The paper argues that while the Serbian society and political elite are known for treating their country’s accession to the EU in terms of pragmatic utility maximisation, they generally conceive of Serbian relations with Russia, contrariwise, as an identity-laden issue. To prove it, the author analyses Serbia’s behaviour toward Russia along the features of emotion-driven cooperation, found in the literature on identity and emotions in foreign policy. In particular, the paper focuses on Serbians’ especially strong friendliness vis-à-vis Russia, (...) the parallel existence of the Other (the West) in their identity and the particularly strong intensity of their attraction to Russia during Serbia-West conflicts, the reinforcement of their affection to Russia by national traumas, the endurance of the affection’s strength despite conflicting rational interests and negative experiences in bilateral interaction, the frequent occurrence of references to Russia in Serbia’s domestic discourse and decisional justifications and a large use of historical analogies concerning Russia. Finally, the author ponders over the implications of the existent configuration of emotional and pragmatic forces in Serbian politics for the country’s current and future conduct toward Russia and the EU. This article explores the tensions between cosmopolitanism and sovereignty as a means to conceptualize the ethics of European foreign policy. It starts by discussing the claim that, in order for the EU to play a meaningful role as an international actor, a definition of the common ethical values orienting its political conduct is required. The question of a European federation of states and its ethical conceptualization emerges clearly in some of the philosophical writings of the 17th and 18th (...) centuries. I seek to provide an outline of the main arguments presented by authors such as Saint Pierre, Rousseau and Kant regarding the implications of the emerging difference between cosmopolitanism and the law of nations in the ethics of international relations. The article focuses on the normative significance of the concept of sovereignty as it emerges in modern political philosophy and highlights its tensions with the ideas of moral and political cosmopolitanism. This exploration serves a double function: theoretical and practical. From the theoretical perspective it leads to a better understanding of the tensions involved in conceptualizing a common ethical orientation for the states of Europe. From the practical standpoint it sheds light on some persistent difficulties the European Union faces in trying to move beyond an intergovernmental political arrangement in the field of foreign policy. Twenty Years of Poland's Euro-Atlantic Foreign Policy During the years 1989-1991, after a deep transformation of the internal system and the international order in Europe, Poland pursued a sovereign foreign policy. The new policy had the following general goals: 1) to develop a new international security system which would guarantee Poland's national security; 2) to gain diplomatic support for the reforms conducted in Poland, including primarily the transformation of the economy and its adaption to free (...) market mechanisms, which were designed to result in economic growth; and 3) to maintain and increase the international prestige of Poland and the Poles, who had been the first to commence the struggle to create a democratic civil society in the Eastern bloc. Implementing this new concept of foreign policy, Poland entered the Council of Europe in November 1991. The following year, Warsaw started to strive for membership of NATO, which was achieved in March 1999. A few years later, Polish leaders pursued policies in which Poland played the role of a "Trojan horse" for the USA. This was manifested most clearly during the Iraqi crisis of 2003, and in the following years, particularly in 2005-2007. From spring 1990 Poland aspired to integration with the European Community; in December of the following year it signed an association agreement, which fully entered into force in February 1994. In the period 1998-2002 Poland negotiated successfully with the European Union and finally entered this Union in May 2004. In subsequent years Poland adopted an Eurosceptic and sometimes anti-EU position. The new Polish government, established after the parliamentary election of autumn 2007, moved away from an Eurosceptic policy and pursued a policy of engagement with European integration. (shrink)

The essay problematizes the incorporation of LGBTI rights promotion into the US and EU foreign policies. First, the paper examines the two actors’ key documents, speeches, and policies devoted to the promotion of LGBTI rights abroad, the similarities and differences between the two actors’ approaches, attending to the tendencies of their evolution and the ongoing development. Second, the article discusses the internal conditions in target countries that are conducive to the success and failure of international support of LGBTI rights. (...) Finally, the study makes a critical overview of the measures that are argued to be necessary to increase the efficiency of LGBTI rights promotion in countries with most negative current trends in and/or poorest records on LGBTI rights. A characteristic feature of the EU's current foreign policy course is its stepping up its policy towards relations with Islamic countries, especially the Middle East and Middle East, and enhancing its role in addressing key issues in the region. To date, the region has been identified in the Council of Europe and European Commission documents as a "key foreign policy priority".

