The aim of this paper is to point out the logic of the links between shelter, women and the environment in order to understand this important dimension of the crisis in human settlements, particularly in the provision of human shelters. It also discusses the relationship of this crisis to processes of development which are both unsustainable and detrimental to the well-being and socio-economic situation of people in general, and women and children in particular. This paper then attempts to evaluate the (...) effect of development strategies that aim to alleviate the problem and examines some successful initiatives which have promoted both sustainable development and the involvement of women in sustainable human shelter activities. It finally argues that solutions to the problem of human shelter will be ineffective without consideration of women's needs, concerns and contributions in this important aspect of sustainable development. In 2016, Danis and colleagues published an article exhorting bioethicists to engage more meaningfully with the concept (...) of racism—given its impact on health and well being—and to consider strategies for combating it within and outside clinical settings (Danis et al. 2016, 5). While this paper generated considerable debate regarding how far bioethics ought to go in its engagement with racism (Baker 2016, 16; Weddle 2016, 32; Fuller 2016, 29), the focus of the field of bioethics quickly turned to more traditional subjects of bioethical inquiry, including ethical issues arising in doctor-patient relationships and new reproductive technologies. However, since the COVID-19 pandemic and the murder of George Floyd during that time, racism has received greater attention in the bioethics literature and Keisha Ray's Black Health arrives just in time to urge us to ensure that the current focus on the impact of racism on the health of racially minoritized people is not short-lived (Ray 2023, 21; BBC News 2020).The overarching argument in Ray's Black Health is that Black people's poor health does not arise from innate biological deficiencies but stems from their experience of racism at the structural, institutional, and interpersonal levels. Ray stresses that far from being solely a feature of America's past, racism [End Page 105] continues to taint Black people's relationship with the healthcare system and other societal institutions. In each chapter, Ray focuses on a specific racial disparity in health to illustrate how racism limits Black people's access to the social determinants of health and thereby contributes to their poor health. To set the context for this discussion, Ray provides an introductory chapter where she unpacks key terms including "racism," "racial disparities," and "the social determinants of health." In this chapter, Ray also clearly outlines the structure of the text and provides a summary of each chapter. This chapter provides the blueprint for the rest of the book, as in it, Ray provides a clear statement of the style, content, and purpose of Black Health.The first racial disparity that Ray considers is Black birthing mortality, and in chapter 1, Ray traces this to the history of slavery and eugenic policies which have shaped the relationship between physicians and Black women. As Ray explains, since Black people were forcibly brought to the United States, the government has sought to control Black women's reproductive lives and has often relied on physicians to effect control. She demonstrates how harmful stereotypes about Black women, including their so-called hardiness, originated in medical literature and have been used to deny pregnant Black women humane care. According to Ray, "[c]linicians' attitude and behaviors towards Black pregnant people still reflect an enslaved and slave-owner mentality, and this has great consequences for the survival of Black pregnant people." (32) By highlighting the birthing experiences of Serena Williams and Shalon Irving, Ray dispels the assumption that wealth or academic qualifications are a panacea for Black birthing mortality and shows how racism can be deadly for all Black pregnant women, irrespective of socioeconomic status. Ray also considers how income and housing inequities affect Black pregnant women and the cumulative effect of weathering on their health as well as that of their unborn children. CONTRIBUTION: This article proposes that the secularity of the Nigerian state has to be maintained by political and religious leaders in order to attain purposeful nationhood and achieve sustainable and genuine development of the country. The Igbo knowledge system articulated by Amaechi Udefi is insufficient to ensure knowledge progress as opposed to the system found in fallibilism theory. The reason is that there is a level of intellectual openness fallibilism theory guarantees that is not found in Udefi’s thought. This paper aims to do a comparative study of fallibilism theory and Udefi’s account of the Igbo knowledge system. The study