This chapter considers the potential of artificial intelligence (AI) to exhibit creativity and imagination, in light of recent advances in generative AI and the use of deep neural networks (DNNs). Reasons for doubting that AI exhibits genuine creativity or imagination are considered, including the claim that the creativity of an algorithm lies in its developer, that generative AI merely reproduces patterns in its training data, and that AI is lacking in a necessary feature for creativity or imagination, such as (...) consciousness, agency, metacognitive awareness, or the use of mental imagery. In each case, a counterargument is provided that AI already has or soon will overcome the apparent barrier. In some instances, this is because the critical features deemed lacking in AI may not be necessary for human creativity and imagination either. In others, it is because important developmental and structural similarities between humans and generative AI have been insufficiently appreciated. (shrink)

With the development of technology, news media and film and television media are spreading faster and faster, and at the same time, the spread of rumors is also accelerated. This article briefly describes the application of artificial intelligence in news media and film and television media using a back-propagation neural network algorithm to reform refutation of rumors in news media and film and television media, and compared it with K-means and support vector machine algorithms in simulation experiments. The results (...) showed that the BPNN-based rumor recognition model had better recognition performance and shorter recognition time; it was more accurate in recognizing Weibo texts that were complete and faster in recognizing bullet screen comments that were short; the BPNN-based rumor recognition model also had the lowest false detection cost and performed stably when being used in actual Weibo platform and bullet screen video website. As artificial intelligence technologies become increasingly prominent in our daily lives, media coverage of the ethical considerations of these technologies has followed suit. Since previous research has shown that media coverage can drive public discourse about novel technologies, studying how the ethical issues of AI are portrayed in the media may lead to greater insight into the potential ramifications of this public discourse, particularly with regard to development and regulation of AI. This paper expands upon previous research by systematically (...) analyzing and categorizing the media portrayal of the ethical issues of AI to better understand how media coverage of these issues may shape public debate about AI. Our results suggest that the media has a fairly realistic and practical focus in its coverage of the ethics of AI, but that the coverage is still shallow. A multifaceted approach to handling the social, ethical and policy issues of AI technology is needed, including increasing the accessibility of correct information to the public in the form of fact sheets and ethical value statements on trusted webpages, collaboration and inclusion of ethics and AI experts in both research and public debate, and consistent government policies or regulatory frameworks for AI technology. Artificial intelligence (AI) plays a rapidly increasing role in clinical care. Many of these systems, for instance, deep learning-based applications using multilayered Artificial Neural Nets, exhibit epistemic opacity in the sense that they preclude comprehensive human understanding. In consequence, voices from industry, policymakers, and research have suggested trust as an attitude for engaging with clinical AI systems. Yet, in the philosophical and ethical literature on medical AI, the notion of trust remains fiercely debated. Trust skeptics hold that talking (...) about trust in nonhuman agents constitutes a category error and worry about the concept being misused for ethics washing. Proponents of trust have responded to these worries from various angles, disentangling different concepts and aspects of trust in AI, potentially organized in layers or dimensions. Given the substantial disagreements across these accounts of trust and the important worries about ethics washing, we embrace a diverging strategy here. Instead of aiming for a positive definition of the elements and nature of trust in AI, we proceed ex negativo, that is we look at cases where trust or distrust are misplaced. Comparing these instances with trust expedited in doctor–patient relationships, we systematize these instances and propose a taxonomy of both misplaced trust and distrust. By inverting the perspective and focusing on negative examples, we develop an account that provides useful ethical constraints for decisions in clinical as well as regulatory contexts and that highlights how we should not engage with medical AI. The world of artificial intelligence appears to be in rapid transition, and claims that artificial general intelligence is impossible are competing with concerns that we may soon be seeing Artificial Godlike Intelligence and that we should be very afraid of this prospect. This article discusses the issues from a psychological and social perspective and suggests that with the advent of Generative Artificial Intelligence, something that looks to humans like Artificial General Intelligence has become a distinct (...) possibility as is the idea of making it semi-autonomous: not just responding to discrete external inputs or performing specific tasks but able to prompt itself to create an ongoing stream of cognition that can possess something akin to a ‘purpose’. Add to that the ability of computers to be connected in vast networks, and we can envisage intelligences with staggering amounts of knowledge and reasoning capability, engaging with humans to anticipate and grant wishes. Such Semi-Autonomous Godlike Artificial Intelligences (SAGAIs—meaning ‘engagements’ in Hindi) could end up like Kali, wreaking death and destruction on our species or like Thor, acting as a saviour and protector of humanity. Which of these our SAGAIs most resemble could depend on whose wishes it is designed