The Bologna Framework for higher education has agreed on three “cycle descriptors”—knowledge, skill and general competence—which are to constitute the learning outcomes and credit ranges for the three cycles of higher education: The Bachelor, the Master and the PhD. In connection with the implementations of the national qualification framework these descriptors initiated a new debate on the possibility of Bildung within higher education in Norway. Pursuing this question of whether the triad knowledge, skill and general competences makes possible or (...) prevents Bildung within higher education I argue that regardless of how one conceptualizes Bildung, one must say something about the kind of thinking that initiates a process transforming knowledge to become internalised so as to influence one’s choices and actions. A vital aim for the initiative of the Bologna process as envisioned in the Bologna Declaration 1999 was to develop a “Europe of Knowledge”. Underpinning this and other educational documents it appears that lack of knowledge is seen as an important explanation to todays many challenges. A confidence in knowledge per se as having a transformative power in itself seems to be a belief supporting the knowledge policy that dominates official documents. Following Kierkegaard and his critique of becoming objective as nurturing disinterestedness, I am critical to an understanding of knowledge as transformative in itself if knowledge primarily is understood as objective knowledge. In this paper I argue that in order to take responsibility for the knowledge one holds, a thinking which Kierkegaard calls subjective is an important contribution to one kind of thinking involved if knowledge shall initiate a transformation of one’s life and thus foster responsibility. The exclusion of Russia from the Bologna process creates serious challenges for the higher education system. The beginning reform will affect the whole institution of higher learning of our country. This, in turn, opens up new opportunities to improve the efficiency of the entire system. This article focuses on problematizing the harmonisation of higher education in Europe today. The overall aim is to analyse the construction of the European citizen and the rationality of governing related to such a construction. The specific focus will be on the rules and standards of reason in higher education reforms which inscribe continuums of values that exclude as they include. Who is and who is not constructed as a European citizen? Documents on the Bologna process produced in (...) Europe and in Sweden are analysed drawing on the Foucauldian notion of governmentality, showing a neoliberal rationality of governing. The European citizen needs to become flexible, autonomous and self‐regulating as a way of facing the threats of the constantly changing future. The technique of diversity is a condition of possibility for constructing such a citizen and for harmonising higher education in Europe. Further, the current power relations in the discourse define what is and what is not European, thus constructing ‘the other’, the one who is excluded. (shrink)

The main research question that this paper aims to answer is: ‘In what does today’s attack on humanities consist and how can humanities be defended?’ In order to answer this research question, one needs first to describe how the humanities have argued for their usefulness before the Bologna Process; second, provide reasons for the claim that the Bologna Process would be a new type of attack; and third, analyse the new defences for the humanities, so as (...) to discuss whether these are suitable. The main finding of this study was to show that, before deciding what type of education society needs, we need to understand who we are educating through our universities. Taking a stance on “who should we educate?” is prior to being able to judge educational policies. This decision requires a previous justification that requires arguments taken from the field of social justice: Who needs to be educated and who has the right to be educated? Furthermore, we have seen that all answers we have examined to the question underlying educational policies, i.e. ‘who is being educated?’, were linked at some level with the citizenship issue. By defining who is a full citizen, an answer to the question who had the right to a humanistic education was implicitly answered. Nussbaum’s project to universalise the definition of democratic citizenship would ensure a basis for providing humanistic education for all. Such a line of arguing would provide humanities to the well-regarded status they had starting from the Renaissance times, but this time not as a device for exclusion, but inclusion for all. We have tried to show that, by defending the humanities, one defends the idea of a plurality of educational purposes, the right to build one’s life based on an education that is not submitted to the political goals of the day, ultimately the right to have a dissenting voice and a different perspective on life. By defending humanities, one defends the true ‘usefulness’ of education, namely its potential for constructing democratic citizenship for all. (shrink)

One of the purposes of the Bologna Process was to facilitate the construction of a Europe of Knowledge through educational governance, yet it fails to reach its purpose because of several unexplained assumptions that undermine the conceptual standing of the whole project; it is the purpose of this paper to bring these assumptions to light. -/- A knowledge economy cannot exist without the knowledge workers which were previously formed in educational institutions, therefore the project for a Europe of (...) Knowledge is usually linked with the educational policies especially those affecting the higher education institutions. -/- One such policy area is the Bologna Process which explicitly traces its purpose to the construction of an educational system that will facilitate the smooth delivery of employable graduates to the European labor market. This presentation has two purposes. First to show through a textual analysis of the Bologna ministerial declarations how the subject of higher education is constructed to single out the European citizen, understood in a narrow sense as the employable, mobile and skilled graduate. Second, to show that the notion of citizenship used in the Bologna declarations is ill-construed. -/- Starting from T. H. Marshall’s classical distinction between the three understandings of citizenship (civic, political, and social), this paper will show that the Bologna discourse on citizenship borrows and mixes illegitimately from the three notions, without making it explicit why such a hybrid notion of citizenship is used in the first place. This book offers an empirical and theoretical account of the mode of governance that characterizes the Bologna Process. In addition, it shows how the reform materializes and is translated in everyday working life among professors and managers in higher education. It examines the so-called Open Method of Coordination as a powerful actor that uses “soft governance” to advance transnational standards in higher education. The book shows how these standards no longer serve as tools for what were once human (...) organizational, national or international, regulators. Instead, the standards have become regulators themselves – the faceless masters of higher education. By exploring this, the book reveals the close connections between the Bologna Process and the EU regarding regulative and monitoring techniques such as standardizations and comparisons, which are carried out through the Open Method of Coordination. It suggests that the Bologna Process works as a subtle means to circumvent the EU’s subsidiarity principle, making it possible to accomplish a European governance of higher education despite the fact that education falls outside EU’s legislative reach. The book’s research interest in translation processes, agency and power relations among policy actors positions it in studies on policy transfer, policy borrowing and globalization. However, different from conventional approaches, this study draws on additional interpretive frameworks such as new materialism. (shrink)

