Las prioridades estratégicas que definió la Organización Mundial de la Salud para su labor en la década 2020-2030 son el sustrato de este trabajo. El mismo grupo interdisciplinario de profesionales de la salud que reflexionó en la primera entrega sobre las prioridades relacionadas con lograr poblaciones más sanas, continúa con otras prioridades orientadas a lograr una cobertura sanitaria universal y un mejor manejo de las emergencias sanitarias. En las conclusiones de la segunda entrega se destaca la importancia de desarrollar cada (...) una de las prioridades involucrando a la sociedad civil, la familia y los medios de comunicación. La manera de hacerlo será haciendo girar todas las iniciativas de ejecución alrededor de estrategias educativas adecuadamente planteadas en todos los niveles, sin que se admitan injerencias ni presiones, para recuperar así la confianza necesaria para conseguir las soluciones que son buenas para el ser humano, el ecosistema y las futuras generaciones. -/- . This document presents an analysis of tolerance and recognition of the other in the text of the peace agreement signed between the Colombian government and the Revolutionary Armed Forces of Colombia People’s Army (FARC-EP), and its implication in the success of the Agreement and the construction of a stable and lasting peace. A documentary review was conducted and the hermeneutic method was followed toanalyze philosophical texts that address the concept of tolerance and recognition of the other. Then, a dialogue was (...) established with the text of the Final Agreement. It is concluded that the final Agreement expressly emphasizes tolerance, but not recognition of the other. However, there are relevant aspects in the text of the Agreement, such as forgiveness and reconciliation, that require going beyond tolerantacts, especially when a Peace Agreement is going to be implemented to end an armed conflict that involves negative feelings that make it difficult to advance in national reconciliation. Justo antes de la pandemia por COVID-19, la Organización Mundial de la Salud definió unas prioridades de trabajo para la década 2020-2030. Un grupo interdisciplinario de profesionales de la salud reflexiona sobre estas prioridades, determinando unas categorías de análisis y, desde una perspectiva bioética, analiza cada una de ellas, ve su pertinencia, algunos eventos causales, las implicaciones que pueden tener si no son enfrentadas adecuadamente y hace sugerencias sobre la forma de llevarlas a cabo. En esta primera entrega se analiza (...) el primer grupo de prioridades estratégicas: “poblaciones más sanas”. En las conclusiones se destaca la conveniencia de acometer cada una de ellas de una manera colaborativa, gubernamental y privada; de reestructurar el sector salud con base en estas prioridades, aprovechando la experiencia obtenida en la lucha contra el COVID-19. La relación del ser humano con el medio ambiente también debe cambiar, apelando a la responsabilidad humana por el cuidado del planeta. (shrink)

En 2011 el señor Mario Posada Ochoa donó a la Universidad EAFIT una extensa y poco conocida colección de arte; acaso unos cuantos amigos habrían visto de cerca las 480 obras que recibió la Universidad, de artistas como Segundo Angelvis, Inés Acevedo Bernal, Sergio Trujillo Magnenat, Luis A. Rengifo y Ramón Vásquez, entre otros. Algunas de ellas carecían de la firma del autor o de un dato que comprobara la autoría, y estaban deterioradas, más que por el tiempo, (...) por el improvisado bodegaje: don Mario las había guardado durante cuarenta años en su hermosa casa de Maracaibo, en el centro de la ciudad. Language is both a biological and a cultural phenomenon. Our aim here is to discuss, in an evolutionary perspective, the articulation of these two aspects of language. For this, we draw on the general conceptual framework developed by Ruth Millikan (1984) while at the same time dissociating ourselves from her view of language.

In this innovative book, Gloria Frost reconstructs and analyses Aquinas's theories on efficient causation and causal powers, focusing specifically on natural causal powers and efficient causation in nature. Frost presents each element of Aquinas's theories one by one, comparing them with other theories, as well as examining the philosophical and interpretive ambiguities in Aquinas's thought and proposing fresh solutions to conceptual difficulties. Her discussion includes explanations of Aquinas's technical scholastic terminology in jargon-free prose, as well as background on medieval (...) scientific views - including ordinary language explanations of the medieval physical theories which Aquinas assumed in formulating his views on causation and causal powers. The resulting volume is a rich exploration of a central philosophical topic in medieval philosophy and beyond, and will be valuable especially for scholars and advanced students working on Aquinas and on medieval natural philosophy. The claim that nurses should be patient advocates is a questionable one, especially when it is mixed in with the professional issue of nurses' freedom to practice. A less combative, more cooperative model of the profession would serve nurses better.