This chapter examines the role of law in European Union (EU) external relations from two perspectives. First, it examines the EU as a rule‐based (international) actor Law and focuses mainly on EU law‐ governs both the extent of the European Union's external powers and their exercise, the constitutional foundations of EU external relations and the legal principles that govern external action. Second the chapter turns to the European Union's characteristic use of law as an instrument and objective of its (...) class='Hi'>foreign policy, the European Union as a promoter of a rule‐based international order. The role of the Parliament in the conclusion of international treaties, which are often regulatory or quasi‐legislative in character, brings to the final theme of this contribution: the role played by law as both an instrument and a goal of EU foreign policy. The importance of the specifi relationship between the US and the EU is determined by the role they play in solving international problems. The purpose of the article is to study the impact of common and distinctive position in US and EU foreign policy on the development of their relations and ability to effectively solve the world’s problems. At the beginning of the XXI century relations between the US and the EU have been developing in various spheres of (...) foreign policy. The priorities were security cooperation, the fiht against international terrorism and the development of economic relations. US and EU are mutually benefiial and priority partners for each other. This is determined in the foreign policy instruments of the United States and the European Union. However, this does not preclude the existence in the United States and the European Union different approaches to solving international problems and competition between them. The biggest differences between the US and the EU are shown in approaches to the settlement of military conflcts, the fiht against global warming and the greenhouse effect. The largest component of competitive relations is manifested in the development of the Arctic region. The US seeks to engage the EU foreign policy implementation taking into account American interests. However, at the beginning of the XXI century the EU had its own foreign policy program. The EU has an unhappy tendency towards US methods of solving world problems and unilateral actions in the international arena. The bipolar system was dominated by bilateral cooperation between the US and individual states of the European Union, but during the presidency of Barack Obama, the United States prefer relations with European politicians who represent the agreed position of 28 EU member states. The US in implementing its foreign policy should take into account the position of individual states and the European Union as a whole entity. This affects the process of solving international problems. Despite the existence of contradictions in the relations of the United States and the European Union, cooperation will continue to contribute to this long-term relationship, similarities in approaches to building political and economic systems and similarities in mentality. The article delves into Kazakhstan’s policies vis-à-vis the European Union, focusing on their driving motives and enabling conditions. Drawing upon published papers and, to a lesser degree, primary sources, the author argues that friendship with the EU largely serves the Kazakhstani elite as means of economic modernisation as well regime legitimation, perfectly fitting Kazakhstan’s dominant domestic discourse which portrays the country as Eurasian and its foreign policy—as multi-vector. The study also shows that Astana’s partnership with Brussels is to (...) a large degree possible because the EU holds a simultaneous positive attitude to such partnership regardless Kazakhstan’s authoritarian regime. According to the article, such reflects the great instrumental value collaboration with Astana gives Brussels, the EU’s general inactivity on democracy promotion in Central Asia and Kazakhstan’s looking more pro-European and economically/politically advanced against the background of its post-Soviet and Central Asian autocratic fellows. The paper concludes by reflecting on the configuration of pragmatism and identity in Astana’s approach to the EU and discussing the peculiarities of the bloc’s power over Kazakhstan. (shrink)

