Social policy includes many aspects, some of which are related to welfare, as well as many social responsibilities and rights that are considered the basis of the early childhood stage, as social policy aims to secure a kind of stimulating, safe and equal environment for children, especially in the first years of their lives, as these early stages greatly affect their growth, development and future capabilities. It aims to study the current facts related to (...) a phenomenon, situation or group of individuals. This study relied on the social survey method by sample and used the questionnaire tool to identify the extent of the impact of social legislation to protect early childhood. A field study in the city of Baghdad, where the study sample amounted to (200) individuals, males and females. The results of the study showed that the highest percentage of the research community are females at 54.4%. The results of the study showed that providing health care to mothers before and after birth is the health system for child health by 60.4%. The results of the study indicate that the early childhood care policy contributed to reducing child mortality rates by 63.2%. The results of the study indicate that one of the most important ways is the contribution of the social care policy to correcting some wrong practices by holding educational courses for workers in health centers by 43.6%. The results of the study concluded that there are educational programs provided for early childhood with cognitive and cognitive stimulation by 58.4%. And the contribution of government efforts to provide development programs for the early childhood stage by encouraging enrollment in education by 55.2%. One of the most important difficulties facing the implementation of policies and strategies for sustainable development for early childhood is the absence of activation of the national strategy by 36%. Therefore, we recommend the establishment of a higher council for childhood that takes on the responsibility of drawing up policies related to children and following up on strategies and programs related to them. Provision of education for children under five has recently become a political concern. At the same time, this relatively small field has been attracting increased research attention, with many early years practitioners seeking routes to initial and higher degrees. This book offers essential guidance for researchers and newcomers to the field, outlining opportunities in research as well as useful, sensitive and appropriate methods for researching childhood education.

This article was initiated by our discomfort regarding recent policy developments in Nordic early childhood education (ECE) where previous decades’ policies on creating solidarity, equality and universal access to social welfare and promoting democratic participation are seemingly waning. While from a global perspective, these policies might seem inclusive and democratic, if understood within the context of Nordic policy frames and broader policy changes in Sweden and Denmark, their undemocratic coercive moves and racist undertones become visible. By (...) focusing on the intersections of language and place in selected policies, we respond to the questions: ‘what is the problem represented to be’ and ‘what are the solutions offered?’ (Bacchi, Citation2012). We argue for the urgency of further research as the identified policy shifts indicate the prevalence of a more virulent form of nationalism in the Nordic ECE space threatening its Nordic democratic values. This paper promotes a philosophy derived from the direct distribution of goods to needs that occur in mothering and invisibly in many other aspects of life. Such a philosophy is suggested as an alternative to market based values, which currently permeate society. It is important to bring alternative values to consciousness and validate them for both teachers and children so that the orientation towards the other that characterizes the gift paradigm will not be lost in the fight for survival endemic (...) to a market society. The hope is that we can find solutions that are viable for all. After presenting this philosophy, we show how it already exists among educators and children, and we suggest ways in which it may be validated and promoted in early childhood education. (shrink)

We analyse two foundational social problems regarding early childhood education. The first, in the late nineteenth century, is infant mortality, a social problem that constituted the historical legitimation for the first crèches. The second, the prevention of school failure, is very topical today. By analysing these examples in their historicity, taking into account social, political, economical and scientific contexts, it becomes clear that early childhood education can contribute to the individualisation and (...) decontextualisation of social problems. Yet acknowledging this also means opening windows of new opportunities, as far as the construction of social problems remains an open debate in which disagreement rather than consensus is fostered. This article presents a case study of successful research capacity building in the field of early childhood education in a non-research intensive, regional Australian university. In a context characterised by substantial political, economic and structural constraints, it illustrates a creative, strategic, and to some extent, transgressive approach to research capacity building inspired, in part, by concepts proffered by social theorist Gilles Deleuze.

