This article looks at what is genuinely new in the Buddhist transnationalism of the modern period. It examines the history of Buddhist councils and synods from the early gatherings after the demise of the Buddha to the Buddhist World Council in the twentieth century. These often international events followed a role-model, defined by the first three councils, of creating and handing down an authoritative version of the Buddha's teachings (dhamma) while they could also lead to a (...) ?purification? of the monks' order (sangha) if monks sticking to divergent textual traditions were expelled from the sangha. Despite their importance, however, councils have received rather little attention in scholarly literature. This article takes a fresh look at Buddhist synods with a focus on those convened since the mid-nineteenth century. It explores how the latter sought to comply with inherited forms and functions, while at the same time becoming innovative in order to adapt Buddhism to its modern environment. (shrink)

In this study, I will analyse the position of the Orthodox Church(es) towards the ecumenical dialogue in accordance with the documents approved by the Synod of Crete (2016), but also with the social document For the Life of the World of the Ecumenical Patriarchate (2020). After a brief presentation of the important moments of the historical journey for the meeting of the Synod, I will present the most important internal and reception issues of it. In the following, I will present (...) the reason for the publication of the social document and the relation with the Synod of Crete. In the last part of the study, I will deal critically with a theological synthesis on the following topics: ecclesiological self-identity, Trinitarian baptism, the quality of being a Christian, the Orthodox Church and the Churches, ecumenism for dialogue, for witnessing, and cooperation. The synod appears to be easy interpretive prey for those who wish to transform Christian life and practice in accordance with the norms of contemporary society and the ethos of modern democracy rather (...) than in deepening conformity to the sacramental and Trinitarian basis of the Church. The promulgators of the German "synodal way" and of similar paths suggested by like-minded cardinals, bishops, and theologians throughout the world are currently making good use of the synodal "process" for their pet causes on social media, in the press, and at academic conferences worldwide, including in Rome. These episcopal leaders and theologians often claim to speak for the mind of Pope Francis, but it is contestable whether this claim is completely true, especially given that he has himself placed the emphasis of the synod on mission and evangelization rather than on ad intra ecclesial reorganization in the manner of the secularizing camp. Against some of his critics and supporters, I shall spell out in the present essay key aspects of the missionary focus in Pope Francis's concept of synodality and suggest its metaphysical basis. Instead of arguing, as is sometimes done, that mission is for the sake of synodality, I shall demonstrate that Pope Francis keeps the reverse in view: that synodality is for the sake of mission. 1 Synodality has to do for Pope [End Page 509] Francis first and foremost with evangelization, with enabling the Church to communicate more effectively and pervasively the Word of God to people who have either fallen away from the Church or not yet received the liberating message of the Gospel. At the same time, I shall urge, his understanding of mission is rooted in a well-considered Trinitarian ontology in line with Tradition that renders his overarching vision an uneasy fit, ultimately, with the historicizing or democratizing reductionisms so prevalent today.2I shall base my case in this essay on exploration of some of the fundamental keys of Pope Francis's thought that come from his theological background, and that he articulates especially in his papal exhortation Evangelii Gaudium. I shall proceed in three sections: in the first, exploring, with reference to polarization in the Church, the theology of mission in Evangelii Gaudium, which illuminates Pope Francis's understanding of synodality; in the second, suggesting that this theology of mission is reflected in the fuller, more explicit theological treatment of synodality presented in the International Theological Commission (ITC) document Synodality in the Life and Mission of the Church; in the third, suggesting that Pope Francis's papal magisterium and synodal vision is a continuator of sometimes-neglected aspects of the theology of the Second Vatican Council, which bear profound congruence with nineteenth- and twentieth-century developments in Trinitarian ontology that are manipulable by questionable interpretations but are also quite defensible, and may even be essential to grasp the meaning of the Council and its papal interpretation for the good of the future of the Church and the world.A Theology of Mission in Evangelii Gaudium and the Theology of the PeopleOne of the most interesting and important contributions to the current discussion on synodality is Michael Hanby's recent article "Synodality, [End Page 510] Sociologism, and the Judgment of History," because, in it, Hanby gets at the root of the division in the Church that sets the context for possible meanings of the very concept of synodality. 