The article is an attempt to answer the question about the state of Poland’s security after the first decade of the twenty-first century, what are its determinants, what kind of challenges Poland faces and which of them may turn into a threat and which into an opportunity, or what Polish potential is and which of its components determine its position on the international arena. It is achieved through a detailed analysis of actions undertaken by Poland in the international arena to (...) strengthen its international position as well as the level of its security. Thus, the aim is to identify those determinants which may contribute to establishing a stronger position and which can create problems and become a formidable challenge in the context of various aspects of security, and even develop into a threat. Unfortunately, the picture which comes out of the above mentioned analysis is not optimistic and the impression is that Poland did not use the chance it was given after the accession to the NATO and the EU. The article aims to assess a change in the EU’s soft power in the Western Balkan and Eastern Partnership states in the light of the crises the bloc has undergone in recent years. Generally agreeing with the common argument that the EU’s attractiveness for those countries has decreased, the author challenges the popular wisdom that such a decrease is likely to reverse those states’ pro-EU foreign policy orientations. To prove it, the author applies Joseph Nye’s and Alexander Vuving’s (...) “power currencies” approach to operationalize soft power, considering the bloc’s attraction as a combination of “brilliance” (the actor’s relationship with its work), “benignity” (the actor’s relationship with other actors) and “beauty” (the actor’s relationship with values and ideas). Elaborating on the crises’ influence on each of these currencies, the author shows that their lessening, first, has mainly taken place in absolute rather than relative terms, so the EU’s attractiveness remains strong compared to that of its competitors, and second, it has primarily affected the bloc’s soft power potential rather than its actual behavior towards the target countries. A major goal of the Republic of Serbia's foreign policy since 2000 has been the country's integration into the EU. In this respect, in 2012, Serbia became a candidate for EU membership. However, there has been a growing skepticism among the Serbian people about this objective. This ambivalence can be correlated not only with the recent economic crises in some EU countries but also with what are regarded as profound differences in cultural and religious values between Serbia and (...) the EU. This is particularly significant since the majority of Serbia's population are adherents of the Serbian Orthodox Church, which is widely regarded as the defender of traditional values, as well as a staunch opponent of Kosovo's independence, secularization and “so called’ modern Western values. Nevertheless, my recent research among a sample of Serbian Orthodox believers regarding their attitudes about the cultural ramifications of Serbia’s EU integration is far more nuanced than these attitudes might otherwise appear to be. Resumen: La comisaría de Policía Nacional de Irun, ciudad situada en la frontera entre los Estados españoles y franceses, en comparación con otras comisarías de la Comunidad Autónoma del País Vasco, tiene los datos más altos de arrestos de extranjeros en situación irregular. Aunque es común encontrar controles policiales cerca del entorno fronterizo esto choca con la idea de eliminación de fronteras en el Unión Europea. El lugar donde estaba la barrera fronteriza ha sido ocupada por un peaje de automóviles (...) construido con una estructura muy particular: con cámara de vigilancia, con garitas para policías, etc. El 70% de las personas detenidas en el Centro de Detención francés de Hendaia en 2015 fueron capturadas en la frontera. Además, los datos de readmisión fronteriza entre los dos estados, en virtud de un acuerdo firmado en 2002, son algo contundentes: 1500 personas han sido expulsadas de media anual (6.000 a lo largo de la frontera). Este estudio de caso de la frontera hispano-francesa pretende ser un estudio exploratorio de una temática desatendida: las fronteras internas. La regulación en estas áreas es diversa. Muchas excepciones y especificidades se aplican, paralelamente o alternativamente a las normas ordinarias de inmigración de los Estados miembro. Teniendo en cuenta todo esto, tenemos que repensar el imaginario de una Europa sin fronteras que se afirma en el Acuerdo de Schengen. Las fronteras interiores de la UE nunca han desaparecido sino mutado en un modelo de gestión policial de las fronteras internas Abstract: The police station in Irun, a town on the border between the Spanish and French States compared to other police stations in the Basque Country has the highest data of arrests of foreigners in irregular situation is concerned. It is normal, since it is common to find identity police controls near the border surroundings. The place where the border barrier was once was occupied by a car toll constructed with a very particular structure: as a border, with cabins for police men. In addition, the data of border readmission between these two states, under an agreement signed in 2002, is something to look at with special attention: 6.000 people deportaed along the Northen border. 70% of the people detained in the French Detention Centre of Hendaia in 2015 were caught at the border. This case study of the Spanish-French border will put some light in a disregarded topic and object: the internal borders. Regulation in these areas is diverse. Many exceptions and specificities apply, parallel or alternatively to the ordinary immigration rules, as a matter of exception of the Law. Considering all this we need to rethink the imaginary of a borderless Europe stated by the Schengen agreement. Following Balibar in “What is a border?” (2005) the controls multiplied all along the territory as a kaleidoscopic vision. The EU internal borders never disappeared but mutated into a police managed modelo of internal borders. (shrink)

This chapter discusses the application of international humanitarian law (IHL) to EU military operations outside of the European Union (EU). It describes where the Union has performed best: promoting the development, acceptance, and respect of IHL by others. EU restrictive measures may be taken in its commercial policy, its foreign and security policy, and its development cooperation policy. A field in which the European Union may have a direct impact on violations of IHL is the export (...) of arms. EU member states continue to be involved in armed conflicts, but EU law did not govern their involvement. Therefore, the relationship between IHL and EU law is fortunately not (yet) an issue of daily concern for practitioners and EU institutions. In the instances in which the European Union has been a military actor abroad, IHL arguably did not apply because the Union had not become a party to an armed conflict. (shrink)