This essay discusses the changes promoted in European universities by the ‘Bologna Process’ and the ‘European Higher Education Area’. Through an analysis of the main policy documents and mechanisms, the paper demonstrates that the European Higher Education Area is designed to dismantle academic autonomy across the continent. The Bologna process forces a reframing of the theological education. In the autor's mind, it affords chances for an improved quality during the first two cycles. The change from an input-oriented to an output-oriented leaming provides a better professional competences. In addition, the Bologna process provokes to profile theology in an interdisciplinary context. The Republic of Macedonia has been a part of the Bologna process since 2003. The Ministry of Education, law and policy makers and higher education institutions have actively engaged with its main concepts. In parallel with this, since the adoption of the law on higher education in 2008 and the reform of the Accreditation and Evaluation Board, there have been numerous changes and amendments culminating in the fast-tracked adoption of a new law at the beginning of 2015. Some (...) of its solutions created a huge debate among the academic community, other intellectuals and students themselves, resulting in the postponement of that law and a kind of legal vacuum. In such turbulent circumstances, individual higher education institutions had to consider how and to what extent to adopt and develop relevant standards and guidelines, comply with the legal framework and promote good practice. The aim of this paper is to present how these three aspects, Bologna standards and guidelines for Quality Assurance, a national legal framework and an institutional approach are being reflected, merged and implemented at a relatively young higher education institution. It questions the impact of these three elements on each other and how one institution’s drive for improvement is affected. This is done through a qualitative analysis of the three-fold perspectives. The conclusions and recommendations are expected to be of use to policy makers in the country and region as they evaluate how international trends and good practice fit into the socio-economic and political conditions of RM and similar countries. At the same time, it can demonstrate how far institutional quality assurance and progress can be implemented and recognized in the country itself and by some international stakeholders. It can also prove that the South East European University is a national leader in this field as RM has no functioning QA evaluation system, while SEEU has managed to create a well structured and operating one, based on international and institutional experiences. This article explores the likely impact that the Bologna Declaration will have on the field of women’s and gender studies in the UK. While the UK higher education sector as a whole has been slow to take up the opportunities and challenges presented by Bologna, this article argues that women’s and gender studies may gain particularly from a European reorientation. Women’s and gender studies currently has to struggle for both national resources and recognition, and so has little to (...) lose and much to gain from actively engaging in the process of Europeanization of degrees. The paper addresses the topical issue of implementing the Bologna system in the Russian higher education since its entering the common educational environment in 2003 and that of English as a Medium of Instruction as a language of instruction in Russian universities. The article presents the analysis of the current sources on the topic surveying the data on EMI in the higher educational institutions in Russia and abroad. The data show significant advancement in the system of EMI in foreign (...) countries whereas in Russia the process of establishing such a system is still under development. The undertaken research reveals sufficient discrepancies between the present day demands for the formalized layout of the EMI structure in the Russian higher education system and it's functioning in work. The author dwells on the topic at hand highlighting the importance of not only maintaining the structure of English as a Medium of Instruction in Russian universities but also designing and implementing the national system of such instruction in correlation with the global standards. A central aim of the original Bologna Declaration in 1999 was to give the opportunity of advancement in education to every European citizen. According to the Declaration, this goal is worth achieving not simply in order to provide better-qualified workers within the European Union, rather, the aim of higher education within the European Union is understood in a holistic sense as a prerequisite for the composition of a well-functioning European civil society. How can such an ambitious goal be achieved? (...) In this article, we propose that the core capability at stake is that of empathy which, for this reason, should be central to programmes of European higher education. Empathy is not regarded as just a property of specific individuals but as an attribute which must be ascribed to specific forms of civil intercourse. Therefore, what is needed in European higher education is the provision of a social environment for students which allows for civil-cultivation, and for processes of self-cultivation. Self-cultivation, as described here, means more than a refinement of manners; rather, it refers to the development of a civil mode for approaching others: a mode that is sensitive and self-aware at the same time, and which can be regarded as arising out of a shared European heritage interconnecting rhetoric and sociability. Gerard of Bologna (d. 1317) was the first Carmelite master at the University of Paris in the Middle Ages. In Quaestio 6, article 1 of his incomplete Summa theologiae, Gerard discusses the issue of teaching and learning. During the course of his discussion he summarises his understanding of the process of cognition in human beings and he considers God, angels and human beings as teachers. In these notes a brief description of the most recent developments of regions is given, taking into account the impact of global business on regional processes. The example which is the basis for this discussion is the region of Bologna, Italy. To analyse these developments, several theoretical concepts are used which reflect the widespread commitment of different authors to this common cause of concern.