3 Hanby discusses in this piece what he calls "The Unresolved Crisis of Catholic Modernisms,"4 drawing heavily on the work of the Italian philosopher Augusto Del Noce.5 The crisis indicated has to do with the relationship between metaphysics and history. Pope Francis's has described his vision for a synodal Church, not simply as a once off programme of renewal, but as God's desire for the Church of the third millennium. As such, it aims to concretise the ecclesiology of the Second Vatican Council, making the Church today more manifestly one of communion, participation, and mission. It differs from previous synods and Councils in history in that it more directly invites and involves all the baptised in a direct (...) process of listening and discernment to the voice of the Holy Spirit. This paper aims to understand from a theological perspective how listening will work in a synodal Church, by exploring firstly what we mean by the ecclesiology of communion from the Council. Such an ecclesiology, manifesting the equal dignity of the faithful in Christ, will ground listening at the level of participation in God as well as acknowledging the gift of infallibility given to the whole Church. It means calling on the Holy Spirit to help discern how and where, the apostolic deposit of faith has been received by members of the body. It also explores what we mean by listening to the sensus fidei of the whole body and how the authority of laity and hierarchy operate both in united but distinct ways within a synodal process grounded in communion ecclesiology. Overall, such listening is to be done carefully for the sake of the Church's mission as the sacrament of salvation to the world. (shrink)

In 1862 the Supreme Court of the Cape Coloy terminated the synodical unity of the Dutch Reformed Church in South Africa. Delegates of congregations outside the Colony could no longer represent them in the Cape or Mother Synod. The court used Ordonnance 7 of 1843 of the Colony. In 1907 the newly founded Federal Council of Dutch Reformed Churches decided to lead an effort in the Church to replace this federal bond with a closer synodical bond. The Council was a (...) combined body of the four Dutch Reformed Churches of respectively the Transvaal, Free State, Natal and Cape. However, to achieve this, they needed the help of the state authorities of the Union of South Africa to scrap all legal obstacles in the way of the Dutch Reformed Church. After consultations with the authorities, the Church was asked to formulate a concept act to replace these hindrances. The act was accepted by Parliament, but the Church could not get the required three quarters of a majority in three quarters of its consistories for the bill to be accepted. Thus, the effort for a new synodical unity failed. CONTRIBUTION: This article adds to the history of the synodical structure in the Dutch Reformed Church. In doing so it concentrates on the failed attempt in this church in 1911 to form an all-inclusive - as far as congregations are concerned - synodical bond with attention to the required church political principles behind such a structure. This is also relevant to the present efforts for unity in the family of Dutch Reformed Churches, as well as other reformed churches in Southern Africa. The once celebrated 'comfortableness at calling themselves Catholics', has given way to shame and calamity caused by hundreds of moral and sexual misconduct cases. The Australian Royal Commission into Institutional Responses to Child Sexual Abuse not only challenges the church's governance. This chapter examines a little-known movement to make the Our Lady of Perpetual Help icon the patroness of the proceedings of the Second Vatican Council. Begun by American Redemptorists, it sought to integrate a Marian piety into the conciliar ethos, but one that was decidedly cross-cultural and ecumenical. Explicit in its mission for unity between Roman Catholics and the separated churches of the East, the movement promoted the icon as the key to repairing centuries-old wounds. Insofar as 2015 begins the (...) sesquicentennial year of the icon’s association with Redemptorists, as well as its value as an ecumenical tool, the author explores whether OLPH can lend new impetus for unity between Orthodox and Catholics ahead of the proposed joint synod in 2025. The two parties which divide the state, the party of Conservatism and that of Innovation, are very old, and have disputed the possession of the world ever since it was made. This quarrel is the subject of civil history. The conservative party established the reverend hierarchies and monarchies of the most ancient world. The battle of patrician and plebeian, of parent state and colony, of old usage and accommodation to new facts, of the rich and the poor, reappears in (...) all countries and times. The war rages not only in battle-fields, in national councils, and ecclesiastical synods, but agitates every man's bosom with opposing advantages every hour. On rolls the old world meantime, and now one, now the other gets the day, and still the fight renews itself as if for the first time, under new names and hot personalities. Such an irreconcilable antagonism, of course, must have a correspondent depth of seat in the human constitution. Nevertheless, the year's delay proved providential: in holding an online symposium, "Dei Filius and Theology Today," on April 22–24, 2021, the symposium was able to reach more participants than could have realistically travelled to Ireland, and was able (...) to end on April 24, the same day Pius IX promulgated the constitution 151 years ago.1In what follows, I lay out briefly the rationale for the commemoration and the publication of its proceedings.The "Spirit of Vatican I"Perhaps the most consistently disputed theological issue of the last fifty years has been the correct interpretation of the Second Vatican Council. The dispute is often but inaccurately pitched as a tension between the spirit and the letter of the Council. While such a distinction is valid (for one cannot hold that the Council's meaning is utterly exhausted by its texts, nor can one simply collapse the spirit into the text), and while debates over the interpretation of a council in its aftermath is not unique in the history [End Page 793] of the Church, and while it is not uncommon for