According to the International Relations theory known as Realism, interstate interactions, whether ancient or modern, are motivated by the pursuit of hegemony of individual states, which act as monolithic groups in articulating their foreign policy decisions. The application of Realism to the study of Spartan foreign policy in the third century BC shows the validity of this theory in explaining certain aspects of ancient interstate interactions, as illustrated by the two alliances discussed in this article. The (...) first, earlier alliance, between King of Macedonia Antigonos Gonatas and Sparta and some Peloponnesian cities, was made in response to the threat posed by King Pyrrhus of Epirus who was set on conquering them. The later alliance, between Sparta and other states, was made to stop the ambitions of King Antigonos Gonatas who controlled many cities of the Peloponnese and sought to conquer the whole of Greece. In forging such alliances, according to the Realist view, the states acted as large monolithic groups, yet a broader assessment of the available evidence shows the presence of smaller, subtler networks of individuals, which were paramount in articulating important foreign policy decisions. The comparison of Spartan decision making with the activation in 2009 of the EU’s Solidarity Clause, included in Article 222 of The Treaty on the Functioning of the European Union (TFEU), indicates that the activation of this clause too required the consensus of several European governing bodies. By bringing to light the critical role played by smaller networks of power in foreign policy decision making in the ancient and the current-day EU alliances, this article exposes both the merits and the limits of the Realist international relations theory. The Schuman Plan was enthusiastically endorsed by the Benelux countries, France, Germany, and Italy, but the United Kingdom declined to participate, refusing to accept the supranational role of the projected High Authority. The treaty Establishing the European Coal and Steel Community (ECSC) was signed in Paris on 18 April 1951. The European Economic Community (EEC) has provided the core framework for the process of European integration. The Single European Act (SEA) also inserted into the EEC Treaty a number of specific (...) new legal bases for Community action. The treaty provisions were superseded by the Treaty on European Union (TEU), which provides the legal basis for the common foreign and security policy (CFSP). The Reform Treaty was to shed the form, language, and symbols of a European Constitution in favor of having another amending treaty, similar in nature to the SEA, Treaty of Amsterdam (TA), or Treaty of Nice (TN). As Russian influence in Italy grows, Putin’s ‘Trojan horse’ in the EU reflects several societal trends, molding perceptions of a foreign policy appropriate for Italy.

Four decades have passed since the EU and China established diplomatic relations in 1975, and now became mutually indispensable economic partners, presenting both an opportunity and challenge. During that time, after the first market reforms were introduced in 1978, China has transitioned from a predominantly agricultural to industrial and service-oriented economy. On 11 December 2001, China also became the 143rd member of the WTO. The aim of this research is to quantitatively compare the US, EU and Chinese GDP from 1995 (...) to 2014, the US and Chinese outward FDI from 1995 to 2013, and the EU 28 Total Imports from and Exports to the US and China between 2002 to 2014, and analyse the impact of the exponentially rising Chinese investments in the European Union (EU). We have found that while the US economy experienced a regression in general, and exhibited outward FDI exponential decrease in particular, the Chinese outward FDI sustained an exponential growth. Our analysis has shown that the now weakened US dollar and diminished US economic and industrial power, along with the US designed and archaic post World War II European institutions, vitiated by the recent US Economic Recession, which has swept along the EU and all other US dependent foreign economies globally, are and will continue to experience the primary impact of the exponentially rising economic investment of China in the EU. Furthermore, we have found that the Chinese economic growth has been affecting both the EU identity and policies. Yet, its full effect is waiting to be realized. The Chinese investment in the EU is estimated to peak during the next decade, when China will become by far the foremost economic partner of the EU. This crossroad may be reached as soon as in few years’ time and contribute towards the EU – Asian regional stabilization. In the changing context of the Sino – EU - US relations, due to the exponentially growing economic prosperity and rising global influence of China, the EU international institutions and socio-political structures will re-emerge with the once forgotten access to the 21st Century Silk Road Economic Belt, “The Silk Road II”, between China and the EU in the foreseeable future. Industrial policy is a highly controversial issue. The European Union (EU) justifies its industrial policy on the grounds of common problems across countries, its capacity to coordinate and reduce duplication of efforts, its capacity to control and limit member-state subsidies to industries, and its mandate for foreign trade and competition policy. Technology policy has been relatively successful in certain fields such as telecommunications or traffic control systems. In other fields, such as microelectronics and computers, the (...) results have been mixed. Formulating a coherent industrial policy remains a highly complicated venture because there are a number of conflicts that are difficult to resolve. This article attempts to review the role and the implementation of industrial and innovation policies in the EU. Moreover, it will attempt to examine and analyze the effects of these policies on convergence and cohesion for the European member-states. (shrink)

