The history of British political thought has been one of the most fertile fields of Anglo-American historical writing in the last half-century. David Armitage brings together an interdisciplinary and international team of authors to consider the impact of this scholarship on the study of early modern British history, English literature, and political theory. Leading historians survey the impact of the history of political thought on the 'new' histories of Britain and Ireland; eminent literary scholars offer novel critical methods (...) attentive to literary form, genre, and language; and distinguished political theorists treat the relationship of history and theory in studies of rights and privacy. In ‘Listening to Music Together’, Nick Zangwill offers three arguments which aim to establish that listening to music can never be a joint activity. If any of these arguments were sound, then our experiences of music, qua object of aesthetic attention, would be essentially private. In this paper, I argue that Zangwill’s arguments are unsound and I develop an account of shared musical experience that defends three main conclusions. First, joint listening is not merely possible but a common feature of (...) our socially situated experiences of music. Second, when listening with others our experience of the music and our sense of community with our fellow listeners often reciprocally enhance one another. Third, how deeply and intimately we share a musical experience with others depends upon such factors as our respective backgrounds, interests, and levels of expertise. (shrink)

Focusing on the interaction of religion and politics, this is a comprehensive chronological survey of the political thought of post-Reformation Britain which examines the work of a wide range of thinkers.

Most work on John Stuart Mill focuses on his account of civil or political liberties. But as Bruce Baum (2006) argues, Mill's commitment to “the free development of individuality” applied in the economic sphere as well as the social and political. As part of his decentralized, ‘liberal’, socialism (McCabe, 2021) he endorsed a ‘pluralist’ economy which combined consumer- and producer-co-operatives with some state provisions. This ‘utopia’ reveals a road untravelled by both socialism and liberalism, but aimed at achieving normative principles (...) dear to both – liberty, equality, security, fraternity, and progress – and which is worth serious consideration today. Dale E. Miller (2003) argues that, given the arguments of On Liberty, Mill should have been open to ‘capitalistic’ as well as ‘socialistic’ enterprises in his utopia. I argue that Mill's socialism (and his account of transition) involves a significant change in attitudes, which would rule out ‘capitalistic’ motivations and thus structures and organisations. One such structure is the labour market. Building on earlier work (McCabe, 2021) and comments by Joseph Persky (2024), I explore the implications of Mill's commitment to ending a competitive labour market whilst maintaining the plurality of economic enterprises for capital, ‘progress’, and Mill's commitment to diversity. The place of British idealism in the history of political thought has been the subject of much debate. Some have maintained that it represented "a complete change" from the liberal tradition of Mill and Bentham. We re-examine here some features of Bosanquet's political philosophy, arguing that evidence for its alleged "conservative" or "illiberal" character is far from conclusive. Still, while there are a number of key liberal values to be found in Bosanquet's thought, in several important respects he breaks (...) with the earlier liberal tradition in Britain. This will allow us to draw some conclusions about the place of idealism in the history of 19th century British liberalism. (shrink)

This article traces the emergence of the term welfare state in British political discourse and describes competing efforts to define its meaning. It presents a genealogy of the concept's emergence and its subsequent integration into various political scripts, tracing the struggles that sought to name, define, and narrate what welfare state would be taken to mean. It shows that the concept emerged only after the core programmes to which it referred had already been enacted into law and that the (...) referents and meaning of the concept were never generally agreed upon – not even at the moment of its formation in the late 1940s. During the 1950s, the welfare state concept was being framed in three distinct senses: the welfare state as a set of social security programmes; the welfare state as a socio-economic system; and the welfare state as a new kind of state. Each of these usages was deployed by opposing political actors – though with different scope, meaning, value, and implication. The article argues that the welfare state concept did not operate as a representation reflecting a separate, already-constituted reality. Rather, the use of the concept in the political and economic arguments of the period – and in later disputes about the nature of the Labour government's post-war achievements – was always thoroughly rhetorical and constitutive, its users aiming to shape the transformations and outcomes that they claimed merely to describe. In the discourse of 18th-century British intellectuals the term 'luxury' held a well-recognized and much disputed place. Dispute arose chiefly around the problem of disentangling the economic, moral-theological and political strands of the term. The object of the present paper is to trace forward the history of debate over the concept along one develop ing line of specialization - that of 19th-century political economy. It will be seen how the term luxury (and related terms: necessity, decency, productive, unproductive, etc.) (...) adjusted meaning(s) as the economic, social and intellectual contexts in which it was embedded themselves mutated. In particular, it is argued, the changing significance attached to the term illustrates the extent to which a key 19th-century intellec tual elite managed to accommodate the implications of a transition from a society based on assumptions of scarcity and hierarchy to one that was beginning to contemplate the possibility of mass market abun dance. While the profession's leaders did develop a sharpened interest in aspiration to luxury consumption as a legitimate motor of economic growth, all registered their disapproval of certain forms of the aspira tion, revealing in the process a variety of class, gender and 'race' pre occupations - including (from J. S. Mill onwards) a particular distaste for positional or status-related consumption. (shrink)