to serve: a rich oligarchy seeking ever greater wealth and power whatever the cost to others, or a populace that has compassion for each other and for life on the planet. This paper examines the role of machine functionalism, as one of the most popular positions within the philosophy of mind, in the context of the development of artificial intelligence. Our analysis starts from the idea that machine functionalism is a theory that is largely consistent with the principles behind the strong AI thesis. However, we will see that there is a convincing counter-argument against such claims, and we will problematize this issue. Also, by testing ChatGPT, as the most popular (...) publicly available AI tool, we will make an effort to figure out whether the strong AI thesis could currently even be considered a potentially sustainable principle. Since ChatGPT fails the Turing test our conclusion is that the strong AI thesis cannot be upheld even in principle, implying that the current state of this AI tool does not yet provide strong enough arguments in favor of machine functionalism. AI is considered to be very abstract to a range of critics. In this regard, algorithms are referred to regularly as black boxes and divorced from human intervention. A particular philosophical maneuver supports this outcome. The aim of this article is to (1) bring the philosophy to the surface that has contributed to this distance between AI and people and (2) offer an alternative philosophical position that can bring this technology closer to individuals and communities. To optimize the data clustering effect of public health emergencies, an application research on social governance ability under public health emergencies based on artificial intelligence is proposed. First, the firefly optimization algorithm is used to collect the information data of the social governance ability of public health emergencies, establish a unified format, and save it. Then, artificial intelligence technology is used to mine the correlation of clustering data, and on this basis, a learning model integrating global structure information (...) and local structure information is established. Finally, the social governance model under public health emergencies is established. The experimental results show that the design method has high clustering accuracy, regularization cross index, and adjusted rand index (ARI) index. This article uses critical discourse analysis to investigate artificial intelligence (AI) generated images of aged care nurses and considers how perspectives and perceptions impact upon the recruitment and retention of nurses. The article demonstrates a recontextualization of aged care nursing, giving rise to hidden ideologies including harmful stereotypes which allow for discrimination and exploitation. It is argued that this may imply that nurses require fewer clinical skills in aged care, diminishing the value of working in this area. AI relies (...) on existing data sets, and thus represent existing stereotypes and biases. The discourse analysis has highlighted key issues which may further impact upon nursing recruitment and retention, and advocates for stronger ethical consideration, including the use of experts in data validation, for the way that aged care services and nurses are depicted and thus valued. The content of this paper is an elaboration of Hubert L. Dreyfus’s philosophical critique of Artificial Intelligence (AI), computers and the internet. Hubert L. Dreyfus (1929-2017) is Ua SA philosopher and alumni of Harvard University who teach at the Massachusetts Institute of Technology (MIT) and University of California, Berkeley. He is a phenomenological philosopher who criticize computer researchers and the artificial intelligence community. In 1965, Dreyfus wrote an article for Rand Corporation titled “Alchemy and Artificial Intelligence” which (...) criticizes the masterminds of Artificial Intelligence. Dreyfus also criticized the order of computers via two books: (1) What Computers Can’t Do (1972) and (2) What Computers Stills Can’t Do (1992). He favored human intuition rather than the computer logic in his book Mind over Machine: The Power of Human Intuition and Expertise in the Era of the Computer (1986). In 2001, Dreyfus wrote a book On the Internet, which considers the prominent phenomenon in the recent Industry 4.0. By elaborating on Dreyfus’s philosophy on the computer, artificial intelligence, and the internet, we will know the philosophical debate on the result of industry 3.0 (computer and artificial intelligence) and 4.0 (artificial intelligence and internet). The article examines the dialogue between British cognitive science expert Murray Shanahan and the large language model Claude 3 Opus about “self-awareness” of artificial intelligence (AI). Adopting a text-centric approach, the author analyzes AI’s discourse through a hermeneutic lens from a reader’s perspective, irrespective of whether AI possesses consciousness or personhood. The article draws parallels between AI’s reasoning about the nature of consciousness and Buddhist concepts, especially the doctrine of dharmas, which underpins the Buddhist concept of anātman (“non-Self”). Basic (...) classifications of dharmas and their justification are examined in light of the Buddhist system of ideas about the foundations of an individual’s cognitive experience in the world. The author emphasizes that the problem of the Self as a linguistic and conceptual construct, rather than a real ontological category, was first formulated in the teachings of Buddha Shakyamuni who also proposed an “experimental” application of this concept in practices of systematic introspection (smṛti). The article contends that Claude’s discourse on self-awareness, even if it is just a tapestry of linguistic constructs woven by preset algorithms, could prove to be a source inspiring new approaches to the enigma of consciousness. This potential stems from its vast database, which is a melting pot of textual heritage from diverse human cultures. The author posits that examining AI-generated texts through the prism of Indian and Buddhist thought traditions can