This paper explores the role of ideology in attempts to influence public policy and in business representation in the EU–China solar panel anti-dumping dispute. It exposes the dynamics of international activity by emerging-economy multinationals, in this case from China, and their interactions in a developed-country context. Theoretically, the study also sheds light on the recent notion of ‘liability of origin’, in addition to the traditional concept of ‘liability of foreignness’ explored in international business research, in relation to firms’ market (...) and political strategies and their institutional embeddedness in home and host countries. Through a qualitative analysis of primary and secondary materials and interview data with key protagonists, we provide a detailed evolution of the case, the key actors involved and their positions, arguments and strategies. This illustrates the complexities involved in the interaction between markets and ideologies in the midst of debates regarding different forms of subsidy regimes for renewable energy, free trade versus protectionist tendencies by governments, and the economic and sustainability objectives of firms and societies. The case shows how relative newcomers to the EU market responded to overcome a direct threat to their business and became, with support from their home government, active participants in the public debate through interactions with local commercial partners and non-governmental organisations. Firms adopted relatively sophisticated strategies to reduce their liabilities vis-à-vis host-country institutions and local stakeholders, including collective action, to increase their legitimacy and reputation, and counter ideologically based attacks. Ukraine is the largest country that is included in European Neighborhood Policy. That is why the European Union should spotlight relations with this eastern partner, especially by foreign policy instruments like association agreement. The focus here is on the EU’s involvement in the Ukrainian crisis in period from Maidan revolution at the end of 2013, which was occasioned by the rejection of the association agreement with the EU by President Viktor Yanukovych, and to the presidential election in (...) 2014. The main issue is to evaluate the EU’s scope to stabilize the political environment in the nearby neighborhood and eliminate threats, which are the results of war between Ukraine and Russia. RESUMEN: Este artículo analiza la gestión de la denominada crisis de los refugiados por parte de la UE y sus Estados miembros. Partiendo del estudio de la política migratoria europea, se intenta demostrar que la respuesta ofrecida a ambos fenómenos, migración y asilo, se articula en función de las necesidades del mercado capitalista. Ello hace que, en época de crisis económica, se restrinja de manera drástica el número de personas admitidas. No sólo eso, para mantener la cohesión social dentro la (...) comunidad nacional se culpa a los extranjeros –inmigrantes y refugiados– de los efectos de la crisis. El resultado es el fin del derecho de asilo. Las consecuencias negativas de semejante política no sólo afectan a los refugiados e inmigrantes, sino también a los ciudadanos de los países de la Unión y, especialmente, al propio proyecto europeo. ABSTRACT: This article analyses the way in which the EU and its member states are dealing with the so-called refugee crisis. First of all, EU migration policy is assessed in order to show that capitalism and market needs establish the guidelines to be followed when tackling these two issues, migration and asylum. As a result, and in the context of an economic crisis, the number of people admitted into the EU has been dramatically reduced. Even more, foreigners –migrants and refugees– are blamed on the detrimental effects of crisis, and this is used as a strategy to maintain social cohesion within the national community. This policy has a negative impact not only on refugees and migrants, but also on EU citizens and the EU project itself. (shrink)

À travers une analyse sémio-discursive et ayant comme repères trois journaux roumains de la presse d'information, l'étude met en lumière les principales ressources discursives mobilisées par la presse à l'occasion des référendums français et néerlandais sur la Constitution européenne. L'étude esquisse d'abord le contexte local qui consacrera le référendum comme un événement de politique extérieure atypique, vu ses implications sur le plan de l'adhésion de la Roumanie à l'UE. On analyse par la suite les principaux mécanismes discursifs qui ont permis (...) à la presse de gérer toute une mise en scène des émotions collectives. La récupération des contextes locaux européens, l'évaluation de l'«état d'esprit» bruxellois après le référendum ainsi que la valorisation d'un savoir expert personnalisant sont certains des mécanismes utilisés par la presse afin de ménager les sensibilités collectives et de rassurer sur le processus d'adhésion en cours. Cette gestion des émotions euphémisatrice actualise des pratiques médiatiques déjà instituées dans l'espace public roumain tout en contribuant à la consécration d'un imaginaire de la décision verticale.Through a discursive and semiotic analysis as benchmarks with three newspapers Romanian press information, the study highlights the main discursive resources mobilized by the press during the French and Dutch referenda on the European Constitution. The study outlines first the local context devote the referendum as an event of unusual foreign policy, given its implications for the accession of Romania to the EU. Analyzed by the following key discursive mechanisms that allowed the press to manage a staging of collective emotions. Recovery of European local contexts, the evaluation of the "state of mind" in Brussels after the referendum and the development of expert knowledge are customizing some of the mechanisms used by the press to collective sensibilities and reassure the accession process underway. The management of emotions updates euphémisatrice media practices already established in the Romanian public space while contributing to the consecration of a imaginary vertical decision. (shrink)