Although there is widespread agreement that our epistemic dependence on other people's knowledge is a key ingredient of our cognitive life, the role of trust in this dependence is much more open to debate. Is trust in epistemic authority—or “epistemic trust” for short—an epistemological notion in any sense, or is it simply a bridge-concept that connects our epistemological concerns to moral issues? Should we depict it in terms of the more familiar sociological notion of trust as a basis for cooperation?

El presente escrito tiene por objetivo demostrar cómo el estado actual del capitalismo neoliberal, entendido como una fuerza productora de la subjetividad basada en el rendimiento [síntesis de la disciplina (Foucault) y el control (Deleuze y Guattari) que se cataliza con la digitalidad (Han, Berardi, Fisher, entre otros)], se centra en ejercer una colonización frente al tiempo como concepto estructural de la existencia humana para poder desplegar un sistema de dispositivos psicopolíticos que le permitan su reproducción sistémica. Para conseguir este (...) objetivo la investigación cuenta con tres momentos: el primero expone el paso del domino espacial del capitalismo fordista al neoliberalismo actual de carácter temporal desde una disincronía del tiempo. El segundo explica la desfactificación del mundo como la pérdida del vínculo humano con la realidad, lo que perturba directamente el estado de ánimo de los sujetos desde un peso cargado de nihilismo. Finalmente, se expone la psicopolítica como un concepto que parte tanto de la disincronía como de la desfactificación para posicionar un dominio sugestivo de la psique humana. (shrink)

Este artículo pretende mostrar que el discurso de la justicia global, tal y como se ha presentado en la tradición de la teoría política liberal, se encuentra poco capacitado para ofrecer respuestas satisfactorias frente al problema de la desigualdad global. Esta tesis se sustenta en la sujeción de dicha tradición al marco socioeconómico capitalista como un presupuesto y en su optimismo frente al discurso de los derechos, que limita, más que fortalece, sus posibilidades de proporcionar soluciones estructurales. Work in the field of health has been distorted over the years, with the emergence of new health systems that have made the delivery of services a real business. As a result, the field has lost not only the motivation with which it originated, but also the human quality of providing health care. It is not new to say that exercise of the medical profession is in crisis. The causes of this predicament can be found in policies and health systems (...) that are poorly imitated, poorly administered, mismanaged, and poorly regulated. However, there is no denying the crisis is also due to the loss of the Hippocratic spirit that gave force and vitality to the medical profession from its beginning. Several aspects of work in health and health care, namely, scientific and technical competence (knowledge and knowhow) and human skills (knowing “how to be”), are examined in this chapter, based on a brief look at the patients and the professionals who serve them. The author goes on to discuss three fields of professional activity where these competencies play out: the Hippocratic tradition, social responsibility, and constructive dialogue. In conclusion, and in light of the above, several initiatives and strategies to humanize health services are suggested. They involve example, communication, accompaniment, correction, purpose, and professionalism. (shrink)

A lo largo de veinte años el tema de la eutanasia ha estado presente en casi 80 escritos publicados en la revista Persona y Bioética, un acervo nada despreciable si se quiere profundizar en el tema y conocer las bases que llevan a sostener que la eutanasia no puede ser un acto médico, y que sus consecuencias son nefastas para las personas y las sociedades, al tratarse de uno de los más señalados ejemplos de la cultura de la muerte. La (...) Asamblea de la Asociación Médica Mundial en varias declaraciones se ha pronunciado sobre la eutanasia como contraria a la ética; en la declaración sobre la enfermedad terminal indica que “condena como antiético tanto la eutanasia como el suicidio con ayuda médica”; en la resolución adoptada en la Asamblea General de 2002 y ratificada en la sesión del Consejo de 2013 la Asociación Médica Mundial “reafirma su firme convencimiento de que la eutanasia entra en conflicto con los principios éticos básicos de la práctica médica”, e “insta enfáticamente a todas las asociaciones médicas nacionales y los médicos a no participar en la eutanasia, incluso si está permitida por la legislación nacional o despenalizada bajo ciertas condiciones”. Así se preserva la confianza como uno de los mayores bienes, patrimonio y salvaguarda del ejercicio de la medicina. (shrink)

