In a morally diverse society, moral agents inevitably run up against intractable disagreements. Civility functions as a valuable constraint on the sort of behaviors which moral agents might deploy in defense of their deeply held moral convictions and generally requires tolerance of other views and political liberalism, as does pluralism. However, most visions of civility are exceptionless: they require civil behavior regardless of how strong the disagreement is between two members of the same society. This seems an excellent (...) idea when those required to do the tolerating might otherwise smash us. However, the demands of civility are universal and fall upon everyone, including ourselves. They may seem to require us to tolerate the intolerable, leading us not into pluralism but rather into functional relativism, and also require the powerless to moderate their demands for redress. They also place moral agents in a very difficult position with respect to realizing our deeply held moral values. Isaiah Berlin’s pluralism, by contrast, allows us to violate tolerance when we come up against values which, put into practice, are incompatible with a form of life we can tolerate. Despite the many fronts on which civility and pluralism align, they are also pitted against each other. Only a qualified (not exceptionless) civility based in respect for persons can cohere with pluralism and thus resolve the double bind in which the moral agent seemed to be placed by exceptionless civility. I develop a rule for Accepted Exceptions that helps to explain how moral agents can be civil, value pluralism, demand redress, and maintain their own deeply held moral commitments. (shrink)

I suggest that civility is the display of respect, tolerance, or considerateness. Social norms enable us to successfully display these basic moral attitudes, and social consensus sets the bounds of civility, i.e., what views and behaviors are not owed a civil response. Because tied to social norms, there is no guarantee that standards of civility will exempt us from civilly responding to what, from a socially critical moral point of view, is tolerable. In deeply divided societies (DDS) – those having experienced episodes of ethnic or religious mass violence – thousands of survivors must confront the challenge of reconstructing their public identity, split between their tragic human experience as victims and their political obligations as citizens. They are required to cooperate precisely with those who are, in their eyes, responsible for the crimes perpetrated against them. Is liberal democratic theory able to respond to such deep divisions? Is democracy, even, compatible with the reconciliation (...) that in these societies is a priority? Building on the idea that certain cultural conditions are important for securing the stability of liberal democracy, this paper presents an account of deliberative reconciliation appropriate to the context of DDS and which provides guidance in such circumstances of unmitigated pluralism. Deliberative reconciliation works with those elements of background culture that disclose some forms of civility within society. This is the culture of civility: a deliberative consensus, which enables former enemies to become part of a community of equals and to reciprocate on the basis of some shared political values, thus displaying support for liberal democratic institutions. A major reason that Confucius should matter to Western ethical philosophers is that some of his concerns are markedly different from those most common in the West. A Western emphasis has been on major choices that are treated in a decontextualized way. Confucius’ emphasis is on paths of life, so that context matters. Further, the nuances of personal relations get more attention than is common (with the exception of feminist ethics) in Western philosophy. What Confucius provides is a valuable aid (...) in arriving at a more balanced sense of what ethics is concerned with. It also allows us to realize the importance of sensitivity to particulars. Finally, it highlights the importance of style (as well as the content of what is chosen) in behavior, and the ways in which relations with family and friends can connect with choices in a wider “public” sphere. How should we interact with people in echo chambers? Recently, some have argued that echo-chambered individuals are not entitled to civility. Civility is the virtue whereby we communicate respect for persons to manage our profound disagreements with them. But for civil exchanges to work, people must trust one another and their testimony. Therefore, some argue, we can be moderately uncivil towards those in echo chambers who are unlikely to trust our attempts to be civil. I argue against this (...) position. I suggest the focus should be on trying to rebuild these social relationships in alignment with the Confucian value of harmony. In this tradition, we aim to manage social relationships with disagreeable others by turning inward and cultivating certain dispositions in ourselves: open-mindedness, amenability, tactfulness, and courage. I argue this helps us craft a concept of ‘reparative civility’: an ideal for managing our fraught social relations in a world of echo chambers. (shrink)

