Este artículo plantea la necesidad de establecer marcos de integridad ética en el ámbito de las administraciones públicas. Se constata que no resulta suficiente el mero recurso a su divulgación y aprendizaje, sino que se necesita su puesta en marcha práctica. Se analiza la implementación de un Marco de Integridad Ética en la Comunidad Autónoma de La Rioja durante el intervalo de la legislatura autonómica de 2019 a 2023.

La flexibilidad y la mercantilización de lo espiritual ¿son aspectos característicos de la cultura contemporánea? Centrado en los casos de Alemania, Inglaterra y Francia, el artículo detalla cómo el romanticismo literario se articula como un movimiento pionero de la espiritualidad flexible, proceso que se entrelaza con su rol seminal en la formación del campo literario moderno. El crecimiento económico y demográfico sostenidos en Europa desde el s. XV, así como la alfabetización impulsada por el protestantismo, construyen un moderno público lector (...) que da pie —durante el s. XVIII— a la revolución y diversificación de la lectura, lo que promueve la difusión de incipientes tendencias modernas (ciencia, Ilustración, prensa). Oponiéndose parcialmente a estas tendencias y extendiendo la diversificación de lo impreso, surge la tendencia romántica. Sus autores flexibilizan la espiritualidad más allá de las convenciones religiosas de la época —y aportan a la formación del campo literario— (1) caracterizando el desencanto y otras formas de malestar moderno; (2) multiplicando el lenguaje imaginario-trascendente; (3) brindando connotaciones metafísicas al genio artístico; (4) promoviendo la autonomía y libertad expresiva del arte. La evidencia indica que el mercado fue una condición histórica básica para la EF. Se sugiere que esta flexibilidad se muestra como una adaptación de la espiritualidad a las circunstancias empíricas de la modernidad, la cual conlleva nuevas necesidades de sentido y una mayor capacidad para divergir de los relatos religiosos tradicionales. Resumen Este trabajo determina algunas percepciones y usos de las redes sociales por parte del clero de la Iglesia católica española en su tarea ministerial. Partiendo de una muestra representativa se plantea un estudio cuantitativo en el que queda en evidencia que los clérigos están presentes mayoritariamente en redes cada vez menos frecuentadas por los jóvenes adolescentes, pero el uso que se hace de las mismas para acciones pastorales es limitado, cuando no insuficiente.This work determines some perceptions and uses that (...) the clergy of the Spanish Catholic Church make of social networks in their ministerial work. Based on a representative sample, a quantitative study is proposed in which it is evident that the clergy are present mainly in networks less and less frequented by young adolescents, but the use made of them for pastoral actions is limited, when not insufficient. En el artículo se pretende abordar la discusión relativa a la dignidad y a la eugenesia genética, reflexionando si la utilización de métodos como el CRISPR-Cas en la edición genética de embriones humanos para su fecundación constituye una transgresión o una afirmación de la dignidad. Para tal propósito, se esboza un concepto de dignidad y se describe el proyecto del transhumanismo biológico, así como la edición genética en el proyecto de la eugenesia. Tras una revisión teórica y filosófica, se cuestiona (...) la existencia de un deber de mejorar, y se argumenta la necesidad de una deliberación previa a reconocer o no un derecho a mejorar, al tratarse de una cuestión pública y no meramente privada. The Iowa Gambling Task (IGT) is a popular method for examining real-life decision-making. Research has shown gender related differences in performance, in that men consistently outperform women. It has been suggested that these performance differences are related to decreased emotional control in women compared to men. Given the likely role of emotion in these gender differences, in the present study we examine the effect of a humor induction on IGT performance and whether the effect of humor is moderated by gender. IGT performance and parameters from the Expectancy Valence Model were measured in 68 university students (34 men; mean age 22.02, SD = 4.3 and 34 women; mean age 22.3, SD = 4.1) during a 100 trial-IGT task. Participants were exposed to a brief video before each of the IGT decisions available; one half of the sample (17 men and 17 women) was exposed to 100 humor videos, while the other half was exposed to 100 non-humor videos during the task. We observed a significant interaction between gender and humor, such that under humor, women’s performance during the last block (trials 80-100) improved (compared to women under non-humor), whereas men’s performance during the last block was worse (compared to men under non-humor). Consistent with previous work, under non-humor, men outperformed women in the last block. Lastly, our EVM results show that humor impacts the learning mechanisms of decision-making differently in men and women. Humor impaired men’s ability to acquire knowledge about the payoff structure of the decks, and as a consequence they were stuck in suboptimal performance. On the other hand, humor facilitated women’s ability to explore and to learn from experience, improving performance. These findings deepen our understanding of the mechanisms underlying IGT decision-making and differential effects of humor in men and women. (shrink)

