This essay introduces this special issue on virtue ethics in relation to military AI. It describes the current situation of military AI ethics as following that of AI ethics in general, caught between consequentialism and deontology. Virtue ethics serves as an alternative that can address some of the weaknesses of these dominant forms of ethics. 이 글은 조선 후기에 편찬된 대표적 병서와 지식인들의 논의를 중심으로 병학사상을 살펴본 것이다. 조선은 개국 이래 200여년의 태평성대를 구가하다가 양대 戰亂을 거치면서 지식인들을 중심으로 조선 병학의 한계를 각성하였다. 柳成龍의 『懲毖錄』에 반영된 倭賊에 대한 대비책과 전란의 경험은 후기 병학 사상의 토대가 되었다고 평할 수 있을 것이다. 그러나 안타깝게도 선초의 병서에는 이에 대한 대비책이 별도로 제시된 일이 없었다. 한편 선초의 陣法 논쟁과 마찬가지로 후기 병학의 정립과정은 순탄하지 못하였다. 임란 직후 明나라 군대를 통해서 척계광의 『紀效新書』와 『練兵實紀』가 유입되었는데, 처음에는 원본 내지는 초록본의 형태로 군사훈련에 (...) 활용되다가 후에 『兵學指南』과 『練兵指南』으로서 출간되었다. 이 책들은 중국에서와 마찬가지로 우리나라에서도 왜구와 북방 오랑캐를 대응하는 데 있어서 상당한 효과를 거두었다. 그러나 선초 이래의 오위진법과 상충되기도 하고 중국과 우리나라의 지형이 차이가 있으므로 획일적으로 적용할 수 없다는 지적이 제기되었다. 英朝⋅正祖 때에는 『續兵將圖說』, 『兵學通』, 『兵學指南演義』, 『武藝圖譜通志』 등 조선 후기의 대표적 병서를 출간함으로써 군사훈련의 통일성을 기하고자 하였다. 정조는 당시 논쟁에 대해 적극적으로 참여하여 해명하였으며, 이로써 선조 때부터 200여년 지속된 논쟁은 종료되었다. 조선 전기와 후기의 병학적 특징을 개괄하자면, 선초에는 『武經七書』를 바탕으로 文臣의 주도하에 병학의 倫理化가 진행되었다면, 후기에는 『기효신서』가 계기가 되고 상대적으로 다수의 武臣이 논쟁에 참여하면서 병학의 實學化가 진행되었다고 할 수 있다. 한편 조선 병학의 정립 과정에서 주도적 역할을 한 것은 世祖와 正祖인데, 양자는 모두 왕위계승 과정이 순조롭지 못했다는 공통점을 지니고 있다. 이것은 클라우제비츠의 “전쟁은 정치 행위의 연속이다”라는 명제가 생각나는 대목이다. Henninger-Voss [Figures]Approximately halfway through the "Second Day" of Galileo's Dialogue Concerning the Two Chief World Systems Galileo's mouthpiece, the mathematician Salviati, scoffs at his Aristotelian colleague Simplicio: "I see that you have hitherto been of that herd who, in order to learn (...) how matters such as this [motion] take place, and in order to acquire a knowledge of natural effects, do not betake themselves to ships or crossbows or cannons, but retire to their studies... to see whether Aristotle has said anything about them."1 Silly, simple Simplicio! He has been searching for natural philosophical wisdom in the books of natural philosophers rather than in the world of docks and arsenals. Indeed this quotation appears near the outset of Day Two wherein Salviati offers cannonshot as proof for the opposing Aristotelian position that the experience of projectiles proves the motionless state of the earth. Obviously, if the earth rotates toward the east, cannonballs shot point-blank to the west ought to travel much further than to the east. And clearly this is not so. Simplicio agrees that the new arguments offered by the cannon are excellent, "and now I see with how many elegant experiments nature graciously wishes to aid us in coming to the recognition of the truth," Simplicio enthusiastically enjoins. "What a shame there were no cannons in Aristotle's time!" exclaims the third interlocutor, Sagredo. "With them he would indeed have battered down ignorance, and spoken without [End Page 371] [Begin Page 373] the least hesitation concerning the universe."2 The irony here is not only that Aristotle might have used cannons in order to explain the workings of the universe but also that Galileo does so in the following pages. His demonstrations with reference to artillery demolish the Aristotelian position, but he has had Simplicio open the door for him by recognizing this most violent of artifices as an elegant experiment provided by nature.3The cannon provides a primary referent for Galileo's new mathematical physics of motion from his very first dialogue to his very last. The early De Motu culminated in a series of questions about the shot of cannons, while the conversation in his final masterwork, Discourses Concerning Two New Sciences, was set in the Venetian arsenal, and to it Galileo appended a table of the parabolic paths that could be expected from cannons shot at various elevations.4 In some sense Galileo turned inside-out a much older problem, one that had haunted military engineers of sixteenth-century Italy—and Galileo had been trained, and trained others, in military engineering.5 State organizers of war and captain generals were less interested in the implications the arts of fortifications and artillery held for the existing science of natural motion than in the necessity to reduce to a science, that is, a coherent body of knowledge, the rules for manufacturing cannons, planting artillery battery, aiming guns, and fortifying camps, cities, and castles.What Galileo gives us is recognizable as early physics, as a sophisticated mechanical science, a neat triumph of mathematical method in natural philosophy. But the ways and means by which mathematics came together with natural philosophy to address problems of both technology and nature are by no means neat. My claim is that attention to the military sphere will help us sort out some of those ways and means. The ArgumentThe paper argues for the restricted viability of the concept of style in the history of science. Since historians of science borrow this term from art history or the sociology of knowledge, the paper outlines its emergence and function in these disciplines, in order to show that the need for ever subtler stylistic distinctions in historical description inevitably leads to the dissolution of the concept of style itself.