During the postwar period, the Flemish press-scene changed fundamentally. Alongside further commercialization and concentration, a process of structural depoliticization or depillarization took place: links betweenparties and trade unions on the one hand and newspapers on the other disappeared. This article examines the impact ofthese structural transformations on the newspapers' content. We emphasize marks of pillarization in Flemish newspapers during cabinet formations. In 1958, the press took undeniably sides in the battle between the pillars: information about the formation of the new (...) cabinet formed the background for these fights. In 1981 most attention went to the cabinet formation itself. The pillarization ofthe content was however on a more latent level not neglectable. Compared to 1958 and 1981 the old alliances between press and ideological institutions were far less visible in the content of 1995's newspapers. Apparently the depillarization ofthe Flemish press-content is an ongoing, longlasting process. (shrink)

In the semantics of natural language, quantification may have received more attention than any other subject, and one of the main topics in psychological studies on deductive reasoning is syllogistic inference, which is just a restricted form of reasoning with quantifiers. But thus far the semantical and psychological enterprises have remained disconnected. This paper aims to show how our understanding of syllogistic reasoning may benefit from semantical research on quantification. I present a very simple logic that pivots on the monotonicity (...) properties of quantified statements - properties that are known to be crucial not only to quantification but to a much wider range of semantical phenomena. This logic is shown to account for the experimental evidence available in the literature as well as for the data from a new experiment with cardinal quantifiers ("at least n" and "at most n"), which cannot be explained by any other theory of syllogistic reasoning. Conditional sentences with quantifying expressions are systematically ambigous. In one reading, the if -clause restricts the domain of the overt quantifier; in the other, the if -clause restricts the domain of a covert quantifier, which defaults to epistemic necessity. Although the ambiguity follows directly from the Lewis- Kratzer line on if, it is not generally acknowledged, which has led to pseudoproblems and spurious arguments.