The use of wireless sensor networks and the Internet of things to detect forest fire outbreaks may help to reduce the response time and avoid natural disasters. This work proposes the deployment of WSN to enhance the real-time monitoring of dynamic variables such as polluting gases, temperature or the presence of fire flames by infrared. In addition, the activation of forest fire alerts if environmental status may involve evidence of a recent fire outbreak. A fuzzy-based controller is implemented to manage (...) the uncertainty related to estimating forest fire occurrence and dynamic update of fuzzy sets is developed to distinguish usual and unusual environmental conditions of every monitored forest area. Merkle trees, AES and hash functions are considered to protect the integrity of environmental data. (shrink)

This text analyzes the economic and political relations that existed between Latin America and Spain during the period 1990-2020. It is highlighted that, since the 1990s, once Spain joined the European Economic Community in 1986, economic and political relations between Spain and Latin America intensified and deepened, at the same time as the lines of the actions were changing depending on the imprints of the different Spanish governments and the changes in Latin America and on the international scene. In the (...) work, a synthesis balance is made of the strengths and weaknesses generated in these relationships in the investigated period. The main interpretive hypothesis of the work is that, as this balance suggests, some elements of relationships can be transformed, deepened, reoriented or simply modified, without neglecting, of course, the basis of everything built and achieved throughout all these years of relationships. Therefore, the conclusions provide some relevant reflections to take into account for the design of relations between Spain and Latin America in the coming decades. (shrink)

Organ shortage constitutes an unsolved problem for every country that offers transplantation as a therapeutic option. Besides the largely implemented donation model and the eventually implemented market model, a theorized automatic organ procurement model has raised a rich debate in the legal, medical and bioethical community, since it could show a higher potential to solve organ shortage. In this paper, we study the main arguments for and against this model. We show how, in the light of empirical data extracted from (...) countries with a universal health care system, its implementation could lead to a positive impact on organ procurement rates. Three factors are envisioned as fundamental in the comprehension and a possible regulation of the automatic organ procurement model: the lack of recognition of the conscientious objection, the preservation of the right to choose end of life conditions, and the need to avoid incentives for families or healthcare professionals. Huge losses and serious threats to ecosystems are common consequences of forest fires. This work describes a forest fire controller based on fuzzy logic and decision-making methods aiming at enhancing forest fire prevention, detection, and fighting systems. In the proposal, the environmental monitoring of several dynamic risk factors is performed with wireless sensor networks and analysed with the proposed fuzzy-based controller. With respect to this, meteorological variables, polluting gases and the oxygen level are measured in real time to estimate the (...) existence of forest fire risks in the short-term and to detect the recent occurrence of fire outbreaks over different forest areas. Besides, the Analytic Hierarchy Process method is used to determine the level of fire spread, and, when necessary, environmental alerts are sent by a Web service and received by a mobile application. For this purpose, integrity, confidentiality, and authenticity of environmental information and alerts are protected with implementations of Lamport’s authentication scheme, Diffie-Lamport signature, and AES-CBC block cipher. This paper analyses the arguments for and against what we have called automatic organ procurement model in relation to the organs of the deceased. For this purpose, this work provides empirical evidence to assess the potential impact of this model on donation rates and on public opinion. Specifically, we examine first the reasons supporting this model, with special reference to utilitarian and justice arguments. On the other hand, we analyse both the approaches based on the violation of pre mortem and (...) post mortem interests opposing this theoretical model and the rejection the model would generate in the