“Style” will be defined in predominantly cognitive or technical terms when (...) imputed to an individual; in social or moral terms when thought to be carried by some collective entity. Both descriptions are given normative interpretations. A good individual style, then, is regarded as the pledge for valid knowledge or insights of a “higher order,” while a collective style, understood as the vehicle of successful intra group communication, involves the acceptance of certain rhetorical norms and/or socially shared values that are supposed to structure that style. “National styles” belong to the latter category; the emergence of this dubious notion can best be explained in sociological terms.If historians of science insist on adopting the concept of style, they will have to agree on its meaning. Research seeking a scientific foundation for the theory of art appreciation has raised controversies at the intersection of the social and cognitive sciences. Though equally relevant to a scientific inquiry into art appreciation, psychological and historical approaches to art developed independently and lack a common core of theoretical principles. Historicists argue that psychological and brain sciences ignore the fact that artworks are artifacts produced and appreciated in the context of unique historical situations and artistic intentions. After revealing flaws in the (...) psychological approach, we introduce a psycho-historical framework for the science of art appreciation. This framework demonstrates that a science of art appreciation must investigate how appreciators process causal and historical information to classify and explain their psychological responses to art. Expanding on research about the cognition of artifacts, we identify three modes of appreciation: basic exposure to an artwork, the artistic design stance, and artistic understanding. The artistic design stance, a requisite for artistic understanding, is an attitude whereby appreciators develop their sensitivity to art-historical contexts by means of inquiries into the making, authorship, and functions of artworks. We defend and illustrate the psycho-historical framework with an analysis of existing studies on art appreciation in empirical aesthetics. Finally, we argue that the fluency theory of aesthetic pleasure can be amended to meet the requirements of the framework. We conclude that scientists can tackle fundamental questions about the nature and appreciation of art within the psycho-historical framework. (shrink)

Drawing on recent work in the history of science and of international relations, the introduction to this special issue suggests avenues for exploring the phenomenon of the international scientific conference, broadly construed, by highlighting the connected dimensions of communication, sociability and international relations. ABSTRACT This essay argues that historians of science who seek to embody our oxymoronic self-description must confront both contradictory terms that define our common enterprise—that is, both “history” and “science.” On the history/methods side, it suggests that we embrace the heterogeneity of our institutional arrangements and repudiate the homogeneous disciplinary model sometimes advocated by Thomas Kuhn and followed by art history. This implies that rather than treating the history of science as an end in itself, we consider (...) it a means to a variety of historical ends, think of ourselves as a tool-making community, and jettison moralistic assertions of scientific exceptionalism. To do so, this essay argues—on the science/subject side—that we rebrand the subject of our historical inquiry as “episcience,” a neologism that stands in relation to “science” as the new field of epigenetics does to the old genetics. Episcience encompasses both the material activities of the relevant sciences and their “surround” (environment, milieu, Umgebung) to reframe knowledge making to include the material processes that put science “in play” and make its findings matter beyond science. The essay concludes that “the history of science” is an oxymoron that makes sense to the extent that its practitioners acknowledge that the history of science is important not just because science is important, but because its history is. An odd, but persistent question. In _Guns, Steel and Germs, Jared Diamond's answer is that history is or should be a science. Like sociobiologists and evolutionary psychologists, he wants to extend the methods of the natural sciences to the social sciences and the humanities. My answer is an emphatic 'no!' E. H. Carr's _What is History? made an extended case for scientific history. The main burden of my essay is a dismantling of Carr's argument. Concerned with objective truth (_pace (...) the radical skeptics), history writing may have science in its tool kit. But it is essentially an interpretive, narrative art. (shrink)