historians to attribute something equivalent to a "spirit" or ethos to a given period in the history of the Church, it is noteworthy that few if any contemporary Catholic scholars (whether historians, philosophers, or theologians) seek to identify the "spirit of Vatican I," let alone do so in order to establish an ecclesiastical program or stake out a "direction" in which to move. Indeed, what would such a "spirit of Vatican I" look like?For some the spirit of Vatican I might best be encapsulated by the episcopal motto of Vatican II's killjoy, Cardinal Ottaviani: semper idem—"always the same." In that motto we find, allegedly, all the close-minded, ahistorical rigidity and complacency that Vatican II's spirit of openness, aggiornamento, and reform tried to overcome. Such a caricature of both Councils, however, seems to violate the hermeneutical principle taught by the bishops gathered at the extraordinary synod of 1985, for any aggiornamento or reform that moves outside established tradition is an aggiornamento or reform that separates the spirit from the letter of the Council.In the same way, it is not legitimate to separate the spirit and the letter of the [Second Vatican] Council. Moreover, the Council must be understood in continuity with the great tradition of the Church, and at the same time we must receive light from the Council's own doctrine for today's Church and the men of our time. The Church is one and the same throughout all the councils.2An erroneous understanding of a conciliar spirit as an ecclesiastical license for a theological free-for-all might cause one to question the language of "spirit" in relation to a council. But this statement by the bishops suggests that there is a legitimate (and illegitimate) way of attributing a "spirit" to a council. Rightly understood, the spirit of any council is an ethos or shared disposition, catalyzed by that council, according to which the Church seeks to move forward on her pilgrim journey through history—the temps de l'église—which will come to a halt only at the second coming of the Son. (One might say that history's councils are the smaller events that help guide the Church in her mission to communicate the fruits that stem from the ultimate event of salvation history: namely, the dual sending of the Son and the Spirit.) Their doctrinal teaching must be safeguarded (1 Tm 6:20) and their practical directives implemented. WelchTheologians across the theological spectrum have called attention to the urgent need for a new reflection on the theological and sacramental character of marriage. Peter Hünermann, known for his strong criticism of magisterial teachings on marriage, and the late Cardinal Carlo Caffarra, known for his equally strong defense of them, (...) have both drawn attention to this need. At an international symposium in September 2015, held in Rome prior to the Ordinary Synod of Bishops on Marriage and the Family, Hünermann gave a presentation entitled "On the Specific Theological Character of the Sacrament of Matrimony."1 The symposium aimed at providing a critical and scholarly discussion of new and constructive perspectives for the Church doctrine on marriage and family life in time for the 2015 synod on the family.2 Some of Hünermann's work from this paper also came to be known from an interview in Commonweal magazine where he summarized some of the main points of his symposium presentation.3 In the interview, he also revealed that before the 2015 synod he [End Page 845] was invited to speak with Pope Francis about the theology of marriage. Understandably, this meeting heightened interest in the German theologian's thought.Hünermann argues that "the specific character of the sacrament of marriage, which is very closely connected to the dying of the marriage bond,... has scarcely been the object of theological reflection, [and] is almost unknown in the consciousness of the bishops." 4 Hünermann appeals to St. Thomas as a way forward for understanding the theological character of marriage. This appeal is situated within a wider examination5 that offers an elaboration and new interpretation of "the specific dogmatic characteristics of the sacrament of matrimony that emerge in today's situation from a critical comparison of the encyclical Casti connubii and the Catholic theological tradition, especially the theology of St. Thomas."6 Sharply critical of the encyclical, Hünermann sees it as having saddled the Church with a legalistic concept of marriage elevated above history that is too far removed from the Catholic theological tradition and St. Thomas's theology of marriage.The year before his death, Cardinal Caffarra gave the 2016 graduation address at the John Paul II Institute for Marriage and Family in Washington, DC.7 Among the challenges he identified for the institute to address was the [End Page 846] need for theological reflection on the sacramental character of marriage. Referring to his earlier work, he pointed out that theology after the Council of Trent "lost the awareness of sacramental ontology, of the real transformation produced by the sacrament in the persons of the spouses [res et sacramentum]."8 Furthermore, according to Caffarra, the "theology of the conjugal covenant was supplanted by the notion of a contract, as a human act by which two persons commit to one another." The sacramental character was thought of as consisting of the assurance of divine graces given to fulfill the contract. Caffarra claimed that, "consequently, the words of Jesus 'What God has joined together, let not man put asunder,' lost all their realistic force. Absolute indissolubility, once the sacrament was perfected [=a ratified, consummated marriage], became essentially indefensible."9The primary interest of this paper is to respond to the call for a renewed theological reflection on the specific character of the sacrament of marriage. I