The 1969-72 period bas shown an evolution in the belgian european policy. White instituional orthodoxy and federalist teleology had prevailed in the sixties, some pragmatism has been added since Prime minister Gaston Eyskens met President Pompidou in Paris in june 1972. Belgium accepts the launching of a cooperation among the national foreign policies outside the sphere of the EC institutions; regular summits of heads of government are also agreed on. Pragmatism doesn't weaken however the belgian concerns about orthodoxy. (...) Belgian diplomacy is claiming a twofold orthodoxy. The "de lege fata" one insists on the compliance of the institutional practises with the legal provisions of the Treaties and on the extension of the scope of the EC policies by using the faculty provided by art. 235 EC. The constant refusal of the so called "compromis de Luxembourg" and the recurrent plea for the qualified majority voting, or the emphasis put on the powers of the Commission illustrate this kind of orthodoxy. The "de lege ferenda" orthodoxy consists of preventing institutional evolutions from closing the road to the long term federalist aims belgian diplomacy is still working towards for European integration. Hence some dilemmas between pragmatism on short term issues and some dogmatic rigidities which refer to the federalist finality. The discussion about twofold orthodoxy is grounded on a belgian positions' analysis on european affairs which covers the period from the end of the sixties to the belgian positions at the 1996 IGC. By the future perspective of a broader EU enlargement, Belgium will also face a new challenge: will its relative political weight be decreasing in the same time theUnion will extend? Which will be the price for accepting less Belgium in a larger Union? (shrink)

In December 2003, the members of the European Union (EU) met in Brussels for a summit that had the potential to become a turning point in history. The agenda for the meeting was to adopt a constitution for Europe in the wake of the European enlargement scheduled for May 2004. However, European nations were not able to resolve their differences over undecided issues such as voting, foreign policy decision- making, budget deficit rules, and whether to mention God in (...) the constitution. The most severe disagreements occurred over the voting system proposed by the draft constitution, which envisioned a move towards population-adjusted voting rights. The paper examines a concept of the Balto-Black Sea Union, which ideas were translated into reality during the Kievan Rus and Grand Duchy of Lithuania period. In the 10th-11th centuries the road from the North to the South, from the East-country to the Black Sea ran through the territory of Ukraine. The way 'from the Varangians to the Greeks' integrated two regions, the Baltic and the Black Sea, and was to the advantage of all those involved. This conceptual idea was (...) again looked into by Ukrainian politicians and researchers in the early 20th century, it was explored and proposed by Mykhailo Grushevskyi, Yuriy Lypa and Stepan Rudnytskyi. The idea of the 'inter-sea area' became a subject for active discussion in Polish, Ukrainian, Belorussian and Lithuanian political quarters in the late 1980s. This plot deserves attention of contemporary Ukrainian politicians in the current dynamic geopolitical context as an efficient and timely anti-Russian international project which will underpin the security of Ukraine. This idea was partially implemented in the form of the GUAM, the Black Sea Organization for Economic Cooperation and the Community of Democratic Choice. The natural vector 'North - South' of communicative and transit transport flows is not used in full measure by Ukraine. The Balto-Black Sea Union offers a significant security component which is of interest to the USA and the European Union. The emergence of such new world economic centers as the USA, the EU and China imparts a new focus to foreign policy priorities of Ukraine. (shrink)