In the article, from the positions of the director (2006-2012), part-time chief researcher and member of the academic council (since 2006), national higher education reform expert (since 2009), the features of the 25-year history of Institute of Higher Education of the National Academy of Educational Sciences of Ukraine, which founded in the context of global, regional and national development of higher education, its quantitative growth and qualitative enrichment, efficiency of activity are considered. The stages and aspects of the modernization of (...) the institutional mission (goal) and the corresponding status and structural reformatting of the institution as a national leader in systematic research in the university sphere are highlighted. The most important fundamental achievements obtained with the author’s participation and relevant for the science of universities (university studies), that born in the institute, as well as for creation of leadership universities as locomotives of progress, are noted. With regard to European integration, the scientific support for the development of the European Higher Education Area according to the Bologna process, Ukraine’s participation in them, in particular in two key dimensions: 1) compatibility and comparability and 2) competitiveness and attractiveness, and the spread of international cooperation and communication of the institute’s scientists, are characterized. Regarding national self-identification and self-sufficiency, ensuring state sovereignty, the contribution of scientists of the institution to the justification of the principles of increasing the competitiveness of Ukrainian universities and the development of a strategy for creating world-class universities is shown. It was concluded that the research activity of the staff of the scientific institution is important for the approaching victory in the war started by the russian federation, increasing the defence capability and security, post-war innovative recovery and European integration of Ukraine. At the intersection of science studies and higher education research, this contribution looks at the way in which the requirements of universities as organizations release development dynamics in academic disciplines and it analyses the interaction between discipline and organization. We will analyse German educational science, bearing in mind it is an example of disciplines that are fractured and consequently have little consensus in terms of fundamental theories and basic concepts. Firstly, we take on a quantitative approach and analyse the changes (...) in degree courses at the structural level and the symbolic boundaries or conceptual distinctions following the transition to the Bachelor and Master system. Secondly, we take a close look at the negotiating processes and practices, as well as at the disciplinary orientations that determine these boundary shifts, using a qualitative approach that focuses on the actors. In group discussions with representatives of the German educational science at different universities it stood out that actors involved in course design are compelled to find an equilibrium between the demands of the discipline and those of the organization, and do so in very different ways. Finally, we discuss the extent to which close interaction between higher education reforms and academic disciplines can be figured out, particularly for disciplines seen as fractured and which do not have consensual common disciplinary standards. Marinković’s book is as inspiring for teachers as it is for readers from two perspectives. They can be reminded of their fundamental dilemmas which are similar, or the same, throughout history. These can be general issues of pedagogy or relationships to authorities. The author tries to find the theoretical ground for a solution to this problem in the concept of the pedagogical act. This is also a link to the second, for us more interesting, perspective, which is focused on teaching (...) philosophy and, therefore, on its teaching methodology. This book discussion explores the scopes and limits of this category from both perspectives. The attitude of the author is challenging enough to invite us to a critical analysis of recent issues such as the implementation of Bologna reform in a transitional context wherewe need to go beyond this limiting ground and use an appropriate approach. In the case of teaching philosophy, we must admit the historical relevance and creativity of the author’s opposition to dogmatic prescriptive insistence of adherence to the form and his offer of the dramaturgy of teaching as an alternative which has its emphasis on the content. The contributions in this field, however, invite us to go beyond the form and the content towards the process. (shrink)

