Ethical approval must be obtained before medical research can start. We describe the differences in EA for an pseudonymous, non-interventional, observational European study. Sixteen European national coordinators of the international study on very old intensive care patients answered an online questionnaire concerning their experience getting EA. N = 8/16 of the NCs could apply at one single national ethical committee, while the others had to apply to various regional ECs and/or individual hospital institutional research boards. The time between applying for (...) EA and the first decision varied between 7 days and 300 days. In 9/16 informed consent from the patient was not deemed necessary; in 7/16 informed consent was required from the patient or relatives. The upload of coded data to a central database required additional information in 14/16. In 4/16 the NCs had to ask separate approval to keep a subject identification code list to de-pseudonymize the patients if questions would occur. Only 2/16 of the NCs agreed that informed consent was necessary for this observational study. Overall, 6/16 of the NCs were satisfied with the entire process and 8/16 were unsatisfied. 11/16 would welcome a European central EC that would judge observational studies for all European countries. Variations in the process and prolonged time needed to get EA for observational studies hampers inclusion of patients in some European countries. This might have a negative influence on the external validity. Further harmonization of ethical approval process across Europe is welcomed for low-risk observational studies. Getting ethical approval for low-risk, non-interventional, observational studies varies enormously across European countries. (shrink)

In this analysis we discuss the change in criteria for triage of patients during three different phases of a pandemic like COVID-19, seen from the critical care point of view. Availability of critical care beds has become a hot topic, and in many countries, we have seen a huge increase in the provision of temporary intensive care bed capacity. However, there is a limit where the hospitals may run out of resources to provide critical care, which is heavily dependent on (...) trained staff, just-in-time supply chains for clinical consumables and drugs and advanced equipment. In the first phase, we can still do clinical prioritisation and decision-making as usual, based on the need for intensive care and prognostication: what are the odds for a good result with regard to survival and quality of life. In the next, the resources are mostly available, but the system is stressed by many patients arriving over a short time period and auxiliary beds in different places in the hospital being used. We may have to abandon admittance of patients with doubtful prognosis. In the last phase, usual medical triage and priority setting may not be sufficient to decrease inflow and there may not be enough intensive care unit beds available. In this phase different criteria must be applied using a utilitarian approach for triage. We argue that this is an important transition where society, and not physicians, must provide guidance to support triage that is no longer based on medical priorities alone. (shrink)

After reviewing the literature on current knowledge about consciousness in humans, we present a state-of-the art discussion on consciousness and related key concepts in animals. Obviously much fewer publications are available on non-human species than on humans, most of them relating to laboratory or wild animal species, and only few to livestock species. Human consciousness is by definition subjective and private. Animal consciousness is usually assessed through behavioural performance. Behaviour involves a wide array of cognitive processes that have to be (...) assessed separately using specific experimental protocols. Accordingly, several processes indicative of the presence of consciousness are discussed: perception and cognition, awareness of the bodily-self, self-related knowledge of the environment (including social environment). When available, specific examples are given in livestock species. Next, we review the existing evidence regarding neuronal correlates of consciousness, and emphasize the difficulty of linking aspects of consciousness to specific neural structures across the phyla because high-level cognitive abilities may have evolved independently along evolution. Several mammalian brain structures (cortex and midbrain) are involved in the manifestations of consciousness, while the equivalent functional structures for birds and fishes would likely be the pallium/tectum and midbrain. Caution is required before excluding consciousness in species not having the same brain structures as the mammalian ones as different neural architectures may mediate comparable processes. Finally, specific neurophysiological mechanisms appear to be strongly linked to the emergence of consciousness, namely neural synchrony and neural feedback. Considering the limited amount of data available and the few animal species studied so far, we conclude that different manifestations of consciousness can be observed in animals but that further refinement is still needed to characterize their level and content in each species. Further research is required to clarify these issues, especially in livestock species. (shrink)

This volume of Bertrand Russell's Collected Papers finds Russell focused on writing Principia Mathematica during 1905–08. Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and eleven (...) unpublished drafts from 1907-08 deal with this. Numerous letters show his thoughts on the process. The volume's 80-page introduction covers the evolution of his logic from 1896 until 1909, when volume I of Principia went to the printer. (shrink)

