The separation of church and state is generally taken to be a requirement of constitutional democracies. However, there is little agreement on the precise meaning of the ideal of separation. Some liberal conceptions of democratic legitimacy interpret the ideal of separation such that religious beliefs and reasons should be excluded from political justification. This exclusivist view raises fears that a commitment to liberal democracy is suitable only for secular citizens and religious citizens who are practical atheists, but not (...) for genuinely religious citizens. Against this view, liberal critics argue that the democratic ideal of equal treatment requires the inclusion of religious reasons on equal footing with secular reasons in political deliberation. This inclusivist view, however, raises fears that a commitment to democracy is suitable only for members of religious majorities. For, according to this view, a majority of religious citizens could impose coercive policies on secular citizens or citizens of different faiths without any obligation to give them reasons that they can reasonably accept. Against both views, I defend a conception of political justification and democratic legitimacy that does not rely on the religious–secular distinction in order to show how the normative commitments of constitutional democracies can be reflectively endorsed by all democratic citizens, whether religious or secular. In lieu of an abstract, here is a brief excerpt of the content:Walking the Bodhisattva Path/Walking the Christ PathU.S. Conference of Catholic BishopsCatholics and Buddhists brought together by Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB) met 20-23 March 2003 in the first of an anticipated series of four annual dialogues. Abbot Heng Lyu, the monks and nuns, and members of the Dharma Realm Buddhist Association hosted the dialogue at the (...) City of Ten Thousand Buddhas in Talmage, California. The community had transformed their Confucius Hall into a chapel, with a large, newly constructed wooden cross on a wall above an altar facing out from a raised platform, so the Catholic delegation would have a space for worship. A special poster announcing the theme of the conference, "Walking the Bodhisattva Path/Walking the Christ Path," showing a Buddhist dharma wheel at one foot of a bridge and a Celtic cross at the other foot, had been created by the hosting community.The daily schedule for the dialogue did not interfere with the monastic routine at the City of Ten Thousand Buddhas, which included early morning chanting (4:00-5:00 am), daily rituals in the Buddha Hall, and the single large meal for monastics before noon to which all participants were invited. Catholics and Buddhists meeting in the dialogue began each day with an optional forty-five minutes of quiet sitting together in the monastery meditation hall, each following their own form of meditation and prayer. There was a Eucharist on Friday and Saturday evenings for the Catholics and to which the Buddhists were invited, and additional meals of breakfast and supper throughout the meeting at the City's Jyun Kang Restaurant.Fourteen Buddhists and fourteen Catholics participated in the formal discussions. Each participant spoke on what it means to them to follow Christ or the way of the Bodhisattvas or enlightened beings. In addition to speaking, each participant distributed a short passage, usually from a traditional text, on this topic. Several passages from Master Dogen's Shobogenzo and the Gospel of John were among those shared by the group. Other passages shared were taken from the Avatamsaka Sutra and the Shurangama Sutra and from the other gospels and the writings of Zen master HakuinZenji, the Dalai Lama, Korean Zen Master I-sahn Hye-yeon, the teachings of Master [End Page 247] Hsuan Hua, Shantideva, Origen, St. Ignatius, St. Benedict, the author of The Cloud of Unknowing, St. John of the Cross, and Chiara Lubich. A minute of silence separated the fifteen-minute segments for each presentation. With so large a group, most of the time in the formal sessions involved listening to series of presentations; however, during discussion periods the participants asked several challenging questions of one another.Some participants noted the tension they felt between belonging to a particular religious group and the need to let go of any consequential narrowness. The goal of the discussion was to promote understanding of the differences and similarities between Christianity and Buddhism. At one point, the participants noted several concerns about mutual enrichment: whether Buddhist methods can be separated from Buddhism and Christian methods from Christianity, and what specific aspects of Christian practice truly enrich Buddhists and which Buddhist practices likewise enrich Christians. Several times participants discussed their understanding of terms such as transformation, grace, the incarnation and the passion of Jesus, discernment of spirits, prayer, Buddha-nature, and related terms. There was consensus that Buddhists and Catholics can practically help one another regarding mental cultivation and religious precepts. They expressed this consensus in their choice of the topic forthe next dialogue, "Transformation of Hearts and Minds: Chan/Zen-Catholic Approaches to Precepts."The group agreed to reconvene in 2004 to respond to six presentations, three from each side, on different aspects of this topic.Chairing the sessions were Rev. Heng Sure for the Dharma Realm Buddhist Association, Rev. Taigen Dan Leighton for the San Francisco Zen Center, and Bishop John Webster for the United States Conference of Catholic Bishops. This paper looks at the state of research on churchstate relations in post-communist Romania in order to provide an outline of the most important questions which need to be addressed in the coming years. The article consists of two parts. First, a survey of academic studies published over the past two decades on the relationship between the country’s churches and state after 1990. Wallace, Max; Wallace, Meg On 31 July this year submissions closed to the government's Constitutional Advisory Panel concerning a constitution for New Zealand. New Zealand, like England, does not have a written constitution. On 13 July there was a day-long seminar sponsored by the Law Faculty at Victoria University in Wellington on the question of separation of church and state. One reason for this seminar was the lack of constitutional separation in New Zealand.