Implemented gradually since 2002 and following in the footsteps of the “Bologna Process” initiated in the late 1990s, successive reforms of university education in France have profoundly changed the landscape of higher professional degrees. The Diplômes d’Enseignement Supérieur Spécialisé (DESS) (Specialized Higher Education Diplomas), which have become professional Masters, offer a paradigmatic example of the tensions between the former aims of professionalization in universities and the teaching to, by, or for research present in these diplomas. The article presents the main conceptual and organizational foundations of the Institute of Higher Education of the National Academy of Educational Sciences of Ukraine. The main circumstances and concrete efforts to implement the plan for the creation and development of this Institute have been witnessed from the first person. The creation of the Institute of Higher Education was supposed to contribute to the fulfillment of such basic tasks of higher education. First, the development of higher education stimulated the formation of (...) a young Ukrainian state, ensured the establishment of norms and values characteristic of a democratic state, and the development of the best qualities of human capital in Ukraine. Secondly, it was necessary to carry out radical changes in the entire system of higher education of Ukraine, to create a coherent national and modern system of higher education, which involved not only the implementation of changes at the national level, but also a significant restructuring of the universities themselves. Thirdly, the reform of higher education should have taken into account modern civilizational changes that necessitated transformational processes in the global university environment, such as the development of student-centeredness, the widespread introduction of new digital learning technologies, deeper integration into globalization processes, etc. Fourthly, despite the heated debate in political circles in the first years of Ukraine’s independence regarding the geopolitical orientations of the country’s development, more and more citizens became supporters of European integration, which was a natural, but difficult to implement, result of Ukraine’s accession to the Bologna process. The main achievements of the Institute of Higher Education in the conceptualization and instrumentalization of these and other tasks are described. Renewed on this basis, the higher education of Ukraine should become a driving force of society, capable of providing an innovative breakthrough in the scientific-technological, industrial-economic, social-humanitarian spheres. This paper attempts to explore the underlying nature and terms of Higher Education policy. Higher Education policy cannot be viewed outside the changing conditions of the state especially when the inquiry centres on Europe. In the European context, policy making, in order to be efficient, seems to be conducted on two levels, the supranational and the regional. This change in the structure of Higher Education policy making can be considered as an outcome of globalization and the current market economy. The (...) EU's Higher Education policy may be expected to go beyond the national into the supranational level of cooperation with the launching of new initiatives resulting from the Bologna Process and the European Higher Education Area. These initiatives are reshaping the role and responsibilities of Higher Education Institutes towards society and the market. The current economic crisis, unsustainable growth, and financial scandals invite reflection on the role of universities in professional training, particularly those who have to manage businesses. This study analyzes the main factors that might determine the extent to which Spanish organizational management educators use corporate social responsibility (CSR) or business ethics stand-alone subjects to equip students with alternative views on business. A web content analysis and non-parametric mean comparison statistics of the curricula of undergraduate degrees in all universities in Spain (...) were conducted. The main conclusion of this paper is related to the Bologna effect in Spanish universities. Comparing our results with prior research in this matter, it is demonstrated that the main reason that explains the increase of CSR and ethical education in Spain is the Bologna process and its adaptation to the European Higher Education Area. Also, private universities in Spain are more likely to require an ethics course than public universities. Other factors, such as size, political orientation, or related to CSR chairs are not statistically explanatory of CSR and ethical education. (shrink)

The relevance of the study has two sides — individual and general. In its essential aspect, it is the development of achievements of predecessors by consistently taking into account the latest data on trends and changes in the interconnected spheres of education, economics and culture. In the individual aspect, it is about improving the professional means of improving the efficiency of teaching foreign languages in order to form students with a high level of linguistic-professional competence. Public relevance is the goal (...) of educating young people in a new patriotic direction, because today, due to various global influences, the classical principles of life in the agrarian system, created in recent centuries, or in the industrial society, are devalued due to various global influences. The purpose of the study in a broad sense was to highlight the causes and consequences of the European religious Reformation as the main factor in accelerating the movement of the whole of Western Europe to the position of the world leader that previously belonged to China. We see precis e tasks in the integrated analysis on the basis of the latest discoveries of many humanities and exact sciences in the educational, economic and cultural systems of Germany and other successful European states. On this basis, we hope to fulfill the public task which is to make significant proposals in the plans and practice of higher education reform in Ukraine. The methodology of the study relies on the best classical means, on the principle of historicism and the continuity of the connection between the material and the ideal, a modern multidisciplinary approach. For the highest effectiveness of the research, we will use