The history of encyclopedism seeks to trace the metamorphoses and various cultural adaptations of three essential components. The first of these is an intellectual endeavor, reflecting the conception, hierarchy, and articulation of knowledge in a given society: How is the map of knowledge organized and defined? How do human thought and memory gather together and master all accessible knowledge? The second component can take the form of a material object, the encyclopedia - whether conceived as a book that unites (...) the knowledge found in all other books, or again as the body of texts that, though not titled as such, belong nevertheless to an encyclopedic genre. The last constituent of the trilogy consists of the group of practices that fan out between these two poles, between the intellectual endeavor and the material object, and contribute to collecting, shaping, and transmitting the knowledge in a given society and time. PurposeThe purpose of the study is to identify current trends in library and information science education related to the user‐centred approach adopted by libraries and information professionals in response to the advent of the internet.Design/methodology/approachCourse descriptions of 30 LIS departments around the world were analyzed based on Wilson's map of information science that proposes five basic foundations fields: information content, information systems, people, organizations, and policy. The analysis focused on the user‐centred people field and on the interactions between this (...) field and the other four fields proposed by the model. Course descriptions found in the departments' web sites were analyzed using the content analysis method and eight categories were revealed in the analysis that represent the different interactions between the fields.FindingsFindings show that LIS departments have been successful in infusing the traditional information‐related curricula with a user‐centred approach but they have yet to develop areas of study that strengthen the students' social skills.Research limitations/implicationsThe data collection method limited the scope of the study. By restricting the data collection to course descriptions as advertised in the departments' web sites the study could only analyze the departments' intent and not their actual work in the field.Originality/valueThe study recommends the implementation of courses dealing with social or personal skills. This article explores the role of ideological heritages—ideologies past—in the political discourse of the Third Way and points to the divergence between social democratic parties in their interpretation of change. The cases are New Labour and the Swedish SAP, cases that display important differences in interpretations of the knowledge economy and its implications for social change. The people’s library and the electronic workshop, as the metaphors the parties use to describe the knowledge economy, contain different future visions, and echo politics (...) of the past. The people’s library plays on the historical Swedish notion of a people’s home, whereas the electronic workshop draws on a British past of industrial progress and capitalist entrepreneurship, values that have been placed at the heart of New Labour debates on welfare state change. A new model of the public library is outlined that explicitly links it to its role in support of civil society. The model argues that the ongoing “chaining” of public libraries to direct government oversight and control is deleterious to their ability to actualize their potential. An archive is a repository - that is, a place or space in which materials of historic interest or social significance are stored and ordered. A national archive is the storing and ordering place of the collective memory of that nation or people(s). This article provides a brief his torical/theoretical introduction to the politics of the archive in late capi talist societies and discusses this politics of memory via the performance of ordinary daily activities of librarians and archivists. Some relevant (...) political/discursive questions include: who controls, establishes and maintains the archive, and how do they do so? Which materials are preserved in the archive and which are excluded? As the documents and artifacts selected for the archive are ordered and classi fied, how do the schemas and structures applied include, exclude, fore ground or marginalize those materials? Finally, to what extent do the logical hierarchies for classification and arrangement reflect social or political hierarchies? The authors give real-life examples of choices made as archivists struggle to balance ideological goals made contradictory by practical constraints. For example, is it more appro priate to acquire as many materials as possible but be unable to describe, preserve and present them adequately, or is it preferable to describe, preserve and make fully available a more limited range of records