Unbelievable Errors defends an error theory about all normative judgements: not just moral judgements, but also judgements about reasons for action, judgements about reasons for belief, and instrumental normative judgements. This theory states that normative judgements are beliefs that ascribe normative properties, but that normative properties do not exist. It therefore entails that all normative judgements are false. -/- Bart Streumer also argues, however, that we cannot believe this error theory. This may seem to be a problem for the (...) theory. But he argues that it makes this error theory more likely to be true, since it undermines objections to the theory and it makes it harder to reject the arguments for the theory. -/- He then sketches how certain other philosophical theories can be defended in a similar way. The discussion concerning the patenting of academic knowledge is already closed for many people. It has become a type of credo, solemnly intoned at all levels: universities must commercially valorize the knowledge that they generate as extensively as possible.The public means that are reserved for universities can never increase at the same rate as the mounting costs for highly specialized research. So universities, if they want to work at the top level, must increasingly appeal to private resources. Universities are increasingly (...) forced to aim at contract research, sponsorships, commercialised service, the patenting of technical findings, and spin-offs: Cash for knowledge!The pressure for the unfettered commercialisation of academic knowledge does not only come from within the universities. The message also comes from the politicians and those who are committed to economic prosperity. They argue that the commercialisation of intellectual property contributes to new employment because it makes new industrial developments possible and reinforces the competitiveness of ventures. They make it seem that universities form the motor of the knowledge economy.In a country without considerable natural resources and with extremely high personnel costs, innovation is of vital importance. Few convictions are equally as expressly avowed at so many differing forums. The direction of the march seems clear.It was once different. The knowledge that was acquired, deepened, preserved, and transmitted within the universities was not for sale. In fact, its sale could present difficulties because academic knowledge has never answered to the properties of a marketable thing. Use does not deplete knowledge and if you consider it your mission to bring to light knowledge, you do not want to exclude anyone from making use of it.Academic knowledge could thus not be an object of trade, at least so long as nobody was intent on keeping that knowledge secret, and so long as nobody appealed to regulations, whereby one could restrict the legal use of that knowledge. Today neither of these strategies are taboo within academic centres. The patenting of all forms of qualifying knowledge is even encouraged.A patent assumes, on the one hand, that one makes public the knowledge upon which a technique rests, while one, on the other hand, can grant use of that technique exclusively to who one gives a licence, whether or not for a fee. This system is put forth as attractive for all parties. The researchers can keep up with technical details, and the entrepreneur can commercialise the finding. Everyone is happy.Or perhaps not? Are there reasons to be concerned that universities must increasingly submit themselves to the laws of the market? Are there arguments for evaluating academic performance differently than the performance of entrepreneurs? Must one regret that knowledge is commercialised as much as possible?The proponents of the commercial orientation point out that all kinds of new incentives will give a new impetus to the old academic system and will increase the relevance of academic research. They seem to dismiss resistance to the renewal as a nostalgic outpouring of a privileged group that used to have it too good, a group that for too long knew to retreat too safely back into a series of unworldly problems.The opponents of the economically oriented approach fear that the proper character of the academic mission will be lost. They fear that the loss of academic autonomy will make the specific function that a university fulfils within society impossible. In what sense?In our society, there is not one type of sphere, and there is not one valid set of standards, the basis upon which performances are evaluated, functions are judged, or objectives commended. There are strongly divergent spheres and each have their own specific function. The laws that apply in one sphere do not necessarily have authority in another sphere, and the standards that apply in one sort of relationship often have little or no meaning in another relationship.Each sphere recognises its own standards and answers to its own system of exchange for compensation, approval, and recognition. What applies in the sphere of law does not necessarily apply in the sphere of someone’s personal friendships, or is not applicable among family members. What applies in trade does not necessarily apply in the sphere of art.Even more, things go wrong when the autonomy of these spheres is not respected. Within the domain of art, love and friendship, monetary laws are not valid, at least in a healthy situation. That is not to say that the rules that apply within the free market would be wrong or unethical – far from it. It seems self evident that these laws are valid under the condition that they apply in the environment to which they belong, and that one respects these limits.This applies for all spheres. It would be unjust if one would apply the standards of friendship to the spheres of jurisprudence or education. Manifestly, it seems self evident not to define justice as a univocal principle that must be extended with the same consistency in every type of sphere. Rather, it is just to respect the individual character of the normative relationship that applies in the diverse spheres of life, and to prevent one sphere from colonising another.Justice assumes that one prevents the political sphere from stipulating what must be said, or concealed, within the academic sphere. Academics must answer alone to that which is expected of them within the academic sphere. Political pressure may exert no influence on this. Why cannot one say the same about economic pressure?Do we run the risk that the economic sphere will colonise the academic sphere just as the economic sphere previously colonised the sphere of media? What must one imagine in this supposed risk? In what sense should economic laws threaten the academic sphere?In the academic sphere, it is traditional to follow one’s own interests and investigate anything whatsoever without having to ask if this knowledge is useful for something or how the fruits of this research fit within the economic context. The academic search for a better understanding of everything has an unconditional character.The manner in which researchers evaluate the performance of each other seldom has to do with the economic effects that their findings have, but with their reliability, the meticulousness with which they were checked, the scrupulousness with which the sources were collected, and the honesty with which they were communicated. The function of the academic is to collect and refine knowledge, and to bring to light the truth.By doing so, universities offer a type of foot-hold within society. They make it possible that a place exists where one can be obedient to what lets itself appear most truthfully today. Nobody has to fear, at least as long as the autonomy of the academic sphere is respected, that the communication of a particular subject was rhetorically coloured in function of a commercial interest, was applied according to the wishes of the sponsor, was brought into conformity with what was agreed upon by the financiers, or answered to the demands of a patent.It is possible that the influence of the commercial sphere shall be less dramatic than pessimistic academics imagine, but nothing indicates the opposite. Today we are giving a new strategy power, and nobody knows how the magician’s apprentice will bring it off.This forms the context of the questions that we shall try to answer together this number of Ethical Perspectives, and we will restrict our discussion to patents. We are aware that the discussion about patents illuminates just one part of the problems, which have to do with the relation of the worlds of academia and commerce. But there is a reason for confining oneself to an aspect of this problematic relationship. If one were to broaden the scope of inquiry further, one would risk missing the complexity of the subject matter already covered, and be consigned to a far too general and aimless debate.We have brought together a number of specialists, jurists, ethicists, and people with practical experience with the field. They shall introduce us into the problematic, confront us with their points of view, and help to answer our questions: Are there moral limits to the patenting of academic knowledge? Is patenting always the most efficient strategy? Does not perhaps the university sell its soul if it gradually leaves itself subject to the laws of the market?We will begin by asking how in particular a university should proceed with the patenting of knowledge. Modern universities were inspired by the ideals of the Enlightenment, which was characterised by the open distribution of unselfishly pursued knowledge.The privatisation and commercialisation of knowledge would seem to conflict with this traditional vision. Jürgen Mittelstrass and Bart Pattyn provide a theoretical and historical basis for protecting the autonomy of university research from the corrupting aspects of the market economy.But, are there reasons for giving up the traditional outlook? Few or no universities have not chosen to patent discoveries, but how is one to proceed within the framework of the university, once one has obtained patent protection? Can one pursue a policy of using these protected intellectual rights to secure the fruits of knowledge for financially weaker groups, or do circumstances compel the universities to be exclusively driven by market forces?Those are the kinds of questions that Gilles Capart and Geertrui Van Overwalle of the KU Leuven will deal with.Sigrid Sterckx of the university of Ghent will answer the question: can patents be morally justified?Paul Belleflamme of the Université Catholique de Louvan La Neuve writes concerning the economic evidence of patents, and the real effect of incentives. It appears that in mixed quotations like the following, the quoted expression is used and mentioned at the same time: (1) George says Tony is his ``bestest friend''. Most theories seek to account for this observation by assuming that mixed quotations operate at two levels of content at once. In contradistinction to such two-dimensional theories, we propose that quotation involves just a single level of content. Quotation always produces a change in meaning of the quoted expression, and if the quotation (...) is mixed the shift is, to a first approximation at least, from '...' to ``what x calls '...''', where x is a variable whose value is determined by the context. We argue that quotation is generally context dependent in various ways, and that some of these ways are presuppositional in nature; we present a detailed analysis of the presuppositions in question. Health-promoting nudges have been put into practice by different agents, in different contexts and with different aims. This article formulates a set of criteria that enables a thorough ethical evaluation of such nudges. As such, it bridges the gap between the abstract, theoretical debates among academics and the actual behavioral interventions being implemented in practice. The criteria are derived from arguments against nudges, which allegedly disrespect nudgees, as these would impose values on nudgees and/or violate their rationality and autonomy. Instead (...) of interpreting these objections as knock-down arguments, I take them as expressing legitimate worries that can often be addressed. I analyze six prototypical nudge cases, such as Google’s rearrangement of fridges and the use of defaults in organ donation registration. I show how the ethical criteria listed are satisfied by most—but not all—nudges in most—but not all—circumstances. (shrink)

