The article examines the role played by policy advice institutions in the governance of ethically controversial new and emerging science and technology in Europe. The empirical analysis, which aims to help close a gap in the literature, focuses on the evolution, role and functioning of national ethics advisory bodies (EABs) in Europe. EABs are expert bodies whose remit is to issue recommendations regarding ethical aspects of new and emerging science and technology. Negative experiences with the impacts of science and technology (...) in the past have resulted in calls for increased transparency and broader participation and pluralism in expert advice and policy decision-making. Do national EABs function as inclusive, anticipatory “hybrid forums”? Or do they resemble more “classical” expert-oriented bodies, inspired by technocratic or decisionist approaches? As part of the empirical analysis of the role and functioning of institutional ethical advisory structures in 32 European countries, an extensive analysis of EAB websites and the content of publicly available documents on such institutions has been carried out, supplemented by an online survey of representatives of the EABs. One major finding of the empirical analysis is the very uneven distribution of “hybrid forum” features of EABs across Europe. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:The Reconciliation of Myth: Benjamin’s Homage to BachofenJoseph MaliIn the “Tiergarten,” the first chapter of his autobiographical work, Berlin Childhood Around Nineteen-Hundred, Benjamin recalls how, as a child, he experienced the paths, monuments, and people of the park as a “labyrinth” replete with all kinds of mythological figures. Entering the park like a second Theseus following his Ariadne along the thread of erotic sensations, he discovered therein the myth-realm (...) of the ancient gods as transfigured in the bourgeois decorations of the Second Reich, most visibly so in the aristocratic monuments of Friedrich Wilhelm and Queen Louise: “They towered up from their round pedestals among the flower beds as if spellbound by magic curves that a watercourse had inscribed before them in the sand.” 1 As he invoked these primal visions thirty years later, Benjamin realized that they prefigured “the features of what is to come,” that is, he recognized in his early experiential impressions the topical concerns that were to determine his life and works. He then understood that he had been finding signs of “the return of the ancient gods” everywhere:Under their sign the Old West of Berlin was transformed into the West of antiquity, whence the western winds come to the mariners, who navigate their boat with the Hesperidan apples slowly upward the Landwehrkanal, in order to cast anchor near the Herkules Bridge. And yet again, as in my childhood, the Hydra and the Nemean lion found a place in the wild bushes around the big star. 2This chapter may serve as the key to Benjamin’s entire life and works: it reveals what Benjamin himself would have called his “origins.” Benjamin conceived [End Page 165] of origin (Usprung) in genealogical rather than in biological terms, contending that it was not to be found in the moment of intuition but rather in that of recognition. “The term origin is not intended to describe the process by which the existent came into being, but rather to describe that which emerges from the process of becoming and disappearance. Origin is an eddy in the stream of becoming, and in its current it swallows the material involved in the process of genesis.” 3 It occurs, Benjamin continues, when “an idea will constantly confront the historical world, until it is revealed fulfilled, in the totality of its history.” 4 And if, according to Benjamin (quoting Karl Kraus), “origin is the goal” of all philosophical and historical inquiries, then, in Benjamin’s own case, the “origin” must be found in that singular idea by which he had sought to illuminate his historical world. This was an idea which should be “revealed fulfilled, in the totality of its history” in his entire work. In order to find that idea we must concentrate, as it were, on the “eddies” of his life; that is, we must discern his particular current in the intellectual trends of the time and find out how and with what he emerged from it. What, then, were Benjamin’s “origins”? When and where did he recognize what his experiential impressions in the Tiergarten really meant?In his memorial biography, Walter Benjamin: The Story of a Friendship, Gershom Scholem recounts some of the most important of these moments. One of them occurred between 16 and 18 June 1916, while Scholem was visiting Benjamin’s house in Seeshaupt near Munich. Scholem recalls their last and most memorable conversation on that occasion:During a discussion of whether Hegel had wished to deduce the world, we turned to mathematics, philosophy, and myth. Benjamin accepted myth alone as “the world.” He said he was still not sure what the purpose of philosophy was, as there was no need to discover “the meaning of the world”: it was already present in myth. The ArgumentDuring the last two decades the debate on the use and abuse of narrative in historiography has taken a new form: ideological instead of methodological. According to poststructuralist critics, the representation of past events and processes in the form of a coherent story turns history into mythology, which is (or serves) conservative ideology. This is so because the fabrication of organic continuity and unity between the past and the present (as well as the future) of society depicts its most (...) fundamental laws and institutions as divine-natural rather than human creations and thereby renders them impervious to any rational or historical refutation. The main aim of this essay is to reclaim some credibility for narrative history against its critics, both ancient and modern, and on both methodological and ideological grounds, by reappraising the role of myth in the constitution of all norms and forms of life. Setting out from the observation that the narratives and other symbolic interpretations of historical reality in which the people believe are as real as the conditions and events in which they actually live, the author calls upon historians not to eliminate, but to illuminate, myths in history, by showing their extension or configuration of historical reality. Synthetic biology is rather a new field of science and technology. Societal, regulatory, legal, ethical, safety and security aspects of this field have already been analysed in much detail and discussed very widely in recent years. There is, however, a dearth of empirical studies on the points of view of relevant stakeholders in countries where SB is still in the process of emergence. Slovenia is one of them, and accordingly, the article analyses the situation of SB in this small country, (...) focusing on the points of view of various stakeholder groups concerning