The United States Department of Defense has, for at least 20 years, held the stated intention to enhance active military personnel (“warfighters”). This intention has become more acute in the face of dropping recruitment, an aging fighting force, and emerging strategic challenges. However, developing and testing enhancements is clouded by the ethically contested status of enhancements, the long history of abuse by military medical researchers, and new legislation in the guise of “health security” that has enabled the Department (...) of Defense to apply medical interventions without appropriate oversight. This paper aims to reconcile existing legal and regulatory frameworks on military biomedical research with ethical concerns about military enhancements. In what follows, we first outline one justification for military enhancements. The authors then briefly address existing definitional issues over what constitutes enhancement before addressing existing research ethics regulations governing military biomedical research. Next, they argue that two common justifications for rapid military innovation in science and technology, including enhancement, fail. These justifications are (a) to satisfy a compelling military need and (b) strategic dominance. The authors then turn to an objection that turns on the idea that we need not have these justifications if warfighters are willing to adopt enhancement, and argue that laissez-faire approaches to enhancement fail in the context of the military due to pressing and historically significant concerns about coercion and exploitation. The paper concludes with what is referred to as the “least-worst” justification: Given the rise of untested enhancements in civilian and military life, we have good reason to validate potential enhancements even if they do not satisfy reasons (a) or (b) above. The histories of painting, of music, of medicine have been written. A good history of mathematics, especially of geometry, would be a much more interesting (...) and useful work.... Such a work, if done well, could be regarded to some extent as a history of the human mind, since it is in this science, more than in anything else, that man makes known that gift of intelligence that God has given him to rise above all other creatures.1Such a history of mathematics was attempted by Jean-Etienne Montucla in his Histoire des mathématiques (first printed in 1758, and reissued in a [End Page 33] greatly expanded form in 1799).2 Montucla's great work is generally acknowledged as the first genuine history of mathematics. According to some modern historians, previous attempts at such a history had amounted to little more than collections of anecdotes, biographies or exhaustive bibliographies: "jumbles of names, dates and titles," as one writer in the Dictionary of Scientific Biography characterized them.3 Montucla, on the other hand, was thoroughly animated by the Enlightenment project expressed in Rémond's letter, and his Histoire was a philosophical history of the "development of the human mind," as he himself described it.4 It was precisely Montucla's vision of what mathematics meant and his conviction that mathematics itself must change in order to reflect the historical elevation of the human intellect, that allowed him to transform the scattered dates and anecdotes of his predecessors into a genuine history. All subsequent histories of mathematics—until the most recent social histories5 —have been in a sense "footnotes to Montucla."The papers here argue that there were indeed histories of mathematics before Montucla which are worthy of scholarly attention, and that the dismissal of Renaissance histories of science as nothing more than a "cloud of fine adjectives and metaphors" is unfair (although it contains a germ of truth). Anthony Grafton has argued in an article on the historical writings of Cardano, Rheticus, and Kepler, that the purpose of such texts was not so much to trace what actually happened, as to justify the study of a subject often derided—by both humanist and scholastic writers—as obscure, useless and undignified.6 The following four papers go further in arguing that writings in this genre (or, at least, some writings in this genre) were not limited to this characteristically humanist objective. Authors did not just use their histories to persuade others. They themselves relied on historical narratives in order to think about their discipline, define its parts, distinguish among its acceptable and unacceptable forms and prescribe its content [End Page 34] and method of teaching. By placing their discipline into a historical context shared by other, more mainstream humanistic arts, moreover, they could draw upon the large, narrative structures which Renaissance humanists had adapted to understand human intellectual and cultural development, origins, progress and decline.James Byrne's