In this paper, a reaction is presented to Siegel’s claim that the pragma-dialectical theory of argumentation ignores or neglects epistemological viewpoints that he finds vital to any normative theory of argumentation. The focus is on the most important problems in Siegel’s argument: 1) the ambiguity of the term ‘argument’ and the alleged negligence of this ambiguity in pragma-dialectics; 2) the critical rational perspective of the pragma-dialectical account; and 3) the alleged negligence of the “abstract propositional sense” of argument in pragma-dialectics.

Despite clear legislative and judicial support, a well established ethical consensus, and increased efforts at information dissemination and education, proxy decision making for incapacitated patients continues to produce moral muddle and poor resolutions in end-of-life care.In her analysis of the proxy-doctor relationship, Nancy Dubler spells out the institutionalized patterns that keep the promise of proxy directives so often unrealized. Facing medically complex care of an incapacitated patient, health care teams are apt to view the proxy as a potentially indecisive or (...) unrealistically demanding decision-maker, less a stand-in for the patient than an interloper whose improper, misguided, or self-interested decisions will work against the patient's best interests. So perceived, proxies are routinely relegated to the edges of care planning discussions, left relatively uninformed and unconsulted, and then suddenly thrust center stage to face decisions they find overwhelming. Confronting such decisions, proxies need support and compassion. What they often find is isolation and distrust, a web of professional and institutional practices that trammel their efforts to understand and execute their role. (shrink)