A renewed approach to democratic ethics is needed, one that takes into consideration the management of complexity and memory in a global world. The expansion of democratic ethics for the stewardship of a postnational, postmetaphysical, and postsecular world is the object of this book. It takes as its point of departure current proposals for global democratic justice, but extends these by incorporating contemporary European ideas on border and existential ethics. The privilege of democratic citizenship includes our conscious involvement with our (...) historical destinies, and with others whom we inevitably encounter on our journey of contemporary politics. A post-heroic approach to democratic ethics, one which takes violence and injustice seriously, yet understands the constraints posed on us as historical beings, is necessary. The practices of civility, such as they arise from a normative democratic universe and the ever-increasing role of civil society, can be harnessed for a transborder ethics. The examination of a contemporary democratic anthropology that includes a phenomenology of violence further clarifies the importance of intersubjective processes of encounter, dialogue, and recognition. The question of toleration, of whether we should express disapproval at wrongdoing, is distinguished from the question of accommodation, of whether we should interfere with such wrongdoing. Liberal doctrines of accommodation invoke the value of autonomy. A doctrine of toleration is proposed that is based instead on the value of civility, on the value of suppressing the public expression of disapproval. Civility is of value within various relationships, a point illustrated by an examination of friendship. This doctrine of (...) tolerance as civility is needed to explain practices of toleration among illiberal peoples and it suggests a way of extending such practices to others who do not value personal autonomy. "So... you get narcissists who believe they or members of their party possess direct access to the truth.... You get people who prefer monologues to dialogue.... You get people who... loathe their political opponents."1One might think that by contrast academia, and (...) especially academic publications, would provide a bastion of civil discourse. Alas, even academia has been infiltrated. At least it so appears to me when I read some of what has been recently published in the name of the philosophy of music education.I find that disheartening.However one defines "philosophy," it minimally entails raising questions whose answers are reasonably debatable. The key word here is "reasonably." Those who are committed to philosophical activity criticize positions they oppose by formulating arguments, giving examples, calling on accepted facts, clarifying the meaning of terms, and bringing to bear the principles of formal and informal logic. And thus they open themselves to counter-criticism of the same [End Page 198] sort. Nowhere in this enterprise is there need—or room—for invective, sarcasm, name-calling, ad hominems, or any other kind of personal abuse. One might call this The Principle of Civility in Academic Discourse.Philosophy differs in this respect from polemics. In one of its senses "polemics" means "the art or practice of disputation or controversy," and so seems a close cousin to philosophy. However, while "philosophy" traces its etymological roots to "love" and "wisdom," "polemics" is derived from "war." Polemics is a kind of verbal warfare. Typically polemicists are willing to use any tool at their disposal—even underhanded ones—to "win" the war of ideas. Polemics in this usual sense dispenses with objectivity and fairness (though it may make such a pretense). In fact, people who mount personal attacks thereby reveal their lack of philosophical tools and diminish their argument.Distinguishing philosophy from polemics does not mean that all philosophical claims are equal. Some positions are stronger than others, some weaker. Some can be dismissed relatively out of hand if they are illogical or do not square with normal experience. But even when positions are inadequate, the persons who advance the positions deserve to be treated with courtesy, respect, and collegiality.Typically, people trained in philosophy assimilate this principle as a matter of course. They have learned that over the centuries great minds have disagreed about every philosophical issue—whether the make-up of ultimate reality, the nature and sources of knowledge, the existence of god, the justification of morality. So too with what the nature of music is, what music should be taught and how, what is the purpose of music education.No one has a corner on the answers to such questions. The floor should always be open to debate—to consideration of new proposals and reconsideration of old ones. In disciplines where some matters are more or less settled (as in natural science and mathematics), such arguments disappear and new quests hope to find new settled answers. For many contemporary liberal political philosophers the appropriate response to the facts of pluralism is the requirement of public reasonableness, namely that individuals should be able to offer to their fellow citizens reasons for their political actions that can generally be accepted.This article finds wanting two possible arguments for such a requirement: one from a liberal principle of legitimacy and the other from a natural duty of political civility. A respect in which conversational restraint in the face of political (...) agreement involves incivility is sketched.The proceduralist view which commends substantive disagreement within agreement on procedures is briefly outlined, as is the possible role for civic virtue on this view. This article argues that, contrary to conventional wisdom, Xunzi’s and Hobbes’s understandings of human nature are qualitatively different, which is responsible for the difference in their respective normative political theory of a civil polity. This article has two main theses: first, where Hobbes’s deepest concern was with human beings’ unsocial passions, Xunzi was most concerned with human beings’ appetitive desires ( yu 欲), material self-interest, and resulting social strife; second, as a result, where Hobbes strove to transform the pathological (anti-)politics (...) of resentment into the politics of recognition by creating rational egalitarian citizenship under the all-encompassing constitutional sovereign power, Xunzi attempted to nourish human beings’ basic appetitive desires ( yu 欲) by instituting a li 禮 ordered civil entity. This article concludes by showing how Confucian civility that Xunzi reconstructed by means of the li 禮 can effectively deal with unsocial passions. (shrink)