three aspects of SB: the policy framework, the ethical-legal discourse and the issues of biosafety and biosecurity. It is argued that Slovenia has missed many opportunities to foster the domestic development of the field; in particular, considering that at an early stage, young Slovenian researchers participated very successfully in the International Genetically Engineered Machine competition. The ArgumentScience consists in progress by innovation. Scientists, however, are committed to all kinds of traditions that persist or recur in society regardless of intellectual and institutional changes. Merton's thesis about the origins of the scientific revolution in seventeenth-century England offers a sociohistorical confirmation of this revisionist view: the emergence of a highly rational scientific method out of the religious-ethical sentiments of the English Puritans implies that scientific knowledge does indeed grow out of – and not really against – customary (...) modes of thought.In tracing the intellectual origins of this view back to the religious controversy between Protestants and Catholics, the essay demonstrates that the essential conflict between them with regard to natural science stemmed from their antagonistic conceptions of tradition and its function in the production of genuineknowledge– of religious as well as of natural affairs. Whereas the Protestants believed only in those truths that are immediately revealed by God to each man through his reason, the Catholics adhered to truths that are related to men or “made” by them through culture and history. The article investigates the sociocultural implications of the changing modern workplace and of pharmacological cognitive enhancement as a potential adaptive tool from the viewpoint of social niche construction. We will attempt to elucidate some of the sociocultural and technological trends that drive and influence the characteristics of this specific niche, and especially to identify the kind of capabilities and adaptations that are being promoted, and to ascertain the capabilities and potentialities that might become diminished as a result. In this context, (...) we will examine what PCE is, and how and why it might be desirable as a tool for adaptation within the workplace. As human beings are, or at least should be allowed to be, more than merely productive, able-bodied and able-minded workers, we will further examine how adaptation to the workplace niche could result in problems in other domains of modern societal life that require the same or other cognitive capabilities. In this context we will also focus on the concept of responsibility and how it pertains to PCE and the modern workplace niche. This will shed some light on the kind of trends related to workplace niche construction, PCE and capability promotion that we can expect in the future, and on the contexts in which this might be either beneficial or detrimental to the individual as a well-rounded human being, and to other members of society. This essay presents the interwoven phenomenological reflections of three feminist women, situated across various intersections of difference, whose plans to conduct research on Black feminism and ambiguity were affected by the coronavirus and the social climate resulting from widespread responses to the deaths of George Floyd and Breonna Taylor in the United States during the summer of 2020. The authors offer an experimental, juxtaposed intersubjective phenomenology of research, located in the critical phenomenological framework of intersectional ambiguity. The reflections include reconsiderations (...) of the utility of research and its (inter)subjective dimensions. Each writer captures how differences in their sociopolitical identity and positioning affected their ability to conduct “research” during a summer of unrest and unease. Taken in sum, these reflections argue that critical phenomenology provides many opportunities for reflecting upon lived experience and the relevance of intellectual labor and knowledge-production to the sociopolitical challenges we face. This article concerns itself with the ways that Black women have taken up #BlackGirlMagic as a critical reimagining of their subject positionalities as Black women. I argue that #BlackGirlMagic is a resistant imaginary that has significantly altered the contemporary western social imaginary and suggest that the intersectional ambiguity that Black women animate builds community among Black women toward collective liberation. Bringing together Kimberlé Crenshaw's concept of intersectionality, Simone de Beauvoir's concept of ambiguity, and María Lugones's concept of oppressed←→resisting subjects, I (...) argue that #BlackGirlMagic's so-called “magic” is both produced by and produces what José Medina has termed a guerrilla epistemology. In outlining the contours of this epistemology, I demonstrate how #BlackGirlMagic resists through the transmission of knowledge, the creation of a critical genealogy, its visionary orientation, and the development of an insurrectionary counterdiscourse. To illustrate, I briefly discuss how #BlackGirlMagic provides white women with an opportunity for a beneficial form of epistemic friction. In the end, I suggest that #BlackGirlMagic's ability to unite Black women transnationally bodes well for its continued effects on the western social imaginary. (shrink)

The article explores some of the issues that have arisen in the discourse on pharmaceutical cognitive enhancement (PCE), that is, the use of stimulant drugs such as methylphenidate, amphetamine and modafinil by healthy individuals of various populations with the aim of improving cognitive performance. Specifically, we explore the presumed sizes of existing PCE user populations and the policy actions that have been proposed regarding the trend of PCE. We begin with an introductory examination of the academic stances and philosophical issues (...) involved in defining PCE. We then focus on an examination of the population sizes of presumed current PCE users that have been listed in the academic literature on PCE, on presuppositions, which have been problematized by some authors as based on anecdotal or misinterpreted survey data. We follow this with an empirical examination of a potential PCE user population in a national context (students at the University of Ljubljana in Slovenia). We then proceed to examine the regulatory options proposed in the academic literature to address PCE, finally comparing them with an empirical overview of the policy recommendations on PCE produced in the multinational context of several national ethics advisory bodies (EABs) in Europe. Our main conclusion is that there is still little debate among the national EABs on what type of public policy responses, if any, are needed to address PCE in European countries, and that the issues they do address are similar to those discussed and proposed in the academic articles on PCE.