The integration of personalism into business ethics has been recently studied. Research has also been conducted on humanistic management approaches. The conceptual relationship between personalism and humanism , however, has not been fully addressed. This article furthers that research by arguing that a true humanistic management is personalistic. Moreover, it claims that personalism is promising as a sound philosophical foundation for business ethics. Insights from Jacques Maritain’s work are discussed in support of these conclusions. Of particular interest is his distinction (...) between human person and individual based on a realistic metaphysics that, in turn, grounds human dignity and the natural law as the philosophical basis for human rights, personal virtues, and a common good defined in terms of properly human ends. Although Maritain is widely regarded as one of the foremost twentieth century personalist philosophers, his contribution has not been sufficiently considered in the business ethics and humanistic management literature. Important implications of Maritainian personalism for business ethics as philosophical study and as practical professional pursuit are discussed. (shrink)

BackgroundThe idea that individuals are responsible for their health has been the focus of debate in the theoretical literature and in its concrete application to healthcare policy in many countries. Controversies persist regarding the form, substance and fairness of allocating health responsibility to the individual, particularly in universal, need-based healthcare systems.ObjectiveTo examine how personal health responsibility has been framed and rationalised in Norwegian key policy documents on priority setting.MethodsDocuments issued or published by the Ministry of Health and Care Services between (...) 1987 and 2018 were thematically analysed. We developed a predefined conceptual framework that guided the analysis. The framework included: the subject and object of responsibility, the level of conceptual abstraction, temporality, normative justificatory arguments and objections to the application of personal health responsibility.ResultsAs an additional criterion, personal health responsibility has been interpreted as relevant if: the patient’s harmful behaviour is repeated after receiving treatment, and if the success of the treatment is conditional on the patient’s behavioural change. When discussed as a retrospective criterion, considerations of reciprocal fairness have been dominant. When discussed as a prospective criterion, the expected benefit of treatment justified its relevance.ConclusionPersonal health responsibility appears to challenge core values of equality, inclusion and solidarity in the Norwegian context and has been repeatedly rejected as a necessary criterion for priority setting. However, the responsibility criterion seems to have some relevance in particular priority setting decisions. (shrink)

The late J. D. Bernal's lectures given to first-year students in physics at Birkbeck College, University of London, are presented here in their entirety, tracing the history of physics up to the end of the classical era at the end of 19th century, just before the discoveries of the subatom and relatively were made. In view of the prestige and profundity of the newer discoveries, Bernal felt that the classical era was being largely forgotten. In this book, he (...) attributes a greater relevance to the work of men from the distant past than is usually given. For instance, the idea of "atom" not only retains the language of the Greek, Democritus, who first postulated it, but there is also an absolutely unbroken connection between the atom of the Greek and that of the modern physicist. Bernal felt that the historical method would be a suitable introduction to the fundamental concepts of physics, and it is hoped that the readers of the book will be able to see something of the interplay between the theoretical and practical aspects of the subject. In chapter 4 of Autonomous Knowledge: Radical Enhancement, Autonomy and the Future of Knowing (OUP, 2021), Carter takes on the question of whether there is an epistemic autonomy condition on know-how, e.g. one that might rule out cases of radical performance enhancement as genuine cases of know-how. In this paper, I examine Carter’s proposal and identify an asymmetry in the way his epistemic autonomy condition is applied to enhanced and non-enhanced instances of know-how. In particular, it seems that either an (...) autonomy condition is required for all forms of knowledge-how or it is not. If it is, then a potential worry is that young children do not manifest their know-how when doing things that we would normally be inclined to say they know how to do. If it is not, then young children do manifest some forms of non-enhanced know-how. While Carter chooses the second option, I argue that it is better to choose the first one, that is, to claim that all know-how needs to be epistemically autonomous along the lines he has described. I also show how this does not exclude young children from knowing how to do things. (shrink)