Democratic civility is a core civic virtue of persons engaged in democratic deliberation. It is a complex trait that includes tolerance of diverse political views, openness regarding civic matters to reasons offered by others, willingness to seek compromise in an effort to find workable political solutions, and willingness to limit one’s individual interests for the public good when there are adequate reasons for doing so. Various writers have noted a tension between rights and civility. Insofar as rights trump (...) general considerations of community welfare and entail claims that can be demanded, an emphasis on individual rights and standing on one’s rights can undermine the sort of civility required for political compromise. Similarly an emphasis on civility might require not standing on rights when doing so is at the expense of the welfare of the community. Notwithstanding this tension, I argue that human rights and democratic civility have a symbiotic relationship. In particular, I argue that democratic civility is important for determining the scope of human rights as they are implemented in institutional structures, and that human rights have an important role to play in shaping the virtue of democratic civility. Liberal Democratic Law, the Ethics of Civility, and Agonistic Politics between Hegemony and Compromise This article brings Van der Walt’s argument on the importance of an ‘ethics of civility’ in liberal democracies into dialogue with agonistic democratic theory. While agonists agree with Van der Walt that democracy requires citizens’ readiness to live with views that they do not consider ‘reasonable enough,’ they focus on the political processing of conflicts among political actors with opposing views of what is reasonable. The article argues that agonism may be a suitable complement to Van der Walt’s argument, because it shows how politics can help foster citizens’ willingness to act according to the demands of an ‘ethics of civility.’ It refers to Chantal Mouffe’s and James Tully’s agonistic theories and shows that both describe forms of conflict processing that prevent situations in which an ‘ethics of civility’ would demand too unequally distributed sacrifices: continued hegemonic struggle in the case of Mouffe and compromise in the case of Tully. This article examines the importance of Calvinism in producing the public/political “mind-set” of the United States, and how, after the Second World War, the export of this mind-set was as significant as the export of democracy, rock-’n’-roll, jeans, and Coca-Cola. It discusses the historical legacy and evolution of Calvinism from a civil religion to a religion of civility, and how the form and manner of Calvinist thinking—more specifically its ethic and aesthetic—has persisted in a secular manner so that much (...) that Calvin would have found damnable is now intrinsic to the “religion of civility.” It then concludes that the central principles and practices of this religion of civility have had success within nations already “Christianized” but, perhaps understandably, not outside of that sphere. In our ‘The Professional Virtue of Civility and the Responsibilities of Medical Educators and Academic Leaders’,1 we provided an historically based conceptual account of the professional virtue of civility and the role of leaders of academic health centres in creating and sustaining an organisational culture of professionalism that promotes civility among healthcare professionals and between medical educators and learners. We emphasised that any adequate understanding of the virtues, including professional virtues, has cognitive, affective, behavioural and social components. (...) Some of the commentators expand on these components in important ways. Xuhao et al emphasises the importance of role models, especially in the hierarchical context of medical education.2 The hierarchy of faculty in the senior position and junior doctors and other learners below them has characterised medical education for centuries. Xuhao et al rightly call for academic leaders to shape this hierarchy in a morally responsible way, by becoming ‘exemplary role models’.2 Berry, a clinician manager, in critiquing our account, calls for an increased appreciation for the psychological and environmental factors that might explain why uncivil behaviour occurs.3 …. When it comes to contentious conversations, the call for civility is commonplace. Rarely do we hear a call for nonviolence in communication. This is unfortunate, since nonviolence is a better standard than civility (a standard I critiqued in part one of this three-part series). Part of the problem is that a framework for communicative nonviolence has not (to my knowledge) been fully developed. Mohandas (“Mahatma”) Gandhi, the “father of nonviolence,” is widely known for nonviolence, but primarily in the (...) realm of noncommunicative action. However, there is a natural line of development in that direction from elements in his thought: Gandhi derives his commitment to nonviolence ("ahimsa" in Sanskrit) from his "law of Truth," which directs us to follow “Truth in thought, Truth in speech, and Truth in action." Inspired by Gandhi among others, Marshall B. Rosenberg developed what he termed "Nonviolent Communication" (NVC). Valuable though NVC is, it is most applicable to particular conversational contexts. It is but one part of a broader nonviolent framework, which I’ll call "ahimsic communication" (AC) to distinguish it from NVC. In this second installment of the series, I develop a framework for AC.
