    The habit of giving a gratuity became so frequent at the end of the 1950's that counter-measures were enacted. These have been completely ineffective. Although granting and accepting gratuities is forbidden by law, the wages of doctors have been fixed since 1954, for so long that accepting gratuities has come to be considered part of the wages, even in semi-official comments and in the media.