RESUMO O objetivo deste trabalho é indicar como a exploração estilística de Margaret Cavendish responde às particularidades do conceito de natureza dela, por exemplo, a tese de que a natureza é uma matéria viva, infinita, mutável e heterogênea. Primeiramente, mostrarei o modo pelo qual a autora está presente em seus escritos, como ela escreve de uma perspectiva de primeira pessoa sobre sua própria experiência e de quem ela é. Resumirei brevemente sua biografia e o contexto no qual ela praticou filosofia. (...) Dado que suas escolhas de estilo são bastante numerosas, apresentarei somente algumas poucas, entre as peculiaridades estilísticas dela. Em segundo lugar, desenvolverei uma visão geral do seu conceito de natureza, ao contrário do proposto pelas teorias mecanicistas de seu tempo. Esclarecerei que tal conceito é expresso adequadamente pela diversidade estilística à qual Cavendish se volta em suas investigações. ABSTRACT This paper aims at indicating how Margaret Cavendish's stylistic exploration answer to the particularities of her concept of nature, i.e. the thesis that nature is live, infinite, changing and heterogeneous matter. I will first show the way in which the author is present in her writings, as she writes from a first person perspective about her own experience and from who she is. I will briefly summarise her biography and the context in which she practiced philosophy. Given that her stylistic choices are quite numerous, I will only present a few of her stylistic particularities. Secondly, I will develop the general outline of her concept of nature, as opposed to the one proposed by the mechanistic theories of her time. I will make it clear that said concept is adequately expressed in the stylistic diversity to which Cavendish turns in her investigations. (shrink)

Miranda Fricker has introduced the insightful notion of epistemic injustice in the philosophical debate, thus bridging concerns of social epistemology with questions that arise in the area of social and cultural studies. I concentrate my analysis of her treatment of testimonial injustice. According to Fricker, the central cases of testimonial injustice are cases of identity injustice in which hearers rely on stereotypes to assess the credibility of their interlocutors. I try here to broaden the analysis of that testimonial injustice by (...) indicating other mechanisms that bias our credibility assessments. In my perspective, the use of identity stereotypes is just one case among many biases in our credibility judgments. (shrink)

The phenomenal properties of conscious mental states happen to be exclusively accessible from the first-person perspective. Consequently, some philosophers consider their existence to be incompatible with materialist metaphysics. In this paper I criticise one particular argument that is based on the idea that for something to be real it must (at least in principle) be accessible from an intersubjective perspective. I argue that the exclusively subjective access to phenomenal contents can be explained by the very particular nature of the epistemological (...) relation holding between a subject and his own mental states. Accordingly, this subjectivity does not compel us to deny the possibility that phenomenal contents are ontologically objective properties. First, I present the general form of the argument that I will discuss. Second, I show that this argument makes use of a criterion of reality that is not applicable to the case of subjective experience. Third, I discuss a plausible objection and give an argument for rejecting observation models of self-knowledge of phenomenal contents. These models fall prey to the homunculus illusion. (shrink)

According to Chandra Mohanty, there is no apolitical academy; academic and scholarly practices are in themselves political, insofar as they are inscribed in power and validation relations, which answer to and have effects upon the patriarchal, colonial, and capitalist structures to which they belong. In the case of philosophical writing, this means that the forms that regulate writing, that is, what determines how one must write in different contexts, are expressive of the power structures within philosophical academia. These power structures (...) are upheld through time because of, among many other factors, the rendering invisible of the diversity of places of enunciation belonging to those who write and think in philosophy, and of the universalization of the privileges associated with said places of enunciation. In this article, I propose a way of writing letters that appeals to grammatical persons and their relation to the authors of the texts. Through this writing practice it is possible to make explicit the places of enunciation from which we write philosophy. This enables, first, making visible the privileges and oppressions of those writing philosophy; and second, generating small spaces of resistance and transformation of the oppressive power relations within the philosophical academy. Resumen: Propongo una crítica a la noción de serialidad en la comprensión del concepto de tiempo en el contexto de los estudios cartesianos. En el debate entre los defensores del tiempo continuo y quienes defienden un tiempo discreto, sostengo que ninguna de estas posiciones tiene en cuenta que la serialidad se enmarca en una noción de tiempo que se concibe como divisible y numerable y que no pertenece intrínsecamente a la naturaleza de la experiencia temporal del cogito. Mi propuesta consiste (...) en comenzar a desarrollar la caracterización de dicho tiempo experiencial y cogitativo.: My aim is to criticize the notion of seriality embedded in the understanding of time within the framework of Cartesian studies. I hold that neither those who defend that time is continuous nor those who think that it is discrete take into account the fact that seriality is rooted in a conception of time conceived as divisible and numerable that does not belong intrinsically to the nature of the experience of time of the cogito. I propose to advance towards a characterization of such experiential and cogitative time. (shrink)
