Corruption is a major problem in many of the world’s developing economies today. World Bank studies put bribery at over $1 trillion per year accounting for up to 12 of the GDP of nations like Nigeria, Kenya and Venezuela. Though largely ignored for many years, interest in world wide corruption has been rekindled by recent corporate scandals in the US and Europe. Corruption in the developing nations is said to result from a number of factors. Mass poverty has been cited (...) as a facilitating condition for corruption just as an inability to manage a sudden upsurge in mineral revenues has been credited with breeding corruption and adventurous government procurement among public officials in countries like Nigeria and Venezuela. Virtually all developing nations that have serious corruption problems also have very limited economic freedom and a very weak enforcement of the rule of law. In such nations, corruption represents a regressive taxation that bears hard on the poor. It has a dampening effect on development and it could result in the production of inferior goods as companies find ways to accommodate under-the-table payments. Finally, corruption is a dangerous threat to the legitimacy of the governments of some of the developing nations themselves. It is suggested that new urgent initiatives are needed to deal with the dangers posed by corruption in the developing economies. They include making the economies of these nations more open by the withdrawal of the government from the productive sector and by the abolition of unnecessarily stringent restrictions on business conduct. The rule of law needs to be strengthened in these nations and those countries like Nigeria and Venezuela should ignore scruples over sovereignty and seek foreign assistance in the management of their oil wealth. Finally, multinationals should be made to disclose all the payments they make in developing nations to such organizations like International Chamber of Commerce or Transparency International where they can be reviewed by anyone interested. Has philosophy anything of value to offer Africa? Has Africa anything of value to offer contemporary philosophy? This text answers yes to both of these questions and deals with the question of human freedom and the problem of liberation in the context of postcolonial contemporary Africa.

I argue that Neo-Fregean accounts of arithmetical language and arithmetical knowledge tacitly rely on a thesis I call [Success by Default]—the thesis that, in the absence of reasons to the contrary, we are justified in thinking that certain stipulations are successful. Since Neo-Fregeans have yet to supply an adequate defense of [Success by Default], I conclude that there is an important gap in Neo-Fregean accounts of arithmetical language and knowledge. I end the paper by offering a naturalistic remedy.

The rapid development of digital technologies has significantly impacted governance structures globally, with e-governance emerging as a crucial tool for enhancing governmental efficiency, transparency, and public participation. This study explores the role of e-governance in shaping political ideologies within online media in Indonesia, focusing on the influence of social media platforms on political engagement and public discourse. Despite Indonesia's advancements in e-governance, as evidenced by its rising E-Government Development Index (EGDI) and E-Participation Index scores, challenges such as disinformation, digital divides, (...) and the polarization of online content persist. This paper used a literature review methodology to analyze the intersection of e-governance and online media, examining both the opportunities and obstacles faced by Indonesia in providing social media for political engagement. The findings highlight the dual nature of social media, which can both facilitate political participation and exacerbate political distrust. The study concludes that while e-governance in Indonesia has made significant strides, addressing the challenges of digital literacy, content regulation, and inclusive access is essential for fully realizing the potential of digital platforms to enhance political participation and shape a more democratic society. This is a sequel to Augustine Shutte's previous book Philosophy for Africa. In that book he engages with some concepts central to traditional African thinking about human nature and society. In this book he offers a new interpretation of the chief ethical idea in African thought, Ubuntu. He argues that it complements the central European ethical notion of individual freedom, and shows how the two ideas can be combined to form an ethic based on a richer understanding of our humanity. The violation of Bell inequalities seems to establish an important fact about the world: that it is non-local. However, this result relies on the assumption of the statistical independence of the measurement settings with respect to potential past events that might have determined them. Superdeterminism refers to the view that a local, and determinist, account of Bell inequalities violations is possible, by rejecting this assumption of statistical independence. We examine and clarify various problems with superdeterminism, looking in particular at its (...) consequences on the nature of scientific laws and scientific reasoning. We argue that the view requires a neo-Humean account of at least some laws, and creates a significant problem for the use of statistical independence in other parts of physics and science more generally. The following paper presents a proposal of a theoretical foundation for an application of distributed cognition in overcoming post-war traumas and related social conflicts. The distributed cognition theory states that the cognitive system is a structure distributed between internal-mental and external-objective social world representations across time and space. The basic issue of dialogue in distributed cognition is that distribution as information dissemination in each cognitive component functions in a systemic integrity. The presented perspective of overcoming traumas and war conflicts through (...) dialogue refers to the following aspects of human activity: 1 - the perception of an environment as a construct of own life path and self-image; 2 - active creation of a desired world, life space and desired self; 3 - agentic cognitive mapping of an environment as a real, virtual and potential life space; 4 - a way of elastic control over an environment through discovering objectively present environmental affordances; 5 - achieving agency through discovering possibilities for action rather than barriers; 6 - making the cognitive system more flexible through a change in style of thinking to a constant state of openness to new meanings and values.