In 20th Century America, and in countries of similar political culture, it seemed a permanently established principle that there should be a "wall of separation" between Church and State. But the separation has again become contentious. It is rejected by Muslims and in the US it is under attack from "evangelical" Christians (see Theocracy watch " website). It seems useful to look again at the doctrine of "separation of Church and State", to see what various things (...) the phrase might mean, and what reasons there might be, for and against, regarding at least some of the possible formulations of the doctrine. This book clarifies the relation between religion and ethics, articulates principles governing religion in politics, and outlines a theory of civic virtue. It frames institutional principles to guide governmental policies toward religion and counterpart standards to guide individual citizens; and it defends an account of toleration that leavens the ethical framework both in individual nations and internationally.

The United States Constitution is arguably the greatest practical achievement of the Enlightenment. Yet most of the elements of the Constitution are borrowed from elsewhere. Its single wholly original component is the separation of church and state. The doctrine of separation has become controversial of late: Numerous ministers and politicians insist that the United States is in truth a "Christian nation" with Christian institutions that has been overtaken by secular humanism; they call for bringing the United States back (...) to its original unity with Christianity. They argue, accordingly, that although toleration of other faiths might be practiced, the explicitly Christian character of the nation and its political institutions should be reasserted in law and policy rather than denied by secularists. Pat Robertson, for example, has maintained that separation of church and state is a "lie of the left.". (shrink)

When the Japanese invaded Joseon at the end of the sixteenth century, a Spanish Jesuit priest, Gregorio de Céspedes, S.J. , stayed in the Japanese fortress in Ungcheon with Japanese soldiers. While Céspedes is celebrated as the first European who allegedly came with an evangelical vision of proselytizing the native Koreans, previous scholarship has inadequately acknowledged Céspedes’ role without consideration of his concrete actions in the Japanese fortress and of the broader context of sixteenth–century Spanish colonial expansion. An examination of (...) the Jesuit mission to sixteenth-century Japan, the role of the Spanish chaplains and their activities in foreign expeditions, and Céspedes’ activities in Joseon indicate that Céspedes was not a missionary sent to Korea, but rather an active chaplain who played a role in the larger development of church and state collaboration under Spanish colonialism. The article offers a concise view on the problems related to the Church and State relationship in Latvia. The article presents the author’s hypothesis that under the new circumstances when special legal provisions apply to traditional churches, it must discussed whether the rest of religious organizations could be classified as religious societies, operating in accordance with the Law on Societies and foundations. The author also holds an opinion that it is important for every country to follow the principle (...) of separation of church from state; however, it must be combined with religious freedom. Nevertheless, the article reveals that the task is difficult to follow in practice, in Latvia and in other EU member states alike. (shrink)

This chapter considers restraint from making arguments based on religious grounds as a premium self-restraint principle in politics. There is a claim that such reliance is contrary to fundamental premises of separation of church and state and religious liberty, or is particularly threatening to social life. In this article, Zhu Xueqin provides an overall view of Rousseau’s political philosophy as he discusses Rousseau’s notion of the general will, the social contract, and the differences between Rousseau and thinkers such as Hobbes and Locke. Zhu argues that Rousseau’s political philosophy is deeply flawed as it advocates a moralization of politics that seeks to build a heavenly kingdom on earth, an ideal that has left a significant imprint on the modern world.

John Locke is acknowledged to be one of the theoretical founders of the separation of church and state, a distinguishing feature of modern liberal democracies. Though Locke’s arguments for the merits of such separation have been subject to extensive investigation, his argument for its feasibility has remained relatively unexamined. This article argues that Locke was confident that separation of church and state can successfully be implemented in all times and places because of his epistemological and psychological (...) insights that human beings are moved to act by unease and that separating church and state removes the unease that causes religiously based political instability.