also investigates to what extent each knowledge system can ensure knowledge growth and development. This paper argues that even though Udefi and Popper were reasoning from different cultural environments, Popper’s falsifiability theory is more open to knowledge progress than Udefi’s Igbo knowledge system. For a large proportion of our daily lives, spontaneously occurring thoughts tend to disengage our minds from goal-directed thinking. Previous studies showed that EEG features such as the P3 and alpha oscillations can predict mind-wandering to some extent, but only with accuracies of around 60%. A potential candidate for improving prediction accuracy is the Steady-State Visual Evoked Potential, which is used frequently in single-trial contexts such as brain-computer interfaces as a marker of the direction of attention. In this study, (...) we modified the sustained attention to response task that is usually employed to measure spontaneous thought to incorporate the SSVEP elicited by a 12.5-Hz flicker. We then examined whether the SSVEP could track and allow for the prediction of the stickiness and task-relatedness dimensions of spontaneous thought. Our results show that the SSVEP evoked by flickering words was able to distinguish between more and less sticky thinking but not between whether a participant was on- or off-task. This suggests that the SSVEP is able to track spontaneous thinking when it is strongly disengaged from the task but not off-task thought in general. Future research should determine the exact dimensions of spontaneous thought to which the SSVEP is most sensitive. (shrink)

The ideas of creatio ex nihilo of the universe and creatio continua of new matter out of nothing entered the arena of natural science with the advent of the Big Bang and the steady-state theories in the mid-twentieth century. Adolf Grünbaum has tried to interpret the steady-state theory in such a way, to show that the continuous formation of new matter out of nothing in this theory can be explained purely physically. In this paper, however, it will be (...) shown that Grünbaum's interpretation encounters at least three problems: not distinguishing between material and efficient causes, inconsistency, and misconceiving the law of density conservation. I outline five issues in philosophy of colour that deserve greater attention and provide skeletal frameworks for how future work on these topics could be carried out. The issues are: colour and metaphilosophy, colour and artistic practice, colour and virtual/augmented reality, colour and imagination, and colour and the predictive mind. Some of these issues have been a focus of important recent works. Thus, colour conjoined with each of metaphilosophy, artistic practice and imagination have all been examined in at least a (...) few recent publications – see below for references. It is clear, however, that these recent works are signals that there is much still to be done. By contrast, while at present there is a great deal of interest in the predictive mind, the intersection of colour and the predictive mind is vastly underexplored. This is despite the fact that the philosophy and science of colour are rather developed disciplines. Finally, while there have been some very important recent works on virtual and augmented reality, the significance of colour for these studies has yet to be examined. It is my hope that after reading this article readers are convinced not only that the philosophy of colour has a rich, recent history, but also a very bright future. (shrink)

Recent advances in mobile electroencephalogram (EEG) systems, featuring non-prep dry electrodes and wireless telemetry, have urged the needs of mobile brain-computer interfaces (BCIs) for applications in our daily life. Since the brain may behave differently while people are actively situated in ecologically-valid environments versus highly-controlled laboratory environments, it remains unclear how well the current laboratory-oriented BCI demonstrations can be translated into operational BCIs for users with naturalistic movements. Understanding inherent links between natural human behaviors and brain activities is the key (...) to ensuring the applicability and stability of mobile BCIs. This study aims to assess the quality of steady-state visual-evoked potentials (SSVEPs), which is one of promising channels for functioning BCI systems, recorded using a mobile EEG system under challenging recording conditions, e.g., walking. To systemati-cally explore the effects of walking locomotion on the SSVEPs, this study instructed subjects to stand or walk on a treadmill running at speeds of 1, 2, and 3 mile (s) per hour (MPH) while con-currently perceiving visual flickers (11 and 12 Hz). Empirical results of this study showed that the SSVEP amplitude tended to deteriorate when subjects switched from standing to walking. Such SSVEP suppression could be attributed to the walking locomotion, leading to distinctly deteriorated SSVEP