Among the most important problems related to Russia's development, which are considered in depth in various kinds of forum and the media, both here and in the west, there is, however, an almost total absence of such a crucial strategic topic as working out an urban policy. In the meantime the crises that Russia is continually facing as it undergoes reforms are caused by the disparity between the tasks that have to be completed and the stage of civilization we are (...) at. In order to fast forward to another level we have only the strategic role of the cities, in particular the largest of them, to guide us. Without real cities with a developed urban culture no effective solution can be found to the problems we are up against, whether they are economic, cultural, social or human rights issues. (shrink)

Thirty years after the appearance of Wolf Leslau’s Comparative Dictionary of Geʿez, the present study aims at correcting and updating some of the entries of this major tool of Semitic etymology. New data from Ugaritic, Akkadian, and especially Modern South Arabian are prominent among the additions.

This chapter begins with a description of the history of Pythagorean societies after the death of Pythagoras. It then considers the criteria used by Aristoxenus in compiling his list of Pythagoreans. Compared with those applied in modern works, it is argued that, beyond a critical approach to the sources, we enjoy no special advantages over the first historian of Pythagoreanism. This is followed by a discussion of the prosopography and chronology of the Pythagoreans.

People feel they understand complex phenomena with far greater precision, coherence, and depth than they really do; they are subject to an illusion—an illusion of explanatory depth. The illusion is far stronger for explanatory knowledge than many other kinds of knowledge, such as that for facts, procedures or narratives. The illusion for explanatory knowledge is most robust where the environment supports real‐time explanations with visible mechanisms. We demonstrate the illusion of depth with explanatory knowledge in Studies 1–6. Then we show (...) differences in overconfidence about knowledge across different knowledge domains in Studies 7–10. Finally, we explore the mechanisms behind the initial confidence and behind overconfidence in Studies 11 and 12, and discuss the implications of our findings for the roles of intuitive theories in concepts and cognition. In the theory of the early state it was fundamentally new and important from a methodological point of view to define the early state as a separate stage of evolution essentially different from the following stage, the one of the full-grown or mature state. ‘To reach the early state level is one thing, to develop into a full-blown, or mature state is quite another’ (Claessen and Skalník 1978b: 22). At the same time they (as well as a number of other (...) authors) indicated quite soundly that not all early states were able to become and actually became mature ones (see e.g., Claessen and Skalník 1978a; Claessen and van de Velde 1987b; Shifferd 1987). Thus there was formed exactly an evolutionary sequence of statehood in the form of a two-stage scheme: the early state – the mature state. And that explained a lot in the mechanisms and directions of the political evolution. However, the former of these two stages of the evolution of statehood (the early state) has been studied rather thoroughly, whereas the latter (the mature state) has not become the subject of a similarly close examination. Unfortunately, the analysis of the mature state has been little advanced in those several contributions to the subsequent volumes of the Early State project (further referred to as Project) where the subject was touched upon. In the present paper after a brief analysis of the Project participants' views on the mature state I will present my own approach to the distinction of the stages of the evolution of statehood which to my mind develops and supplements Claessen – Skalník's ideas on the subject. However, this has made it necessary to suggest new formulations of the main characteristics of each stage of the evolution of the state. (shrink)

The present monograph considers some macrohistorical trends along with the aspects of globalization. Macrohistory is history on the large scale that tells the story of the entire world or of some major dimensions of historical process. For the present study three aspects of macrohistory have been chosen. These are technological and political aspects, as well as the one of historical personality. Taken together they give a definite picture of unfolding historical process which is described from the beginning of human society (...) formation to the present day and near future. The combination in the monograph title of the two terms – macrohistory and globalization – is in no way artificial. On the contrary, the connection of these terms is organic at least as the real goal of macrohistory is to find mean-ing in the past so as to create new possibilities of meaning for the future. The analysis of globalization also includes three aspects: political, economic and futurological as today the world may well be regarded as being at the start of a new global reconfiguration. The author presents his ideas of the world prospective political and in some respects social-economic development basing on the analysis of macrohistory and contemporary globalization processes. In ancient tradition, Pythagoras emerges as a wise teacher, an outstanding mathematician, an influential politician, and as a religious and ethical reformer. This volume offers a comprehensive study of Pythagoras, Pythagoreanism, and the early Pythagoreans through an analysis of the many representations of the individual and his followers.

