Linguists intuitions about language change can be captured by adynamical systems model derived from the dynamics of language acquisition.Rather than having to posit a separate model for diachronic change, as hassometimes been done by drawing on assumptions from population biology (cf.Cavalli-Sforza and Feldman, 1973; 1981; Kroch, 1990), this new modeldispenses with these independent assumptions by showing how the behavior ofindividual language learners leads to emergent, global populationcharacteristics of linguistic communities over several generations. As thesimplest case, we formalize the example of (...) two grammars and show that eventhis situation leads directly to a nonlinear (quadratic) dynamical system.We study this one parameter model in a variety of situations for differentkinds of acquisition algorithms and maturational times, showing howdifferent learning theories can have very different evolutionaryconsequences. This allows us to formulate an evolutionary criterion for theadequacy of grammatical and learning theories. An application of thecomputational model to the historical loss of Verb Second from Old French toModern French is described showing how otherwise adequate grammaticaltheories might fail the evolutionary criterion. This volume comprises a number of letters between author Anindita Niyogi Balslev and philosopher Richard Rorty. The letters explore ways to generate a creative and critical crosscultural discourse not only by challenging stereotypes about cultures and subcultures in general and traditions of thought in particular, but by being careful not to abolish the common ground on which stereotypes can be addressed.

This article seeks to delineate some of the fundamental philosophical traits that are special characteristics of the Indian cultural soil. Tracing these from the Vedic period, it is shown that this heritage is still alive and gives a distinctive flavor to the science–religion dialogue in the Indian context. The prevalent attitude is not to view science and religion as antagonistic, but rather as forces that together could create a world where the persistent epistemological and ethical problems can get resolved to (...) the benefit of humanity. In Indian thought rationality and spirituality are not viewed as opposed categories. The notion of “evidence” has played a crucial role in all enquiries for legitimizing the sources of knowledge and the criteria by which any claim to knowledge can be tested. References to investigations pertaining to such areas as cosmology, ecology, ethics, study of consciousness, and so on are made in order to bring out their relevance for science–religion dialogue today. In lieu of an abstract, here is a brief excerpt of the content:Decolonizing Universality:Postcolonial Theory and the Quandary of Ethical AgencyEsha Niyogi De (bio)Living in colonial India, the Bengali thinker and creative writer Rabindranath Tagore (1861-1941) often meditated on ways that "concord" (milan) and "harmony" (sāmanjasya) could be established between persons and cultures [BIC 450-51]. Noting that "ruptures in balance and harmony" (bhār sāmanjasyer abhāv) that once were more localized now affected the whole world, he maintained that these reinforced the (...) progressive message of the modern age that the local "problems of a people are a part and parcel of humankind's" (swajātir samasyā samasta mānusher samasyār antargata) [RC 279]. In his view, the means to reestablish harmony in this unequal world lay in social practices and ideas conducing "freedom" (mukti) rather than enforcing "power" (shakti) and "coercive discipline" (shāsan) [SaS 408-09]. He argued that such progressive trends of practice and thought would be found not in one culture alone but through traveling across different cultural "seas of knowledge (jnān)" [SwSm 699]. For only through such conceptual journeys would we enkindle in ourselves "arguments with and doubts about" (yukti tarka o sandeher udbhav) our own cultures, and also learn from all the "voyagers in the path of progress" (unnatipather yātri) who emerge in different locations and times [SJ 39-40].As these comments reveal, Rabindranath maintained that inequalities could be rectified by making individual and collective norms and actions accountable to and measurable in terms of a speculative notion of universal humanity. While alert to the injustices proliferating from European colonization, he insisted that coercive practices and imbalances of power could not be entirely localized, and that in order to correct multiple forms of coercion we must seek across cultures and societies for (partial) achievements of human freedom and harmony. In so viewing transcultural negotiations of a common humane proclivity as the means to decolonize the world, Rabindranath did not stand alone but in a diverse company of anti-imperialist thinkers who adapted modern humanism to their ends: W. E. B. Dubois—who lauded Rabindranath's appropriation of [End Page 42] such liberal notions as democracy and equal opportunity "for greater ends" than were allowed by the "inconsistencies" of a racist European perspective [74]—Frantz Fanon, Jean-Paul Sartre, and from Rabindranath's own colonial context, the Bengali Anarchist poet Kazi Nazrul Islam (to name but a few). Reflecting upon worldwide experiences of subjection, these radical modern intellectuals tried above all to avoid reinventing separatism by declaring non-Western cultures to be unilaterally superior to Western imperialist culture. Driven by an activist ethics, they attempted instead to correct the roots of separatism through objectively evaluating, against a common frame of reference, right and wrong, relatively successful or failed practices of human empowerment and community.In this essay, I consider if and how we could characterize as "postcolonial" these evaluative ethics that rationally seek to correct coercive relations between persons and societies through referring to an affirmative idea of a human nature shared by all. If we take postcolonial agency to rest on a thorough critique of and resistance to all political and epistemic maneuvers that subordinate or exclude people and cultures, might this form of resistant agency reside in the ethical normativity of anti-imperialist humanism? This question elicits conflicting responses from contemporary postcolonial theorists.The argument, on the one hand, is that if postcolonial theory is to ethically address the multiple and interlocked hierarchies of a postimperial world, it indeed must take into account how people mobilize against separatism by working through critiques of ethnic divisiveness to negotiate a common human ground. Commenting on the universalism of thinkers such as Rabindranath Tagore and W. E. B. DuBois, Edward Said, for example, suggests that "vital" critiques of chauvinistic separatism arise only from viewing "local identity as not exhaustive" but as elaborating in reference to "larger, more generous realities of community between cultures, peoples, and societies" [Culture and Imperialism 217, 229]. . This paper outlines some major ideas concerning cosmogony and cosmogony and cosmology that pervade the Hindu conceptual world. The basic source for this discussion is the philosophical literature of some of the principal schools of Hindu thought, such as VaiVaiśika, Sānkhya, and Advaita Vedānta, focusing on the themes of cosmology, time, and soteriology. The core of Hindu philosophical thinking regarding these issues is traced back to the Rk Vedic cosmogonical speculations, analyzed, and contrasted with the “views of the opponent.” (...) This article explores the darker side of appeals to justice and social justice within liberal settings, particularly the US academy, where these terms are frequently mobilized to counter decolonial knowledge formations and aspirations. The authors draw from Frantz Fanon's critique of justice in colonial settings to demonstrate ways in which the coloniality of justice appears in the context of debates regarding the design and implementation of an Ethnic Studies requirement at the California State University and the California Community College Systems. Signaling games provide basic insights into some fundamental questions concerning the explanation of meaning. They can be analyzed in terms of rational choice theory and in terms of evolutionary game theory. It is argued that an evolutionary approach provides better explanations for the emergence of simple communication systems. To substantiate these arguments, I will look at models similar to those of Skyrms (2000) and Komarova and Niyogi (2004) and study their dynamical properties. My results will lend partial support to the (...) thesis that evolution leads to communication. In general, states of partial communication may evolve with positive probability under standard evolutionary dynamics. However, unlike states of perfect communication, they are unstable relative to neutral drift. (shrink)