detectability from standing (84.87±13.55%) to walking (1 MPH: 83.03±13.24%, 2 MPH: 79.47±13.53%, and 3 MPH: 75.26±17.89%). These findings not only demonstrated the applicability and limitations of SSVEPs recorded from freely behaving humans in realistic environments, but also provide useful methods and techniques for boosting the translation of the BCI technology from laboratory demonstrations to practical applications. In a letter of 1746, David Hume tells of the suicide of his kinsman Major Forbes. While Hume's account overtly presents the major's suicide as heroic, incorporating allusions to the Ajax of Sophocles and the lives of noble Romans such as Cato, the narrative context in which he places it, and the nature of narrative itself, call the wisdom of the act into question. In his essay ‘Of Suicide’, written a few years later, Hume largely avoids narrative examples. However, the (...) small number of historical cases to which he does allude, and an implied narrative of suicide that emerges from context he supplies in passing, diminish the rhetorical force of his argument. Binaural pitch fusion is the perceptual integration of stimuli that evoke different pitches between the ears into a single auditory image. This study was designed to investigate how steady background noise can influence binaural pitch fusion. The binaural fusion ranges, the frequency ranges over which binaural pitch fusion occurred, were measured with three signal-to-noise ratios of the pink noise and compared with those measured in quiet. The preliminary results show that addition of an appropriate amount of noise can reduce (...) binaural fusion ranges, an effect called stochastic resonance. This finding increases the understanding of how specific noise levels can sharpen binaural pitch fusion in normal hearing individuals. Furthermore, it elicits more pathways for research to explore how this benefit can practically be used to help improve binaural auditory perception. (shrink)

A new member of a growing class of unresolved second law paradoxes is examined.(1–7) In a sealed blackbody cavity, a spherical gravitator is suspended in a low density gas. Infalling gas suprathermally strikes the gravitator which is spherically asymmetric between its hemispheres with respect to surface trapping probability for the gas. In principle, this system can be made to perform steady-state work solely at the expense of heat from the heat bath, this in apparent violation of the second law (...) of thermodynamics. Detailed three-dimensional test particle simulations of this system support this prediction. Standard resolutions to the paradox are discussed and found to be untenable. Experiments corroborating a central physical process of the paradox are discussed briefly. The paradox is discussed in the context of the Maxwell demon. (shrink)

In a realistic steady-state visual evoked potential (SSVEP) based brain-computer interface (BCI) application like driving a car or controlling a quadrotor, observing the surrounding environment while simultaneously gazing at the stimulus is necessary. This kind of application inevitably could cause head movements and variation of the accompanying gaze fixation point, which might affect the SSVEP and BCI’s performance. However, few papers studied the effects of head movements and gaze fixation switch on SSVEP response, and the corresponding BCI performance. This (...) study aimed to explore these effects by designing a new ball tracking paradigm in a virtual reality (VR) environment with two different moving tasks, i.e., the following and free moving tasks, and three moving patterns, pitch, yaw, and static. Sixteen subjects were recruited to conduct a BCI VR experiment. The offline data analysis showed that head moving patterns [F(2, 30) = 9.369, p = 0.001, effect size = 0.384] resulted in significantly different BCI decoding performance but the moving tasks had no effect on the results [F(1, 15) = 3.484, p = 0.082, effect size = 0.188]. Besides, the canonical correlation analysis (CCA) and filter bank canonical correlation analysis (FBCCA) accuracy were better than the PSDA and MEC methods in all of the conditions. These results implied that head movement could significantly affect the SSVEP performance but it was possible to switch gaze fixation to interact with the surroundings in a realistic BCI application. Gedankenexperimente in der Philosophie zeichnen sich durch ein widersprüchliches Verhältnis aus: Sie werden gleichzeitig häufig genutzt und vielfältig kritisiert. Im Zentrum der Kritik steht dabei das Szenario sowie seine teilweise als absurd wahrgenommenen Details. Als Verteidigungsstrategie der Methode wird daher zum einen versucht, realistische Gedankenexperimente zu bevorzugen, zum anderen, das Argument hinter dem Szenario deutlicher in den Fokus zu rücken. Im Zuge dessen wird jedoch das eigentlich Charakteristische an einem Gedankenexperiment – das Szenario – vernachlässigt. Um die Relevanz des Szenarios (...) zu betonen, soll