This article concerns sound aesthetic preferences for European foreign languages. We investigated the phonetic-acoustic dimension of the linguistic aesthetic pleasure to describe the “music” found in European languages. The Romance languages, French, Italian, and Spanish, take a lead when people talk about melodious language – the music-like effects in the language (a.k.a., phonetic chill). On the other end of the melodiousness spectrum are German and Arabic that are often considered sounding harsh and un-attractive. Despite the public interest, limited research has (...) been conducted on the topic of phonaesthetics, i.e., the subfield of phonetics that is concerned with the aesthetic properties of speech sounds (Crystal, 2008). Our goal is to fill the existing research gap by identifying the acoustic features that drive the auditory perception of language sound beauty. What is so music-like in the language that makes people say “it is music in my ears”? We had 45 central European participants listening to 16 auditorily presented European languages and rating each language in terms of 22 binary characteristics (e.g., beautiful – ugly and funny – boring) plus indicating their language familiarities, L2 backgrounds, speaker voice liking, demographics, and musicality levels. Findings revealed that all factors in complex interplay explain a certain percentage of variance: familiarity and expertise in foreign languages, speaker voice characteristics, phonetic complexity, musical acoustic properties, and finally musical expertise of the listener. The most important discovery was the trade-off between speech tempo and so-called linguistic melody (pitch variance): the faster the language, the flatter/more atonal it is in terms of the pitch (speech melody), making it highly appealing acoustically (sounding beautiful and sexy), but not so melodious in a “musical” sense. Instead of the usual asymptotic passage from quantum mechanics to classical mechanics when a parameter tended to infinity, a sharp boundary is obtained for the domain of existence of classical reality. The last is treated as separable empirical reality following d'Espagnat, described by a mathematical superstructure over quantum dynamics for the universal wave function. Being empirical, this reality is constructed in terms of both fundamental notions and characteristics of observers. It is presupposed that considered observers perceive the world as a (...) system of collective degrees of freedom that are inherently dissipative because of interaction with thermal degrees of freedom. Relevant problems of foundation of statistical physics are considered. A feasible example is given of a macroscopic system not admitting such classical reality.The article contains a concise survey of some relevant domains: quantum and classical Bell-type inequalities; universal wave function; approaches to quantum description of macroscopic world, with emphasis on dissipation; spontaneous reduction models; experimental tests of the universal validity of the quantum theory. In this article the editor of the Philosophical Quarterly briefly outlines the editorial process at that journal; explains why it is foolhardy to attempt to predict the future of philosophy; and, finally, attempts such a prediction. Drawing on his recent book Ethics for a Broken World, he argues that climate change, or some other disaster, may lead to a broken world where the optimistic assumptions underlying contemporary philosophy no longer apply. Nikolai Fedorovich Fedorov is one of the most original and as yet inadequately studied Russian thinkers. Neither a professional philosopher, nor a well-known scholar, nor a critical essayist, he led a kind of double existence while working as an ordinary civil servant, developing his original philosophy at his leisure in the hours free from his intensive daily work. Fedorov's life was one of selflessness and self-denial, not at all eventful outwardly. He graduated from the Gymnasium in Tambov and completed three (...) years of study in the Law Department of the Richelieu Lyceum in Odessa, after which he taught for a number of years in the Borovsk, Lipetsk, Podol'sk, and other regional schools. The quarter century he spent working in the Library of the Rumiantsev Museum in Moscow was the most stable period in Fedorov's life. Fedorov's ideas attracted the attention of outstanding cultural figures. F.M. Dostoevskii became acquainted with them in 1878 through Peterson, and on March 24 of that year he wrote: "I am essentially in full accord with these ideas. I read them as if they were my own." L.N. Tolstoy, who knew Fedorov personally, said, "I am proud to be living in the same times as such a man." V.S. Solov'ev, who also associated with Fedorov, wrote to him as follows in the mid-1880s: "Your ‘project’ is the human spirit's first advance along the path of Christ since the advent of Christianity. As for me, I can only acknowledge you as my teacher and spiritual father." A.M. Gorky was especially impressed by the activism in Fedorov's views. But none of this precludes the many and very essential divergences of these authors from Fedorov. One can find some links with his ideas in A.N. Belyi, V. Ia. Briusov, N.A. Zabolotskii, V.V. Maiakovskii, A.P. Platonov, M.M. Prishvin, I.L. Sel'vinskii, O.D. Forsh, and V.N. Khlebnikov. The artist B.N. Chekrygin drafted a large fresco entitled The Resurrection of the Dead [Voskreshenie mertvykh] and a philosophical work entitled The Synod of the Resurrecting Museum [Sobor voskreshaiushchego muzeia], both inspired by Fedorov's teachings. In this presentation, I set out to clarify, first, what the Jewish tradition finds in the life of Abraham that accords special value to rational reflection and even philosophical inquiry. Second, I examine a specific example of how this characterization and valuation of Abraham plays out within the tradition of medieval Jewish scholastic theology in tenth-century Baghdad by examining Sa‘adia Gaon’s famous “Argument from Time” to establish both the creation of the universe in time and, by implication, the existence of (...) a Creator God. From there, I show how he draws upon the work of John Philoponus in constructing his argument. Third, I present and analyze a well-known philosophical parable that Moses Maimonides, representing the tradition of religious philosophy, introduces early on in The Guide of the Perplexed. This parable deals in a subtle and suggestive way with the possibilities and limitations of trying to free people from perplexity and guide them towards wisdom. It owes a great deal to the work of Abū Bakr ibn al-’ Ṣā’igh, otherwise known as Ibn Bājjah. I conclude with a number of observations on how Maimonides may have interpreted his sources so as to develop his distinctive view of God and how the pursuit of philosophical wisdom is compatible with the love of God. Articulated in the twenties, the doctrines of the exiled Russian ‘Evrazijstvo’ movement are undergoing a renaissance in Russia today. As the ‘Evrazijstvo movement counted among the most original ideological currents of the Russian diaspora, association with its doctrines could well add to the reputation of a given group or groups. This is the case with the journal Elementy which considers itself as the inheritor of ‘classical’ ‘Evrazijstvo’. Is this claim justified? The article is addressed to this question.