In his pioneering work in the field of inductive inference, Gold (Inf Control 10:447–474, 1967) proved that a set containing all finite languages and at least one infinite language over the same fixed alphabet is not identifiable in the limit (learnable in the exact sense) from complete texts. Gold’s work paved the way for computational learning theories of language and has implications for two linguistically relevant classes in the Chomsky hierarchy (cf. Chomsky in Inf Control 2:137–167, 1959, Chomsky in Knowledge (...) of language: its nature, origin, and use, Praeger, 1986; Shieber in Linguist Philos 8:333–343, 1985; Heinz in Linguist Inq 41:623–661, 2010). Within that same framework, Angluin (Inf Control 45:117–135, 1980) provided a complete characterization for the learnability of language families. Mathematically, the concept of identification in the limit from that classical setting can be seen as the use of a particular type of metric for learning in the limit (Wharton in Inf Control 26:236–255, 1974). In this research note, I use Niyogi’s extended version of a theorem by Blum and Blum (Inf Control 28:125–155, 1975) on the existence of locking data sets to prove a necessary condition for learnability in the limit of any family of languages with the Gold property in any given metric. This recovers the most general version of Gold’s Theorem as a particular case. Moreover, when the language family is further assumed to contain all finite languages, the same condition also becomes sufficient for learnability in the limit. Finally, we discuss questions that are left open and outline a research program regarding language learnability in the limit from other input types and cognitive feasibility. (shrink)

In this paper, I discuss Richard Rorty’s views on intercultural hermeneutics as presented in his essay “Heidegger, Kundera, and Dickens” and in his correspondence with the Indian philosopher Anindita Niyogi Balslev. In doing so, I focus primarily on Rorty’s presumption that instead of providing an “authentic” picture of another culture, the goal of intercultural studies or hermeneutics should be to look if there is anything “of use” that a given culture offers and that is not offered by ours.