and documents? Because of such practical concerns in modern technicist cultures, the explicitly political who often is reduced to the technically instrumental how - that is, political-moral questions are displaced to nonmoral and nonpolitical technical discourse, thereby establishing a 'meta-politics' that is understood only by the initiated. Conversely, archival activities such as acquisition, classification and preservation are 'technical' activi ties that may become explicitly 'political'. Founded in 1365, not long after the Great Plague ravaged Europe, the University of Vienna was revitalized in 1384 by prominent theologians displaced from Paris--among them Henry of Langenstein. Beginning with the 1384 revival, Michael Shank explores the history of the university and its ties with European intellectual life and the city of Vienna. In so doing he links the abstract discussions of university theologians with the burning of John Hus and Jerome of Prague at the Council of Constance (1415-16) (...) and the destruction of the Jewish community of Lower Austria (1421). Like most other scholars of the period, Henry of Langenstein (d. 1397) at one time believed that Aristotle's syllogistic was universally valid even in Trinitarian theology. In touch with the vibrant Jewish community in Vienna, Langenstein had high hopes of converting its members by logical argument. When he failed in his purpose, he lost his confidence in Aristotle's syllogistic as a universal tool of apologetics and handmaiden to Trinitarian theology. ("Unless you believe, you shall not understand," he quoted from Isaiah, in order to express his change of opinion.) During the next generation, the intellectual climate at the university changed from academic openness to increasing rigidity, and theologians turned from argument to persecution. Originally published in 1988. Following the death of James Joseph Sylvester in 1897, contributions were collected in order to mark his life and work by a suitable memorial. This initiative resulted in the Sylvester Medal, which is awarded triennially by the Royal Society for the encouragement of research into pure mathematics. Ironically the main advocate for initiating this medal was not a fellow mathematician but the chemist and naturalist Raphael Meldola. Religion, not mathematics, provided the link between Meldola and Sylvester; they were among (...) the very few Jewish Fellows of the Royal Society. This paper focuses primarily on the politics of the Anglo-Jewish community and why it, together with a number of scientists and mathematicians, supported Meldola in creating the Sylvester Medal. Purpose The purpose of this paper is to describe and explore the current state of internet regulation through content filters in Swedish public libraries. Design/methodology/approach Data was collected through an electronic survey directed to library managers of Sweden’s 290 main municipal libraries. 164 answers were returned, yielding a 57% response rate. The analysis comprises descriptive statistics for quantitative data and an activity theory approach with focus on contradictions for qualitative counterparts. Findings In total, 33% of the responding (...) class='Hi'>libraries report having content filters; 50% have not; and a surprising 18% do not know. There is a strong correlation between internet misuse and positive attitudes towards filters, and, reversely, between lack of misuse and lack of active stances concerning filters. Rather than seeing this as weakness, the authors suggest that there is strength in a context-bound flexibility open to practical experience and weighting of values, ethics, legislation and local circumstances. More troublesome indications concern the high deferral of decision-making to local authorities (municipalities) whereby libraries are left with limited insight and influence. Research limitations/implications The situation calls for professional organisations to address political mandate questions, and educational programs to strengthen future information professionals’ knowledge of IT in general; filter issues in specific; and local authority decision-making. The study highlights the need of adequate information professional competences and mandates to decide on and oversee internet regulation. Originality/value To the best of the authors’ knowledge, this is the first internationally published study on content filters in Swedish public libraries. (shrink)

This article compares the thinking of Andrzej Walicki and Isaiah Berlin on the nineteenth-century Russian intelligentsia and on Soviet totalitarianism. It suggests that Berlin saw totalitarianism as an externally imposed political system, whereas Walicki understood totalitarianism to depend both on external pressure and inner coercion. The article draws on a variety of published and unpublished sources, including personal interviews with Walicki and Berlin’s archives at the New Bodleian Library in Oxford, England.