article highlights a disparity of vision between those humanists who treated the origin of the arts as just another subject for humanistic display; and those (like Regiomontanus) who were invested in the arts and wrote their histories from an insider's perspective. Alongside Regiomontanus, one could include several other authors treated in this collection, such as Thomas Vaughan, Peter Ramus, and Henry Savile. In each case, history provided a means for working through problems of the legitimacy and nature of their disciplines. While their writings are not "histories of the human mind," their interests went beyond mere rehearsal of anecdotes. Ramus's histories, for instance, written 200 years before Montucla's Histoire, had the kind of unifying vision which de Montmort demanded, and shared Montucla's concern to find a meaning in the development of mathematics. Ramus, and the supporters and detractors he spawned, were convinced that constructing the history of this science was crucial to understanding how and why human beings have... (shrink)

Princess Diana’s death was a tragedy that provoked mourning across the globe; the death of a homeless person, more often than not, is met with apathy. How can we account for this uneven distribution of emotion? Can it simply be explained by the prevailing scientific understanding? Uncovering a rich tradition beginning with Aristotle, _The Secret History of Emotion_ offers a counterpoint to the way we generally understand emotions today. Through a radical rereading of Aristotle, Seneca, Thomas Hobbes, Sarah Fielding, and (...) Judith Butler, among others, Daniel M. Gross reveals a persistent intellectual current that considers emotions as psychosocial phenomena. In Gross’s historical analysis of emotion, Aristotle and Hobbes’s rhetoric show that our passions do not stem from some inherent, universal nature of men and women, but rather are conditioned by power relations and social hierarchies. He follows up with consideration of how political passions are distributed to some people but not to others using the Roman Stoics as a guide. Hume and contemporary theorists like Judith Butler, meanwhile, explain to us how psyches are shaped by power. To supplement his argument, Gross also provides a history and critique of the dominant modern view of emotions, expressed in Darwinism and neurobiology, in which they are considered organic, personal feelings independent of social circumstances. The result is a convincing work that rescues the study of the passions from science and returns it to the humanities and the art of rhetoric. (shrink)

Virtually all historical treatments of just war recognize the importance of the account given by Thomas Aquinas in Summa theologiae II-II, q. 40, ?De bello?, where he outlines three conditions ? legitimate authority, just cause, and right intention ? for a justifiable use of armed force. It is, however, less well known that within the same section of the work (q. 50, a. 4) Aquinas extended his reflection on just war into a theory of military prudence. By placing generalship (...) under the category of ?prudence?, rather than ?art? or ?science?, he held that military command involves more than a morally neutral skill with victory as its sole aim. Building on the premise that service to the common good constitutes the overarching purpose of the military profession, Aquinas showed how the virtue of prudence provides an inner compass for decision-making amid the uncertainty and confusion of the battlefield. The question of human control is a key concern in autonomous military systems debates. Our research qualitatively and quantitatively investigates values and concerns of the general public, as they relate to autonomous military systems, with particular attention to the value of human control. Using participatory value evaluation (PVE), we consulted 1980 Australians about which values matter in relation to two specific technologies: an autonomous minesweeping submarine and an autonomous drone that can drop bombs. Based on value sensitive design, (...) participants were tasked to enhance the systems with design features that can realize values. A restriction (limited budget) in each design task forced participants to make trade-offs between design options and the values that these options realize. Our results suggest that the ‘general public’ has diverse and nuanced stances on the question of human control over autonomous military systems. A third of participants that is opposed to autonomous military systems when asked directly, selected different combinations of design features realizing varying degrees of human control. Several contextual factors, technology-specific concerns, and certain values seemed to explain these different choices. Our research shows that a focus on human control might overlook other important values that the general public is concerned about, such as system reliability, verifiability, and retrievability. The article reviews