Since 1997, FORUM has been an integral part of the landscape of European studies. In addition to contemporary history, it offers insights into the history of ideas and reviews books on Central and Eastern European history. It offers more than just history--for instance, interdisciplinary discussions by political scientists, literary, legal, and economic scholars, and philosophers. FORUM sees itself as a bridge between East and West. Through the translation and publication of texts and contributions from Russian, Polish, and Czech researchers, it (...) offers the Western reader access to the scholarly discourse of Eastern Europe. The 'short' 20th century is one of the best-documented eras in history. Nevertheless, it holds more mysteries than many periods of antiquity or the Middle Ages of which we have only sparse relics. One of the biggest mysteries is the question of the causes of the collapse of civilization in the first half of the century. In Germany as well as in Russia, regimes came to power invoking the implementation of utopias that had been dreamt up during the 'long' 19th century yet which had been considered unrealizable. Now, it turned out, even the most radical utopian blueprint could be put into place. This development, intertwined with an extraordinarily deep crisis of European democracy, did not happen overnight. It had been looming for a long time. There had even been several prescient voices heralding the upcoming crisis--trailing away without being noticed. Volume 19, Issue 1 of FORUM recognizes some of these unheard prophets and scrutinizes their writings. (shrink)

The article presents a verbal and mathematical model of medium-term business cycles (with a characteristic period of 7–11 years) known as Juglar cycles. The model takes into account a number of approaches to the analysis of such cycles; in the meantime it also takes into account some of the authors' own generalizations and additions that are important for understanding the internal logic of the cycle, its variability and its peculiarities in the present-time conditions. The authors argue that the most important (...) cause of cyclical crises stems from strong structural disproportions that develop during economic booms. These are not only disproportions between different economic sectors, but also disproportions between different societal subsystems; at present these are also disproportions within the World System as a whole. The proposed model of business cycle is based on its subdivision into four phases: – recovery phase (which could be subdivided into the start sub-phase and the acceleration sub-phase); – upswing/prosperity/expansion phase (which could be subdivided into the growth sub-phase and the boom/overheating sub-phase); – recession phase (within which one may single out the crash/bust/acute crisis subphase and the downswing sub-phase); – depression/stagnation phase (which we could subdivide into the stabilization subphase and the breakthrough sub-phase). The article provides a detailed qualitative description of macroeconomic dynamics at all the phases; it specifies driving forces of cyclical dynamics and the causes of transition from one phase to another (including psychological causes); a special attention is paid to the turning point from the peak of overheating to the acute crisis, as well as to the turning point from the downswing to recovery. The proposed mathematical model of Juglar cycle takes into account the following effects that are typical for the market economy: • positive feedbacks between various economic processes; • presence of a certain inertia, time lags in reactions of the economic subsystem to the change in conditions; • amplification by the financial subsystem of positive feedbacks and time lags in the economic subsystem; • excessive reaction to changing conditions during the acute crisis sub-phase. The authors suggest that the current crisis turns out to be rather similar to classical Juglar crises; however, there is also a significant difference, as the current crisis occurs at a truly global scale. Yet, due to this truly global scale of the current crisis, the possibilities of regulation with the national state's measures have turned out to be ineffective,whereas the suprastate regulation of financial processes hardly exists. It is shown that all these have led to the reproduction of the current crisis according to a classical Juglar scenario. (shrink)