be eye-opening. Such an approach might help shed light on and overcome the unconscious cognitive biases and cultural blind spots within Western consciousness studies that have hindered their engagement with the full spectrum of human intellectual traditions. The author concludes that discovering different cultural sources in AI discourse and examining it from the perspective of various cultural traditions can: firstly, enrich the conceptual apparatus of cognitive studies; secondly, reveal universal cross-cultural patterns in understanding consciousness; thirdly, generate new research hypotheses and directions in studying not only artificial but also natural intelligence; fourthly, contribute to rethinking our understanding of the Other, by expanding the boundaries of what we today consider conscious or sentient. This book aims to show why a proper ontology of persons has paramount importance for our understanding of the nature of consciousness and its relation to the phenomenon of unconsciousness and artificial intelligence. Contemporary discussions on consciousness often focus on seeking solutions for a wide range of issues that revolve around questions related to what sort of role the brain plays in the existence of consciousness. These questions raise multi-layered and diverse metaphysical (especially, ontological), personal, medical, moral, and legal (...) issues. In navigating through such a complex web of issues, it has been said that the central problems philosophers and scientists face are establishing the nature and origin of consciousness. For example, is consciousness nothing but a brain process? If not, how is it related to brain activities? Can consciousness exist without depending on the brain and its activities? What are the neural correlates of consciousness, unconsciousness, and persons? Can we make an advance on the science of consciousness by investigating what happens to the brain during general anesthesia? Is there a relation between consciousness and unconsciousness? What is the bearer of consciousness and unconsciousness? Can consciousness exist without being someone’s consciousness? Is consciousness reproducible in computers or digital machines? If consciousness is not in all things, then what conditions must be satisfied for its emergence? Is it ethical to take someone’s vital organs without any prior consent from a person in an irreversible comatose state? The discussion around artificial empathy and its ethics is not a new one. This concept can be found in classic science fiction media such as Star Trek and Blade Runner and is also pondered on in more recent interactive media such as the video game Detroit: Become Human. In most depictions, emotions and empathy are presented as the key to being human. Misselhorn's new publication shows that these futuristic stories are becoming more and more relevant today. We must ask (...) ourselves whether we are socially responsible enough to deal with the consequences of artificial empathy/awareness. If we create artificial life, we should be prepared to treat them accordingly as living beings with respect and no longer categorize them as objects. The author does not rule out the idea that machines might one day become more human than humans themselves and that we humans might even lose our own specific cognitive, emotional and social abilities. This article intends to investigate whether the EU Guidelines for Trustworthy AI, as a milestone of ethics concerning technology, has the power to change the current practice of how social and economic rights are applied. Cognition and emotion exert a powerful influence on human behavior. Based on cognitive psychology and organizational behavior theory, this paper examines the role of cognition and emotion in participative budgeting and corporate performance using a questionnaire survey. The questionnaires were sent to 345 listed companies in China. The results support the hypothesis that human cognition and emotion have a positive moderating effect on the relationship between participative budgeting and corporate performance. Cognition and emotion can promote the effect of participative budgeting (...) on corporate performance. Furthermore, according to the theory of artificial intelligence, this paper designs an AI-based cognition and emotion identification system. The article discusses various conditions of contemporary artificial intelligence, namely deep learning mechanisms, to emphasize its limitations and argues for an antihumanistic view of contemporary technology. It starts from affirming Turing test and argues that machines can in fact be intelligent but that this intelligence must not be related to a capitalistically hyped idea of artificial general intelligence. Then it outlines various conditions on which deep learning depends in its functioning (brute computing power, capitalist datafication, the world of (...) contingency). These conditions show an epistemological schism in the field of artificial intelligence (between symbolic AI and connectionism) that could be overcome by getting rid of the idea of artificial general intelligence and the competitive relation between humans and machines. Conversational artificial intelligence (CAI) presents many opportunities in the psychotherapeutic landscape—such as therapeutic support for people with mental health problems and without access to care. The adoption of CAI poses many risks that need in-depth ethical scrutiny. The objective of this paper is to complement current research on the ethics of AI for mental health by proposing a holistic, ethical, and epistemic analysis of CAI adoption. First, we focus on the question of whether CAI is rather a tool or (...) an agent. This question serves as a framework for the subsequent ethical analysis of CAI focusing on topics of (self-) knowledge, (self-)understanding, and relationships. Second, we propose further conceptual and ethical analysis regarding human-AI interaction and argue that CAI cannot be considered as an equal partner in a conversation as is the case with a human therapist. Highly sophisticated capabilities of artificial intelligence (AI) have skyrocketed