the uses of the term ‘oikonomia’ in Greek-speaking antiquity and illustrates how the term was used in all spheres of human existence and in various arts and sciences, usually denoting the prudent dispensation of the field resources. In this era the arts and sciences also received their own economies, and the term oikonomia, designating in most cases the prudent management of resources, appears in political theory, military strategy, law, finance, medicine, literary criticism, architecture, music, history and (...) rhetoric. Among all the spheres, arts and sciences that were economized, the story of oikonomia in the field of rhetoric is at the center of this article’s attention. As shown, the concept of oikonomia took an intermediate form between the realm of thought – that is, the domain of philosophy – and the realm of public speech – the domain of politics. (shrink)

Master Sun's _The Art of War_ is by no means the only ancient Chinese treatise on military affairs. One chapter in the _Huainanzi_, an important compendium of philosophy and political theory written in the second century B.C.E., synthesizes the entire corpus of military literature inherited from the Chinese classical era. Drawing on all major, existing military writings, as well as other lost sources, it assesses tactics and strategy, logistics, organization, and political economy, as well as cosmology and (...) the fundamental morality of warfare. This powerful work set out to become the last word on military matters, subsuming and replacing all preceding literature. Written under the sponsorship of Liu An, king of Huainan, the _Huainanzi_'s "military methods" emphasize the preservation of peace as the ultimate value to be served by the military, insisting that the army can be effectively and rightly used only when defending the sacred hereditary position of the emperor and his vassals. This position stands in stark contrast to that of _The Art of War_, which prioritizes the enrichment and empowerment of the state. Liu An's philosophy also argues that military success depends on the personal cultivation of the commander and that deception is not enough to secure victory. Only a commander with the exceptional qualities of insight and cognition, developed through a program of meditative practice and yogic refinement, can effectively control and interpret the strategic situation. Andrew Seth Meyer offers both a full translation of this text and an extensive analysis of its historical context. His thorough treatment relates Liu An's teachings to issues in Chinese philosophy, culture, religion, and history, helping to interpret their uncommon message. (shrink)

We examine the role of the American Psychological Association (APA) in the weaponization of American psychology post-9/11. In 2004, psychologists’ involvement in the detention and interrogation of terrorist suspects generated controversy over psychological ethics in national security (PENS). Two signal events inflamed the controversy. The 2005 APA PENS Report legitimized clinical psychology consultation in support of military/intelligence operations with detained terrorist suspects. An independent review, the 2015 Hoffman Report, found APA collusion with the US Department of Defense in producing (...) the APA PENS Report and subsequent policies. Ongoing activities within APA to weaponize psychology sharpened the controversy. The authors—two psychologists and four former military/intelligence professionals—bring a military/intelligence operational perspective to detail two neglected areas of collateral damage. The first is the toll on psychology as a scientific enterprise. The second is covert influence on professional associations for incompatible security-sector objectives. In this study, we analyse the public perception of military AI in Estonia, a techno-optimistic country with high support for science and technology. This study involved quantitative survey data from 2021 on the public’s attitudes towards AI-based technology in general, and AI in developing and using weaponised unmanned ground systems (UGS) in particular. UGS are a technology that has been tested in militaries in recent years with the expectation of increasing effectiveness and saving manpower in dangerous military (...) tasks. However, developing weaponised systems often raises questions about their safety and accountability. While there have been public debates about the possible outcomes of AI-based civilian technologies like self-driving cars, equivalent discussions have not been held about military technologies. A discourse on potentially sensitive technologies can diminish biased representations and the distribution of worst-case scenarios. The results of this study reveal that an overall positive attitude towards AI-driven technologies is related to a positive perception of military AI systems. However, trustworthiness and human control are the main aspects that are expected from military technologies. (shrink)
