Purpose This paper aims to assess the usage pattern of telecentres, how rural women frame telecentres and barriers that limit use of telecentres. Further, the study examined the effects of demographic characteristics and location on telecentre usage. Design/methodology/approach The study used a sequential mixed research design in three rural districts surrounding telecentres: Kongwa, Sengerema and Kilosa districts. The study population comprised rural women who were users and non-users of telecentres. The study conducted six focus group discussions with 37 users and (...) six FGDs with 36 non-users in the first phase of the study in 2014; questionnaires were administered to 90 users and 90 non-users in the second phase of the study in 2015. Findings The primary use of telecentres among users was to access internet, followed by information and communication technology training courses and secretarial purposes. Rural women used internet for educational purposes, followed by news, information on health issues, job opportunities, social and entertainment issues. Rural women currently using internet were more likely to be better educated and have higher incomes at both bivariate and multivariate analysis. Users indicated that they faced the following barriers towards using telecentre: short duration of ICT training, frequent power outages, low speed of internet and few computers at the telecentres. Non-users were not using telecentres because of lack of ICT skills and language barriers. Originality/value This study provides empirical evidence to telecentres, libraries and other rural ICT initiatives to design rural ICT services that are gender-sensitive and demand-driven. (shrink)

This essay delves into the utilization of a negative hermeneutical approach, focusing on gaps, tensions, and the absence of elements, to enrich our comprehension of reconciliation efforts. It posits that this method aids in discerning more and less appropriate approaches to reconciliation processes. Negative hermeneutics serves as both a technique and an ongoing journey of exploration, self‐assessment, and understanding our connection with otherness. By critically engaging with perspectives, it prompts deeper questions and fosters a heightened awareness of the limitations inherent (...) in one's viewpoint. Drawing from examples within the ongoing “Reconciliation and Beyond” initiative of the diocese of British Columbia, specifically Bishop Logan's “Sacred Journey,” the essay illustrates how this approach holds potential. It demonstrates how a focus on negative aspects—those initially resistant to conventional academic scrutiny, like silence and materiality—offers valuable insights into critical practices and academic implications. Furthermore, the essay analyses how a hermeneutical process involving receiving, deconstructing, and recreating can introduce innovative perspectives for understanding reconciliation efforts. This chapter relates post-1918 Italy to the collapse of the Habsburg Empire and the ascent of the successor states, and analyses, from the Trieste’s vantage point, fascist projects, practices and networks of ‘empire’ in the Adriatic Sea, in Mitteleuropa and in the Balkans between 1918 and 1938. It focuses on three connected aspects. Firstly, the northern Adriatic was the first setting of the ascent of squadrismo, a model of violent action against ‘enemies within’ then replicated elsewhere. Secondly, Italian nationalism and (...) imperialism aimed to reconfigure the post-Habsburg economic space and to reconnect the Adriatic with Central and Balkan Europe. Thirdly, Italian nationalist (then Fascist) élites from Trieste played a critical role, by boosting processes of empire-building and defending Austria vis-à-vis the prospects of Anschluss. In sum, the Habsburg legacies kept on shaping the dynamics of Italianization and fascistization in northern Adriatic and on feeding the search for Italy’s informal empire in Central and Southeastern Europe. It analyzes them as instances of sexularism: a form of secularism where the secular is construed in relation to sexual emancipation and gender equality rather than in relation to politics or the public sphere. ABSTRACTThe essay analyses the potential for a negative hermeneutic in liturgical studies, taking as its basis Cyprian Krause’s ‘justification of the ritual in the face of the absurd’. It then examines consequent challenges for other theological subjects. The method of negative hermeneutics focusses on the limits of and gaps within the process of sense. This article explores how different aspects of negativity of sense can help to study otherwise ignored and liminal aspects of liturgy. Disinformation poses a significant threat to democratic societies, particularly in the context of the Covid-19 health crisis. This study delves into the prevalence and nature of disinformation in social media by analyzing Facebook accounts of political actors and alternative media within the unique Swiss landscape during the first wave of the pandemic. Using standardized quantitative content analysis, we categorize posts as either accurate, reconfigured, or fabricated. Our findings reveal a disconcerting pattern: Disinformation was shared more frequently than