wish to take up Caffarra's suggestion to focus on the sacramental character (res et sacramentum) on the one hand, and on the other hand, Hünermann's suggestion that a kind of ressourcement from St. Thomas Aquinas's theology of marriage can be of great help for a fresh theological reflection on the specific character of the sacrament of marriage. Although I agree with Hünermann that a renewed consideration of the thought of St. Thomas can be a way forward, I differ from him on how it can be. Many interpreters of Plato's Laws have seen the introduction of the ‘nocturnal council’ towards the end of that dialogue as a return to the sort of philosophic dictatorship allegedly recommended in the Republic and thus as a betrayal of the principle of the rule of law evinced in most of the Laws. This paper defends the consistency of the council with the larger programme of the Laws by showing that its function is philosophic discussion and not rule. Its influence will (...) be the influence of philosophy on its members, who already occupy political offices in the city, and not direct rule as a body. In this way, the council provides a point of entry for the transpolitical good of philosophy into the city and thus offers an essentially legal regime the means of transcending some of its characteristic limitations. It “was formed of the municipal councillors, chosen by universal suffrage in the various wards of the town, responsible and revocable at short term […] a working, not a parliamentary body, executive and legislative at the same time.” The political tradition of the Commune was inherited by the Russian soviets and inspired Lenin, who explained (...) the role of those governing bodies as a “reversion to primitive democracy.” Arthur Rosenberg, professor of Ancient History at Berlin University, tried in his book Democracy and Class Struggle in the Ancient World to offer historical ground for the ideas developed by Lenin in State and Revolution and compared ancient Athenian democracy to the contemporary German and Russian councils. During the 1920s, as a communist leader and MP, Rosenberg, recalling his ideas on Athenian democracy, criticized the political degeneration of the Russian workers’ State. He stressed how Soviet Russia, in limiting the power of the councils, had suppressed the governing body of socialist direct democracy. In his work Workers’ Councils, Dutch revolutionary Anton Pannekoek renewed Rosenberg’s criticism at the end of World War II, returning to the image of ancient democratic Athens as a forerunner of the socialist councils. During the first half of the twentieth century, the mining industry in Britain was subject to recurrent disputes about the risk to miners’ lungs from coal dust, moderated by governmental, industrial, medical and mining bodies. In this environment, precise measurements offered a way to present uncontested objective knowledge. By accessing primary source material from the National Archives, the South Wales Miners Library and the University of Bristol's Special Collections, I demonstrate the importance that the British Medical Research Council (MRC) attached (...) to standardized instrumental measures as proof of objectivity, and explore the conflict between objective and subjective measures of health. Examination of the MRC's use of spirometry in their investigation of pneumoconiosis (miner's lung) from 1936 to 1945 will shed light on this conflict and illuminate the politics inherent in attempts to quantify disability and categorize standards of health. The present article seeks to reconstruct the Christological meaning of the verbs “creating” and “begetting” in the Synodical letter of Ancyra (358). In order to assess the teaching of this document, the first part of the article provides an overview of the Christological use of “creating” and “begetting” from the beginning of the Arian crisis up to the eve of the synod of Ancyra. The second part studies the verbs “creating” and “begetting” in the Letter of Ancyra. The synodical document (...) makes an original and significant theological effort, purifying and complementing both the notion of “creation” (Prv 8:22) and “generation” (Prv 8:25), in order to grasp the perfect notion of the eternal birth of the Son. This article will examine the role the first four ecumenical councils played in the controversial enterprises of John Jewel (1522-71) as well as two later early modern English theologians, Richard Hooker (1553-1600) and George Carleton (1559-1628). In three different polemical contexts, each divine portrays the councils as representing definitive catholic consensus not only for doctrine, but also ecclesiastical order and governance. For all three of these theologians, the manner in which the first four ecumenical councils were summoned (...) and conducted, as well as their enactments touching the Church’s life provided patristic norms for its rightful administration. Jewel, Hooker, and Carleton each argued that the English Protestant national Church as defined by the Elizabethan Settlement exemplified a faithful recovery of patristic conciliar ecclesiastical government as an essential component in England’s overall endeavor to return to the true Church Catholic. Jewel employed these councils in order to impeach the Council of Trent’s (1545-63) status as a general council, and to justify the transfer of the authority of general councils to national and regional synods under the direction of godly princes. Hooker proposes the recovery of general councils as a means of achieving Catholic consensus within a Christendom divided along national and confessional lines while at the same time employing the pronouncements of the first four general councils to uphold the authoritative patristic and catholic warrant for institutions and practices retained by the Elizabethan Church. Finally, amid the controversy surrounding