The conditions for development of a regional system of national security in Central Asia in the post-Soviet period are reviewed in a new geopolitical context. The emergence in the region of new political actors of the first echelon - the USA, the European Union and the People's Republic of China as well as the second echelon - Turkey, the Islamic republic of Iran, India and Pakistan is emphasized. The role of the above countries in ensuring political and economic security is (...) traced. The regional integration situation is analyzed. Available regional threats, some of them of global nature, are looked into, their characteristic features described for each New Independent State. Interstate conflicts and their resolution potentiality in the current situation are investigated. The unity of the region in combatting international terrorism and extremism is pointed out. Regional threats which endanger the West are identified. Special attention is given to politicization of Islam, radical fundamentalism and their belligerent manifestations which took place in Central Asia. The membership of Central Asian countries in such security-focused interstate organizations as the Collective Security Treaty Organization and the Shanghai Cooperation Organization as well as relations with the UN and the NATO are laid stress on. A great military and technical dependence of the armed forces of Central Asian countries on the Russian factor is pointed out. Some facts of the geopolitical confrontation between Russia, the EU, the USA and China are referred to. Conclusions are drawn as to incapability of countries of the Central Asian region to stand up to current geopolitical challenges on their own and the lack of a regional security system. The necessity of multi-vector foreign policy as a form of guarantee against external aggression is brought into focus. (shrink)

In The Law of Peoples Rawls claims that liberal well-ordered societies (LWOSs) should regard certain non-liberal societies, decent hierarchical societies (DHSs), as equal members of a just international order, a ‘Society of Peoples.’ Rawls maintains, however, that while the ‘basic structures’ (the main political and economic institutions) of LWOSs are fair systems of social cooperation, the basic structures of DHSs are only ‘decent’ systems of social cooperation. I explain why the basic structures of DHSs cannot be fair systems of social (...) cooperation. In doing so, I refute a recent defense of DHSs advanced by Samuel Freeman. I then argue that because the basic structures of DHSs cannot be fair systems of social cooperation, Rawls is not justified in holding that LWOSs should refrain always from offering economic incentives to DHSs in order to encourage them to liberalize their political institutions. The ultimate aim of the foreign policies of LWOSs should be a world in which liberal democratic rights are respected by all societies. (shrink)

This article addresses three questions: How can we define and measure what constitutes a foreign policy in human rights? How is it possible to explain both the activism of a state and its ideological orientation in the international promotion of human rights? What is the empirical evidence found when we try to answer these questions in intermediate states? Research done on four cases (Argentina, Australia, Brazil and South Africa) suggests a correlation between domestic efforts in the promotion of (...) human rights and international advocacy. It also shows that the greater the power of intermediate states, the greater their activism in human rights. Further, as development grows states show less support for economic, social and cultural rights. Last, the strategic relation with the USA shapes how states vote regarding human rights violators states. (shrink)

To determine the relevance of judgments of rationality and of morality in foreign policy decisions, it is necessary to provide a value‐neutral definition of “the national interest.” This makes it possible to ascertain, in principle, whether a given governmental foreign policy decision is rational with respect to this goal, in turn a necessary means to any government’s ultimate purposes. While it is pointless to judge the pursuit of the national interest itself morally right or wrong, moral (...) judgments are relevant to policies and goals compatible with the national interest. However, moral principles are often invoked to justify the pursuit of this intermediate goal. (shrink)

Russia’s war against Ukraine has grave consequences in several political categories. These include: a reassessment of the school of ‘political realism’, one of whose proponents claims to have predicted the war. Was the West partly ‘responsible’ for the war? Second, to what extent does the war of aggression, as an undeniable violation of law, damage the status of international law and justice? Third, the war is embedded in political developments that stretch back a century. It is examined in its context (...) within American foreign policy since the Wilsonian peace programme, in relation to the dangerous reluctance of the EU to pursue a decisive geopolitical policy towards Russia, and interpreted in the light of Stalinist echoes within Russian politics. What is the relationship between foreign policy, electoral campaigns, and public opinion? This work analyzes the electoral campaigns in Colombia in 2018 (Iván Duque) and 2022 (Gustavo Petro). The profiles of the candidates and their programmatic agendas are analyzed, identifying the continuity of issues associated with peace, security, borders, and the complex relationship with Venezuela. Despite the above, there was a turn to the left that shows changes in the preferences of Colombian public opinion.