This book presents new ethnographic research carried out with five children between one and five years old. It explores children's agency in relation to daily transitions across everyday life contexts such as home and day-care contexts. Based on this new research, Pernille Juhl shows how young children are active participants orientating in their everyday life transitions. She argues that we should understanding children as creative and transformative subjects co-creating together with co-participants such as parents, professionals and other children, the conditions (...) under which they live. Juhl builds on theoretical work by Holzkamp, Stetsenko, Hedegaard and Vygotsky and covers a range of theoretical approaches and concepts in her analysis such as befindlichkeit, micromovements and embodied orientation. Families have a right to privacy, but we know little about how the public–private boundary is negotiated at the micro level in educational settings. Adopting ethnomethodology, the paper examines how talk about the home situation was occasioned and managed in ten parent–teacher conferences in early childhood education and care (ECEC), with a special focus on the ECEC teacher’s strategies for eliciting family information. The paper demonstrates a continuum of interactional practices which, in various degrees, make parents accountable (...) for providing family information. The analysis shows that parents both volunteer and provide the pursued information, thus actively orienting to the norm of visibility in child rearing. However, although both parties orient to questioning and fishing as business as usual, the parents’ accounts sometimes had an excusing quality or they adopted a reserved communication style, suggesting a certain ambivalence as well. The paper outlines different ways of understanding the present partnership ideal in parent–teacher teacher cooperation with implications for the negotiation of privacy. The paper also addresses training, which can contribute to staff and student reflections on the management of the public–private boundary. (shrink)

This paper applies crip theory (McRuer, 2006, 2018) as well as other key conceptual tools from disabled childhood studies (Runswick-Cole et al., 2018) and disability studies in education (Cousik & Maconochie, 2017) as a tactic intended to question and resist the story of overcoming as it manifests itself within the discourses and practices of self-regulation in early learning classrooms. This paper offers a brief overview of the range of self-regulation strategies enacted within educational settings in Ontario, Canada, (...) that purport to support young children in overcoming themselves on their way to normalcy. This paper also engages in crip theory as a strategy to both question and disrupt the taken for granted assumption that self-regulation entails a return towards or a sustaining of the efficient and productive neoliberal individual in school systems. Finally, this paper considers how we might not only invite but embrace the disruptions that occur when embodied differences refuse to be overcome by demands to self-regulate. Ultimately, a key aim of this paper is to resist how discourses and practices of self-regulation in Early Childhood Education and Care (ECEC) establish the overcoming narrative as a means to cure, fix or exclude embodied differences while contemplating the vibrant possibilities embedded within learning with and from disabled childhoods. In 2000, the Millennium Development Goals set out targets aimed at creating a safer, more prosperous, and more equitable world. If these goals were to be achieved, children’s lives would indeed be transformed. In this collection, achievements against these targets are identified, with each contributor examining the progress made in early years provision in Australia, China, England, Greece, the Netherlands, Portugal, South Africa, and Sweden. They highlight the priorities and agendas of their respective governments, and focus on the trends (...) and issues which are particularly relevant to each situation, thereby revealing the social and educational inequalities that persist across countries. A common theme running through this volume concerns the political tensions that arise when governments and educators hold fundamentally different views about the nature and purpose of early years education and the needs of children and families. It is clear that although the past two decades have seen many changes in attitude towards the importance of the early years of life; politically, economically, and environmentally, much still remains to be done if the Millennium Development Goals for young children and their families are to be fully met. Despite this, this volume demonstrates that those who work in this area continue to experience a deep concern for the well-being of young children, which transcends cultures, frontiers, and political and sectarian divides. Rabelaian carnivalesque provided philosopher Mikhail Bakhtin with a means of exploring the significance of humour through an examination of Middle Age peasant culture and the influence of the Renaissance on its legitimacy. This article argues that a similar phenomenon exists in modern educational settings and provides evidence to suggest that very young children are highly capable of working within this genre as a strategic orientation. It is proposed that the role of the early childhood teacher within this ‘underground (...) culture’ is to be a dialogic partner who recognizes their dual horizontal and vertical roles as both insider and outsider: appreciating humour with children but expecting (and celebrating) the child’s position within a distinct culture that necessarily resides outside officialdom. In doing so, the article concludes that teachers will gain deeper appreciation of the important role of humour as a means of positioning the self within institutions characterized by power dynamics that are typically beyond the young child’s control. Moreover, the teacher has greater opportunities to recognize the potential of humour as a form of social mobility and agency on the part of the child. (shrink)