This book offers a reassessment of the political philosophy of the British Idealists, a group of once influential and now neglected nineteenth-century Hegelian philosophers, whose work has been much misunderstood. Peter Nicholson focuses on F. H. Bradley's idea of morality and moral philosophy; T. H. Green's theory of the Common Good, of the social nature of rights, of freedom, and of state interference; and Bernard Bosanquet's notorious theory of the General Will. By examining the arguments offered by the Idealists (...) and by their critics the author is able to penetrate the deep layers of hostile comment laid down by several generations of later writers and to show that these ideas, once properly understood, are not only defensible but interesting and important. There is a consensus that post-war British analytic philosophy was politically neutral. This view has been affirmed by the post-war analysts themselves, and by their critics. This paper argues that this consensus-view is false. Many central analytic philosophers claimed that their empirical philosophy had liberal outcomes, either through cultivating liberal habits of mind, or by revealing truths about the world that supported liberal conclusions. These beliefs were not subject to significant scrutiny or attempts at justification, but they do help (...) us to explain the otherwise puzzling disinclination to engage with questions of political philosophy on the part of these politically active individuals. This reflection draws upon two recent ‘moments’ in British sexuality politics—a series of Parliamentary debates on Global LGBT rights and Brighton Pride’s campaign to ‘Highlight Global LGBT Communities’. It contrasts these two moments in order to demonstrate how, at a time when LGBT rights have ostensibly been ‘won’ in the UK, there is an increasing tendency to shift focus to the persecution of SOGI minorities elsewhere in the world. This shift in focus sets up a binary of here versus (...) there that is politically persuasive but ultimately limited and limiting. By reflecting on the way that this growing trend of creating sexual politics elsewhere occurs in two very different locations in British politics and activism, we seek to begin a conversation about the relational affects of placing sexual politics ‘elsewhere’. The political philosophy of the British Idealists is distinguished by the effort to reconcile the human subject and the objective world of institutions. Idealists view the modern state as the reconciling ground of the autonomous person with social institutions which, while promoting the development of individuals, also give expression to their mutual recognition. This project of reconciliation is expressed in a vision of a common good society understood as a community of mutually dependent and mutually self-developing persons. Reciprocity of (...) services between ‘enabling state’ and ‘ethical citizenship’ lies at the heart of the common good society. Forged by a conceptual structure — comprising the state, rights, political obligation, citizenship and freedom — its reconciling force exposed the futility of a discourse of dichotomies which prevailed at the time — individualism-collectivism — and which has continued to raise its barren head in more recent dichotomous controversies, e.g. the communitarians/liberals and republicans/liberals discourses. This article offers broad lessons for ways to rethink the tangled relation among religion, modernity, and the secular. After characterizing what I mean by theories of secularization and how these theories have dominated our accounts of British romanticism, I consider two poems – one by Coleridge, the other by Wordsworth – that disrupt the view that British Romanticism replaces God with nature and discipline with unencumbered freedom. I conclude by suggesting that when we disclose the language and ways (...) of religion and practice in British Romanticism, we make more apparent its political and environmental dimensions. (shrink)

The book is an intellectual analysis of the political ideas of English radical thinker Thomas Spence (1750-1814), who was renowned for his "Plan", a proposal for the abolition of private landownership and the replacement of state institutions with a decentralized parochial organization. This system would be realized by means of the revolution of the "swinish multitude", the poor labouring class despised by Edmund Burke and adopted by Spence as his privileged political interlocutor. While he has long been considered an eccentric (...) and anachronistic figure, the book sets out to demonstrate that Spence was a deeply original, thoroughly modern thinker, who translated his themes into a popular language addressing the multitude and publicized his Plan through chapbooks, tokens, and songs. The book is therefore a history of Spence's political thought "from below", designed to decode the subtle complexity of his Plan. It also shows that the Plan featured an excoriating critique of colonialism and slavery as well as a project of global emancipation. By virtue of its transnational scope, the Plan made landfall in the British West Indies a few years after Spence's death. Indeed, Spencean ideas were intellectually implicated in the largest slave revolt in the history of Barbados. (shrink)

Ethical Politics and Modern Society introduces and critically examines British idealist philosopher, Thomas Hill Green, his practical philosophy and its reception in China between the late nineteenth century and the early twentieth century. As a response to the modernity issue in Great Britain, Green's philosophy, in particular his ethical politics, anticipated a practical solution to the individual alienation issue in modern society. Witnessing the resemblance between Green's ethical politics and classical Chinese ethical and political thought, some Chinese scholars became (...) inclined to take Green's thought as an intellectual approach to assimilate Western modernity. While Green and the Chinese scholars both intended to articulate an ethical conception of modern politics in response to the issue of modernity, their results were very different. In this book, James Jia-Hau Liu analyses why modern Chinese scholars introduced Green's philosophy to China and why the studies of Green's philosophy in China have since faded away. Modern Chinese scholars, such as Gao Yi-Han, Chin Yueh-Lin, Tang Jun-Yi, Chang Fo-Chuan and Yin Hai-Guang, are explored in greater detail. The contradictory standings towards modernity between Green and Chinese scholars illustrate how to understand the difference forms of modernity that can be embodied therein. A leading scholar of humanitarian intervention, Brown (2002) refers to British internal politics to satisfy the influential church and other non-conformist libertarian community leaders, and above all ?undermining Britain's competitors, such as Spain and Portugal, who were still reliant on slave labour to power their economies, as the principal motivation for calls to end the slave trade than any genuine humanitarian concerns of racial equality or global justice?. Drawing on an empirical exploration, this article seeks to draw a parallel (...) between this politics of humanitarian intervention which characterised the abolition movement, albeit rarely recognised in the academic literature, and the British intervention to end the almost 11 year civil war in Sierra Leone. The article concludes with a discussion on the implications of this politics of humanitarian intervention in the reconstruction of post-conflict Sierra Leone. (shrink)

The Irish Revolution was a pivotal moment of transition for Ireland, the United Kingdom, and British Empire. A constitutional crisis that crystallised in 1912 electrified opinion in Ireland whilst dividing politics at Westminster. Instead of settling these differences, the advent of the First World War led to the emergence of new antagonisms. Republican insurrection was followed by a struggle for independence along with the partition of the island.