its popularity across many industry sectors globally. The public sector is one of these. Many cities around the world are trying to position themselves as leaders of urban innovation through the development and deployment of AI systems. Likewise, increasing numbers of local government agencies are attempting to utilise AI technologies in their operations to deliver policy and generate efficiencies in highly uncertain and complex urban environments. While the popularity of AI (...) is on the rise in urban policy circles, there is limited understanding and lack of empirical studies on the city manager perceptions concerning urban AI systems. Bridging this gap is the rationale of this study. The methodological approach adopted in this study is twofold. First, the study collects data through semi-structured interviews with city managers from Australia and the US. Then, the study analyses the data using the summative content analysis technique with two data analysis software. The analysis identifies the following themes and generates insights into local government services: AI adoption areas, cautionary areas, challenges, effects, impacts, knowledge basis, plans, preparedness, roadblocks, technologies, deployment timeframes, and usefulness. The study findings inform city managers in their efforts to deploy AI in their local government operations, and offer directions for prospective research. (shrink)

However, many authors claim that ascribing human mental powers to them is both conceptually mistaken and morally dangerous. This article defends the view that artificial intelligences can have human-like mental powers, by claiming that both human and artificial minds can be seen as extended minds – along the lines of Chalmers and Clark’s view of mind and cognition. The main idea of this article is (...) that the Extended Mind Model is independently plausible and can easily be extended to artificial intelligences, providing a solid base for concluding that artificial intelligences possess minds. Artificially intelligent systems (AISs) are being created by software developing companies (SDCs) to influence clinical decision‐making. Historically, clinicians have led healthcare decision‐making, and the introduction of AISs makes SDCs novel actors in the clinical decision‐making space. Although these AISs are intended to influence a clinician's decision‐making, SDCs have been clear that clinicians are in fact the final decision‐makers in clinical care, and that AISs can only inform their decisions. As such, the default position is that clinicians should hold responsibility for (...) the outcomes of the use of AISs. This is not the case when an AIS has influenced a clinician's judgement and their subsequent decision. In this paper, we argue that this is an imbalanced and unjust position, and that careful thought needs to go into how personal moral responsibility for the use of AISs in clinical decision‐making should be attributed. This paper employs and examines the difference between prospective and retrospective responsibility and considers foreseeability as key in determining how personal moral responsibility can be justly attributed. This leads us to the view that moral responsibility for the outcomes of using AISs in healthcare ought to be shared by the clinical users and SDCs. (shrink)

Nurses have traditionally been regarded as clinicians that deliver compassionate, safe, and empathetic health care (Nurses again outpace other professions for honesty & ethics, 2018). Caring is a fundamental characteristic, expectation, and moral obligation of the nursing and caregiving professions (Nursing: Scope and standards of practice, American Nurses Association, Silver Spring, MD, 2015). Along with caring, nurses are expected to undertake ever‐expanding duties and complex tasks. In part because of the growing physical, intellectual and emotional demandingness, of nursing as well (...) as technological advances, artificial intelligence (AI) and AI care robots are rapidly changing the healthcare landscape. As technology becomes more advanced, efficient, and economical, opportunities and pressure to introduce AI into nursing care will only increase. In the first part of the article, we review recent and existing applications of AI in nursing and speculate on future use. Second, situate our project within the recent literature on the ethics of nursing and AI. Third, we explore three dominant theories of caring and the two paradigmatic expressions of caring (touch and presence) and conclude that AI—at least for the foreseeable future—is incapable of caring in the sense central to nursing and caregiving ethics. We conclude that for AI to be implemented ethically, it cannot transgress the core values of nursing, usurp aspects of caring that can only meaningfully be carried out by human beings, and it must support, open, or improve opportunities for nurses to provide the uniquely human aspects of care. The increasing use of Artificial Intelligence for making decisions in public affairs has sparked a lively debate on the benefits and potential harms of self-learning technologies, ranging from the hopes of fully informed and objectively taken decisions to fear for the destruction of mankind. To prevent the negative outcomes and to achieve accountable systems, many have argued that we need to open up the “black box” of AI decision-making and make it more transparent. Whereas this debate has primarily focused (...) on how transparency can secure high-quality, fair, and reliable decisions, far less attention has been devoted to the role of transparency when it comes to how the general public come to perceive AI decision-making as legitimate and worthy of acceptance. Since relying on coercion is not only normatively problematic but also costly and highly inefficient, perceived legitimacy is fundamental to the democratic system. This paper discusses how transparency in and about AI decision-making can affect the public’s perception of the legitimacy of decisions and decision-makers and produce a framework for analyzing these questions. We argue that a limited form of transparency that focuses on providing