The present study investigated the cross-cultural variations in parents' views on the role of play in child development and the primary purpose of preschool education from Ethiopia and Hungary. It also examined the cross-cultural variations in preschoolers' executive functions, the frequency of their engagement in home activities, and the role of these activities in the development of EF skills. Participants included 266 preschoolers with their parents. The independent samples t-test showed that Ethiopian parents view fostering academic skills for preschooler (...) significantly more important than their Hungarian counterparts do. We also found that while Ethiopian parents hold the belief that academic and cognitive development is the major purpose of preschool education, Hungarian prioritize social-emotional development and entertainment. Additionally, preschoolers in Ethiopia were reported to engage in academic and arts and crafts activities after preschool significantly more frequently than their Hungarian counterparts. On the contrary, preschoolers in Hungary were found to engage in fine-motor activities, solitary play, sports and other physical activities significantly more frequently than their Ethiopian counterparts. No significant differences were found in EF skills between preschoolers from Ethiopia and Hungary. Results from hierarchical regression analyses showed that, after accounting for age and SES, preschoolers' frequency of pretend play and their parents' play support beliefs were found to be small to medium-sized predictors of inhibitory control skills in both samples. However, children's frequency of having breakfast at home was another significant predictor in the Ethiopian sample only. The frequency of participation in arts and crafts and other fine-motor activities were found to be important predictors of preschoolers' visual-spatial working memory skills in the Ethiopian and the Hungarian samples, respectively. We also found that, after controlling for SES, parental play support was an important factor associated with preschoolers' shifting skills only in the Hungarian sample. L’organisation s’est légitimée en défendant une cause elle-même jugée féminine et ses membres, actifs au niveau international, accumulent un important capital social avant de s’y engager, soit en attendant la fin de leur carrière professionnelle, soit en associant le capital (...) class='Hi'>social de leur mari à leur engagement. L’OMEP a toujours promu une vision émancipatrice du travail féminin salarié et qualifié. Mais comme cette professionnalisation s’est appliquée à un domaine où les rôles féminins et masculins étaient déjà fixés de manière rigide, elle n’a suscité que peu de remises en question des représentations de genre dominantes. High quality pedagogical practise is one of the most important mechanisms to support families and children at risk of social exclusion (RSE) in the early childhood and pre-school education system (ECEC). This paper describes and presents the results of the evaluation of the model for the prevention of adverse developmental outcomes of children with RSE achieved through quality pedagogical practise. The contribution of using the model to children's social inclusion was determined using a quasi-experimental quantitative (...) method. 60 educators from 15 kindergartens in seven districts of the Republic of Croatia participated in the study. Before and after six months of implementing the model, they completed the scale for assessing the child's social inclusion and the protocol for documenting pedagogical practise in relation to the child. The qualitative thematic analysis describes the ways in which the application of the model contributes to children's well-being. 30 educators who implemented the model were interviewed. The use of the model was found to contribute to better developmental outcomes for children at RSE and to educators' professional development and practise. The results suggest that the pedagogical practise of ECEC needs to be improved to prevent unfavourable developmental outcomes for children at RSE. (shrink)

Foucault's notion of ?regimes of truth? (MacNaughton 2005, 30) provides an understanding of how some discourses operate and network together to reinforce a particular powerful view of the world. These can be in oral or written forms. Early childhood education practices are drawn on the discourse of a document developed by the National Association for the Education of Young Children (NAEYC) on developmentally appropriate practice. Statements made in this written discourse have been accepted as factual and (...) produce shared language among early childhood researchers. Foucault's perspectives of discourse and terms used by him as regimes of truth are used in this article to evaluate the written document that early childhood educators have accepted as authoritative truth. Suggestions for practice include providing a discourse that calls for early childhood teachers to allow time for reflective dialogue and the recognition of multiple perspectives to inform pedagogical knowledge of the social and cultural contexts of the children they teach. This book takes on current perspectives on transnationalism and children's relationships to media, childhood, and markets in converging global worlds. It introduces the idea of multi-sited imaginaries to explain how children's media and literacy performances shape and are shaped by shared visions of communities that we collectively imagine, including play, media, gender, family, school, or cultural worlds. This book re-theorizes the relationship between pedagogy and play. The authors suggest that pedagogical play is characterized by conceptual reciprocity (a pedagogical approach for supporting children's academic learning through joint play) and agentic imagination (a concept that when present in play, affords the child's motives and imagination a critical role in learning and development). These new concepts are brought to life using a cultural-historical approach to the analysis of play, supported in each chapter by visual narratives used as a research (...) method for re-theorising play as a pedagogical activity. Whenever a cultural-historical approach is applied to understanding pedagogical play, the whole context of the playful event is always included. Further, the child's cultural environment is taken into account in order to better understand their play. Children from different countries play differently for many reasons, which may include their resources, local cultural beliefs about play and specific pedagogical practices. The inclusion and acknowledgement of social, cultural and historical contexts gives credence and value to understanding play from both child and adult perspectives, which the authors believe is important for the child's learning and development. As such, the relationships that children and adults have with human and non-human others, as well as any connections with artefacts and the material environment, are included in all considerations of pedagogical play. It is widely acknowledged that the gradual emergence of the modern nation-state is associated with intensified interest in the government of childhood. Grounded in the Foucauldian literature on governmentality and drawing on a broad range of disciplines, this book examines the government of childhood in the West from the early modern period to the present. I believe that love of truth is the basis of all real virtue, and that virtues based upon lies can only do harm.