The 1995 simultaneous election of three legislative assemblies offered the Belgian voters an opportunity to split their ballot between three different parties. An analysis of Flemish individual level survey data shows that 76.1% cast a straight ticket vote, white 20.9 % split their tickets between two and 3 % between three different parties. Ticketsplitting occurs most frequently amongst voters who mention the personality of individual politicians or the issues as a reason to support a party. In addition, the likehood of (...) ticket-splitting increases amongst the higher educated and the non-partisans. No support was found for the hypothesis that ticket-splitters in a multi-party system tend to lean towards one party on some issues and towards the other party on others. Instead, ticket-splitters generally take a position in between two parties. No evidence was found of a differential issue impact across elections, in this sense that regional issues are more critical to regional elections and federal issues to federal elections. (shrink)

Although no one can deny the profound importance of John Rawls's work in political philosophy, which covered both an original theory of justice and extensive work and teaching on the history of moral and political philosophy, we are now at the point where his contributions more clearly suggest certain historical limitations. Such topics as gender justice, racial justice, and environmental justice figured in Rawls's work only belatedly and in less than satisfactory ways. Surely the wide influence of the Rawlsian revolution (...) should suggest that the erasures and blindspots in his historical reconstructions ought to be acknowledged and addressed, rather than avoided out of some misguided conception of charity in interpretation. He was first and foremost a great moral philosopher, whose masterwork The Methods of Ethics is still widely studied today. He also wrote on economics, politics, education and literature. He was deeply involved in the founding of the first college for women at the University of Cambridge. He was also much concerned with the sexual politics of his close friend John Addington Symonds, a pioneer of gay studies. Through (...) his famous student, G. E. Moore, a direct line can be traced from Sidgwick and his circle to the Bloomsbury group. Bart Schultz has written a magisterial overview of this great Victorian sage. ArgumentWe expand upon the notion of the “credibility cycle” through a study of credibility engineering by the food industry. Research and development (R&D) as well as marketing contribute to the credibility of the food company Unilever and its claims. Innovation encompasses the development, marketing, and sales of products. These are directed towards three distinct audiences: scientific peers, regulators, and consumers. R&D uses scientific articles to create credit for itself amongst peers and regulators. These articles are used to support health claims (...) on products. However, R&D, regulation, and marketing are not separate realms. A single strategy of credibility engineering connects health claims to a specific public through linking that public to a health issue and a food product. (shrink)

This paper focuses on argumentation the institutional context of debate in the European Parliament. A parliamentary debate is a distinct argumentative activity type. In the pragma-dialectical approach, argumentative activity types are defined as conventionalized argumentative practices in which the possibilities for strategic maneuvering are predetermined. What are the characteristics of the activity type of a debate in European Parliament that predetermine the possibilities for strategic maneuvering?

This paper is one in a series of rational analyses of the Dutch Simonshaven case, each using a different theoretical perspective. The theoretical perspectives discussed in the literature typically use arguments, scenarios, and probabilities, in various combinations. The theoretical perspective on evidential reasoning used in this paper has been designed to connect arguments, scenarios, and probabilities in a single formal modeling approach, in an attempt to investigate bridges between qualitative and quantitative analytic styles. The theoretical perspective uses the recently proposed (...) logical formalism of case models, where cases represent possible combinations of evidence and events, ordered by an ordering relation. In the context of evidential reasoning, the ordering relation can be represented by a probability function. As an ordering relation is qualitative in nature, the theoretical perspective is in a formally precise sense simultaneously with and without probabilities. (shrink)

Presuppositions are items of information triggered by certain words and constructions that exhibit ‘projection behaviour’, which is to say that, except in special cases, they will escape from any level of embedding. Presupposed information is given, or at least presented as such, and there are two main theories of what it means for presuppositions to be given. On one account, a presupposition must be entailed in the local context in which it is triggered; on the other, presuppositions require that certain (...) discourse entities be available in the context. On the latter account, but not on the former, anaphora is a special case of presupposition. It might be that both accounts are correct, though for different types of presupposition. (shrink)