population. Finally, we point out the aspects that, in our opinion, should be exhaustively regulated if this model were implemented. In particular, we refer to the legal status of the human body, the treatments for end-of-life patients, the incentives for health professionals and the recognition of the right to conscientious objection. En este encuentro convergen monstruos reales y ficticios -aunque nos cueste diferenciarlos-, así como las neurosis del siglo XXI y las leyendas del siglo XIX, que aliviadas unas por el psicoanálisis y alimentadas otras, por los primeros experimentos de “ingeniería genética”, consiguen sembrarnos una interrogante sobre la (in)distinción de lo real en nuestro entorno. En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. The purpose of the study is to determine the role of the Protestant Reformation in increasing the education of European society in the XVI-XVII centuries. The article discusses the reasons for the flourishing of education and science in this era. Scientific novelty is manifested in a comprehensive study of the consequences of the Reformation, which, mutually influencing each other, eventually led to an increase in the level of education in Europe. As a result, it was established that the Reformation democratized (...) the spiritual, political and socio-economic aspects of life, introduced the principles of freedom of conscience, faith without mediation, encouragement of entrepreneurship, universality of education, the need for each person to study the Scriptures independently, personal responsibility to God and others, which contributed to the development of science and education, as well as the formation of a new public consciousness. El artículo aborda el fenómeno de la llamada derecha alternativa de Estados Unidos, que ha experimentado un auge considerable con la campaña y victoria electoral de Donald Trump en enero de 2017. A pesar de que se trata de un movimiento relativamente heterogéneo y no siempre bien definido ideológicamente, su búsqueda de una singularización identitaria de carácter excluyente permitiría abordarlo de forma unitaria. Al mismo tiempo, el artículo plantea la necesidad de entender la irrupción de esta nueva derecha a partir (...) de algunas de las características propias del sistema democrático-capitalista en el que nace. Así, la negación de una identidad humana propiamente dicha, con su correlato de afirmación de la proliferación identitaria, un sistema preferentemente formal de derechos, un acentuado individualismo y el enconamiento de la competencia social a raíz de la crisis económica, pueden encontrarse entre sus raíces explicativas. This essay surveys the present position of postmodernism with respect to the effect of its ideas upon historiography. For this purpose it looks at a number of writings by historians that have been a response to postmodernism including the recently published collection of articles, The Postmodern History Reader. The essay argues that, in contrast to scholars in the field of literary studies, the American historical profession has been much more resistant to postmodernist doctrines and that the latters' influence upon the (...) thinking and practice of historians is not only fading but increasingly destined to fade. The essay also presents a critical discussion of the current philosophy of postmodernism in its bearing upon historiography, directed chiefly against its claim that the world has undergone an epochal transition from the modern to a postmodern age; its theory of language and linguistic idealism; its opposition to historical realism and denial of the actuality of the past as a possible object of reference; and its theory of historical narrative as unconstrained fictional construction. This discussion includes a consideration of the work of postmodernist thinkers such as J.-F. Lyotard, of the recent books by David Roberts and Robert F. Berkhofer, Jr. which espouse a postmodernist theory of history, and of the narrativist theory of Hayden White. The essay also notes some of the reasons for postmodernism's appeal; and while it does not deny that postmodernist philosophy may have served a useful purpose in provoking historians to be more self-critical and aware of their presuppositions and procedures, it maintains that its skeptical and politicized view of historical inquiry is deeply mistaken, out of accord with the way historians themselves think about their work, and incapable of providing an understanding of historiography as a form of thought engaged in the attainment of knowledge and understanding of the human past. The current SARS-CoV-2 pandemic has killed thousands across the world. SARS-CoV-2 is the latest but surely not the last such global pandemic we will face. The biomedical response to such pandemics includes treatment, vaccination, and so on. In this paper, though, we argue that it is time to consider an additional strategy: the somatic (non-heritable) enhancement of human immunity. We argue for this approach and consider bioethics objections we believe can be overcome.