the Oath of Allegiance during the reign of James VI/1 (r. 1603-25), George Carleton devoted his extensive examination of these councils to refute papal claims to coercive authority with which to depose monarchs as an extension of excommunication. In so doing, Carleton relocates this ‘coactive jurisdiction’ in the ecclesiastical authority divinely invested in the monarch, making the ruler the source of conciliar authority, and arguably of catholic consensus itself. The history of the National News Council's creation and demise demonstrates that there are well?grounded rationales in social vision between those who supported the concept of the NNC and those who believe its etablishment was ill?founded. This article suggests that the root of the NNC controversy lies in the differences between Madison and Jefferson's perspectives on the place of information in society. Madison and Jefferson's view on press freedom and responsibility may be as important to the debate about the (...) NNC's status as the more frequently cited pragmatic considerations such as the Council's infrastructure or management. The philosophic issues raised here are ethical at base, and should be considered by critics contemplating vehicles for media accountability. (shrink)

Several presidents have created bioethics councils to advise their administrations on the importance, meaning and possible implementation or regulation of rapidly developing biomedical technologies. From 2001 to 2005, the President's Council on Bioethics, created by President George W. Bush, was under the leadership of Leon Kass. The Kass Council, as it was known, undertook what Adam Briggle describes as a more rich understanding of its task than that of previous councils. The council sought to understand what it means (...) to advance human flourishing at the intersection of philosophy, politics, science, and technology within a democratic society. Briggle's survey of the history of U.S. public bioethics and advisory bioethics commissions, followed by an analysis of what constitutes a "rich" bioethics, forms the first part of the book. The second part treats the Kass Council as a case study of a federal institution that offered public, ethical advice within a highly polarized context, with the attendant charges of inappropriate politicization and policy irrelevance. The conclusion synthesizes the author's findings into a story about the possible relationships between philosophy and policy making. ABSTRACT The role of the Catholic Church as conservative watchdog in the ‘culture wars’ of the 1970s and 1980s, with regards to issues of contraception, abortion and divorce, has perhaps obscured its more complicated stance on social issues. This article focuses on a significant shift in thinking with regards to the unacceptability of poverty and the role of the state in welfare provision in the 1960s and 1970s. It argues that in Ireland Catholic ideas, given a public platform by the (...) Second Vatican Council, had a significant impact on clerics and people, creating social justice agendas that could both influence government policy and inspire its critique. While obviously not solely responsible for the shift to the left that occurs in this period, this article highlights the significance of Catholic ideas in shaping attitudes to poverty and welfare in the Irish context. Reflecting on the longer history on the role of Catholic ideas in Irish society, this article concludes with the suggestion that the frequent alignment of the institutional Church and successive governments in many areas implies the need for further analysis of the influence of class interests in determining policy and shaping attitudes, interests which transcend the lens of church versus state. The Medical Research Council National Survey of Health and Development (NSHD) is Britain’s longest-running birth cohort study. From their birth in 1946 until the present day, its research participants, or study members, have filled out questionnaires and completed cognitive or physical examinations every few years. Among other outcomes, the findings of these studies have framed how we understand health inequalities. Throughout the decades and multiple follow-up studies, each year the study members have received a birthday card from the survey staff. (...) Although the birthday cards were originally produced in 1962 as a method to record changes of address at a time when the adolescent study members were potentially leaving school and home, they have become more than that with time. The cards mark, and have helped create, an ongoing evolving relationship between the NSHD and the surveyed study members, eventually coming to represent a relationship between the study members themselves. This article uses the birthday cards alongside archival material from the NSHD and oral history interviews with survey staff to trace the history of the growing awareness of importance of emotion within British social science research communities over the course of the 20th and early 21st centuries. It documents changing attitudes to science’s dependence on research participants, their well-being, and the collaborative nature of scientific research. The article deploys an intertextual approach to reading these texts alongside an attention to emotional communities drawing on the work of Barbara Rosenwein. (shrink)