This article analyzes the global causes of the contemporary crisis and the possibilities to eliminate the most acute problems that have generated this crisis. It analyzes both the negative role of the world financial flows and their important positive functions including the ‘insurance’ of social guaranties at the global scale. In connection with the outcome of the crisis it analyzes the conditions of possible transformations of the world system and the possibility of various global scripts of its near future. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to globalization that the developing countries are generally growing much faster than the developed states. The World System core starts weakening while its periphery gains strength. At the same time there is a continuing divergence between the main bulk (...) of developing countries and the group of the poorest developing states. The article also explains why globalization was bound to lead to an explosive rise of many developing countries and relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue. It is also demonstrated that this convergence constitutes a necessary condition for the ongoing and forthcoming change of political and power balance in the World System. We also show how and why it manifests itself in the US current and possible future policy. (shrink)

Amongst the topics included are bargaining theory and the economics of competitive bidding. The surveys are preceded by 'A Perspective', by Leo Hurwicz which contains a systematic account of the development of the literature on mechanism design, and this provides a context (...) for both the surveys and the six published papers authored or co-authored by Elisha Pazner that complete the book and demonstrate Pazner's interest in and contribution to the study of economic mechanisms. Leonid Hurwitcz is the Nobel Prize Winner 2007 for The Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel, along with colleagues Eric Maskin and Roger Myerson, for his work on the effectiveness of markets. This work has four aims: (i) to provide an overview of the current debate about the semantics of knowledge attributions, i.e. sentences of the form ⌜S knows that Φ⌝; (ii) to ground the debate in a single semantic-pragmatic framework; (iii) to identify a methodology for describing the semantics of knowledge attributions; (iv) to go some way towards describing the semantics of knowledge attributions in light of this methodology, and in particular to defend moderate invariantist semantics against its main current rivals. (...) Aims (i) and (ii) are largely clarificatory; in §1 I set out a single semantic-pragmatic framework and over the course of this work show that it can be modified to explain and distinguish the various theories of the semantics of knowledge attributions currently on offer. Aim (iii) is also met in §1. I argue that a theory of the semantics of knowledge attributions T must be able to account for at least some ordinary speakers’ intuitions about the felicity or infelicity of utterances of the sentence ⌜S knows that Φ⌝ (felicity intuitions) purely in terms of its semantics. I also identify a number of theoretical considerations about knowledge and argue that if T conflicts with any one of these considerations, we should presume that T is false. Aim (iv) is met over the course of this work. According to moderate invariantism ⌜S knows that Φ⌝ is true if and only if S confidently believes the proposition expressed by Φ, this proposition is true and S’s epistemic position with respect to this proposition meets a moderately high epistemic standard. In §§2 – 5 I argue that the main current rivals to moderate invariantism – attributor contextualism, contrastivism, subject-sensitive invariantism and assessor relativism – conflict with at least one of the theoretical considerations identified in §1. In §6 I argue that moderate invariantism accounts for some ordinary speakers’ felicity intuitions purely in terms of the semantics of ⌜S knows that Φ⌝; I also argue that it is consistent with all of the theoretical considerations identified in §1. Moreover, in §§2 – 6 I argue that no theory is capable of accounting for all felicity intuitions purely in terms of the semantics of ⌜S knows that Φ⌝, and that only moderate invariantism can successfully explain why speakers have all of these intuitions. In §7 I conclude that moderate invariantism correctly describes of the semantics of knowledge attributions, or at least does so better than its main current rivals. (shrink)

This article analyzes some important aspects of socioeconomic and political development of the world in the near future. The future always stems from the present. The first part of the article is devoted to the study of some crucial events of the present, which could be regarded as precursors of forthcoming fundamental changes. In particular, it is shown that the turbulent events of late 2010 and 2011 in the Arab World may well be regarded as a start of the global (...) reconfiguration. The article also offers an analysis of some aspects of the global financial system that, according to the authors, notwithstanding all its negative points, performs certain important positive functions including the ?insurance? of social guaranties at the global scale. The second part of the article considers some global scenarios of the World System's new future and describes a few characteristics of the forthcoming ?Epoch of New Coalitions.? The article attempts to answer such questions as the following: What are the implications of the economic weakening of the United States as the World System center? Will the future World System have a leader? Will it experience a global governance deficit? Will the world fragmentation increase? (shrink)

This article studies the issue of the democratization of countries within the globalization context, it points to the unreasonably high economic and social costs of a rapid transition to the democracy as a result of revolutions of the similar large-scale events for those countries that are unprepared for this.