· This passage reflects Russell's views on scepticism and education; he sought an educational system that would avoid indoctrination and would produce sceptical students. Scepticism, a central aspect of much of Russell's philosophic work, was a primary organizing principle of his writings on education. Russell, a major contributor to educational theory, produced two volumes on education that continue to have considerable relevance for teaching and learning in contemporary society. The first, Education and the Good Life (1926),2 inspired by the births of John and Katharine, focused on the education of young children. In Education and the Good Life, Russell identified the aims of education. These included the development ofvitality, the promotion of courage (which entails the absence of fear), sensitiveness and intelligence. This position was well advanced for its time; it still encounters resistance today. As the Russells' children approached school age, he and Dora confronted the problem of their education. Russell did not want John and Katharine to experience the loneliness of education by tutors that he had faced as a child. He and Dora also wished to avoid conventional public schools because they wanted their children to be educated in a manner consistent with their sense of scepticism about society and about religion. Russell felt that exposure to any kind of traditional learning would cause his children to be indoctrinated with patriotic and religious points of view. On the other hand, he felt that the progressive schools that were available-including A. S. Neill's Summerhill-lacked intellectual rigour. As a result of these feelings and because of Dora Russell's interest in education, the Russells leased the estate of Bertrand's brother at Telegraph House in Sussex and founded what came to be known as Beacon Hill School in September 1927. Given the instructional challenges posed by the influx of minority-language children in North America, this article attempts to examine early childhood bi- or multilingualism in one of the fastest growing ethnic minority groups in Canada, Korean-Canadians. By drawing on a Vygotskian perspective, the article focuses on the affective and social aspects of learning for culturally and linguistically diverse (CLD) children and their families. With an emphasis on the integration of language and thought, this article first identifies the (...) instructional applications of Vygotskian perspectives and then describes iterative phases of design-based research aimed at developing technology-mediated collaborative learning environments for trilingual Korean-Canadian children. The technology-mediated collaborative learning environment supported young CLD children's affective, social and cognitive needs and created meaning-centered collaborative learning environments. The paper concludes with a consideration of implications of this technology-mediated collaborative learning environment so as to assist teachers who might be confronted with the educational needs of the growing population of CLD children. On this occasion, it was fitting to consider an aspect of education which can be developed in the family, but hardly receives much attention in that context. We refer to aesthetic education. The scope of this education is diverse: family life style, personal hygiene, manner of dressing, care in the use of material things, decorum. The latter includes the gestures and (...) manner of speaking as one interacts with others.Aesthetic education involves the proper cultivation of the external senses – touch, smell, taste, hearing and sight – and the internal senses such as the imagination, memory and life experience. The achievements in aesthetic education redound to the other spheres of education: emotional, moral, intellectual and social.By way of an example, the use of movies as a means to promote aesthetic education in the family is explained. To draw out the maximum educational potential of this medium, the active involvement of parents especially during the child’s early developmental stage is indispensable.The paper is divided into three parts: 1. Kindergarten Narratives on Froebelian Education showcases the latest scholarship and historical understandings concerning the casting of the kindergarten idea abroad: across cultures, continents and centuries. Each chapter reveals previously unknown narratives of intrepid endeavour, political pragmatism and pedagogical innovation that collectively provide insight into the transformation of Froebel's ideas on early education into a global phenomenon. This book studies the major characteristics of the social pedagogical approach to early childhood education and care. It does so by investigating the distinctive elements of the Nordic approach and tradition. The cultural, educational, and ideological structures and values within the Nordic tradition indicate a strong "social pedagogical" rather than "early education" emphasis. This article develops a conceptual framework of the dynamics of trust between parents and professionals in early childhood education and care. In contemporary Western society, the heightened risk awareness with respect to early childhood has led to an increased focus on the collaboration between home and daycare. Mutual trust is a core aspect of this collaboration, resulting in a trust imperative. Drawing on Knud Eilar Løgstrup, Noomi Matthiesen, Paula Cavada-Hrepich, and Lene Tanggaard argue here that (...) trust is a spontaneous, relational phenomenon rooted in practice and emerging in a normatively structured order. They develop a conceptual framework of trust that has two dimensions: a basic dimension and a competence dimension. The basic dimension is connected to the willingness of the other to do what is good and right according to the normative order, while the competence dimension has to do with the ability to do so. The authors contend that, while trust is a spontaneous and sovereign phenomenon outside of individuals' control, parents and professionals in daycare perform in ways that are recognized as more or less trust-worthy. They also perform in ways that signal they are trust-ful. However, these conscious performances can paradoxically reduce the possibility of spontaneous trust. (shrink)
