribes the twin figures of languages between which a transfer of information is supposed to have taken place. This whole regime organized around the schema of co-figuration is a historical construct of modernity that has worked powerfully to project national/ethnic languages and the international world, only within which national languages are possible. The formation and recall of memories are fundamental aspects of life and help preserve the complex collection of experiences that provide us with a sense of identity and autonomy. Scientists have recently started to investigate pharmacological agents that inhibit or “dampen” the strength of memory formation and recall. The development of these memory-dampening agents has been investigated for the treatment of posttraumatic stress disorder (PTSD). Currently, these agents are being tested in multicenter clinical trials and will likely soon be approved (...) for the treatment of PTSD. With advancements in technology, more targeted memory-dampening techniques may be developed in the future. Accessibility to these agents will inevitably affect one's sense of identity and also one's sense of autonomy. Therefore, it is essential that the legal and ethical implications of using these agents be examined for governments and courts to appropriately address issues that may emerge. (shrink)

This paper highlights the need to apply an equity lens when assessing the impact of preemption and related legal doctrines on community health. Community autonomy to set and pursue public health priorities is an essential part of achieving health equity. Unfortunately, the priorities of organized industry interest groups often conflict with health equity goals. These groups have a history of successfully using law to limit community autonomy to pursue public health measures, most notably through preemption and related legal doctrines. We (...) examine this phenomenon using two examples. First, we look at dental association efforts to block the spread of dental therapists in Indian Country. Native dental therapists have been improving the oral health of native people in Alaska for over a decade; yet the national and state dental associations have sought with mixed success to leverage state and federal laws to hinder other tribal governments from utilizing these providers. We compare these efforts with a restaurant association-led movement to limit what municipal governments can do to address food-based health inequities, focusing on a “model” ALEC bill that started in Ohio. Finally, we discuss how municipalities and Tribes are fighting back and continuing to pursue health equity for their communities. (shrink)

The role of government in East Asian economic development has been a contentious issue. Two competing views have shaped enquiries into the source of the rapid growth of the high-performing Asian economies and attempts to derive a general lesson for other developing economies: the market-friendly view, according to which government intervenes little in the market, and the developmental state view, in which it governs the market. What these views share in common is a conception of market and government as alternative (...) mechanisms for resource allocation. They are distinct only in their judgement of the extent to which market failures have been, and ought to be, remedied by direct government intervention. This collection of essays suggests a breakthrough, third view: the market-enhancing view. Instead of viewing government and the market as mutually exclusive substitutes, it examines the capacity of government policy to facilitate or complement private sector co-ordination. The book starts from the premiss that private sector institutions have important comparative advantages over government, in particular in their ability to process information available on site. At the same time, it recognizes that the capabilities of the private sector are more limited in developing economies. The market-enhancing view thus stresses the mechanisms whereby government policy is directed at improving the ability of the private sector to solve co-ordination problems and overcome other market imperfections. In presenting the market-enhancing view, the book recognizes the wide diversity of the roles of government across various East Asian economiesincluding Japan, Korea, Hong Kong, Malaysia, and China and its path-dependent and developmental stage nature. Previous studies have shown that viewing cute pictures leads to performance improvement in a subsequent fine motor task. We examined the beneficial effects of viewing cute pictures in a more complex sporting skill by comparing three conditions and two tests. The participants, all of whom were college basketball players, performed 16 free throws in each condition. In the no-pressure test, male participants improved performance after viewing pictures of baby animals but not after adult animals and no pictures. In the pressure (...) test, no significant improvement was observed. For female participants, the cuteness-viewing effect was not observed in both tests. The results suggest that viewing cute pictures may improve performance during basketball free throws in a low-pressure situation by narrowing the breadth of attentional focus and inducing approach motivation and caregiving behaviors. This article aims to illuminate the background and intention of Hume's Dialogues. It argues that ‘Cleanthes’ is significantly modeled after Butler's thought by showing the connection between Part IX of the Dialogues and Butler's early correspondence with Clarke regarding the concepts of probability and conceivability. This clarifies Philo's ‘reversal’ in Part XII. Butler's theory of probability provides a clue to Hume's moderate skepticism which stops short of endorsing atheism. Hume presents a philosophical narrative in which readers are invited to entertain (...) philosophical thinking on natural theology as a preliminary to identifying ‘true’ religion rather than affirming atheism. Space and time have been explained not in terms of physical entities but in terms of practice, that is, based on communication, which includes spacetime code in the _A-series_, _B-series_, and _E-series_. Each code has a unique grammar, and it progresses through _boundary operation_, i.e., setting the limit and transgressing it, but in each distinct way. The purpose of this paper is to introduce the notion of _event matching_ to elucidate the mechanism of meaning-making through _boundary operations_. Biological spacetime production (...) is an incessant _effort after meaning_ in the adaptive process, where the _dia-metric_ scale in the _E-series_ necessitates anticipatory (retrocausal) actions in the steps of interaction. This paper suggests that the three terms — _event matching_, meaning making, and spacetime production — are synonymous with each other in biological worlds. In the Harvard lectures of 1924–1925, Alfred North Whitehead proposed that our various intellectual activities amounted to an attempt to understand the world and our experiences through hypothesizing. He explained the importance of hypothesis in scientific research and extended the idea of hypothesis to the philosophical method called “speculative philosophy.” For Whitehead, philosophy was the attempt to formulate general hypotheses that can transcend disciplines. This paper is intended to explore the possible influence of Victorian philosophers on Whitehead. Victorian philosophers such (...) as John Herschel, William Whewell, and John Stuart Mill discussed the role of hypothesis in scientific discovery. Was Whitehead aware of this tradition? Was he influenced by it? This article indicates that Whitehead at least indirectly inherited the Victorian idea of hypothesis, notably in the thought of Whewell, as mediated by Charles Darwin. PurposeThis study aimed to investigate whether oxygenated hemoglobin generated during a motor imagery task is associated with the motor learning level of the task.MethodsWe included 16 right-handed healthy participants who were trained to perform a ball rotation task. Hemodynamic brain activity was measured using near-infrared spectroscopy to monitor changes in oxy-Hb concentration during the BR MI task. The experimental protocol used a block design, and measurements were performed three times before and after the initial training of the BR task as (...) well as after the final training. The BR count during training was also measured. Furthermore, subjective vividness of MI was evaluated three times after NIRS measurement using the Visual Analog Scale.ResultsThe results showed that the number of BRs increased significantly with training. VAS scores also improved with training. Furthermore, oxy-Hb concentration and the region of interest showed a main effect. An interaction was confirmed, and it was ascertained that the change in oxy-Hb concentrations due to training was different for each ROI. The most significant predictor of subjective MI vividness was supplementary motor area oxy-Hb concentration.DiscussionHemodynamic brain activity during MI tasks may be correlated with task motor learning levels, since significant changes in oxy-Hb concentrations were observed following initial and final training in the SMA. In particular, hemodynamic brain activity in the SMA was suggested to reflect the MI vividness of participants. (shrink)