the latest scientific data and recommendations of the innovators who collect and use these data. The results of the study mostly follow from the mentioned new discoveries. They testify that in ancientt history, in the role of locomotives of civilizational progress in the western part of Eurasia, direct descendants of the inventors of agriculture acted, among which the especially great contribution belongs to the ancestors of Ukrainians from the territories of Trypillya and the Great Trypillya. It is indicated that during the existence of the Great Trypillya, future German farmers acquainted themselves with the technologies of the Great Trypillya, so the German language, through borrowed words, became part of the Indo-European family. It is noted that after the collapse of the Great Trypillya, the Germans and Slavs became neighbors along the meridian Elbe. In the age of steppe invasions, future Ukrainians and Germanic tribes did not get in contact, and the influence of the Roman Empire was mostly experienced by western lands. Emphasis was placed on the evolution of ideological, religious and other paradigms in the territory of Germany after the collapse of the Holy Roman Empire, which determined the development of the nation for the next hundreds of years. The religious and philosophical paradigmatic origins of those unique features of culture and education that during the nineteenth century were emphasized. brought Germany to the position of the scientific and technological leader of the world. The high role of German neo-humanism and the Berlin Research University were noted. In the final section, special attention is paid to religious issues and to the destructive impact on social and other processes in the German immigration flows of Islamists. The conclusions focus on the competition of several important paradigms in the education of modern Germany and the proposals made to incorporate German experience in legislation and the use of the Bologna process. An important caution is made regarding the choice of Germany's strategy for the development of the scientific and educational complex 'within the framework of the Lisbon project. This country has become a world leader not only in alternative energy, but also in the implementation of the fourth industrial revolution. Higher education has become more student-centered as the Bologna process assigns students more time to study and research. Online teaching has been needed during the pandemic, which can be challenging regarding didactic and assessment. This paper analyzes project-based learning (PBL) as a form of teaching and assessing students in a bioethics course on reproductive ethics. The team project was the final assessment of the Faculty of Bioethics core curriculum course, "Bioethics, Technology and Procreation,” offered to two student groups (...) in the 2019–2020 school year. The analysis of the results of PBL is descriptive qualitative with semi-quantitative data from student feedback. Forty students were presented with a detailed methodology of team projects and were encouraged to form teams of 3 to 5. They need to develop a team project with creativity and pastoral sensibility that will communicate the content assimilated in class to a selected target audience, with adequate means to measure the impact of their project on their target. Thirty-eight students formed ten teams and presented ten projects. Each team had 2–4 encounters with the professor and 6–10 encounters among team members. Six of the ten projects were categorized as didactic, three mediatic, one didactic-mediatic and 0 artistic. The grades of this final assignment ranged from 7 to 10, with an average of 8.7 out of 10. The survey feedback demonstrated high satisfaction, as students discovered new values in teamwork and pastoral applications. However, this innovation can be more time-consuming for the professor and the students, requiring more significant time management, teamwork and communication competency. (shrink)

In Sweden, and most Western countries, pervasive neoliberal policies have dramatically transformed the entire education sector in a matter of decades. As teacher educators, we have experienced how neoliberal currents have pushed Swedish teacher education towards a teacher training paradigm which may risk undermining the foundations for professional judgement. Moreover, the Bologna Process and the introduction of New Public Management have had significant consequences for what it means to be a teacher educator. In this study, we present our (...) everyday experiences of being teacher educators, immersed in a teacher education culture in Sweden which has evolved under the pressures of neoliberalism. To address these complex lived experiences we engaged in a phenomenological first-person account. Three main themes emerged from an analysis of lived experience descriptions: Alignment Slaves; Audit Puppets; Techno Phobes. These themes reflect different lived dimensions of being teacher educators confronted with neoliberal agendas. The increasing research on international organisations' education policy lacks analyses of the relation between international organisations and nation states. This paper aims to analyse the power of nation states in international education policy. Focusing on the new degree system in higher education in Europe, partly from Foucault's governmentality perspective, the paper suggests that nation states retain power while operating in international settings. The study's conclusions argue that the nation states' power might be a chance for further participation of affected people.