Industry 5.0 and Healthcare 5.0 converge towards a human centered society, having technological advancement as a lever. In Society 5.0, decentralized autonomous cities and a convergence of physical and cyberspace are the foundations of the new chapter of society’s development. The idea of creating digital replicas and legitimate representatives of human beings in cyberspace has become a pillar of digitalization. Society 5.0 introduces Human Digital Twins as a central element of Cyber Physical Systems that include human (...) factors or are designed to interact with humans in a personalized fashion. Overall, the HDT and neighboring concepts are applied to depict how humans can be represented in a cyberspace. However, there are clear challenges in determining which human characteristics should take precedence, how much autonomy should be granted to HDTs to optimize their functionality and how to conceptualize the digital environment in which HDTs interact with various entities, including other digital agents and stakeholders with agency and decisional power. To harness similarities and differences of current approaches, we propose a classification of HDTs based on meta-characteristics and ethical implications. We discuss ethical implication by focusing on emerging risks and paradigm shifts and anchor the previous discussion in the vision for Society 5.0, questioning whether societal development relying on disruptive technologies, instead of leading to more human-centered societies might be driving humanized societies away from humanity. In the fall of 1869, the first of eight students set off from the tiny Sadowara Domain in southeastern Kyushu to pursue study in America and Europe. Overshadowed by more famous peers from other domains, the Sadowara students have been all but forgotten, and their lives abroad remain an untold story. Yet they played an important role in the early development of Japanese studies in the United States. Enrolling at diverse institutions mostly in the Northeast, six of the students came (...) to form a close relationship with Yale’s university librarian, a philologist named Addison Van Name. Inspired by his new friends to study the Japanese language, within a year Van Name was offering America’s first college course in Japanese, and he quickly began to produce scholarship on Japan and its language, literature, and history. By the mid-1870s, the Sadowara students had returned to their home country, where their subsequent careers constituted a microcosm of the paradox and transformation of the early Meiji period. Van Name maintained contact with his Japanese friends, and through this long-distance relationship succeeded in building America’s first significant Japanese library collection: a 3,000-volume collection of Edo and early Meiji titles that still survives today. Increasing parts of the world population have rudimentary reading and writing skills but limited command of grammar, syntax and spelling. This functional illiteracy has detrimental effects on labor market participation, population health and political stability. Geographies of illiteracy also include affluent societies like the Netherlands, a country that is not only illustrative of a widespread phenomenon, but arguably also a bellwether of things to come elsewhere in the world if these developments are not reversed. This exploratory paper focuses on two (...) institutional spaces where the literacy crisis is conventionally addressed: schools and public libraries. We argue that while each has a contribution to make, neither institution is currently able to curtail the trend, partially because preferred literacy promotion methods are incongruent with rapidly evolving changes in the literacy landscape, especially regarding youth communication. We consider three possible responses to our current literacy crisis and conclude that efforts to curb functional illiteracy require a pragmatic and multi-pronged approach, and perhaps even some counterintuitive strategies. Libraries occupy a special space in our society, and our minds. Today, public libraries are struggling hard to attract new users and increase footfalls that seem to be in the downtrend. Besides, Physical Libraries need innovations in their services frontier to survive stiff competition from virtual digital libraries that provide instant access to information at no cost. Librarians and library professionals as knowledge managers could help design and foster entrepreneurship models of service delivery aimed towards (...) bringing novelty in their operations. This is for the reason that libraries must take up the challenges to survive and compete with digital libraries which would maximize user satisfaction, attract new patrons and increase their user base. To make libraries economically independent and socially competent knowledge organizations, libraries need to innovate and adopt entrepreneurship-intrapreneurship business models which would attract investments from the private sectors. To transform libraries into productive, innovative knowledge organizations, librarians must take the initiative to think out of the box. This paper addresses these issues and analyses the intrapreneurship attitude to library operations. It argues that librarians should adopt a model of knowledge entrepreneurship where librarians, besides being knowledge managers, would also act as intrapreneurs within their organization. (shrink)