In this article, we build on the stakeholder-politics literature to investigate how corporate scandals transform political contexts and give impetus to the contentious movements of fringe stakeholders against multinational corporations (MNCs). Based on Adut’s scandal theory, we flesh out three scandal-related processes that directly affect political-opportunity structures (POSs) and the generation of social movements against MNCs: convergence of contention toward a single target, publicization of deviant practices, and contagion to other organizations. These processes reduce the obstacles to collective actions by (...) fringe stakeholders by pushing corporate elites to be more sensitive to their claims, by decreasing MNCs’ capability to repress contentious movements, by forcing the targeted MNCs to formalize a policy to monitor and eradicate the controversial practices, and by helping fringe stakeholders find internal and external allies to support their claims. This conceptual model of scandals as catalysts of contentious actions contributes to a better understanding of stakeholder politics by unveiling the role of the political context in the coordination of fringe stakeholders. The Collected Papers 28 signals reinvigoration of Russell the public campaigner. The title of the volume is taken from one of his most famous and eloquent short essays and probably the best known of his many broadcasts for the BBC. Man's Peril, 1954-55 not only captures the essence of Russell's thinking about nuclear weapons and the Cold War in the mid-1950s, its extraordinary impact served to jolt him into political protest once again. The activism of which we glimpse the initial (...) stirrings in this volume continued in various guises more or less without interruption until his death. In the writings assembled in this volume, however, he is looking towards the non-aligned states and world scientific opinion as possible brokers of détente . (The volume includes Russell's famous public statement, the declaration of scientists known as 'The Russell Einstein Manifesto'.) Although Russell was becoming increasingly immersed in work for peace, this was not to the exclusion of all other interests. For example, here we find also him reminiscing about his peace campaigning during the First World War, defending 'History as an Art', and attacking the obscurantism of obscenity legislation and the opponents of birth control. The purpose of the following, paper is to consider whether there is a fundamenital division of the objects with which metaphysics is concerned into two classes, universals and particulars, or whetlher there is any method of overcoming this dualism. My own opinion is that the dualism is ultimate; on the other hand, many men with whom, in the main, I am in close agreement, hold that it is not ultimate. I do not feel the grounds in favour of its ultimate (...) nature to be very conclusive, and in what follows I should lay stress rather on the distinctions and considerations introduced during the argument than on the conclusion at which the argument arrives. Bertrand Russell may not have been aware of it, but he wrote part of the dossier that was submitted on his behalf for the Nobel Peace Prize. Before he had turned from the Campaign for Nuclear Disarmament to the Committee of 100 and subsequent campaigns of the 1960s, his wife, Edith, was asked by his publisher, Sir Stanley Unwin, for an account of his work for peace. This document was likely used a few months later in Joseph Rotblat's submission (...) of Russell's name to the Norwegian Nobel Peace Prize committee. (shrink)

This volume collects together Russell's philosophical writings during the period from 1947-68. For about half of this period Russell worked steadily at philosophy but after the publication of My Philosophical Development in 1959 he retired from academic philosophy for the second time. After that date, only the occasional philosophical piece appeared, as he was preoccupied with political writings. In this volume there are a handful of papers dated later than 1959, and all of these were certainly written by Russell himself. (...) During the First World War, Bertrand Russell was political commentator for The Tribunal , the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. This volume contains many short papers from that period, which reflect Russell's immediate reponses to developments in the conflict. These documents bear witness to Russell's growing commitment to pacifism, and reveal the development of the patterns of political argument, rhetoric and activism which were to characterise his work throughout his life.

In Collected Papers 21 Bertrand Russell grapples with the dilemma that confronted all opponents of militarism and war in the 1930s—namely, what was the most politically and morally appropriate response to international aggression. How to Keep the Peace contains some of Russell’s best-known essays, such as the famous Auto-obituary and his treatment of The Superior Virtue of the Oppressed . Like the sixteen previous volumes in Routledge’s critical edition of Russell’s shorter writings, however, Collected Papers 21 also includes a (...) number of unpublished manuscripts from the Bertrand Russell Archives at McMaster University. Moreover, it recovers for Russell scholars and general readers alike a rich vein of material that has previously appeared in print only in obscure or long-defunct newspaper and periodical publications. By a `denoting phrase' I mean a phrase such as any one of the following: a man, some man, any man, every man, all men, the present King of England, the present King of France, the center of mass of the solar system at the first instant of the twentieth century, the revolution of the earth round the sun, the revolution of the sun round the earth. Thus a phrase is denoting solely in virtue of its form. We may distinguish (...) three cases: (1) A phrase may be denoting, and yet not denote anything; e.g., `the present King of France'. (2) A phrase may denote one definite object; e.g., `the present King of England' denotes a certain man. (3) A phrase may denote ambiguously; e.g. `a man' denotes not many men, but an ambiguous man. The interpretation of such phrases is a matter of considerably difficulty; indeed, it is very hard to frame any theory not susceptible of formal refutation. All the difficulties with which I am acquainted are met, so far as I can discover, by the theory which I am about to explain. (shrink)