in diesem Aufsatz ein Blick in die Wissenschaftsforschung geworfen werden. Mithilfe von Überlegungen Ludwik Flecks, Bruno Latours und David Kirbys wird die Bedeutsamkeit von Transformationsprozessen wissenschaftlicher Theorien gezeigt. Mit Veränderungsstrategien wie dem Visualisieren und Generieren von Aufmerksamkeit versuchen Wissenschaftler*innen, ihre Theorien sowohl im Kreis der Kolleg*innen als auch in der breiten Öffentlichkeit zu verbreiten. Wissenschaftskommunikation hat dabei einen epistemologischen Stellenwert für die wissenschaftliche Praxis. Die These, die in diesem Aufsatz vertreten wird, ist, dass Gedankenexperimente hierbei die Funktion von Vermittlungsinstrumenten zwischen den beiden Kreisen der wissenschaftsinternen und -externen Kommunikation einnehmen. Dies soll mit der Analyse eines konkreten Beispiels – dem Geiger-Gedankenexperiment aus der angewandten Ethik – plausibel gemacht werden. Bei der Untersuchung, wie dieses Gedankenexperiment wissenschaftlich bzw. populär dargestellt und diskutiert wird, fällt auf, dass dabei das Szenario im Zentrum der Aufmerksamkeit steht. Die eigentliche Argumentation hingegen wird meist nur aus dem Szenario missverständlich abgeleitet. Aus dieser Analyse lassen sich zwei mögliche Reaktionen ableiten: Zum einen kann sie als Begründung dafür verstanden werden, kritisch mit der Methode Gedankenexperiment umzugehen. Zum anderen – und dies ist die Position, die in diesem Aufsatz starkgemacht werden soll – kann die Beobachtung, dass das absurde Szenario des Geiger-Gedankenexperiments so populär ist, die These untermauern, dass Gedankenexperimente strategisch zur Vermittlung genutzt werden können. Absurde Szenarien können dabei hilfreich sein, weil sie Aufmerksamkeit wecken, in Erinnerung bleiben und zur Diskussion anregen. Insbesondere im Bereich der angewandten Ethik, die interdisziplinär diskutierte Themen behandelt, können Gedankenexperimente genutzt werden, um einen Diskurs zu öffnen und eine gemeinsame Diskussionsbasis zu schaffen. Modern standard big bang cosmology was preceded by a 15-year controversy with the rival steady-state theory of the universe. At a time when cosmologically relevant observations were scarce and cosmology was widely regarded as an immature science, or not a science at all, much of the debate took place by means of arguments that were essentially philosophical. Remarkably, professional philosophers, including some of the key figures of Anglo-American philosophy of science, took an active part in the debate; no less (...) remarkably, the involved astronomers and physicists sometimes listened to them. This article reviews the controversy over the steady-state theory as seen from the perspective of contemporary philosophy of science and offers an appraisal of how and to what extent philosophers and scientists entered a dialogue. -/- . Models of word meaning that exploit patterns of word usage across large text corpora to capture semantic relations, like the topic model and word2vec, condense word-by-context co-occurrence statistics to induce representations that organize words along semantically relevant dimensions (e.g., synonymy, antonymy, hyponymy, etc.). However, their reliance on latent representations leaves them vulnerable to interference, makes them slow learners, and commits to a dual-systems account of episodic and semantic memory. We show how it is possible to construct the meaning of words (...) online during retrieval to avoid these limitations. We implement a spreading activation account of word meaning in an associative net, a one-layer highly recurrent network of associations, called a Dynamic-Eigen-Net, that we developed to address the limitations of earlier variants of associative nets when scaling up to deal with unstructured input domains like natural language text. We show that spreading activation using a one-hot coded Dynamic-Eigen-Net outperforms the topic model and reaches similar levels of performance as word2vec when predicting human free associations and word similarity ratings. Latent Semantic Analysis vectors reached similar levels of performance when constructed by applying dimensionality reduction to the Shifted Positive Pointwise Mutual Information but showed poorer predictability for free associations when using an entropy-based normalization. An analysis of the rate at which the Dynamic-Eigen-Net reaches asymptotic performance shows that it learns faster than word2vec. We argue in favor of the Dynamic-Eigen-Net as a fast learner, with a single-store, that is not subject to catastrophic interference. We present it as an alternative to instance models when delegating the induction of latent relationships to process assumptions instead of assumptions about representation. (shrink)