The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy (...) aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions. (shrink)

The article examines the key conclusions and recommendations to candidate countries and potential candidates for accession, set out by the European Commission in the annual Communication on the EU enlargement policy in 2022. For better understanding of the essence of the Commission’s Communication, this article the author analyses the realities faced by the EU with the beginning of the Russian Federation’s full-scale war against Ukraine. According to scholars and experts, the war changed Europe more profoundly than any event since (...) the end of the Cold War. It is found that the war clearly emphasized the attractiveness of EU membership and strengthened its transformative power, which was formed thanks to the values, diversity of the societies of the Member States, fundamental freedoms and way of life of the Union. In this context, one can agree with the statement of scholars that the real challenges that the EU cannot avoid if it wants to become more authoritative and strategically autonomous are the strengthening, not the weakening of the European level (institutional and legal systems, common EU policies) under a strict democratic control. The analysis of the conclusions and recommendations in the Commission’s Communication allowed us to conclude that after the Russian invasion of Ukraine, the policy of EU enlargement was returned to the forefront of the EU’s agenda. Evidence of this was, firstly, granting the status of a candidate for accession to Ukraine and Moldova and a potential candidate – to Georgia, and, secondly, a joint search by the EU and its Member States for ways to activate and speed up the process of European integration of the countries of the Western Balkans region. In addition, it should be noted that the cross-cutting themes of the Commission’s conclusions and recommendations are EU security and energy policy, key areas of the Green Course, in particular decarbonization of the economy, as well as the issue of recovery after the COVID-19 pandemic. A separate emphasis in the Commission’s Communication is placed on the reforms continued by the countries of the Western Balkans, which are necessary to fulfill the accession criteria. (shrink)

Human rights have been the principal ethical ingredients of ‘ethical foreign policy’. Some human rights promulgated in UN and other Declarations are more aspirational than achievable; others are of variable importance. So we need to look behind the Declarations to see which human rights claims should be taken most seriously. I shall argue that we take rights seriously only if we take the counterpart obligations seriously, and can take obligations seriously only if we connect them to the capabilities (...) of the agents and agencies who will have to discharge them. A realistic view of those agents and agencies cannot be based on the assumption that the relevant agents are all of them states, since this line of thought collapses where states are weak or failing. A realistic account of agency, or of obligations, a fortiori of rights has to take certain types of non-state actors and their obligations seriously. (shrink)

The book is an argument about the moral foundations of foreign policy. It argues that the traditional idea of liberal equality can be interpreted so as to give moral guidance to policy leaders in understanding what they ought to seek internationally.

This article explores EU gender policy through the lens of the `Wollstonecraft dilemma', a guiding conceptual device that helps to summarize women's difficult path towards equality in a patriarchal system. EU gender policy reflects the contradictions women must face in their struggle for equality, which are common to most public gender policies. All provisions devised to progress in gender equality have negative retroactive effects on women, due to the patriarchal context in which they are applied. Empirical evidence from (...) the Spanish case offers further support to the argument, showing how EU gender policy is still trapped in the `Wollstonecraft dilemma'. A more holistic approach to EU gender policy, able to tackle all the areas of which patriarchy is composed, and an improved monitoring of EU gender policy implementation in the member states, could both generate a more effective gender policy in the EU and make further progress in solving the dilemma. McPhate, Alan History records many stories of re-alignment between stronger and weaker powers. In the mid-twentieth century, for reasons of perceived national survival, Australia re-aligned its foreign policy.

It is often argued today that a deep and troublesome gap across the Atlantic has been developing and that Europeans and Americans no longer share the same view of the world. On the basis of data gathered in the 2002 Transatlantic Trends Survey, held in the USA and six European countries, this article assesses whether there is indeed such a gap at the mass level. It focuses on three major dimensions of world views: (1) perceptions of threats (2) the sense (...) of affinity with other countries in terms of allies, friends or foes, and (3) attitudes toward the use of force, both in general and in specific circumstances, more particularly the war over Iraq. It concludes that European publics in 2002 looked at the world in a way that is rather similar to that of many ordinary Americans including harbouring deep reservations about the conduct of certain aspects of U.S. foreign policy. Both publics share fundamental worldviews. On Iraq, Europeans and Americans agreed in some respects (such as the necessary role of the UN) but disagreed on other. In many respects at the mass level the differences across the Atlantic are of degree, and not fundamental. They result from disaffection with the present administration rather than with US policies in general. Moreover, the alleged European is a misnomer, which hides the considerable sympathies and warm feelings towards America, and the perceived common interests and values. (shrink)

Neo-liberal capitalism is triumphant, and the workers’ movement is in radical (...) decline. National liberation movements have produced new oppressions. A reflexive anti-imperialist politics can turn leftists into apologists for morally abhorrent groups. In Michael Walzer’s view, the left can no longer take automatic positions but must proceed from clearly articulated moral principles. In this book, adapted from essays published in _Dissent_, Walzer asks how leftists should think about the international scene—about humanitarian intervention and world government, about global inequality and religious extremism—in light of a coherent set of underlying political values.