The consideration of racial differences in the biology of disease and treatment options is a hallmark of modern medicine. However, this time-honored medical tradition has no scientific basis, and the premise itself, that is, the existence of biological differences between the commonly known races, is false inasmuch as races are only sociocultural constructions. It is time to rid medical research of the highly damaging exercise of searching for supposed racial differences in the biological manifestations of disease. The practice not only (...) condoned but required by the National Institutes of Health of utilizing racial identification as a demographic characteristic with assumed biological implications is at best badly flawed, and at worst unintentionally contributes to perpetuating the fallacy of natural differences between persons of different skin color, which has been used in the past to advance the cause of racial discrimination. In the United States most people have adopted a worldview based on the core tenets of liberal democracy, capitalism, science, religion and the social sciences. Scientific advances, though, have persuaded many individuals to revise this traditional view and adopt an alternative belief system. Thus some people embrace social democracy, regulated capitalism or a more extreme political philosophy. Others adopt non-theistic religions or break their affiliation with any religion. The latter include naturalists who reject supernatural explanations and take science as the (...) best description of reality. Many people reject the blank slate doctrine and hold that human behaviour results from the interaction of the environment with innate biological factors. (shrink)

En este trabajo hago un ejercicio filosófico de aplicación de una visión naturalista de la filosofía analizando desde esta perspectiva la discusión acerca de la naturaleza de la psicología folk, y mostrando la superioridad de la perspectiva de segunda persona para dar cuenta de este fenómeno. Para ello presentaré la perspectiva naturalista que adopto, luego presentaré brevemente las perspectivas clásicas cartesianas para, finalmente, presentar la perspectiva de segunda persona mostrando cómo se puede dar cuenta de las continuidades ontogenéticas y filogenéticas (...) que subyacen al desarrollo de la psicología folk, incorporando en esta explicación tanto elementos filosóficos como científicos. Se analiza en este trabajo, seleccionado de la II Olimpiada de Filosofía en Málaga organizada por FICUM en secundaria, la "tarea vital" a partir de tres pilares básicos: amar, dejar huella y descubrirse a uno mismo.

This dissertation is the first step in a larger research project aimed at bridging the gap between Western philosophy and Indigenous thought. Here, I identify a useful methodological approach to the social contract by analyzing the tradition under an historical lens. I highlight that, along with the justificatory capacities of the social contract, comes a great deal of modelling involved in different versions of the social contract. This modelling comes in the form of four pre-contractual elements that different authors model (...) in different ways. I show how different authors choose different structural problems or injustices that such theories want to address, as well as normative commitments that their theories are committed to, a standard of considerability of interests that identifies whose interests matter for those deliberating the terms of the contract, and a contractual device. Once that has been established, I am able to provide some foundational elements for establishing a framework for the development of a theory of global justice. En este artículo analizo cómo Rawls aborda las desigualdades materiales, tanto dentro de las sociedades democráticas como en sus reflexiones en torno al derecho de gentes. A este respecto, hechos como su valoración positiva de la desigualdad social o su desatención del desarrollo económico de los pueblos, me llevan a concluir que Rawls mantiene un posicionamiento conservador en lo que respecta a problemas como la pobreza o el desarrollo global.