The creation-of-matter hypothesis of the Bondi-Gold-Hoyle steady-state cosmology requires that in an infinite time to which the first transfinite number may be assigned the number of atoms of matter produced would be equal to the cardinal number of the set of mathematical points in the continuum. The existence of a set of finite atoms with that cardinal number is physically unacceptable. The argument for the production of a non-denumerable set of atoms, in infinite time, is given in terms of (...) a model which is shown to be isomorphic with the original Cantor "diagonal" proof for the existence of a non-denumerable infinity. An alternative model which meets the requirements of the steady-state theory is presented; in this model, the number of atoms is explicitly no greater than countably infinite, and remains countably infinite as long as the past time of the universe is restricted to the unlimited set of finite unit-time intervals. If the origin of the steady-state universe is taken as being within that infinite set, expressed by the negative natural numbers, the contradiction of an atom at every mathematical point does not arise. The contradiction does arise if the origin is not within the set of finite numbers, and accordingly there is a restriction as to which concept of infinite past may properly be maintained in the steady-state theory. Philosophical considerations have been essentially involved in the origin and development of the steady-state cosmological theory. These considerations include an explicit uniformitarian methodology and implicit metaphysical views concerning the status of natural laws in a changing universe. I shall examine the foundations of SST by reconstructing its early history. Whereas the strong uniformitarian methodology of SST found no support in the subsequent development of cosmology, the idea of a possible influence the global structure of the universe may have on (...) the laws of physics operative in it has been assimilated by the standard big bang theory as it made its remarkable progress in recent decades. One of the world's most influential political theorists reflects on justice, on war and on the key political issues of our time.

Standard decision theory, or rational choice theory, is often interpreted to be a theory of instrumental rationality. This dissertation argues, however, that the core requirements of orthodox decision theory cannot be defended as general requirements of instrumental rationality. Instead, I argue that these requirements can only be instrumentally justified to agents who have a desire to have choice dispositions that are stable over time and across different choice contexts. Past attempts at making instrumentalist arguments for the core requirements of decision (...) theory fail due to a pervasive assumption in decision theory, namely the assumption that the agent’s preferences over the objects of choice – be it outcomes or uncertain prospects – form the standard of instrumental rationality against which the agent’s actions are evaluated. I argue that we should instead take more basic desires to be the standard of instrumental rationality. But unless agents have a desire to have stable choice dispositions, according to this standard, instrumental rationality turns out to be more permissive than orthodox decision theory. (shrink)

Steady-state visual evoked potentials are commonly used for functional objective diagnostics. In general, the main response at the stimulation frequency is used. However, some studies reported the main response at the second harmonic of the stimulation frequency. The aim of our study was to analyze the influence of the stimulus design on the harmonic components of ssVEPs. We studied 22 subjects using a circular layout. At a given eccentricity, the stimulus was presented according to a 7.5 Hz square wave (...) with 50% duty cycle. To analyze the influence of the stimulus eccentricity, a background luminance of 30 cd/m2 was added to suppress foveal stray light effects; to analyze the influence of simultaneous foveal and peripheral stimulations, stimulations are performed without stray light suppression. For statistical analysis, medians M of the amplitude ratios for amplitudes at the second harmonic to the first harmonic and the probability of the occurrence of the main response at the second harmonic P are calculated. For stimulations with foveal stray light suppression, the medians were M0–1.6° = 0.45, M1.6–3.5° = 0.45, M3.5–6.4° = 0.76, M6.4–10.9° = 0.72, and M10.9–18° = 0.48, and the probabilities were P0–1.6° = 0.05, P1.6–3.5° = 0.05, P3.5–6.4° = 0.32, P6.4–10.9° = 0.29, and P10.9–18° = 0.30. For stimulations without foveal stray light suppression, the medians M were M0–1.6° = 0.29, M1.6–3.5° = 0.37, M3.5–6.4° = 0.98, M6.4–10.9° = 1.08, and M10.9–18° = 1.24, and the probabilities were P0–1.6° = 0.09, P1.6–3.5° = 0.05, P3.5–6.4° = 0.50, P6.4–10.9° = 0.55, and P10.9–18° = 0.55. In conclusion, the stimulus design has an influence on the harmonic components of ssVEPs. An increase in stimulation eccentricity during extrafoveal stimulation leads to a transition of the main response to the second harmonic. The effect is enhanced by a simultaneous foveal stimulation.