In a previous article, ?The Coming Epoch of New Coalitions: Possible Scenarios of the Near Future? (Grinin and Korotayev 2011), it was preliminarily demonstrated that the turbulent events of late 2010 and 2011 in the Arab World may well be regarded as a start of the global reconfiguration. The subsequent events have confirmed this supposition. That is why in the present article we develop this important theme. The article offers a thorough analysis of the internal conditions of Arab countries on (...) the eve of revolutionary events, as well as causes and consequences of the Arab Revolutions. The article also offers an analysis of similar historical World System reconfigurations starting with the sixteenth-century Reformation. The analysis is based on the theory (developed by the authors) of the periodical catch-ups experienced by the political component of the World System that tends to lag behind the World System economic component. Thus, we show that the asynchrony of development of various functional subsystems of the World System is a cause of the synchrony of major political changes. In other words, within the globalization process, political transformations tend to lag far behind economic transformations. And such lags cannot constantly increase, the gaps are eventually bridged, but in not quite a smooth way. The article also suggests an explanation why the current catch-up of the World System political component started in the Arab World. (shrink)

The article examines the peculiarities of corporate culture formation and development in the modern stage of societal development, which is characterized by high levels of dynamism and conflict. It has been said that culture is something created by Man just as Man is the creation of culture, because culture influences behavior in a person from the beginning of their socialization through the assimilation of norms, values, models of behavior, etc. A person implements all of these in various types of relationships (...) which, in turn, develop structures, organizations, and all individuals, in particular. Corporate culture becomes the basis for the development of organizations at various levels through the application of management theory, especially when considering the current state of international, intercultural relations caused by globalization and migration processes. Corporate culture plays a particularly important role in ensuring the progressive development of science and education, and in preserving the intellectual potential of the state in conditions of social contradiction and military conflict. The development of corporate culture is based on such principles as tolerance, equality and partnership, which are embodied in the relations of any organization, corporation, etc. It has been shown that culture always involves some kind of change, and through such change, corporate culture can act as the criterion that will ensure a group’s integrity under the pressure of external challenges and act as the measure of the internal stability of any team that has determined its goals, tasks and the purpose of its development and the effective implementation of its values and beliefs. This commentary draws upon the author's experience in bioethics and as a physician, ordained Rabbi, and certified Mohel (a Jewish professional qualified to perform infant male circumcisions (MC)). People's identity and adherence to a religious belief are frequently cited reasons for deciding whether to circumcise their male children. For Jewish and Muslim males, circumcision is considered essential. In this commentary, the author uses his medical, religious, and bioethical knowledge, expertise, and experience to address common arguments used in opposing nontherapeutic male (...) circumcision of minors. In these narratives, half of the parents agreed with circumcision, and half did not. The parents against circumcision cite human rights violations, security, privacy, and bodily integrity issues and refer to circumcision as genital mutilation, while those who agree argue that circumcision should be done for religious reasons to prevent health issues, promote hygiene and cleanness, avoid cancer, or for later sexual enjoyment. After evaluating the evidence, the author states that parents should be free to either consent or decline MC for a son. Though a reoccurring theme in these narratives was for mothers to leave the circumcision decision up to their male partners, the author concludes that women have considerable power regarding the decision. In our time, repeatedly appealing to such a concept as spirituality is very relevant. We can hear him from the mouth of a people's deputy and from the conversation of a simple worker. As a consequence - increasing attention to its analysis from the side of philosophical thought, attempts of scientific exploitation, the tendency to include in the circle of philosophical categories. "In a number of close concepts - consciousness, psyche, morality, reasonableness - the concept of spirituality belongs a special (...) place. In the broad sense, spirituality is a manifestation of the internal state of the individual, or rather the orientation of his consciousness, which carries out a motivated inclusion in the social life from within ". In this book we attempted to gather together a set of chapters that describe new ways of approaching questions about aesthetics and innovation. Rather than going over old ground, the chapters describe attempts to break out in new directions. The book begins with a description of von Ehrenfels development of a Gestalt theory of aesthetics so evocative of the Vienna of 1900 that readers will wish that they had been there to experience the intellectual excitement and ends with a survey (...) the very latest research on brain scan research on perception of art. In between, we encounter chapters as diverse as a description of cognitive effects on art perception and on the analogies between oscillations in art history and waves in the physical world. About half of the book contains chapters by well known western psychological aestheticians and half chapters by Russian scholars many of whom will be new to western readers. As well as describing new methods and results, the chapters by Russian scholars will be novel to most western readers, because the Russian perspective on aesthetics and innovation is rather different than the traditional western perspectives.