The article is devoted to the analysis of the formal and substantive aspects of the development of education in the process of forming a single European educational space. The formal conditions for the integration of education were considered by default as arising from the European concept of individual rights and freedoms. The content of education in the post-industrial era, when society refuses to impose strict value and behavioral imperatives on the individual, is aimed at ensuring a level of autonomy (...) of the subject that would allow him not only to realize his creative potential, but also to determine his life goals and meanings. In this regard, an important task is to develop the theoretical and conceptual foundations of the leading trends in the transformation of the educational system - personalization, autonomization of the subject, the introduction of projective techniques, recognition of the leading role of creative activity. The conditions for Russia's entry into the Bologna process and the thesis about the alienness of the standards introduced in this regard for national education are analyzed. It is shown that the cognitive foundations of design and creative activity, as well as the ideas of intellectualization of education, developed in the 1960s in Russian philosophy, psychology and pedagogy, can be used as methodological foundations for reforming Russian education. The possibilities of using the activity paradigm as a conceptual framework for developing a teaching methodology, a methodology for the formation of critical thinking and project activity are shown. This allows us to conclude that there is still variability in the trajectories of the development of domestic education, which can be based both on methodological and technological advances, as well as cultural and anthropological perspectives. Why is there such a striking discrepancy between the flexibility, democracy and empowerment that the Bologna process aims for, and the superficial educational activities that it actually results in? Our answer is based on the ritual theory of the American anthropologist Roy Rappaport and the psychoanalytical framework of the Austrian philosopher Robert Pfaller. Interpreting schoolified education as a ritual, we argue that both the reform initiative and its ensuing educational activities should be interpreted as mainly productive of a (...) certain appearance, of compliance with prominent norms of modern society: the norms are articulated in policy documents and enacted in educational activity. We take schoolified education to be a normal ritual, in that this appearance is accepted ‘as if’ it corresponded with reality, while at the same time most people are aware (in a certain sense) of its superficial and ritualistic character. A twist, however, is added by the fact that modern society is distinctly anti-ritualistic, and therefore constantly tries to make education work ‘for real’. Drawing on Pfaller’s distinction between belief and faith, we show that this pursuit of de-ritualisation actually makes education progressively more formalised and coercive. (shrink)

It is argued that university education has a moral and social function in society. Its purpose is to provide a liberal education , the development of new knowledge and the provision of trustworthy, disinterested research. To serve society in this way safeguards are necessary: a separation from the state, giving institutional autonomy and academic freedom in teaching and research. With the rise of extreme free market capitalism and the "knowledge society", these safeguards are being eroded: national governments, partly through the (...) ramifications of the Bologna convergence... process, are in the process of moulding universities to the needs of the market, and now see the accommodation of students to the workplace as the principal, or indeed only, objective for a university education. Example of the consequences of these changes are discussed, including the corruption of research integrity and erosion of individual liberties. (shrink)

In today’s world there is diversification of different models of higher education. At the same time, the multiplicity, the diversity of higher education models does not exclude their identity. Internationalization and integration of higher education in a global and international dimension raise a lot of new questions to the theory and practice. Almost every developed country has the rich experience of building the higher education system. The analysis of this experience can aid development and enrichment of the national educational system; (...) it provides an opportunity to avoid repeating the same mistakes and to discover the new approaches to solving some problems in this area. Therefore, based on this, we consider that it is impossible to claim the creation of the strategy of modernization educational and scientific reforms, which affect the educational and scientific institution of the society in the management of scientific and educational space without analysis of the existing models, schools, directions, their classification in contemporary philosophy of education. It concern as well the sphere of the social philosophy of education as the sphere of management of education. The continuity of public education, qualitative management, their intensity can only be achieved under two conditions of the fundamental character. The first one is use of new, theoretically grounded and practically proven management, philosophically developed, accessible and technically supported high technology of social activity, education, training, and learning. The second condition is the perfect acquisition of the methodology of socio-axiological and research activity. The structure must provide the same conditions for equitable selection of civil, educational and scientific-educational actions, excluding coercion and domination. It is noted that the existence of developed civil society among the existing conditions and prerequisites for the successful formation and functioning of educational systems and effective models of multilevel educational management is necessary. Thus, we can conclude that the strategy of the modern world development proposed by the social philosophy of upbringing and education is a key in the field of social administration, philosophy, and pedagogy. This is what we exactly mean by education, science or some of the paradigms of upbringing and education as a dominant one on a certain socio-historical stage. European quality assurance has a complicated history that must be viewed as taking place on two levels: first, in a national effort to deregulate the public sector and to make universities accountable for their teaching performance; and second, a supranational endeavor to accomplish European integration in the field of higher education. Similarly, the web of