BackgroundInformed consent is an important factor in a child’s moral structure from which different types of doctor–patient relationships arise. Children’s autonomy is currently under discussion in terms of their decent treatment, beyond what doctors and researchers perceive. To describe the influential practices that exist among clinicians and researchers toward children with chronic diseases during the process of obtaining informed consent.MethodsThis was a cross-sectional, qualitative study via a subjective and interpretivist approach. The study was performed by conducting semi-structured interviews of 21 (...) clinicians and researchers. Data analysis was performed using the SPSS version 21® and Atlas Ti version 7.0® programs.ResultsThe deliberative and paternalistic models were influential practices in the physician–patient relationship. In the deliberative model, the child is expected to have a moral awareness of their care. The paternalistic model determined that submission was a way of structuring the child because he or she is considered to be a subject of extreme care.ConclusionsThe differentiated objectification [educational] process recognizes the internal and external elements of the child. En cambio, hacia el final de su carrera, cayó en la cuenta de que esta tesis acarreaba graves problemas de fundamento, lo que le llevó a desecharla y defender lo contrario, que el esse está ausente en todas ellas. Por su parte, A. L. González, en su estudio de la cuarta vía, puso en entredicho este argumento. Wil Waluchow’s notion of Community’s Constitutional Morality (CCM) was developed as a tool for the identification of moral norms and considered judgments that are in some way tied to a community’s constitutional law and practices. In this paper I first argue that even though the tool was conceived under a state-based paradigm, it also works on a global scale. Then, I show how by relying on this tool we can achieve two important and clearly differentiable goals. The first goal relates (...) to efforts regarding the construction of global theories of justice. By using Waluchow’s CCM we can overcome what I call the problem of adjudication among differentexisting moral intuitions. That is, the need to choose between different and competing fundamental moral commitments that ought to guide our moral deliberations. Instead, by using CCM, we can identify Embodied Moral Intuitions that hold an epistemic advantage over Personal Moral Intuitions, which are commonly used to ground normative projects. The second goal relates to contemporary efforts to decolonize our perspectives about justice, domestic and global. By relying on Waluchow’s notion of CCM, the reality that Indigenous knowledge, despite it not having been properly acknowledged in most philosophical academic debates, is already a part of our debates about global justice becomes undeniable and a call for action to further expand our understanding of global political morality. This chapter examinates the concept of Baroque habits in its various declensions, dwelling in particular on aesthetic habits through the case study of Guarino Guarini’s Chapel of the Holy Shroud in Turin. In the first part three declensions of Baroque habits, linked together by profound implications, are identified: habits of knowledge, referred to the ideal of Baroque encyclopedism; moral habits, framed in the Baroque practices of government of affects; and aesthetic habits, consisting in regimes of or- dering of sensible experience (...) which finds in the Wunderkammer one of its highest manifestations. In the second part of this chapter, these concepts are applied and further elaborated in the light of one of the greatest results of European Baroque, the Guarinian Chapel. Through the example of the Turinese architecture it is demon- strated how Baroque representative practices perform a gesture of immanentization of the transcendent principle by composition of light and application of geometry. Such “sensible metaphysics” is aimed at both the government of affects and at the creation of a habitable space of experience, where the infinite transcendence of Christian divinity becomes source and object of habits. Resumen: El discurso de la economía ha transitado por una tensión entre pertenecer a una Ciencia Social y presentar rasgos prototípicos de una Ciencia Básica. Ahora bien, evidenciar esta hibridez desafía a los investigadores del lenguaje, sobre todo si estos textos son parte de la formación de un economista. Particularmente, el Informe de Política Monetaria no ha sido estudiado desde el punto de vista lingüístico, por lo que se busca observar, en un corpus de 45 textos, si el género IPOM (...) evidencia dicha tensión discursiva de la disciplina. Para lograr ese objetivo, se ha optado por una metodología basada en dos dimensiones: Contexto de Producción y Organización Retórico-Funcional. Tras el análisis, los hallazgos del corpus IPOM-2013 integradamente muestran que el género IPOM efectivamente evidencia dicha tensión con rasgos más características de la CB como es el uso de recursos matemáticos y, por otro lado, rasgos de la CS, asociados a la modalización del discurso en su macromovida central.: The discourse of economy has gone by a constant tension between belonging to a Social Science and present prototypical features of a Basic Science. However, evidence this hybridity poses a challenge for researchers of language, especially if these texts are part of the training of an economist. In particular, the Monetary Policy Report has not been studied from the linguistic point of view. In this context, this research search to answer the question whether the gender IPOM evidences such discursive tension of the discipline. To achieve this objective, it has opted for a methodology based on 2 dimensions: Production Context and Rhetorical-Functional Organization. After the analysis, the findings Integrally shows that the IPOM genre effectively demonstrates this tension with features more characteristic of the BS such as the use of mathematical resources and, on the other hand, SC traits, mainly associated to the modalization of the discourse in its central macromove.