PurposeThe purpose of this paper is to demonstrate that libraries do not inevitably arise from the aggregation of information, and to apply this result to critique the meaningfulness of the idea of a “digital library.”Design/methodology/approachThree independent arguments demonstrate that libraries are more than the sum of the books that they contain: first, the logical argument, which analyses the internal consistency of claims for the superiority of electronic formats; second, the semantic argument, which examines ordinary language to isolate the (...) core requirements of what it means to be a “library”; and third, the ethical argument, which identifies the source of the unique phenomenological experience of encounter with the library.FindingsIt is found that the three arguments each refute the view that “library” is the collective noun for “book,” and argue instead that it is an emergent concept that offers to its community a reflection of the local cultural knowledge through the ordinary selection and organization practices that distinguish libraries from other book accumulations. Against that understanding the idea of a comprehensive and universal digital library fails on the essential criteria of selectivity and organization. While such products can be powerfully useful, they offer something distinct from libraries. When we lose sight of this difference we risk losing the inherent and irreducible values embodied by libraries.Originality/valueThe paper's arguments provide a reasoned infrastructure to several beliefs that are both common and unexamined. The library and information profession in Africa is not well recognized. It does not carry an identifiable set of core activities that share a common understanding across societies in Africa. The number of libraries in Africa is limited for a variety of reasons including lack of resources, populations that are not based in print literacy, and having its roots in the British model of librarianship. HIV/AIDS continues to pose severe problems for Sub-Saharan Africa. Some countries in the region have (...) successfully reduced the number of HIV/AIDS cases, citing information as the main source of prevention, presenting library and information professionals a unique opportunity to collectively organize and establish their role in the fight against the disease. This paper will discuss the opportunity for how LIS professionals engaged in HIV/AIDS information activities can develop and strengthen a positive status for the library and information discipline in Sub-Saharan Africa. A recent project at the University of Denver Libraries used handwritten text recognition (HTR) software to create transcriptions of records from the Jewish Consumptives’ Relief Society (JCRS), a tuberculosis sanatorium located in Denver, Colorado from 1904 to 1954. Among a great many other potential uses, these type- and hand-written records give insight into the human experience of disease and epidemic, its treatment, its effect on cultures, and of Jewish immigration to and early life in the American West. Our (...) intent is to provide these transcripts as data so the text may be computationally analyzed, pursuant to a larger effort in developing capacity in services and infrastructure to support digital humanities as a library, and to contribute to the emerging HTR ecosystem in archival work. Just because we can, however, doesn’t always mean we should: the realities of publishing large datasets online that contain medical and personal histories of potentially vulnerable people and communities introduce serious ethical considerations. This paper both underscores the value of HTR and frames ethical considerations related to protecting data derived from it. It suggests a terms-of-use intervention perhaps valuable to similar projects, one that balances meeting the research needs of digital scholars with the care and respect of persons, their communities and inheritors, who lives produced the very data now valuable to those researchers. The modern library derives from a vision of public service developed in the 19th century. At various times in the past a commercial service, an educational resource, a religious domain and a political institution, the library today exists in various forms, including all these but in addition the professional libraries held by law firms and scientific or technological associations, multimedia lending libraries and certain areas of the world-wide web.

Public Libraries (PLs) continue to contribute a great deal to user education in local communities. This paper analyzes the importance of PLs in driving community literacy through promotion of user education for the progressive improvement of the society. The paper stresses the relevance and value of PLs by reassessing the benefits they accrue by analyzing the impact of PLs on community and social education. As indigenous knowledge repositories, PLs play a significant role as community information service providers by (...) driving community literacy. The goal of this paper is to analyze the role played by PLs in driving community education and promoting information literacy in the society. PLs, being storehouses of knowledge, support user education by undertaking active part in community information services. The model helps in explaining and analyzing the efficiency of information search and retrieval process in PLs and how it affects user education and community literacy. The paper also discusses the relevance and value of PLs in this age of digital technology. The findings reinforce the claim that PLs are relevant even in this digital age, and they indeed support user education for the progressive improvement of the society. (shrink)

In this paper, faculty librarians at an academic institution explore the ethical dimensions of conducting research with user-generated social networking service (SNS) data. In an effort to guide librarian-researchers, this paper first offers a background discussion of privacy ethics across disciplines and then proposes a library-specific ethical framework for conducting SNS research.,By surveying the literature in other disciplines, three key considerations are identified that can inform ethical practice in the field of library science: context, expectation, and value analysis. For each (...) of these considerations, the framework is tailored to consider ethical issues, as they relate to libraries and our practice as librarian-researchers.,The unique role of the librarian-researcher demands an ethical framework specific to that practice. The findings of this paper propose such a framework.,Librarian-researchers are at a unique point in our history. In exploring SNSs as a source of data to conduct research and improve services, we become challenged by conflicting and equally cherished values of patron privacy and information access. By evaluating research according to context, expectations, and value, this framework provides an ethical path forward for research using SNS data.,As of this paper’s publication, there is no existing ethical framework for conducting SNS research in libraries. The proposed framework is informed both by library values and by broader research values, and therefore provides unique guidelines for the librarian-researcher. (shrink)