institutional constraints and opportunity structures in which accreditation agencies are embedded spans two policy levels, the national and the European. In this paper, we examine how (...) German accreditation agencies achieve some level of autonomy in a highly entrenched institutional environment. The paper is based on a qualitative study comprising archival data and over 70 semi-structured interviews. Drawing on the insights of neo-institutional theory, we argue that quality assurance agencies seek political leverage at the European level in order to strengthen their standing in the higher education systems of their own countries. Not only in Lithuania, but also in the other countries, there is a growing tendency among young people to choose a legal education. Law is a professional sphere of immense depth and breadth and it is evident that during several years in a school of higher education, designed to grant legal knowledge and skills, it is impossible to convey all aspects and nuances of the law. Legal education in a higher school is only the beginning of a lawyer’s education, while (...) on the other hand it provides a unifying experience among practising lawyers. Consequently, university law schools preparing lawyers certainly provide an important contribution to the creation of a legal state, while providing skills, modelling values and shaping attitudes for future judges, state officials, prosecutors, attorneys and other persons responsible for the implementation of legal mechanisms necessary for the proper functioning of the state. In the present times of globalization, the issues of a high level of proficiency in foreign languages are especially relevant in the context of the significant need for specialists capable of working in an international environment. Foreign language proficiency is a significant condition for establishing and maintaining international business contacts, intensifying professional interaction with foreign colleagues. According to the Bologna Convention, knowledge of foreign languages is an important component of today's mobility of students, teachers and scientists in the context (...) of access to education, innovative research and teaching opportunities in the postmodern European space. All these factors justify the economic value of a knowledge of foreign languages and become one of the key components of the professional competence of future specialists in the postmodern space. Competitiveness of specialists is directly dependent on on the ability to process professional foreign literature, as well as on the usefulness of the ability to listen to lecture material and reports in a foreign language during conferences, round tables and seminars; from the ability to take part in an idiosyncratic conversation on professional and business topics; as well as the ability to search for new information on the Internet or in theoretical scientific sources of the world level; from the ability to prepare and conduct a presentation on a selected topic in postmodern society. The Genius to Improve an Invention: Literary Transitions. Notre Dame: University of Notre Dame Press, 2002. xiv + 151 pp. Cloth, $35; paper, $18. This is an English-language revision of Boitani's Il genio di migliorare un'invenzione (Bologna 1999), which was itself originally composed in English; as Boitani engagingly puts it, "I do not quite know (...) in what language I am writing" (xiv). The book's "linguistic vicissitudes" are intriguingly appropriate to its topic, which is the (mostly) translingual commerce between literary texts in which the difference evident in imitation can be understood as an inspired "improvement." That terminology comes from Dryden's somewhat hangdog comment on the relative unoriginality of English writers: "the Genius of our Countrymen in general," he writes in the preface to his Fables, is "rather to improve an Invention, than to invent themselves" (cited by Boitani, 74). Boitani is more celebratory about the process in question, which he takes to be an important motor of both literary creation and literary history; "improvement" for him suggests "that species of literary transmission which comes somewhere between T. S. Eliot's notion of tradition and the individual talent and Harold Bloom's 'anxiety of influence.' 'Improving' means kicking against ancestorly traces... but it also means accepting our predecessors, taking them on in a nonbelligerent sense—indeed, positively loving them with filial devotion: a relationship which will inevitably be (as Bloom argues) Oedipal-Freudian but also a special one of affection and 'moving beyond'" (ix). This is not so much a theory as an enlightened disposition to give both piety and competitiveness their due in assessing authorial relations across gaps of time and language; most of the book's trim length is taken up with a series of handsomely mounted case studies.The central three chapters, all dealing with English engagements with classic Italian poetry, are, I think, the most rewarding. Boitani's inwardness with the Italian material gives the discussions a confidence and specificity—at times a passion—not often met with in anglophone scholarship on the subjects he takes up. Chaucer's recasting of Boccaccio's Filostrato as Troilus and Criseyde is in effect a stilnovist recasting, making the story truer to the spirit of Boccaccio's own Italian predecessors. In a passage of otherwise close translation from Filostrato, Chaucer substitutes his version of the incipit of a famous canzone of Guido Guinizelli's on the nature of love ("Al cor gentile rempaira sempre amore"; "In gentil hertes ay redy to repaire"). Boitani offers a brief but compelling reading of Guinizelli's poem itself, which seems to him "the fascinating dramatization of a whole culture" (53), and then traces Dante's involvement with it, most significantly in his portrait of Francesca in Inferno 5, where illicit love is treated with a compassion that readers continue to find surprising. The English Criseyde is, as it were, an extension of the same line of thought: "Chaucer seems to understand the analogies of Guinizelli's canzone and to interpret them as a sequence that sketches in a double—downward and upward—movement in a Dantean perspective. Francesca may yet lead to Beatrice" (68). Along the way [End Page 493] Dante is imagined saluting the work of his successor: "Well done, Dante would say, enough is kept, enough is changed. The invention is properly improved" (64). This article is a reflection of the project ‘Welcome Aboard’, which I collaborated on in 2011, with two scientists Nicola Armaroli (Ist. ISOF/CNR, Bologna and Molecular Photoscience Group, Bologna) and Vincenzo Balzani (Department of Chemistry G. Ciamician, University of Bologna). The video establishes a dialogue based on Buckminster Fuller’s ‘World Game’ where they offer possible scenarios for