After the death of Prophet Muhammad (p.b.u.h), one of the most significant debated topics of Muslims was the institution of caliphate. This institution caused crucial argumentations through the ages from Abu Bakr to Abd-al-Majid who was the hundreth khalifa. Some prominent issues in that regard as follows: How khalifa comes to power, who becomes khalifa, whether he is descended from Quraysh or not, which kind of traits khalifa should have, and how khalifa should behave in certain circumstances. While these arguments (...) were going on, caliphate was maintained based on the reign under some certain dynasties’ responsibilities after the Rashidun (rightly guided) Caliphs. Umayyads, Abbasids and Ottoman Dynasties were the most well-known ones of these dynasties. Throughout history, even though caliphate passed in one another’s hands among aforementioned dynasties, none of them did attempt to abolish this position. However, Turkish Muslims who became defeated with European occupation of non-western territories decided to abolish caliphate for the sake of modernization activities within the period of transition from imperialism to nation state. This decision brought about a trauma, which was much more critical than former argumentation around the position in Muslim world. Many congresses were organized in Islamic world in order to recover from this trauma. While this kind of quests were continuing, Muhammad Hamīdullah proposed “High Caliphate Council” in relation to rearrangement of caliphate in accordance with the conditions of Islamic countries. This proposal offers an applicable model to today’s modern nation states by establishing unity among them and leaving aside their conflicts and differences. This proposal offers a resolution of much-discussed matters of the position within the limits of principals. It also draws attention by showing a possibility of Islamic union in contemporary Islamic thought. Summary: The matters of who undertakes the management of societies, how rulers come to power and in what manners the rulers maintain the management have been discussed throughout history. It is seen that rulers adopted kingdom as regime before the period of the Prophet Muhammad (p.b.u.h). There was also two-person management. The discussions about this matter were also seen around khalifas who were the rulers of Muslims after the death of Prophet Muhammad (p.b.u.h). Some debated issues in that regards as follows: Who becomes khalifa, how he is elected, which traits he should possess, and so on. Caliphate continued its existence despite the discussions until the first quarter of the 14th Hijra era. Abolition of caliphate was a trauma for Muslims undoubtedly. From Anatolia to Egypt and from India to the Balkans, many attempts were carried out to recover from this trauma. However, this matter was oversimplified in the conditions of that period since it became a topic which was hushed over in just congresses and conventions. One of the people who wrote on this topic, which maintains its vitality even today was Muhammad Hamīdullah. He was an important Islamic scholar, a lawyer and a historian in Indian geography. Hamīdullah did deal caliphate by indicating its history broadly. The distinctive feature of Hamīdullah from others who wrote on this topic is that he also presented a considerable offer to solve the matter. In this sense, Hamīdullah experienced the trauma in his own life as all muslims did it with the abolition of caliphate. Hence he mentioned this matter in his writings in the mood of care and dignity of a scientist and also in feeling of a heartbroken muslim. Hamīdullah made clear that the method of election of the ruler differed throughout history. Indeed, the verses of Holy Qur’ān, the applications of the Prophet Muhammad (p.b.u.h) and the differences of Four Great Chaliphs on coming to power testified this claim. According to Hamīdullah, it is quite normal that the method of regime can vary according to the conditions of societies. He recommended acting based on timeless rules rather than the changes that vary according to conditions and places. He also stated that the regime which Islam approves is a combination of kingdom and democracy in his lines dealing with methods of regime. To him, kingdom is the method of regime of empire. Empire is the regime in which various nationalities live together with all their differences and interact with one another intensely and in which the rulers rule over wide borders. On the other hand, Islamic world lost its edges of empire, changed its regime and divided to nation states after the decline of the Ottoman Empire and Mughal Empire which were established by Muslims. On the contrary, westerners attempted to establish a head empire several times after building nation states in Europe. Some of them are UN, NATO, EU, to name but a few. In our opinion, in the transition process of Muslim rulers from empire to nation state, Hamīdullah made an offer to accomodate Islamic law in state law, Islamic politic and administrative principles in politics and administration practices, Islamic education system in education system, and principles of Islamic economics in economic decisions of government using the Prophet Muhammed’s life as a base. He also explained to Muslims that the method of regime can be changed and the essential matter is to apply Islamic management principles in such a new situation. He played a role in clearing the way for Muslims by indicating that the method of Islamic regime can be changed according to conditions but the principles of Islam are unalterable. To the writer of these lines, Hamīdullah intimates that it is not so true to stick to the form of the process in Muslim territories in which a compulsory transition from the empires or multinational social structures to the nation state structures have been experienced for the last two ages. However, the first matter to dwell on should be whether the ruler of the government behaves in accoradance with the principles of Islam or not. To Hamīdullah, the second matter is that even though Muslim countries had to enter in the process of becoming nation states, Muslims should make an effort to establish supra-state associations as required by Islam. In this respect, Hamīdullah’s proposal is “High Caliphate Council”. This council is a considerable offer presented to Muslim countries in the age when a universal