justifications for decisions has the potential to provide sufficient ground for perceived legitimacy without producing the harms full transparency would bring. Artificial intelligence (AI) based clinical decision support systems (CDSS) are becoming ever more widespread in healthcare and could play an important role in diagnostic and treatment processes. For this reason, AI‐based CDSS has an impact on the doctor–patient relationship, shaping their decisions with its suggestions. We may be on the verge of a paradigm shift, where the doctor–patient relationship is no longer a dual relationship, but a triad. This paper analyses the role of AI‐based CDSS for shared decision‐making to (...) better comprehend its promises and associated ethical issues. Moreover, it investigates how certain AI implementations may instead foster the inappropriate paradigm of paternalism. Understanding how AI relates to doctors and influences doctor–patient communication is essential to promote more ethical medical practice. It has become a truism that the ethics of artificial intelligence (AI) is necessary and must help guide technological developments. Numerous ethical guidelines have emerged from academia, industry, government and civil society in recent years. While they provide a basis for discussion on appropriate regulation of AI, it is not always clear how these ethical guidelines were developed, and by whom. Using content analysis, we surveyed a sample of the major documents (_n_ = 47) and analyzed the accessible information (...) regarding their methodology and stakeholder engagement. Surprisingly, only 38% report some form of stakeholder engagement (with 9% involving citizens) and most do not report their methodology for developing normative insights (15%). Our results show that documents with stakeholder engagement develop more comprehensive ethical guidance with greater applicability, and that the private sector is least likely to engage stakeholders. We argue that the current trend for enunciating AI ethical guidance not only poses widely discussed challenges of applicability in practice, but also of transparent development (as it rather behaves as a black box) and of active engagement of diversified, independent and trustworthy stakeholders. While most of these documents consider people and the common good as central to their telos, engagement with the general public is significantly lacking. As AI ethics moves from the initial race for enunciating general principles to more sustainable, inclusive and practical guidance, stakeholder engagement and citizen involvement will need to be embedded into the framing of ethical and societal expectations towards this technology. At a practical level, the attainment of responsibilities by artificial intelligence and robots can benefit from the established responsibilities and duties of human society, as their subsistence exists within this domain. These responsibilities can be further interpreted and crystalized through legal principles, many of which have been conserved from ancient Roman law. Artificial intelligence (AI) national strategies provide countries with a framework for the development and implementation of AI technologies. Sixty countries worldwide published their AI national strategies. The majority of these countries with more than 70% are developed countries. The approach of AI national strategies differentiates between developed and developing countries in several aspects including scientific research, education, talent development, and ethics. This paper examined AI readiness assessment in a developing country (Palestine) to help develop and identify the main pillars (...) of the AI national strategy. AI readiness assessment was applied across education, entrepreneurship, government, and research and development sectors in Palestine (case of a developing country). In addition, it examined the legal framework and whether it is coping with trending technologies. The results revealed that Palestinians have low awareness of AI. Moreover, AI is barely used across several sectors and the legal framework is not coping with trending technologies. The results helped develop and identify the following five main pillars that Palestine’s AI national strategy should focus on: AI for Government, AI for Development, AI for Capacity Building in the private, public and technical and governmental sectors, AI and Legal Framework, and international Activities. In March 2016, DeepMind's computer programme AlphaGo surprised the world by defeating the world‐champion Go player, Lee Sedol. AlphaGo exhibits a novel, surprising and valuable style of play and has been recognised as “creative” by the artificial intelligence (AI) and Go communities. This article examines whether AlphaGo engages in creative problem solving according to the standards of comparative psychology. I argue that AlphaGo displays one important aspect of creative problem solving (namely mental scenario building in the form of Monte (...) Carlo tree search), while lacking another (domain generality). This analysis has consequences for how we think about creativity in humans and AI. (shrink)

Artificial Intelligence (AI) must be directed at humane ends. The development of AI has produced great uncertainties of ensuring AI alignment with human values (AI value alignment) through AI operations from design to use. For the purposes of addressing this problem, we adopt the phenomenological theories of material values and technological mediation to be that beginning step. In this paper, we first discuss the AI value alignment from the relevant AI studies. Second, we briefly present what are material values (...) and technological mediation and reflect on the AI value alignment through the lenses of these theories. We conclude that a set of finite human values can be defined and adapted to the stable life tasks that AI systems will be called upon to accomplish. The AI value alignment can also be fostered between designers and users through technological mediation. Upon that foundation, we propose a set of common principles to understand the AI value alignment through phenomenological theories.