our planet running under renewable energy sources. Ultimately, a democratic system of energy sharing, between consumers and suppliers, was proposed to (...) be put at the forefront. The article begins with David Bohm’s focus on how a collective thought process can have drastic affects on our society. He proposes that we recognize the ‘whole’ in which we live to avoid becoming a society of fragmented incoherency. Similarly, as an engineer Buckminster Fuller has devoted himself to finding an effective action to change the world through a global approach, which he calls a whole-system perspective. The technology of the Smart Grid, proposed in the dialogue between the two scientists of ‘Welcome Aboard’ in which every individual produces, shares and consumes energy (electricity), seems to be a new tool that could be combined with other technologies to provide a connectivity between human beings. This article aims to analyse one specific type of memorial site that furnishes an indexical link to past traumatic events which took place in precisely these places. Such memorials will be defined here as trauma sites. It will be shown how the semiotic trait of indexicality produces unique meaning effects, forcing a reframing of the issue of representation, with all its aesthetic and ethical dimensions. In contrast to other forms of memorial site, trauma sites exist factually as material testimonies of (...) the violence and horror that took place there. The fact they still exist, more or less as they were, implies a precise choice on the part of post-conflict societies regarding which traces of the past ought to be preserved and in which ways. In other words, a decision is made about what politics of memory to adopt in each case. Trauma sites thus become unique, privileged observatories that allow us to understand better the emergence of post-conflict societies. The various forms of conservation, transformation, memorialization of places where slaughter, torture and horror have been carried out are key clues to better understandings of the relationship between memory and history in each post-conflict society studied. This article presents a close reading of three very different trauma sites: the Tuol Sleng Museum of the Crimes of Genocide in Phnom Penh, Cambodia; Villa Grimaldi in Santiago, Chile; and a third, more recent, museum: The Ustica Memorial Museum (Museo per la Memoria di Ustica) in Bologna, Italy. These memorials represent instances of three very different traumatic memory politics: in Tuol Sleng, visitors are relocated in the trauma space, in a sort of ‘frozen past’; in Villa Grimaldi, a process of attenuation is at work, the traces of the past are less evident, and their emotional effects weaker. The Ustica Museum represents yet another option, a movement towards an artistic and creative reinterpretation of the traumatic event itself. (shrink)

Following the success of the first two conferences online, in 2023 the network organized its first fully inperson event on the theme of Cultivating the Possible: Reimagining Education and Society. Hosted by the School of Psychology at Dublin City University, in partnership with Creative Ireland, the latest conference brought together more than 150 participants from over twenty-five countries with the aim of "advancing the theoretical and practical understanding of how individuals and collectives become aware of and explore possibilities in the realm of the psychological, material, technological, social, cultural and political." 1In his inaugural keynote speech, Vlad Glăveanu (Dublin City University), the founder and president of PSN, outlined five key questions for the emergent, transdisciplinary field of possibility studies: (1) what kinds of psychological, social, material, technological and cultural resources and processes enable our engagement with the possible?; (2) how do individual differences, environmental contexts, and situational factors "collaborate" in shaping experiences of the possible?; (3) what is the relation between individual, group, community, and societal forms of becoming aware of and exploring possibilities?; (4) how do power relations structure our imagination of the possible, and with what consequences for how self and society are constituted?; and [End Page 291](5) what is our guide for deciding which possibilities to enact and which to reject, which possibilities are valuable, and which are harmful?These questions guided the conference experience, while still leaving space for other challenging questions to emerge. The five days of engaging discussions were due to not only the diversity in themes but also the variety of formats for presentations, workshops, and debates. The first three days of the conference were organized around keynote speeches by global scholars, who represented a wide range of disciplines from cognitive psychology to creative writing. The keynotes were followed by paper presentations and symposia—as well as "Principles of Circus" workshops by the National Circus School of Montréal, 2—and presentations from Creative Ireland. Finally, the last two days of the conference featured a debate between Michael Hanchett Hanson (Columbia University) and Giovanni Corazza (University of Bologna) on the status of "the real" in possibility studies, interactive workshops, 3the presentation of possibility hubs, and ample networking opportunities.The ethos of the conference was explicitly multidisciplinary, featuring contributions from many possibility-related fields, including creativity, imagination, serendipity, utopias/dystopias, psychology, futures studies, education, philosophy, ethics, literary and narrative studies, queer and (trans)gender studies, health and well-being research, environmental studies, and the arts, among other disciplines. While some of these fields count on their own rich and long-standing traditions of reflections on the possible, the conference provided a unique space where diverse theoretical and methodological perspectives could engage, nurture, and challenge each other in open, dialogic, and transdisciplinary encounters.As highlighted by the conference co-organizer Wendy Ross (London Metropolitan University) in her keynote lecture "Cultivating the Possible," such genuine interdisciplinary encounters represent an opportunity to push ourselves beyond the limits of our disciplines, to develop more comprehensive theoretical frameworks and methodologies, and to formulate new questions, advancing the study of possibility in exciting new directions. Para ello se analizarán tres aspectos concretos: en primer lugar, el devenir de la “securitización” de las políticas de control migratorio y su externalización. En segundo lugar, se realizará un estudio de las expulsiones en general, como política de control migratorio, para analizar el caso específico de las (...) expulsiones colectivas.