accurate information. Notably, (...) right-wing politicians and parties, alongside alternative media sources, emerged as the most prolific disseminators of disinformation. Digging deeper, we discovered that the predominant form of disinformation shared on social media was reconfigured disinformation, signifying manipulated or contextually distorted information. This prevalence of reconfigured disinformation on social media platforms raises pressing concerns about the public’s ability to discern fact from fiction. Moreover, our study shines a spotlight on the inadvertent or perhaps deliberate contributions of right-wing politicians and parties and alternative media sources to the propagation of disinformation. By examining this phenomenon within the Swiss context during the initial wave of the pandemic, we provide valuable insights into the dynamics of disinformation and its implications for society during crisis situations. This essay argues that a negative hermeneutics, i.e., a hermeneutics that takes its starting point from the experience of gaps, failures, and limits, is a suitable lens for the study of mysticism. It uses the concept of travail of the negative, which focuses on the dynamics of a continuous ‘unsaying’ and ‘subverting’ of traditional expressions of faith and religious practice, to explore the connection between aspects of practical and theoretical negativity in mystical expressions. This article reconstructs the personal and intellectual friendship between two cosmopolitan intellectuals: Andrea Caffi and Nicola Chiaromonte , who met while in exile in Paris in 1932. After a brief recapitulation of their previous biographies, and an overall presentation of their participation in the revolutionary antifascist group ‘Giustizia e Libertà’ in the thirties, this article provides a detailed analysis of their dialogues and disagreements in the forties and fifties on the topics of socialism and revolution, antifascism and anti-totalitarianism, utopia and (...) history. Particular attention is devoted to their contribution to the debates in the antifascist journal of GL and in the radical journal of Politics . Examined closely, the friendship between Caffi and Chiaromonte appears as a sequence of convergences and divergences, understandings and ruptures, which reflect the tensions and lacerations of the European civil war and its post-war legacy . Looked at again from a distance, however, it reveals a fundamental intellectual unity—a profound apolitical affinity in a century of radical politics which had fed wars, revolutions and totalitarian regimes. How did intellectuals react to the economic crisis of 2007-2008 and its long-term backlash? What did they learn from the main twentieth-century political and social experiences, in order to make a new sense of the traditional cultures of the Left? In order to answer these crucial issues, this proposal will analyze the paths of the well-known historians E. Hobsbawm and T. Judt and their apparently similar, but actually different reactions to the crisis. First, I will focus on their respective books: (...) How to Change the World and Ill Fares the Land. On the one hand, Hobsbawm?s critical approach to the post-1991 world, shaped by his lifelong fidelity to Marxism and his persistent sympathy for the Russian Revolution, was connected to his catastrophic vision of the end of the both conflicting and collaborative dynamics between capitalism and socialism. On the other hand, Judt?s re-thinking of the social-democratic tradition, compelled by the global transformations of the social question, was inspired by his connections with the East Central European dissidents? anti-totalitarian liberalism and by his critical approach to the engagement of the French intellectuals. Second, I will investigate their different interpretations of the?Golden Age? of post-1945 Europe and of the causes of its crisis. Third, I will show how, in spite of their common reference to Marx, late Hobsbawm?s and Judt?s historical visions - respectively combined with determinism and moralism - provide opposite ways of coping with the legacies of the 20th century and of criticizing the language of neoliberal economy within the Left. nema. This article scrutinises the ontological nature of democracy and the implications that different ontological assumptions might have for educational practice. To achieve this, we use Karen Barad’s notion of diffraction to read John Dewey’s, Ernesto Laclau’s and Barad’s theoretical insights through one another. Our starting point is Dewey’s famous sentence that ‘democracy is more than a form of government; it is primarily a mode of associated living’ (2001, p. 91). Based on this, we pose two questions. Firstly, we ask, ‘How (...) can we understand democracy as a mode of associated living?’ We explore Dewey’s quotation first, then fold in Laclau’s conflictual understanding of democracy, followed by Barad’s agential realist notion of intra-action. Secondly, we ask, ‘What are the educational consequences of these ontological understandings?’ Here, we make three assertions: (a) democracy and education could be understood as emerging together involving entanglements that cut across micro-macro levels of scale; (b) democratic processes always contain exclusions carrying risks for educators and (c) ‘living’ needs to trouble the well-worn human/non-human binary and consider wider naturalcultural phenomena. X‐chromosome inactivation ensures dosage compensation between the sexes in mammals by randomly choosing one out of the two X chromosomes in females for inactivation. This process imposes a plethora of questions: How do cells count their X chromosome number and ensure that exactly one stays active? How do they randomly choose one of two identical X chromosomes for inactivation? And how do they stably maintain this state of monoallelic expression? Here, different regulatory concepts and their plausibility are evaluated in the (...) context of theoretical studies that have investigated threshold behavior, ultrasensitivity, and bistability through mathematical modeling. It is discussed how a twofold difference between a single and a double dose of X‐linked genes might be converted to an all‐or‐nothing response and how mutually exclusive expression can be initiated and maintained. The paper introduces a new model of argumentation, the Mixed Game Model, that no longer separates rule-governed competence from actual performance but starts from human beings and their ability of competence-in-performance. Human beings are able to orientate themselves in ever-changing surroundings and to negotiate diverging views in argumentative action games. Argumentation is thus described as a mixed game played by human beings according to principles of probability. These principles include constitutive, regulative and executive principles. Constitutive Principles focus on the basic (...) components of the game, that is, action, dialogue, and coherence as the interplay of different communicative means. Regulative Principles mediate between correlated human abilities and interests. Executive Principles guide the sequencing of action according to cognitive strategies. The mixed game no longer rests on pre-established harmony but describes performance as a non-equilibrial process of negotiation that mediates between order and disorder and is based on the integration of various parameters such as rationality, reason, persuasion and emotion. ABSTRACT An adequate response to the environmental and sustainability issues we now face cannot be limited to single perspectives, disciplines, or ways of knowing, and instead requires an interdisciplinary approach. Despite the connections between the fields of citizenship-, character- and sustainability education, they have thus far run parallel to each other, without any substantial convergence. This paper focuses on the conceptual and historical reasons for this lack of integration, exploring the tensions among them perceived by many scholars and practitioners, such (...) as an individual vs. a social vs. a global focus, a deliberative vs. fact based pedagogic approach, and an individual vs. socio-political educational context. Le concept de « rationalité de la performance » exige de passer d’une rationalité logique à une rationalité adaptative qui puisse saisir les activités changeantes et les incertitudes de la vie. (...) Accepter ce concept suppose de changer notre mode de théorisation, d’un mode classique à un mode moderne, c’est-à-dire de passer du réductionnisme au holisme. Recent interest by scholars in the ocean and its complex geographies has not been directed much towards the everyday life of those on board fishing vessels and how they sense the nature around them. A large trawler for oceanic fishing is a highly efficient industrial production machine, carrying an array of equipment that mediates the connection between crew and nature. This article presents results from an experimental research project, where one of the authors joined a fishing trip on an Icelandic (...) factory trawler. The resulting rich set of ethnographic material reveals much about the particularities of being at sea. It is argued that the ship can be understood as a series of distinct taskscapes, each of which affords certain relations between human and non-human nature. (shrink)

G protein‐coupled receptors (GPCRs) constitute the largest family of transmembrane proteins and play a crucial role in regulating diverse cellular functions. They transmit their signaling via binding to intracellular signal transducers and effectors, such as G proteins, GPCR kinases, and β‐arrestins. To influence specific GPCR signaling behaviors, β‐arrestins recruit effectors to form larger signaling complexes. Intriguingly, they facilitate divergent functions for the binding to different receptors. Recent studies relying on advanced structural approaches, novel biosensors and interactome analyses bring us closer (...) to understanding how this specificity is achieved. In this article, we share our hypothesis of how active GPCRs induce specific conformational rearrangements within β‐arrestins to reveal distinct binding interfaces, enabling the recruitment of a subset of effectors to foster specialized signaling complexes. Furthermore, we discuss methods of how to comprehensively assess β‐arrestin conformational states and present the current state of research regarding the functionality of these multifaceted scaffolding proteins.