This article attempts to develop further the conception of dynamics in Object-Oriented Ontology (OOO): its model of how objects develop and change. Objects are affected by relations between them, and have the potential both to produce and undergo effects, as realised in interaction with other objects. To elaborate on the change of objects in OOO, an idea is adopted from transcendental ontology. A key Hegelian question in this article is how the realisation of existing potential can produce new potential (Schelling: (...) potentialisation, going from the actual to the possible). Stated differently: how can objects change to the point of breaking their identity and generating a new object? One needs to consider that objects are nested at different levels, and that the degree of how radical change may be depends on the perspective of any given level. To address this issue, the article employs the notion of a script: a structure of nodes, each with its own subscripts. The analysis is applied and developed further through a comparative analysis of change in evolution, economics, a theory of discovery, and linguistics. The dual intention of this is to see if OOO can help us understand those phenomena, and to see in turn if those phenomena can inform the further development of OOO. (shrink)

Despite renewed interest in the positive role exemplars can play in moral education, exemplar-based education has been criticized as illiberal and indoctrinating. In this chapter, we investigate these worries and show how a specific, twofold approach to exemplar narratives can help avoid them. According to opponents, exemplar education can involve indoctrination and impose specific moral values, since pupils are expected to act in ways that resemble exemplars. Even if pupils are encouraged to pick their own exemplars, this arguably still promotes (...) moral deference instead of independent moral reasoning and critical thinking. We argue that a nuanced distinction between ‘imitation’ and ‘emulation’ helps avoid such worries. Rather than seeking to simply imitate their exemplars, pupils should be encouraged to take a more nuanced approach to emulation in which they engage with their exemplars, think about how they can promote the values, and embody the ideals and virtues that they identify and admire in them. This approach is supported by recent insights about which exemplars are more motivating and which risk backfiring due to ‘do-gooder derogation’. It also leads to practical pointers for those who want to work with exemplars in character education without being charged of indoctrination. (shrink)

In this volume, Geurts takes discourse representation theory (DRT), and turns it into a unified account of anaphora and presupposition, which he applies not only to the standard problem cases but also to the interpretation of modal expressions, attitude reports, and proper names. The resulting theory, for all its simplicity, is without doubt the most comprehensive of its kind to date. The central idea underlying Geurts' 'binding theory' of presupposition is that anaphora is just a special case of presupposition projection. (...) But this is only one of the ways in which the concept of presupposition is taken beyond its traditional limits. Geurts shows, furthermore, that presupposition projection is crucially involved in several phenomena that are not usually viewed in presuppositional terms, such as modal subordination, de re readings of attitude reports, and rigid designation. While making his case for DRT and the binding theory, Geurts also presents an incisive analysis of what is probably still the most influential account of presupposition, viz. the satisfaction theory, demonstrating that there are fundamental problems not only with this theory but with the very framework in which it is couched. The reform movement in science is seemingly constructing a new moral economy of science around process and bureaucracy, in which a new scientific etiquette is emerging that prescribes the performance of reformed science as civilised, efficient and objective. Bureaucratic innovations were borne out of the reform movement that seek to prescribe specific research processes, including but not limited to preregistration and registered reports. This moral economy emerges in the form of a bureaucracy and its epistemic uniformity actively suppresses scientific plurality. (...) This paper argues that Eliasian drivers such as distinction, shame and disgust, act to pressure scientists into adopting this new etiquette. Even though the etiquette's appearance is quite new, it can be traced back to existing moral economies of science and their pursuit of efficiency and objectivity. (shrink)

People talk not only to others but also to themselves. The self talk we engage in may be overt or covert, and is associated with a variety of higher mental functions, including reasoning, problem solving, planning and plan execution, attention, and motivation. When talking to herself, a speaker takes devices from her mother tongue, originally designed for interpersonal communication, and employs them to communicate with herself. But what could it even mean to communicate with oneself? To answer that question, we (...) need a theory of communication that explains how the same linguistic devices may be used to communicate with others and oneself. On the received view, which defines communication as information exchange, self talk appears to be an anomaly, for it is hard to see the point of exchanging information with oneself. However, if communication is analysed as a way of negotiating commitments between speaker and hearer, then communication may be useful even when speaker and hearer coincide. Thus a commitment-based approach allows us to make sense of self talk as well as social talk. (shrink)