caliphate is not possible and Muslims head towards a unified state form all over the world. Today, this offer recommends countries of which great majority is Muslims and in which Muslims are minority to meet on a common ground rather than conflict because of differences among them. The High Caliphate Council is an institute consists of presidents or hereditary administrators as leading and regular members and so it avoids regional competition. It is established by Muslim presidents who shares the chair alternately. Based on this, all Muslim presidents play a role altogether in this council without need to be Sunni, Shia, or from Quraysh. The High Caliphate Council is a reflection of a dream, which started a century and half a century ago but is required more today. It is also a reflection of the discourse of “Islamic Union” in Contemporary Islamic Thought. The Caliphate Council and International Islamic Legists’ Association, which is the first practical step of the council can be seen as the theory of a new world order based on the unity principle of Islam. Hamīdullah does not consider this order not only in the range of belief but also with the aim of institutionalizing ‘ijmā (consensus of Islamic legists) and qiyās(legal analogy). He stated that International Islamic Legists’ Association, which is a scientific institution could not be established beforetime by Muslims spread on three continents due to lacking of communication among them. However, thanks to today’s possibilities, the establishment of such association is easier today. Hamīdullah found dynamic solutions such these two institutions for the realization of caliphate, which is a religious necessity. He marked an era for Muslims in the period of time when they are on a quest. (shrink)

The article consistently reconstructs the history of the creation and publication of one of the most important and least researched treatises by Vladimir Solovyov—Istorija i Budushhnost’ Teokratii (The History and Future of Theocracy). The first printed version of this treatise was published in Zagreb in 1887. The ideological context in which this work was written is shown. The important point of this context was the polemics between Solovyov and almost all representatives of the Russian intelligentsia, both conservative and (...) liberal, as well as the restrictions imposed on the publication of his works in Russia by the clerical censorship and personally by the chief prosecutor of the Holy Synod Konstantin Pobedonostsev. The differences and discrepancies between the first edition of this text and the later editions published in three versions of Solovyov’s Collected Works (1904, 1914 and 1966 respectively) are analyzed. The history of the only known manuscript of this treatise, which is currently kept in the Vatican Apostolic Library (Vat. Slav. 64), is presented. (shrink)

The Second World War offered an excellent opportunity for some U.S. think tanks to influence foreign-policy-making processes and get involved in transatlantic diplomacy. This study seeks to demonstrate that the Council on Foreign Relations (CFR) challenged the stalemate between the U.S. and French authorities by gathering together U.S. experts and non-collaborationist French leaders. A first-hand reconstruction of this informal network is based on the unreleased Peace Aims Group’s records. This was a unique CFR exchange programme for European governments-in-exile’s representatives. In (...) the first part, a general reconstruction of Council on Foreign Relations’ planning introduces an original assessment of the meetings with some prominent French intellectuals and politicians. It is argued that these conferences can be interpreted as rare examples of wartime public diplomacy. The second part discloses new historical evidence demonstrating the participation of Jean Monnet in a Peace Aims session. This discovery proves the existence of a long-term partnership between one of the key protagonists of the European integration process and the most authoritative foreign-policy think tank working for the Roosevelt administration. Overall, the analysis of Peace Aims Group’s off-the-record discussions sheds new light on the WWII transatlantic debate on postwar Europe and France. (shrink)

The article considers three episcopal assemblies held in Gaul, which the manuscript tradition has not preserved, all involved in doctrinal debates on grace and free will. The first two, the council of Arles and the synod of Lyon, took place in the second half of the fifth century and concerned the affair of the presbyter Lucidus. The third is the Council of Valence that met just before the Second Council of Orange (529), that is, the council that marks the “resolution” (...) of the conflict and also the only documented. With the idea that the history of the councils occupies important points in the reconstruction of the debate on grace and free will, even in the case of councils whose acts have not been transmitted, the article seeks to enhance these three events by reconsidering indirect sources. The episcopal meetings of Arles, Lyon, and Valence are, indeed, an integral part of the doctrinal work on grace and free will, which for about a century interested monastic and ecclesiastical circles in Gaul. Moreover, the recovery of their history restores well the complexity of the cultural, religious and political climate in which they took place. (shrink)

The aim of this essay is to review the work of the Israel Press Council. The essay considers the history of the Press Council, analysing the way it has developed, its work, and how it reached its current status. It is argued that the existing situation is far from satisfactory, and that the media should advance more elaborate mechanisms of self-control, empowering the Press Council with greater authority and equipping it with substantive ability to sanction.