Gricean pragmatics has often been criticised for being implausible from a psychological point of view. This line of criticism is never backed up by empirical evidence, but more importantly, it ignores the fact that Grice never meant to advance a processing theory, in the first place. Taking our lead from Marr, we distinguish between two levels of explanation: at the W-level, we are concerned with what agents do and why; at the H-level, we ask how agents do whatever it is (...) they do. Whereas pragmatics is pitched at the W-level, processing theories are at the H-level. This is not to say that pragmatics has no implications for psychology at all, but it is to say that its implications are less direct than is often supposed. (shrink)

In this paper I present experimental data showing that the interpretation of donkey sentences is influenced by certain aspects of world knowledge that seem to elude introspective observation, which I try to explain by reference to a scale ranging from prototypical individuals (like children) to quite marginal ones (such as railway lines). This ontological cline interacts with the semantics of donkey sentences: as suggested already by the anecdotal data on which much of the literature is based, the effect of world (...) knowledge is by and large restricted to donkey sentences with non-intersective determiners. I outline a psychological model which incorporates both ontological and logical factors, and suggest that there may be something wrong with the standard assumption that a statement's receiving a truth value requires that it have a definite reading. Many philosophers argue that the error theory should be rejected because it is incompatible with standard deontic logic and semantics. We argue that such formal objections to the theory fail. Our discussion has two upshots. First, it increases the dialectical weight that must be borne by objections to the error theory that target its content rather than its form. Second, it shows that standard deontic logic and semantics should be revised.

In the psychological literature on reasoning it has always been assumed that if there is such a thing as mental logic, it must be a set of inference rules. This proof-theoretic conception of mental logic is compatible with but doesn’t do justice to what, according to most logicians, logic is about. Thus, the ongoing debate over mental logic is based on a too narrow notion of logic. Adopting the broader perspective suggested by the standard (Tarskian) view on logic helps to (...) clarify the debate and also shows that the case for mental logic is much stronger than its critics would have us believe. During the first half of the twentieth century, mainstream answers to the foundational crisis, mainly triggered by Russell and Gödel, remained largely perfectibilist in nature. Along with a general naturalist wave in the philosophy of science, during the second half of that century, this idealist picture was finally challenged and traded in for more realist ones. Next to the necessary preliminaries, the present paper proposes a structured view of various philosophical accounts of mathematics indebted to this general idea, laying the (...) ground for a desirable integration of their strenghts. Without doubt, the year 2001 will remain identified with the terrorist attacks of september 11. To some extent, this goes for the European Union as well. The events of september 11 left an important mark on the European integration process, of which the development of the European arrest warrant is an important illustration. Nevertheless, as for the European Union, the year 2001 was more than a year of anti-terrorism measures. In the second semester of2001, the Belgian government assumed the presidency (...) ofthe European Union. 2001 was also the year in which, only weeks after street violence disruputed the European Council ofGöteborg, a protester was killed in the margin ofthe G7-G8 Summit in Genova. In 2001, the gap between the European Union and the United States got larger for a number of policy fields, including National Missile Defence and the Kyoto Protocol. Yet, in the autumn of2001, both power blocks reconciliated at the WTO Ministerial Conference in Doha, Qatar. In Doha, a new global round of trade negotiations was launched. As in previous years, in 2001, the enlargement process was high on the European agenda. As for the latter, for the first time, ten candidate countries were mentioned by name, making their accession in 2004 a more realistic scenario. The eastern enlargement will radically change the face of the European Union. The Belgian presidency anticipated this impeding metamorphosis and stimulated the adoption of the Laeken Declaration in december 2001. The Declaration laid the foundation for the Convention on the Future of Europe which started on February 28, 2002. The Declaration of Laeken was one of the European highlights of 2001. The low point was the Irish referendum of June 7, 2001, in which a majority of the Irish population rejected the Treaty of Nice. Both events reflect the situation the European Union is faced with today, as they demonstrate the growing tension between the desires of «widening» and «deepening» the European construction.