In light of a history of an unethical news media system used by the state as an instrument of oppression, media ethics in South Africa is intended to uphold the foundational tenets of journalism and play a pivotal role in addressing issues of diversity, equity, and social justice. Most recently, the 2021 Inquiry into Media Ethics and Credibility report instructed media watchdogs, such as the South African Press Council, to track data concerning ethical breaches based on the potential that (...) such data can contribute to transparency and accountability. This study examines the trends in ethical issues raised in rulings by the South African Press Council (PCSA) over the period 2018–2022. Our analysis found that most of the South African news media publications registered with PCSA have a good track record when it comes to upholding ethical standards. The theme of the 10th Annual Research Ethics Conference organized by the Uganda National Council for Science and Technology (2018) was “Evolution of Research Ethics in Uganda and the Region: Past, Present and Future”. We were asked to address the topic: “The History of CIOMS and the recent changes in the international ethics guidelines: implications for local research”. The thrust of the conference was to track progress in ensuring ethical conduct of research, highlight challenges encountered, and to propose strategies (...) for effective and meaningful implementation of international ethical guidelines in local contexts. Consequently, the purpose of this paper is to comment on the implications of the history of CIOMS ethical guidelines and suggest strategies for their effective and meaningful implementation in the East African region, and perhaps the whole of Sub‐Saharan Africa. Inferring from the ‘evolutionary’, ‘flexible’, and ‘general’ nature of the CIOMS guidelines, we proposed a six‐point strategy for ensuring their effective and meaningful implementation in local contexts. This strategy is in the form of obligations for local research regulators and researchers, the fulfillment of which will go a long way towards their smooth and meaningful implementation in local contexts. These obligations are: ensuring evidence‐based adaptation of each individual guideline; ensuring sufficiently judicious and motivated RECs membership; acting proactively to ensure harmony between bioethics and local legal regimes; cultivating a ‘bioethics culture’ among the public; moving towards regional bioethics governance; and playing an active and meaningful role in future revisions of these guidelines. An inquiry into the rhetorical aspects of history may seem paradoxical, given that historical discourse is not typically included among those types which, since Aristotle, have been understood to be governed by rhetoric; these types being the deliberative council, the tribunal and the commemorative assembly. It was to these specific audiences that the three kinds of discourse—the deliberative, judiciary, and panegyric—were addressed. However, are the boundaries of the historian's audience sufficiently delineated in order to allow us to identify it (...) as a specific addressee? This first objection, which regards the very legitimacy of the subject of these remarks, can be met by noting a common trait that links history to the above-mentioned three types of discourse; that is, competition between opposed discourses requiring a choice. In each case the aim is to structure a debate that calls for a clear-cut decision. Yet a major problem of the discipline of history is that it allows both for widely varying descriptions of the same series of events, and sanctions the use of a variety of equally acceptable rules or preferences for interpreting a given slice of the past. This anthology contains selected papers from the 'Science as Culture' conference held at Lake Como, and Pavia University Italy, 15-19 September 1999. The conference, attended by about 220 individuals from thirty countries, was a joint venture of the International History, Philosophy and Science Teaching Group (its fifth conference) and the History of Physics and Physics Teaching Division of the European Physical Society (its eighth conference). The magnificient Villa Olmo, on the lakeshore, provided a memorable location for the presentors (...) of the 160 papers and the audience that discussed them. The conference was part of local celebrations of the bicentenary of Alessandro Volta's creation of the battery in 1799. Volta was born in Como in 1745, and for forty years from 1778 he was professor of experimental physics at Pavia University. The conference was fortunate to have had the generous financial support of the Italian government's Volta Bicentenary Fund, Lombardy region, Pavia University, Italian Research Council, and Kluwer Academic Publishers. The papers included here, have or will be, published in the journal Science & Education, the inaugural volume (1992) of which was a landmark in the history of science education publication, because it was the first journal in the field devoted to contributions from historical, philosophical and sociological scholarship. Clearly these 'foundational' disciplines inform numerous theoretical, curricular and pedagogical debates in science education. Contemporary Concerns The reseach promoted by the International and European Groups, and by the journal, is central to science education programmes in most areas of the world. (shrink)

This article examines the history of the National Council of Churches, Singapore. In particular it considers the ways in which the role and nature of ecumenical engagement in Singapore transformed as the impetus for ecclesial unity, social and political engagement shifted from a project and concern of foreign missionaries to that of Singaporean church leaders. Further, it examines the ecclesial, social and political implications as ecumenical activity becomes grounded in a non-western setting.

This article traces a discontinuous tradition of council thought from the Dutch and German council communist tendencies of the 1920s to its re-emergence in the writings of three important mid-twentieth-century political theorists: Cornelius Castoriadis, Claude Lefort, and Hannah Arendt. It connects an intellectual history of the council concept in post-war Europe with a political history of the small revolutionary groups that fostered council-related political activity during this era. It claims that, as the experience of the European council movements (...) began to be interpreted within a new political context, this gave rise to several radically altered forms of council thought. In this more subjectivist and praxis-oriented tradition, the councils became a utopian placeholder for theorists to explore their particular interests in human creativity (Castoriadis), self-limiting power (Lefort), and political freedom (Arendt). This analysis develops our understanding of the continuities and ruptures of the council tradition within political thought. (shrink)
